Legis la ti ve Petitions from Virginia Co un ties with Significant Record Losses Hanover County Contributed by Jean Pickett Hall When Hanover County was Eormed from New Kent in 1720, the county #tretched from Tidewater Virginia through the Piedmont to the mountains and beyond. While her eastern border was determined by the parent county, her western 'boundary' extended indefinitely westward and it was not until the creation oelouisa County in 1742 that that line was set. In 1720, Hanovers southern neigblior was Henrico County while on her nortbern boundary lay King William County. Both her southern line whicb is determined by the Chickabominy - a meandering swamp in its lower regions - and her northern boundary which is determined by the Pamunkey River and its tributary the North Anna were permanendy established in 1728 with the creation oegoochland and Caroline counties, respectively. Today, Hanover is rapidly becoming a northern suburb oericbmond yet it still bas enclaves oe 18th century bucolic life. While Hanover must bear tbe designation oe'burned county' by virtue oehaving bad records destroyed in the fires which occurred during the April 1865 evacuation oerichmond, it still has a treasure in historical documents; these legislative petitiollbare among the more revealing oesuch documents as here we see the people active in the settling oethis country. In these petitiollb,we see that in 1778 citizellb are calling Eorthe election oevestrymen, instead oetheir continuing to be chosen by a self'[jerpetuating squirearchy. Within a few years, residents are petitioning for the redistribution of those glebe lands whicb were the seats oe the Establishment clergy. Yet a nucleus oeanglicallb cling to their heritage. In 1786 those oest. Martin's Parish petition Eorthe preservation oetheir parish property. Its fine brick church, built between 1736 and 1740, is still in good estate. Dolley Payne Madison and Patrick Henry attended services there, and Richard Slatten, a Eormer editor oethis magazine, is buried in its cemetery. Quakers and Presbyterians setde in Hanover early, and this 'Dissenter element will lead the way to Revolution. By 1784, some inhabitants are petitioning to bave their long county cut into two counties; upcounty residents do not like paying Eorbridges in the older part. Two important river ports, Newcasde and Hanovertown, assured the county's importance as a trade and migratory route into the interior counties. As a nexus, Hanover saw people migrating south along the Fall Line and migrating west from the ports. Englishmen stepped ashore in the heart of Virginia and moved into the beart of tbe continent. The county line at that point is also uncertain so the petitioners ask that commissioners be appointed to run the county line in the said swamp which in their opinion would prevent many expensive lawsuits and also the public would derive great advantage therefrom. Robert Forsyth. He now has a considerable quantity of provisions under his charge. He has received orders to march to South Carolina with the militia but asks that he be may be excused from military duty while he serves in the capacity of an officer of importance. A note is added stating that the petitioner is also an acting QuarterMaster under Co!. William Finnie. No other names mentioned. -November 15, 1780 Clarke & Talley and Clarke & Wingfield, Inspectors of Page's and Crutchfield's Warehouse in Hanover County petition the House of Delegates to increase their salaries. No Signatures. -December 6, 1780 The petition of Nathaniel West Dandridge, Esq. states that he owns a grist mill built nearly sixty years prior and that the mill is located across a water course called Mill Creek in Hanover County. He states that John Boswell, Gent., owned land separated from his by the said run and that Mr. Boswell some years past applied to the County Court to build a mill thereon about a mile above that of the petitioner's mill. Mr. Boswell was granted permission to build the mill in spite of opposition from

Then Mr. Boswell sold his mill and adjoining land to one Standly who sold to George Polly, Charles Thompson, and John Thompson in October The mill was then removed much to the relief of the petitioner. Since the removal of said mill, Mr. Polly has shown evidence of rebuilding the mill and consequently Mr. Dandridge asks the House of Delegates to grant him relief by explaining or amending the Act of Assembly or otherwise. A note signed by neighbors certifies that, in their opinion, Mr. Dandridge's mill is sufficient to supply the neighborhood with meal and the building of Mr. Boswell's Mill has been injurious to Mr. Dandridge and prejudicial to the neighbors. Page's Warehouses are mentioned and described as being located up the river from the subject warehouse. The petitioners also state that they understand that Piping Tree warehouse in King William County being five miles by land down the river from Meriwether's and also Waddy's warehouse in the upper end of New Kent are to be dicontinued. They ask that one tobacco inspection station in the Town of Hanover known as Page's Warehouse and one inspection warehouse at New Castle be reestablished.. Colonel Wm. Nelson petitions the House of Delegates for payment in land for services in the Revolutionary War and in the militia. He states that he was among the first to take up arms against the British and served first as a common soldier in the volunteer establishment, then he was appointed major in the seventh Virginia regiment. He rose to the rank of Lieutenant and served two years in the regular army. He was eligible for the rank of Colonel when the ill state of his health obliged him to retire from the army. Since that time he has had the honor to command regiments of militia in every invasion. No other names mentioned. -November 22, 1783 The petition is not included in this file. Certifications are as follows: "Richmond January 23, Lt. John Vaughan has been an officer in service from the 20th October 1778 till the 5th day of February Chas Dabney Lt. Col."

Another certificate signed by Charles Dabney, Lieutanant Colonel, dated Hanover January 17th, 1783 states that Lt. John Vaughan had applied in 1781 to continue in service of the state troops. Lieutenant Vaughan was offered an appointment but failed to report as recommended. No other names mentioned. -May 28, 1784 Subscribers and inhabitants of the counties of Henrico and Hanover petition the House of Delegates to ascertain and establish the county line along the main run of Chickahominy Swamp. The location of the county line has been under dispute many times.
