2 OUR MISSION, PURPOSE, AND PRIORITIES MISSION is the action of the God of grace who creates out of love, who calls a covenant people community, who graciously redeems and reconciles a broken and sinful people in Jesus Christ, and who through the Holy Spirit calls the church into being as the instrument of the good news of grace to all people. Mission is also the church s grateful response to what God has done, is doing, and will do. A graceformed church is one which responsibly participates in God s action in and for the world. ( 69, page Discipline). THE PURPOSE OF THE NORTHERN ILLINOIS CONFERENCE: The purpose of the Northern Illinois Annual Conference is to make disciples for Jesus Christ disciples who, empowered by the Holy Spirit, will make a difference in the world by equipping its local faith communities for a ministry of witness, justice, hope and love, and by providing a connection for mission beyond the congregation; all to the glory of God. THE CONFERENCE PRIORITIES ARE: 1) Developing Leaders for the Church Conference will further develop systems to identify, recruit, train, support, and evaluate leaders, with particular attention directed to youth and young adults. Recruitment of clergy, especially among racial/ethnic minorities, also is essential to our mission and ministry and must be emphasized. 2) Developing and Redeveloping the Church The Northern Illinois Conference must continue to provide direction and resources (financial, human, and spiritual) for new church development and the redevelopment to exiting congregations. We affirm our commitment to the General Church priorities of the National Plan for Hispanic Ministries and Strengthening the Black Church. 3) Reconnecting the Connection The Northern Illinois Conference must strive to repair our disunities and strengthen our connection, our vital web of interactive relationships (Book of Discipline, 109) within our cultural, ethnic, and theological diversity. We will provide opportunities for dialogue around our rich Wesleyan heritage and explicitly claim and clearly communicate our identity as the people called Methodists. To aid in doing so, we will use emerging technology, multi-language publications and media, and public relation strategies. 4) Claiming Christ on the Margins The Northern Illinois Conference heeds the historic call of John Wesley to offer them Christ, and it reasserts its commitment to serve the neediest in our midst. We reaffirm our support of Shalom Zone, community development efforts, the Bishop s initiative on children and poverty, child, youth, adult, and family serving agencies that are in covenant with our conference, and other emerging ministries with the poor. Dr. Cynthia Wilson opened the session with praise and devotion. Bishop Sally Dyck called the 176 th Session of the Northern Illinois Conference to order at 2:40 pm, June 14, 2015 in the Mega Center. The theme for the Annual Conference is Replenish. Lois Moreland-Dean prayed the opening prayer. The Annual Conference was greeted and welcomed by Rev. Alka Lyall, Chairperson of the Annual Conference Committee. ORGANIZATIONAL MOTIONS Rev. Alka Lyall presented the organizational motions: 1. That the agenda, as distributed at registration, be the tri-fold agenda provided in our packet. Motion carried. 2. That the registration list is the roll call of the conference. Motion carried. 3. That the Standing Rules as found in the 2014 Journal be the Standing Rules of the conference. Motion carried. 4. OPENING WORSHIP SERVICE / ACT OF REPENTANCE The opening service began at 3:30 pm in the Pheasant Run Resort Mega Center, with members of the Committee on Native American Ministries (CONAM), presiding. Praise and worship was led by Michael Jacobs. Rev. Carol Lakota Eastin, an Ordained Elder of the United Methodist Church, serving as a Superintendent in the Illinois Great Rivers Conference, Kaskasia River District, presented the sermon Empty Vessels. Bishop Sally Dyck presided over the Litany of Repentance, and Rev. Michael Mann presented a review of the Native American Listening Sessions. CLERGY SESSION CALL TO ORDER The clergy session was called to order by Bishop Sally Dyck at 6:25 pm, and Rev. Addison Shields led us in singing And Are We Yet Alive. SEATING OF DESIGNATED LAITY Rev. John Bell, Chair of the Board of Ordained Ministry (BOM), moved that the Standing Rules be suspended to allow the laity on BOM to attend the clergy session. Motion carried. BISHOP S REFLECTIONS Bishop Sally Dyck spoke a few words to all clergy on ministry, reminding us that we have something to offer this world that nobody else has. She spoke about Listening Sessions, the Church Assessment Tool (CAT), creativity, ministry for and with LGTBQ 29

Changes in the interviewing process were discussed as well other activities of BOM, such as focus on theology, the practice of ministry, and the Fruitfulness Project. Mr. Bedell introduced his work with the conference and clergy Healthflex Program, reporting that our claims are below the average of other conferences using Healthflex. The United Methodist Clergy Fund Board presented a report of its activity and a check for $1.2 million that was collected in 2014 to CBPHB. 33

Bishop Sally Dyck presented the state of the NIC through her message, Inner Strength for Greater Outreach. IMAGINE NO MALARIA OFFERING REPORT We have reached the $1 million goal in pledges. Rev. Gary Henderson, Executive Director of the Global Health Initiative, reported to the conference that as a denomination we have reached 88% of a $75 million goal. He thanked us for our generosity as deaths from malaria have decreased by half across the world. BIBLE STUDY Rev. Dr. James Forbes focused on Luke 4 and Matthew 5, 6, 7 The Spiritual Renewal of the Nation. Session closed. Preliminary Report given by Lonnie Chafin, Treasurer $36, BELOVED COMMUNITY REPORT Rev. Adonna Reid and the Wellness Team reported on the inclusivity of the conference. CONFERENCE COUNCIL ON FINANCE & ADMINISTRATION (CCF&A) REPORT Kristina Gaughan, President of CCF&A, addressed the conference. Dick Cosko, President of Red Door Fund Presented report it has funded 25 church for $21 million. It is at maximum limit all churches are current. 3 of the 25 has increased their apportionment giving to 100%. Kristina Gaugan, President of the Board presented the annual report. The NIC was not able to pay its apportionment in full to the General Conference, as 2014 receipts were less than $6 million, however 174 churches paid their apportionment in full. Rev. Rob Hamilton explained the new Landscape portal tool, which will help us to be good stewards of the abundance of resources in our annual conference. The discussion and vote on the budget will take place in November. RAINBOW COVENANT RECOGNITIONS Michael Mann presented Rev. Shirley Pulgar-Hughes, Conference Secretary of Global Ministries. Awards were announced, and it was noted that NIC gave more to second mile than any other conference in The United Methodist Church. LEGISLATIONS: Rev. Daniel Diss presented the following document for consideration: Document Fossil Fuel Divestment - amendment offered, however it will be re-presented later in a format that is easier to understand. UNITED METHODIST MINISTRIES CREDIT UNION Rev. James Galbreath, Board member of UM Credit Union, presented the annual report. It has merged with the Land of Lincoln Credit Union to have a stable financial base. The credit union presented a check for $7500 to be equally shared with The Great Rivers Conference. Our portion of the check $3,750 will be given to the Bishop s Appeal Recipient for this year - JFON. COKESBURY PRESENTATION Rev. James Preston and Rev. Dennis Oglesby, Board Members of the United Methodist Publishing House, along with community resource consultants for Cokesbury explained some of the benefits of Cokesbury and Cokesbury.com for the conference. Closing Prayer Shalley Wakeman, Lay Leader RETIREMENT Service for Northern Illinois Annual Conference 2015 The Retirees receive a pin in recognition of their years of service to the Northern Illinois Conference. The Retirees have all been invited to share their wisdom with the conference on one of four questions: 1. If you could go back, would you still say, yes to being a clergy person? 2. What is the greatest life lesson you have learned through your role as a clergy person? 3. What was the most challenging part of ministry, what got you through it? 4. What advice would you give to new church leaders? What would you like to see from tomorrow s leaders in the church? The mantle was passed from Rev. Bill Obalil to Adrienne Trevathan. The By-laws of the United Methodist Foundation of the Northern Illinois Conference provide that the Annual Conference will convene as the Annual Meeting of the Foundation for the purpose of electing board members and receiving an annual report. Harry Nicol retired this year, new President of the Board is Rev. John Peterson. Rev. John Peterson, President of the UMF introduced himself to the conference. 40 DISASTER COMMITTEE ON RELIEF Annual report presented by Rev. Christina Vosteen. Ministry of Disaster Response is not to restore but to renew. What is needed are your patience, your prayers, and your dollars, until such time as your presence is required. In receipt of over 700 flood buckets around 35,000. The church with the highest number is from South Chicago. Dekalb is the district with the highest numbers. Buckets will be going to Midwest Mission Distribution Center. CABINET REPORT Rev. Dr. Tracy Smith-Malone, Dean of the Cabinet, presented the cabinet report. Gift presented to Bishop Dyck and husband Ken. Barbara Pufundt, Aurora/Elgin District Administrative Assistant has resigned this year after 26 years of faithful service. Ashley Pierce introduced as the new Aurora/Elgin Administrative Assistant. Bishop Dyck thanked the cabinet for their faithful work in the conference. New Elgin Superintendent Darneather Murph-Heath introduced. FIXING OF APPOINTMENTS Appointments are now fixed on-line. NOMINATIONS REPORT Rev. Cerna Rand and Jim Loeppert presented the nominations report, Document 100, for the Annual Conference s review. A motion was made to accept Document 100. Motion Carried. Beloved Community gave a report concerning the nominations report young adult and ethnic representation. The ordination sermon, The Earlobe, Thumb, and Big Toe for Ministry, was preached by Bishop Sally Dyck. Bishop Dyck conducted the General Examination of those to be commissioned and ordained. Gifts were presented to those who were commissioned and ordained. The Bishop celebrated Holy Communion with those commissioned and ordained. The Annual Conference was dismissed with a blessing. 40
