C. BINGHAM of St. Johnsbury on a copy of R1c, the 1 cent red proprietary. Bingham was a pharmacist. Next is a copy of R6c, the 2 cent orange bank check with a hand stamp reading BURLINGTON MFG CO. VT dated July 12, This company opened in 1866 as a rolling mill and nail factory. But in the early 1870s it became a marble and granite firm. The North Eastern Mutual Life Association of Brattleboro had one of the most elaborate hand stamp cancels I ve seen. It is also the only such cancel I ve seen that includes the word PAID. It is shown here on a copy of R23c, the 5 cent red agreement first issue. This insurance company opened in I couldn t find anything about SHEPARD DAVIS & C0. BURLING- TON, VT. 3 The Vermont Philatelist: May 2015 Page 3 Cover of the Issue Bill Lizotte has done a number of articles and updates in the past few years on Vermont County and Postmaster cancels. He presented a major overview of the whole collecting area in the August 2009 Vermont Philatelist. At that time there was only one example known from East Putney which was illustrated on page 7 of the February 1981 VP. Illustrated above is the 2nd reported copy bearing two 3c Banknote stamps for a double rate cover to Andover. The stamps are cancelled by two star killers. This cover has a lot going for it: a county cancel, oval shaped, star killers and pair of 3c banknotes as well as the excellent condition of the cover overall. According to the August 2009 list, 1830 Derby (postmaster), 1884 Saint Johnsbury Centre (county), 1839 Saxe s Mills (county), 1885 Strafford ( county) and a stampless Wells (postmaster) are still reported in only 1 example. 5 The Vermont Philatelist: May 2015 Page 5 The Post Horn by Bill Lizotte This journal has been in print for nearly sixty years, and 237 issues, noting the vast amount of material in Vermont s broad postal history. It seems rather extraordinary that new discoveries are still made at a good pace, as our body of philatelic literature continues to expand. New discoveries make our hobby interesting and challenging. New Discovery: Sandgate Stampless Cover with CDS: Sandgate is a town on the New York border in northern Bennington County. A Post Office was established there in 1828, although in a town with such a small population, it is easy to understand that surviving mail is so rare. There is one known stampless cover with manuscript postmark, unfortunately undated, but with a rate of six cents collect, addressed to nearby Albany, New York. There are several other covers known during the 1850s and 60s, although no other stampless covers are known until now. This folded letter with a Sandgate circle postmark surfaced recently, an unknown handstamp from this very small town. Internally, the letter is dated January 6, 1841, and bears the free franking of Postmaster William E. Hawks of North Bennington, specifically dated January 8. However, the postmark date is illegible, and appears to be either March or May 8th poorly struck, and with additional numerals 24 well struck, but why? The letter is addressed to William H. Lathrop in

6 page 6 The Vermont Philatelist: May 2015 Racine, Wisconsin Territory. Curiously, the previous owner assumed the city of address was Racine, VT, and noted that it was not a listed post office in Vermont. He failed to note that the state abbreviation was W.T. rather than VT, and that it travelled a good distance for one dated to Wisconsin gained statehood in New Discovery: Weathersfield Centre Stampless Cover Wethersfield Centre is one of several villages in the Town of Weathersfield, Windsor County to have had Post Offices at an early time. Others include Weathersfield, Greenbush/Upper Falls/Amsden (change of three names for one village), Ascutneyville/Ascutney, and Perkinsville, with only the Ascutney and Perkinsville Post Offices which continue in operation. The Weathersfield Centre Post Office was established in 1851, and remained in operation until permanently discontinued in Covers from this office are moderately scarce in all periods, but not previously reported during the stampless period. This cover surfaced recently at a stamp show in Albany NY. It bears the manuscript postmark at the top reading Weathersfield Centre Vt, with date of Aug 25th below, and postage of three cents indicated as Paid 3 in the upper right corner. This would date the cover to 1851 or later; however it is docketed as 1852, so there need be no speculation on the matter. It is addressed to Mr. Charles R. Wood in Montpelier.

7 The Vermont Philatelist: May 2015 Page 7 Earlier Than Previously Reported: South Hero 1815 South Hero is a town on the southern part of Grand Isle in Lake Champlain, one of several islands that comprise Grand Isle County in northwestern Vermont. The South Hero Post Office was established in 1813, and until now the earliest recorded cover for this town was dated to 1829, with very few covers surviving. The South Hero Post Office continues in service today, the only remaining office in the town, since the Post Office in Keeler s Bay was discontinued in This South Hero stampless cover with manuscript postmark is dated March 14 in the upper left corner, with postage rate of 18¾ cents in the upper right, and is addressed to Mr. Jonas Gates of Tunbridge in Orange County in the State of Vermont to be left at the post office in Chelsea. The name, address, and instructions from the letter writer consume most of the available space on the cover front, requiring the Postmaster to write his postmark, date, and postage in small letters. Note that postage at 18¾ cents is a War Rate, in use only between February 1, 1815 and March 30, 1816, one day less than fourteen months. Postage rates in effect during that period were increased by fifty percent over rates in effect before that period, to pay the cost of the war with Great Britain. The same rate coincidentally was also in effect from May 1, 1825 to 1845, and is commonly seen, but as a war rate in is quite difficult to find. The folded letter is internally dated March 13, 1815.

8 page 8 The Vermont Philatelist: May 2015 Jonesville Stampless Covers Three Different Postmarks Jonesville is a small village in the Town of Richmond (Chittenden County). A Post Office was established here on December 30, 1850, and has operated continuously since that time. A single stampless cover with manuscript postmark has been reported, with usage during the last quarter of 1855, a Postmaster Free Frank. However, there are covers with circle postmarks, remarkably three different circle postmarks listed in the American Stampless Cover Catalogue, which were in use before late The first of the three is listed for usages reported for , which is erroneous if we can trust the date of establishment. Nonetheless it is reported as being 27 mm in diameter, with small letter t in the state abbreviation, struck only in blue ink, and used with Paid and Free handstamps. I have not seen an example of this marking, but expect that usage may reasonably be limited to The second is listed for circa 1850, with diameter of 28 mm, struck in red only, with Paid and numeral 5 handstamps, and state abbreviation (which is frequently the best if not the only method of differentiating the listings of many similar circle postmarks) with a small, raised upper case letter T struck as VT. This device is also characterized by strong serif lettering, which unfortunately the ASSC never mentions in descriptions of the listings. We might expect this device to have been in use during , more or less. The illustrated example is dated July 25, addressed to Keeseville NY, with separate Paid and numeral 3 rate markings, and is struck in black ink. There is no content. (ed. note: the cancel is also known in blue. (see below)

9 The Vermont Philatelist: May 2015 Page 9 The third circle postmark is said to have diameter of 29 mm, reported for 1852 only, used with rate mark of Paid over numeral 3 in an arc, and struck in blue or black ink. The cover here illustrated is such a cover, struck in black. Note that lettering is in the Gothic style, straight letters without embellishment, and the state abbreviation is the typical VT. This cover has a postmark date of February 12, and is addressed to nearby Richmond, the other village in the town of the same name. The circle postmark and associated rate marking are less primitive, and I would suppose that usage is a little later, perhaps , until examples with dated content or docketing can be found. If anyone with an example of the first Jonesville postmark would kindly offer it for inclusion in this journal, I would be grateful. Cambridge Point Stampless Cover on ebay In January I spotted an 1838 stampless cover on ebay which was labeled Cambridge Point and addressed to West Brattleboro. The seller therefore assumed it was a Vermont cover, since the state abbreviation was blurred and illegible. As I am somewhat aware of postal history of the New England states and just enough about New York to get me in trouble on occasion, I was skeptical of believing Cambridge Point. Further, having not long ago written an article about attached rate postmarks in the May 2011 issue of this journal (with an update for an expected Putney attached rate in the May 2014 issue), I took a hard look at the cover and wondered if it could be CambridgePORT, Vermont.

10 page 10 The Vermont Philatelist: May 2015 This would be particularly expected since ten of the eleven Vermont towns known to have used attached rates during the 1830s were Connecticut River towns, as is Cambridgeport (in the Town of Rockingham). And I wasn t much concerned in noting that the blurred state abbreviation appeared to have four letters, since one of the Woodstock Vermont attached rate devices had Vermont abbreviated as VERT in capital letters. Unfortunately, a little detective work quickly revealed that the cover was indeed Cambridgeport (not POINT), and it was a Bay State cover after all. There is an attached rate cover listed in the American Stampless Cover Catalogue for Cambridgeport, Massachusetts, albeit only for year Grillin in Vermont (part 3) (ed note: Paul Abajian showed this exhibit at the 2014 Vermont State Stamp Show. We began reproducing the exhibit in the August 2014 issue and will continue as space allows over the next few issues. No Vermont census has been attempted, however the use of any grilled stamps in Vermont is far from common.

After Jan. 1, 1869 it could be also used to pay the 15c registry fee. Only two examples, both domestic registered covers have been recorded from Vermont Cavendish to Alfred, Maine March 17, ( ) The year date range is established by the registry rate of 15c which was in effect only from January 21, 1869 until December 31, The 3c stamp also bears an F-grill. Note the addressee is Mr. H.B. Shaw (the enterprising entrepreneur Harriet B. Shaw) (to be continued in the August 2015 VP)

14 page 14 The Vermont Philatelist: May 2015 Two Vermont Way Covers by Glenn Estus These two covers, both written in 1827, are examples of WAY covers: covers which were picked up by the post rider on his journey between two post offices and delivered by him to the next post office on his route for transmission onward to the addressee. The first Way covers were authorized by the Postal Act of May 8, 1794 to be effective June 1, At that time the charge for Way Covers was 2c plus the ordinary postage charges. In 1825, all legislation dealing with post office operations were consolidated into one large act of March 3, 1825 at which time Way fees were reduced to 1c. (Copy of Official Act below) In the early years of the Post Office Department, mail was charged based on two criteria: distance carried and number of sheets in the letter. Both of these covers are rated as 7c which equates to 6c for letters sent up to 30 miles plus the 1c that the postmaster paid to the mail carrier. West Haven to Benson is about 13 miles while West Poultney to Tinmouth is about 15 miles. The West Haven letter is about the sale of buffalo robes and is headed Whitehall, NY and was written by H.E. Griswold and dated February 2, 1827.

15 The Vermont Philatelist: May 2015 Page 15 The West Poultney letter is headed Fairhaven and dated March 23, 1827 and is a long letter from a father to his children informing them of the death of my beloved wife and your ever (?????) mother... These two covers were not listed in the monograph by Dr. Donald B. Johnstone, Vermont Postal History: Way Mail of the Green Mountain State, edited by Dr. Paul Abajian and published by the Vermont Philatelic Society in The West Poultney cover has a notation on the reverse LTH which probably meant it was once owned by Lloyd T. Hayward, the Dean of Vermont Postal History during mid-part of the 20th Century.

This building seems to have housed the PO for over 100 years. The look of the building may have changed, but the general shape has remained. Mrs. Ruth Moody was the Postmaster from 1945 to The East Dover Post Office in 2009.

18 page 18 The Vermont Philatelist: May 2015 Stampless Integral Rate Cancels by Bill Lizotte The period of postal history before the introduction of postage stamps in 1847 in the United States is one of broad interest and study, and vast enough to require research in scores of subjects. This article pertains only to Vermont stampless covers with postage rate numerals inside a circle town postmark. I have read several articles and seen exhibits on this subject over past decades, but don t recall having seen one article that included and described the postmarks from all ten Vermont Post Offices known to me to have used them. The ten Post Offices are (in alphabetical order) Brandon, Bridgewater, Burlington, Danville, Middlebury, Passumpsic, Thetford, West Randolph, Windsor, and Woodstock. Although these offices used postmarks with rates inside the circle, this is not to imply the postmarks themselves are similar, although several are. I note that all examples I have seen have serif lettering, although the type fonts may vary from one device to the next, and the Post Office name is always around the top of the circle, no surprise there since that is the case for virtually all circle postmarks. The majority of these are struck in red ink, although blue is common. Black is surprisingly scarce. Brandon used a circle of 32 mm in diameter with Paid 3 at bottom of the circle, struck in red, and used two separate handstamps Paid and

19 The Vermont Philatelist: May 2015 Page 19 numeral 3, although these were unnecessary since the three cent rate was applicable only if postage was prepaid. The postmark is dated August 14, and if we surmise that the cover was mailed in 1851, the three cent rate was only available as of July 1 of that year; the Postmaster perhaps only wanted to make it abundantly clear that the new postage rate was prepaid. Bridgewater used a circle of 30 mm in 1850 and 1851, struck only in blue. The state abbreviation is VT widely spaced at bottom with period after letter T. The date is at top middle, with 5 cts. just below. This device continued in use for a few years, but after June 30, 1851, when the more common three cent rate was introduced, the 5 cts rate was removed. Burlington used more devices than other Vermont towns, and more color variety. For a postage rate of five cents, Burlington used two different numeral fives, one tall and thin, the other short and bold, and just to complicate the matter, some covers with the short bold numeral 5 had the numeral below a wide bar, separating it from the date above. These were in use prior to July 1, 1851, and thereafter only for covers that were not prepaid. For prepaid letters as of that date and thereafter, Burlington used a device with VT after the town name, and Paid 3 at bottom of the circle, or with numeral 3 (without the word Paid) below the date and with state abbreviation below. There are varieties of placement for the numerals. These are known struck in red and black commonly, with a few known in blue. Danville used a device similar to the Brandon and one of the Burlington devices, with VT after the town name, and 3 Paid at bottom. Curiously, one text I have in my library illustrates an example of this cover with date of April 18, claiming this to be the only known example. However, another text illustrates a cover with date of July 4, while the example in my own collection is dated August 30. The second text indicates usages in 1851 and 1854, with one known in a red-rust color and the others in blue. Obviously, the word unique is much over-used, and the claim is to be taken lightly unless confirmed by other texts or by knowledgeable persons. George Slawson, author of The Postal History of Vermont did not know of this device on stampless covers, but knew of it struck only on the three cent imperforate stamps of the 1851 issue, noting that it was obviously intended for pre-stamp usage.

20 page 20 The Vermont Philatelist: May 2015 Middlebury used yet another device like the one used at Brandon, Burlington, and Danville, with 3 Paid as a straight-line at the bottom of the circle, struck only in blue, used regularly from late 1851 to There are later covers with stamps which also show use of this postmark. Passumpsic used an unusual device, with a thin-lined, horizontal Paid below the date, and 3 cts below and against the circle bottom, with no state abbreviation. It is known struck only in black and usage is listed for December 1851 in one text, while in the other Slawson indicates that it was used only on stamped covers during the 1860s. Both volumes offer illustrations of the same device, although of differing dates. Thetford used an internal rate with numeral 5 struck above the state abbreviation, below the date, and with a bold line between date and rate numeral. This is reported for 1850, struck in blue with a separate Paid handstamp. There is another cover reported with a separate Free handstamp, but I cannot say if the 5 rate numeral was crossed out. The Thetford is likely the scarcest of these. West Randolph used a double circle of 30 mm in diameter (the outside circle), with town abbreviated as W. Randolph, a numeral 5 just below the middle of the circle, and VTs struck below at the inside circle. Illustrated examples and all copies I have seen show only a manuscript date written above the numeral 5. Usage is reported from late 1845 to 1849, always struck in red. An example of this device with numeral 10 has been reported years ago, with no subsequent confirmation. (ed. note, the 10 rate item can be found at ) Windsor in my view used the most attractive device of this group, in spite of my penchant for multiple circle postmarks. The attraction for me is the exaggerated serif lettering and numerals with long, exaggerated curls. These are struck only in red, in two types, one with the 5 placed immediately under the month and over the state abbreviation, while the other has a bold line between the month and rate numeral,

21 The Vermont Philatelist: May 2015 Page 21 Woodstock used what appears to be at least three different devices, although the circle, town name, state abbreviation, and date are the same on all examples. The earliest usage shows the rate as 5 cts. below the date and above state abbreviation, used in By 1850 the 5 cts was removed, replaced by a large and bold numeral 5. Late in 1851 the numeral 5 was replaced by text reading 3 Paid in tiny letters and numeral. These are known struck in red or blue. There also exist circle postmarks at Middlebury and Woodstock with the word PAID inside, but without a specific rate and without date, and these need mention to complete this article. I would be remiss if I failed to note that Slawson also reported a Richford cover with town name inside the circle, and no date or other information except a bold Roman numeral V. However, Richford is well known to have used such a bold Roman V as a rate mark during the late 1840s, and it seems obvious that the Postmaster struck his numeral inside the circle in lieu of date on this one cover. 22 page 22 The Vermont Philatelist: May 2015 More Remotely Managed POs by Glenn Estus As I reported in the November 2013 Vermont Philatelist, the United States Postal Service is downsizing its work force to save money. Since the USPS met Congressional resistance to the closing of smaller post offices, it has been using another tact: fewer customer hours as well as having one postmaster responsible for several smaller offices. In the November 2013 listing there were 38 such post offices in every county except Lamoille county. By April 2015, another 29 post offices had been added to the list of RMPOs including one from Lamoille County for a current total of 67 RMPOs. In the list below, the name of the RMPO is followed by the name of the postoffice to which it now reports and the date that the change over occured. 26 page 26 The Vermont Philatelist: May 2015 More Vermont 1st Issue Revenue Cancels (continued from page 1) event, their oval cancel is seen on a slightly damaged copy of R54c, the 50 cent conveyance first issue. The cancel date is faint but appears to be Oct. 9, It may not illustrate well since the stamp is blue and the cancel dark blue. On a copy of R44c, the 25 cent red certificate, we have a black cancel of the VERMONT AND CANADA R.R. CO. dated Jan. 2, This is a somewhat obscure railroad. According to Robert Lindsell in his excellent The Rail Lines of Northern New England (Branch Line Press, Pepperell, MA, 2000) the V&C was chartered in 1845 but while the line was still under construction in 1849 (p.171) the Vermont Central leased it. It s always nice to find a full document showing the cancelled revenue. Shown here is an 1868 receipt for freight shipped on the Vermont Central Railroad. Receipts were taxed 2 cents and that tax is paid by a copy of R15c, the ubiquitous 2 cent orange U. S. Internal Revenue stamp tied by a black hand stamp reading VT. CENTRAL R.R. White R. Vill. dated Nov. 4, 1868.
