1 Dr. Joseph Bell th Terrace Osawatomie, Kansas Cell: (618) EDUCATION Olivet Nazarene University May 2010 I graduated on May 8, 2010 with the degree of Doctor of Education in Ethical Leadership. The degree is interdisciplinary in nature. Course work focused on covenant leadership, legal and ethical issues in leadership, social action, interpersonal leadership and intra-personal leadership. My dissertation was entitled, THE EXPRESSION OF CONGREGATIONAL IDENTITY IN THE CHURCH OF THE NAZARENE AS SEEN THROUGH THE CULTURAL LENS OF AGE. My advisor was Dr. Michael Benson. The dissertation work focused on issues of practical theology as recognized and expressed across the cultural lines of age within the local congregation. This dissertation is being place in the Digital Commons including the Library of Congress. Mount Vernon Nazarene University May 2001 I graduated with a Master of Ministry degree in Practical Theology. Course work included the Doctrine of Holiness and Preaching Program, the Church in the 21 st Century, Church Growth, Biblical Preaching in Today s World, Biblical Foundations for the Practice of Ministry, Strategies of Multicultural Ministry, the Pastor as Leader, Spiritual Formation, Pastoral Care and Counseling, Biblical Exegesis for Preaching the Gospel of John. Governors State University April 1997 I graduated with a Bachelor of Arts, Board of Governor s degree. Due to the location of pastoral assignments this degree represented an accumulation of educational credits from seven colleges and universities listed here and below. This also represents a significant gap in the educational process due to two unique pastoral assignments: one assignment which moved three congregations through a double merger, and another pastoral assignment in Anchorage, Alaska. Course work in this university focused on sociology, anthropology, management strategies, and childhood development. Ordained Elder in the Church of the Nazarene August 26, 1989 During the Northwest Indiana District Assembly, Dr. John Knight, General Superintendent of the Church of the Nazarene, granted ordination. This was granted after completion of the Course of Study for Ministers in addition to a minimum of two years in the pastorate, recommendation of the Board of Ministerial Studies, a personal review by the Ministerial Credentials Board, recommendation by the Ministerial Credentials Board to the District Assembly and positive vote by the District Assembly. Olivet Nazarene University Spring 1989 One semester at Olivet focused on the study of Western Civilization, and Church and Christian Living.

2 Joseph Bell, 2 Southern Illinois University at Carbondale Spring 1987 Spring 1988 Course work at SIUC focused primarily on world history. The spring semester of 1988 marks a semester of pastoral transition from Southern Illinois to Hammond, Indiana. Student loans required that I complete the semester. This transition required me to commute to class while pastoring in Northwest Indiana. Southern Illinois University at Edwardsville Winter 1985 Spring 1985 SIUE coursework focused on international relations and history. McKendree College Fall of 1984 Course work in the fall of 1984 focused on American Literature, Illinois History, and American National Government. Mid-America Nazarene University Fall 1982 and Spring 1984 This course work represents religion courses received in preparation for ministry while attending Maple Woods Community College. Coursework consisted of Old Testament literature, New Testament literature, and philosophy of religion. Maplewoods Community College Fall 1981 Spring 1984 Lower-level Gen-Ed courses were received in this community college. Course work basically consisted of history, English, psychology, speech, math, biology and art history. RELATED PROFESSIONAL EXPERIENCE Holy Land Trip 1982 This educational trip included Greece and Israel. This journey to Greece was highlighted by the Greek Parthenon, and Acropolis. The journey to Israel was highlighted by visiting Tel Aviv, Nablus, Nazareth, Jericho, Qumran, the Sea of Galilee, the Dead Sea, Capernaum, Bethlehem, Bethany, the Mount of Olives, the Garden of Gethsemane, the Kidron Valley, the Garden Tomb, and other locations in and around the city of Jerusalem. The excursion was most helpful in understanding the scriptural settings and bringing the scripture alive for me as I study, preach and teach. DENOMINATIONAL RESPONSIBILITIES United States/Canada Missions Evangelism Department, New Start Office Multi-Congregational Taskforce I served on the Multi-Congregational Task force to provide direction and oversight of multi-congregational ministry in the United States and Canada. My specific area of responsibility was the Mount Vernon educational region.

3 Joseph Bell, 3 New Start Assessor I served as a New Start Assessor for the denomination, with responsibilities to evaluate and train candidates in preparation for placement as a New Start pastors. DISTRICT RESPONSIBILITIES Board of Ministerial Credentials, Illinois District This board has the responsibility to review the qualifications of candidates and interview the candidates as they complete the educational requirements for ordination, to confirm that their theological and doctrinal understanding are sound and in harmony with the Church of the Nazarene. Personal life practices of the candidates are also reviewed to make sure that the candidate practices what he/she preaches. This board has the responsibility to make the final recommendation to the District Assembly for ordination. Mission Strategy Team This team had the responsibility of oversight concerning the mission strategy on the Illinois District Church of the Nazarene as well as the continued health of existing Ministries. My primary responsibility on this team dealt with the Good Samaritan Ministries of the Metro East. This was a compassionate ministries center constructed under my watch as pastor of the Good Samaritan Church of the Nazarene, in Collinsville, Illinois. I served as pastor of this work from The Compassionate Ministry Center ministered in the very high risk, predominantly African American community of Washington Park, Illinois, part of East St. Louis. The center provided food, clothing, shower facilities, laundry facilities, worship services, a hot meal for everyone on Saturday, food to feed a four member family two meals during the week, counseling and care including but not limited to crisis pregnancy, grief care and divorce care. Finance Committee, Illinois District and the Central Ohio District Illinois , Central Ohio 2005 The district finance committee has responsibility for the development and oversight of the operational budget for district ministries. Board of Ministerial Studies, Alaska District As a member of this board I had the responsibility to mentor individual students as they prepared for vocational ministry. I also had the responsibility to review the progress of each candidate and to make recommendations to that candidate and to the district assembly annually concerning their progress. Key to this process was the need to assist the student in their personal relationship with the Lord as well as helping them in their understanding of theological issues, the doctrine of the Church of the Nazarene, and the implementation of these truths in the community. Camp Director Senior High Co-Director West Virginia, Early Youth Camp , Alaska In all of these camps the director s responsibility was to organize and implement the camp including the message of faith expressed during the camp, camp facilities, the staff of the camp, provide for the safety of the camp, and the financial stability of the camp. A key element in the success of these camps was the use of the Nazarene University public relations groups as part of this camping structure. This was not only important

4 Joseph Bell, 4 to the success of the camp, but more importantly exposed the camper to the Nazarene institution of higher education so that they would have a personal connection and bond with the University. District NYI President, Northwest Indiana District My primary responsibility as NYI President was to develop a quality district youth program that was completely self supporting. Prior to my arrival, $23, entrusted to the district NYI by the district youth for Nazarene Youth Congress was misappropriated by the previous president. I was placed in this position of leadership by the District Superintendent and District Advisory Board to organize and implement a process to bring stability to the District NYI. Until the money borrowed from the district to allow youth to participate in NYC could be paid back and additional personal funds from the teens were returned in full, no budget supported funds were available. My assignment was to operate the NYI, without the use of budget funds, while maintaining the quality of district youth ministries on the Northwest Indiana District. This assignment was accomplished. CIVIC RESPONSIBILITIES Alaska Bar Association Attorney Discipline Committees Finance Committee This position is both an appointed and an elected position. The committee consisted of three individuals, two members of the Alaska Bar and one member at large representing the public. Nominated by a member of the legal profession, each member was then voted into their term of office by the members of the Alaska Bar Association. My responsibility on this finance committee was to be the public voice concerning billing practices for lawyers in the state of Alaska and to make sure that clients received that for which they paid. This committee acted as judge and jury concerning the Alaska Bar, with the authority to dismiss the charge, or to levy a legally binding ruling up to and including disbarment. Ethics Committee I was also elected through the same process as above to the Ethics Committee with responsibility to represent the public concerning the ethical practices of members of the Alaska Bar Association. This committee also had the legal responsibility to oversee the Alaska Bar Association and the manner in which they cared for their clients. This three-person committee also acted as both a judge and jury with the authority to dismiss the charge, or to levy a legally binding ruling up to and including disbarment. PASTORAL EXPERIENCE Good Samaritan Church of the Nazarene, Illinois District Senior Pastor During my assignment as pastor this church consisted of two congregations: One traditional middle-class predominately white Anglo-Saxon congregation, and one compassionate ministries center congregation consisting of an extreme poverty stricken population, of predominantly African-American descent. Three people were called to full-time vocational ministry. During this assignment we developed by-laws for the Good Samaritan Ministries of the Metro East, completed construction of a 6000 ft.² Compassionate Ministries Center in Washington Park, Illinois, debt free. Compassionate ministry grants were offered monthly to the community through an application process.

5 Joseph Bell, 5 Columbus First Church of the Nazarene, Central Ohio Senior Pastor This assignment included traditional ministries of the church and the operation of a Christian daycare preschool of an annual enrollment of approximately 100 students. In 2005, we refocused and restructured the church to reach single adults who had moved away from God. The purpose of this was to intentionally reach the students of The Ohio State University, as the church was connected to its campus. During this pastorate, we experienced continued outreach and growth through our Eritrean Church. The facility was extensively remodeled, debt free. The daycare preschool was closed in 2005 as part of the remodel and refocus. We had one Work and Witness trip to Costa Rica, where we provided labor for the construction of student family housing for the Nazarene Seminary, Vacation Bible School, and medical clinics. Five individuals accepted a Call to full-time Christian ministry. Calvary Church of the Nazarene, West Virginia South Senior Pastor While pastoring the Calvary Church of the Nazarene we established one traditional blended worship service, and one contemporary worship service which targeted specifically the un-churched teen. Four individuals from this congregation were called into full-time ministry. A new parsonage was constructed, the church facility was renovated inside and out, and the debt on the church plant was retired. Anchorage First Church of the Nazarene, Alaska Senior pastor During this pastorate, leadership was provided to establish a self-supporting Chinese Church of the Nazarene outside the walls of Anchorage First Church. We birthed a Filipino Church. Leadership was provided to develop a vision for ministry, organizational skills for the boards, training for Sunday school teachers, and facilities to provide a smooth beginning. We organized and implemented a joint youth/adult Work and Witness team to the Heritage Church of the Nazarene, Edmonton, Alberta/Canada. During this pastorate 23 students were sent to Nazarene institutions of higher education, and nine members accepted God s call to full-time ministry affiliated with the church of the Nazarene. We organized and distributed over $372, in new clothes, without cost to the church, to support pastoral families, missionaries and supporting staff in the unforgiving Alaskan, Canadian and Siberian weather. Woodlawn Church of the Nazarene Hammond First Church of the Nazarene First United Church of the Nazarene Munster First Church of the Nazarene Fairmeadow Community Church of the Nazarene, Northwest Indiana These five churches represent, for the most part, one congregation. In 1989 we were confronted with three suffering churches, in one large community, that we re not doing the ministry of one healthy church. First United is the result of the merger between the Woodlawn Church and the Hammond First Church, on January 5, Fairmeadow Community is the result of a second merger, between First United and Munster First Church, on January 7, Through a unique set of circumstances the Lord unified these churches in name and vision, and brought into existence a healthy church which now reaches the entire community. 100% of the congregations involved transitioned successfully in both mergers. One work and witness project was accomplished, providing a youth musical and physical labor to Canadian churches. Four people accepted a call to vocational ministry during this assignment. Two individuals were sent to Nazarene institutions of higher education.

6 Joseph Bell, 6 Metropolis Church of the Nazarene, Illinois Pastor Three pastors from the United Methodist Church, the Church of God and myself from the Church of the Nazarene developed an interfaith youth ministry. McTuff Massac County Teens United in Faith and Fellowship, was developed to provide a place and opportunity for young people to gather daily for healthy and constructive fellowship and interaction. McTuff provided a healthy alternative to growing gang related problems throughout the county. ASSOCIATE PASTORAL POSITIONS Loveland Church of the Nazarene, Colorado 1985 During this assignment, the youth ministry grew from three teens to 104 teens in eight months using three phases: Introductory level - using an open gym to interact and teach basic Christianity, intermediate level using Wednesday night youth ministries to develop an interactive group and to introduce Nazarene doctrine to the group, advanced level moving the new Nazarenes to interact with the entire Nazarene church through corporate worship and Sunday School. One person accepted God s call to vocational ministry. Hillcrest Church of the Nazarene, Illinois Two Work and Witness trips were organized and implemented during this ministry, one was a joint project between the Gladstone Church of the Nazarene, which consisted of a traveling revival and outreach ministry, and the second to the Pima Indian Reservation where we deconstructed one facility, provided painting of a new facility, dug trenches and laid water lines through the desert to the new facility. Four students were sent to Nazarene educational institutions, and four accepted God s call to vocational ministry. Gladstone Church of the Nazarene, Kansas City Three Work and Witness projects were accomplished during this assignment. The first was to provide construction labor for the conversion of a warehouse into a Nazarene Church in Wisconsin. The second trip was to provide renovation to a church facility and neighborhood contact for a Vacation Bible School in Fort Smith, Arkansas. The third was the traveling revival and outreach ministry in Southern Illinois, mentioned above. Eight students went to Nazarene institutions of higher education and ten people accepted God s Call to vocational ministry. (One additional individual accepted God s Call through outreach unconnected to the Church of the Nazarene.)
