1 Cheddleton Parish Council MINUTES OF THE ANNUAL COUNCIL MEETING HELD IN THE CRAFT CENTRE MEETING ROOM, CHEDDLETON ON TUESDAY, 17 th. MAY ATTENDANCE Councillor M. Ahmad, Mrs. C.Y. Ball, M.T. Arnold, Mrs. C. Latham, P.A. Latham, Mrs. A. Oakden, M.P. Worthington ELECTION OF CHAIRMAN Councillor Tunna, proposed by Councillor Bowen and seconded by Councillor Mrs. Hartley, was duly elected Chairman for the ensuing year. The Chairman thanked the members for his appointment and, on behalf of the Council, he thanked Councillor Bowen for his excellent Chairmanship throughout his two years in office CHAIRMAN S DECLARATION OF ACCEPTANCE OF OFFICE The Chairman duly signed his declaration of acceptance of office ELECTION OF VICE-CHAIRMAN Councillor Worthington, proposed by Councillor Bowen and sec. by Councillor Scalise, was duly elected Vice-Chairman for the ensuing year ATTENDANCE OF MR. M. FARROW PRODUCTION OF A PARISH NEWSLETTER The Chairman welcomed Mr. Farrow to the meeting. Mrs. Farrow advised that 25 years ago he was a reporter for the Leek Post & Times and he was now in public relations. He had lived in the parish for 10 years and was an active member of the Cricket Club. He felt that it would be useful to have a newsletter and hoped to gain the support of the P.C. It would not be a great commercial venture but he would need to cover the printing costs. The contributions would be down to the local community, sports clubs etc. He hoped to cover all village events including items such as the Housing Allocations etc. and he needed to know of anyone who would like to get involved. It would be professional newsletter and he would take on the editorial role. He needed ideas on how to fund it and needed organisations to help. Question was raised as whether a new newsletter would clash with the parish magazine? It was put that the content and the distribution would be different and they would compliment each other. Mr. Farrow advised that it would be an information type newsletter a record of village life. It was generally agreed that a newsletter would benefit the community including events at the Cricket Club, the Station etc., and elements of what the Council is doing would be good for the village. It was put that everyone was pushing for wellbeing and it would be useful to have items in a newsletter to deliver a hard message to the people. It was suggested that the content should be serious, proper information and not rubbish. Following discussions it was agreed to consider the Item again at the next scheduled meeting of the Parish Council. The Chairman extended sincere thanks to Mr. Farrow for his attendance MINUTES The minutes of the meeting of the 19 th. April 2016, taken as read, were confirmed as a true and accurate record and signed by the Chairman MATTERS ARISING Re. Min Clearance of path to the rear of the Asylum B.G. Councillor Bowen reported that the Rugby Club would be happy to clear the path. 1
2 3948 MATTERS ARISING continued. Re. Min Site Allocations and Development Boundaries Councillor Scalise reported that he together with Councillor Bowen and Worthington had met with Dai Larner to take up the matter of the Green Belt Review and to demand that the site at Rock End Drive/Folly Lane be taken out. Dai Larner and Mark James agreed that the inclusion would go against a major coalescent and they would take this up with the Review Body. Councillor Bowen reported that the matter would be discussed at the Local Plan Steering Group meeting. 4 3957 UPDATING OF THE ASSET REGISTER It was resolved: to accept and agree the updated version, as issued END OF YEAR ACCOUNTS STATEMENT OF ASSURANCE The end of year accounts including the receipts and payments account, the income and expenditure accounts and all related supporting notes had been issued to members for their perusal. There had been no matters raised in the Internal Auditor s report. A copy of the Annual Return duly filled in and a copy of the Section 2 Statement of Assurance had been circulated for members consideration and approval. The questions relating to the Statement were duly considered, agreed and appropriately filled in by the Chairman END OF YEAR ACCOUNTS - ANNUAL RETURN Following discussions it was resolved:- to authorise the Chairman and Clerk to sign the Annual Return ready for the return on the 17 th. June COUNCIL VACANCY CHEDDLETON WARD Members attention was drawn to the vacancy that now existed on the Cheddleton Ward of the P.C. The notices had been displayed and residents had until 12 midnight on the 17 th. May 2016 to request an election. The Clerk advised that the Returning Officer had received one enquiry but she had to wait until the post had been opened on the 18 th. before she could confirm if the Council could co-opt. Following discussions proposed by Councillor Bowen and sec. by Councillor Scalise it was resolved:- that if no election is called:- the Clerk be given delegated powers to advertise the vacancy in the Parish notice boards and on the website, and include the item on the next Council Agenda - to consider all applications received COMMUNITY COUNCIL OF STAFFORDSHIRE MEMBERSHIP 25 Following discussions proposed by Councillor Bowen and seconded by Councillor Mrs. Hine it was agreed unanimously:- not to subscribe MEMBER/S ATTENDANCE SPCA LOCAL COUNCILLOR TRAINING COURSE 7 th. JUNE Councillor Harvey expressed an interest in attending this course. Following discussions proposed by the Chairman it was agreed unanimously:- to book and pay the training course fee of 40. The Clerk to book a place for Councillor Harvey CPRE REPORT ON HOUSING Councillor Mrs. Meyrick read an article from the Countryside Voice Magazine, headed Housing Targets: Set Up To Fail? which clarified the point that it was the Government that had set the targets. Research commissioned by CPRE has shown that unrealistic and poorly calculated housing targets are threatening our countryside, with local authorities effectively being asked to come up with targets based on aspiration, not real need. The research found that in 54 local plans with a new housing target passed over the past two years, the average housing requirement was 30% above the Government s own household projections and 50% above the average build rate. Through its planning inspectors and the threat of expensive appeals, the Government is taking a top-down approach to impose and enforce housing targets, comments our head of planning, Matt Thomson. Instead, we need to see a more accurate definition of community need at the heart of all local plans, and more consideration for environmental concerns and land availability. Councils should not be penalised for failing to meet implausible ambitions for growth over and above actual housing need. Following discussions it was agreed to forward a copy of the report to the MP Karen Bradley and to Abi at the Post & Times. 4
5 At this point Councillor Ahmad left the meeting 3964 SITE ALLOCATIONS AND DEVELOPMENT BOUNDARIES Maps showing the site allocations and development boundaries in Cheddleton were produced for members consideration - and following discussions it was agreed:- CHEDDLETON Site CD002 shown on the map and listed as land South of Rockend Drive/Millstone Edge, Cheddleton..and Site CD003 shown on the map and listed as land West and South of Folly Lane, Cheddleton. Both sites lie within the Green Belt and outside the village boundary. The Council strongly objects to the inclusion of both areas of land for development given that it would effectively link two villages and there would be major road/highway issues. As stated above, both sites lie within the Green Belt, outside the village boundary and any development of the site would degrade the natural gateway to the village of Wetley Rocks, which enhances the individuality of the village and contributes positively to the feeling of leaving or entering a place. If allocated it would go against two major principles of the Green Belt Policy. It would go against a major coalescent the joining of two communities and the Council must ask for these two areas of land to be removed. Site CD017 shown on the map as land to the rear of Cheadle Road, Cheddleton. Planning permission has already been granted for a development and the Parish Council fully supports the inclusion of this site. Site CD115 the site lies within the Green Belt however, it is in the centre of the village and the Council would support the inclusion of this site in order to satisfy and meet the needs of this settlement s requirements. Staffordshire Farmers Site this is the only brownfield site in Cheddleton; it has an established access onto the A520 Cheadle Road and the Council ask for this site to be included given that it will satisfy and meet the needs of this settlement s requirements. At this point Councillor Scalise left the meeting Prior to the start of the discussions Councillor Mrs. Meyrick raised a number of questions relating to the sites in Wetley Rocks, mainly why were there 20 houses instead of 15? Why blocks of 20 instead of infill? How can highways approve an exit onto Mill Lane? Why had blocks of land appeared in most villages along with an increase in numbers? Is it true that the D.C. only get funding for blocks of houses, not infill? Is it a one off payment or 1,000 per. annum for 6 years. Is windfall included in the ultimate number of houses built? Has the land by Sub 4 been taken out? Why has Southlowe Ward been included in with Werrington again? Are housing associations building houses in the Moorlands to cope with the overspill from the big cities? Councillor Bowen, where appropriate, answered each question in detail. WETLEY ROCKS Site WR002 Outline planning permission has already been granted and the Council support and accept that this site is suitable for the proposed development and should form part of the new S.M. Local Plan. Site WR015 the site lies within the Green Belt and the Council cannot support this site for a development of 20 houses. 5
6 WETLEY ROCKS VILLAGE DEVELOPMENT BOUNDARY The comments raised before have not been taken into consideration and, on this latest map the boundary has been drawn wrongly, taking out an area of land to the rear of Oaklands Close where outline approval for a development has already been granted. The Council ask for the village development boundary to be extended, to incorporate the properties on both sides of Mill Lane; from the junction with the A520 Main Road on the East side of the lane from St. John s Church down to Lodge Side and on the West side of the lane from the boundary of 31 Main Road down to Foxdale. On the West side of the A520 Leek Road from Silver Springs, the Council ask for the village boundary to follow the existing line to the proposed new boundary line where it incorporates the property and land at the top of Mill Lane REPORTS OF COMMITTEES AND OUTSIDE BODIES The Council examined the reports of the following committees and adopted their recommendations:- a. Planning & Amenities Committee Meeting Re. Min Correspondence m. Pot Hole Leek Road, Wetley Rocks It was reported that the pot hole was causing residents a great deal of distress because of the noise and vibration from the HCVs. The Clerk was asked to report the matter again. Councillor Mrs. Meyrick raised concerns about works that had been started in Rownall Road and, the signs that had been put up in the road which were highly dangerous. She asked if the Council could ask someone from the S.C.C. Highways Dept., to come along to a meeting to discuss highway matters. Following discussions:- this was agreed. Re. Min Removal of the saplings/trees growing on the highway in Mill Lane Given that there would be a road closure in Mill Lane from the 31 st. May for four days it was agreed to ask Mr. C. Piggott to quote for the work and give delegated powers to the Chairman and Clerk to approve the works. Works to be carried out during the road closure The Clerk was also asked to speak to S.C.C. Highways to ascertain if the works to the bridge could also be carried out at the same time as the road closure. Re, Min Forward Agenda Items - Lighting at the Boat Councillor Scalise reported that he had spoken with the Landlord at The Boat and he had agreed to turn the lights down. Any further problems he would look at turning them down further. b. Reports of Outside Bodies Wetley Moor - Councillor Mrs. Meyrick reported that the cattle were now on the Moor and they were being trained not to walk outside the area. Dalecrete Councillor Jennings reported that the company were doing everything that the S.C.C. required them to do ACCOUNTS 3967 CORRESPONDENCE a. HM Revenue & Customs BACS Remittance advice for to cover the V.A.T. claim. b. Wetley Moor Consultative Panel Meeting 27 th. April 2016 Notes of the meeting held issued to members for their perusal. 6
7 c. Community Council of Staffordshire Village Halls Newsletter Issued to members. d. S.M.D.C. Giving notice that P/App Villa Road, Cheddleton will be reported to the S.M. Planning Applications committee on the 12 th. May It was reported that this had been refused. e. S.M.D.C. Giving notice that P/App Ostlers Lane, Cheddleton will be reported to the S.M. Planning Applications committee on the 12 th. May It was reported that this had been permitted. f. BT Christine Platt Telephone Box Grange Road - advising that the S.M.D.C. has replied and they have no objections to the proposed kiosk removal. She will now programme the work and as previously mentioned this can take 4-5 months. g. Environment Agency Giving notice of the next scheduled meeting on the 8 th. July Minutes of the previous meeting. h. S.C.C. Purchase Order Village Lengthsman Agreement i. K. St Leger complaint about the upkeep of the grass verges in Wetley Rocks the Clerk reported that she had responded to the complaint. j. Fields in Trust Centenary Fields Commemorating World War 1, the objective of this nationwide programme is to secure recreational spaces in perpetuity, in honour of the memory of millions of people who lost their lives in the conflict. Inviting Town and Parish Councils to nominate a recreational space to be dedicated as a Centenary Field to commemorate this significant milestone. Given that the only field that could be nominated was in the ownership of Fields in Trust it was agreed to take no further action. k. Active Places Data Platform Inviting the P.C. to ownership of the site data on the Sport England Active Places Platform It was agreed to take no action. l. S.C.C. Road Traffic Regulation Act 1984 Temporary Restriction in Ostlers Lane Diversion of Vehicular Traffic from the 27 th. June st. July 2016 and from the 25 th. July th. August The maps etc. were issued for members perusal. The Clerk reported that Chris Rose at the S.C.C. had advised that the applicant is Western Power and that closure is required for the installation of cabling (cable overlay.) m. PCSO Tom Harvey advising that he has investigated the complaint about parking in Station Road and he has nothing to report but, he will keep an eye on the area. Advising that residents can ring Clear Streets to report any parking problems and press option 5. With regard to the Toll Bar P.F. he will monitor the area. With regard to the tree works in Grange Road/Moorland Road he has spoken to the resident and everything is ok. n. British Gas confirming that the termination of the electricity contract C.C. & Craft C. 7
8 o. S.C.C. Local Government Pension Scheme Acknowledging receipt of the return of the completed reply form i-connect. The Clerk explained that unless the Council opted for the i-connect there would be an annual administration charge to send it direct. p.
