3 Newspapers (13/1/2012) Pages: 1, 4, 5 Author: Ahmad Amer, Amany Majid and others Elections Updates The Muslim Brotherhood s Freedom and Justice party (FJP) won 24 seats in the run-off round of the third phase of parliamentary elections. Salafist al-nour won 10 and independent candidates won five seats. In North Sinai, FJP candidate and an independent seat won the seats of the constituency. FJP won in al-qalyoubiya, Salafists won in Matrouh and both parties shared the seats of al- Wadi al-jadid (the New Valley)s. In Qena Islamists won the tribal alliances and a heated race is expected in the reruns in Nag Hammadi tomorrow. In Gharbiyas, FJP wins 13 seats; Salafists win 7 and al-wafd five. In Sharqiyas, FJP won n Balbis. Clashes broke out in Aswan after declaring the results. The Egyptian Bloc denied any coordination with al-nour and al-wafd to choose the Speaker. In Menia Islaists win the eight seats of the single-member constituencies. 12 member of al-jamaah al-islamiya will be in the parliament. FJP won in al-khanka in Cairo first constituency reruns. 3

The plan aims at increasing the number of tourists to 30 million/ year. 7

9 Page 1 Author: Yousri el-badri Spain to Examine Egypt s Hussein Salem Extradition Request Feb. 9 The Spanish judiciary has set the date of February 9 to examine Egypt s request to extradite businessman Hussein Salem, said Counselor Assem el-gohari, head of the Justice Ministry s Illicit Gains Authority. A court hearing will also be held on January 19 to look into another request to extradite Salem s son, Khaled, and January 16 for his daughter, Magda, Gohari said. Egypt wants Salem to be extradited to face trial along with ousted president Hosni Mubarak over corruption charges, including the sale of natural gas to Israel at below-market prices. 10 Page: 3 Author: Ahmed el-khateeb Two Spy Cells Arrested Security forces arrested two espionage cells in the past 30 days, involving 38 members, who are currently under investigation, high-level security sources said. The first cell comprises 31 members, all of them are Arab nationals, sources said. Sensitive spying equipment and cash amounting to $100 million were found in their possession. Egyptian authorities are interrogating them in order to put them on trial. The sources further said the spies had connections with some members of the new parliament but refused to disclose any names. The other cell is made up of seven members. They are from five neighboring and restive countries. 10

11 Page: 3 Author: Bassant Zeineddin MB: Giving Immunity to SCAF Contingent on Approval of Martyrs Families Mohamed el-beltagy, a leading member of the Freedom and Justice Party, said the matter of giving immunity to SCAF from prosecution must be discussed with the families of slain protesters and would be pursued only if they agree. This is up to the families of the martyrs to decide, Beltagy told the Washington Post. He was talking about offering the country s ruling generals immunity from prosecution for alleged crimes committed since they took power in February. The tactic is part of a bid by the Muslim Brotherhood, Egypt s largest Islamist party, to use its success in ongoing parliamentary elections to offer some compromises to help ease the military out of power, the paper said. 12 Page: 4 Author: Mohamed Azouz, Hisham Yassin and Mansour Kamel US Pentagon: Egypt Took Steps to Improve NGOs Conditions The US Pentagon knows that Egypt has taken steps to improve the conditions of NGOs, said US State Department spokesman George Little. However, he denied that contacts took place between Egypt and the Pentagon in this regard after a phone call between US Defense Secretary Leon Panetta and SCAF head Field Marshal Hussein Tantawi. We hope the Egyptians do the right thing, he said. 12

13 Page: 7 Author:Adel el-dargely, Hamdi Dabsh&Others Election Updates With the announcement of the results of the runoffs of the third and final round of the parliamentary elections, six Copts only have succeeded in winning seats in the new parliament. Meanwhile, Al-Wafd Party said it garnered 43 seats in the third phase. Al-Wafd Assistant Secretary Hossam el-kholi said 12 independent candidates, who won in the polls, have requested to join the ranks of the party. The Muslim Brotherhood, represented in its Freedom and Justice Party, outplayed the Salafists Al-Nour Party in the runoff polls. The MB has garnered 21 seats, while Al-Nour 9 seats. Loser candidates blocked the roads and set fire to the premises of the FJP. Several human rights groups monitoring the elections reported an extremely low voter turnout in the runoff elections of the third phase. The Egyptian Organization for Human Rights recorded several violations during the elections, including campaigning and bribes on election day. 13

15 Pages: 3 Author: Khalid Musa and Muhammad Imam 16 Million Dollars to Privatize Egyptian Newspapers Wikileaks uncovered American-Egyptian diplomatic correspondences about the U.S intention to privatize Egyptian governmental media; press, radio and TV. The secret telegram dated September 20, 2007 and signed by former American ambassador in Cairo Francis J. Ricciardone showed that the privatization of the Egyptian press, radio and TV was amongst the U.S strategic goals in Egypt. Another Ricciardone s classified document dated March, 6, 2006 uncovered US $ 16 million devoted by the United States to privatize the Egyptian media and support Egypt independent media. A third document is issued by the American embassy in Cairo. The document points out the top priority of changing the media in Egypt. A former publisher of an independent Egyptian newspaper has reportedly told the United States that the main obstacle towards the project is the government s support for the State press. 15

16 Pages: 3 Author: Not mentioned The Armed Forces Uncovers Assassinations Plans On its page on facebook, the Armed Forces declared having monitored direct and indirect inciting to bloody confrontations with the Armed forces on January 25. Calls were made through the internet to attack the armed forces and their vehicles and some vital state facilities, in addition to targeting a number of the armed forces symbols. The Armed Forces troops will be present to defend people and the vital facilities. 16

FJP won in Qena, and reruns of Qena s Nag Hammadi are to be held tomorrow. FJP won reruns in Qalyoubya ss al-khankah. FJP also won reruns of the third constitution in Alexandria. FJP and Salafist al-nour shared the runoffs seats in Menia. Salafist al-nour achieves sweeping victory in Marsa Matrouh. In al-wadi al-jadid (the New Valley) FJP won the brackets seat and Salafaist al-nour won the workers seat. Fierce completion was reported between FJP and former NDPs in Assyout. FJP won the slates constituency in reruns of Cairo s first constituency. In al-gharbiay, FJP won 5 seats, Salafists won one seat, two independent candidates won and one candidate of al-wafd party. 17

After the meeting Mussa declared that the discussions were about the local and regional developments. Dr. Muhammad Salim al-awwa starts a one-week visit to Saudi Arabia today. He will hold two meetings with the Egyptian expatriates there. News was also reported about potential presidential candidates Amr Mussa s, Ahmad Shafiq s and Hamadain Sabbahi s intentions to visit Egyptian expatriates in Saudi Arabia. 200 thousand eligible Egyptian voters live in Saudi Arabia. 19

Sheik Yusuf stated that he came back to congratulate Egyptians on God s gift of the revolution after the dictator s rule. Sheik Yusuf praised SCAF s role in protecting Egyptians during the revolution and prevented civil war. Al-Jazzar stated that the group s goal was to rescue the Egyptian economy through cooperation in foreign relations. 21

The decision is to be officially declared within a week.. The five figures are: Ahmad Maher, founder of the t6t of April Movement; Shadi al- Ghazali Harb, deputy of al-wari Party founders; Nasser Abd al-hamid, member of the Revolution Youth Coalition; Khalid Talimah, Khalid al-sayyid and others. 22

23 Page: 1 Author: Not mentioned Tantawi to Visit Libya for 1 st Time since Gaddafi s Death SCAF Head Field Marshal Hussein Tantawi will visit Libya on Sunday, his first visit outside Egypt since taking over power in February, sources close to SCAF said. During his two-day stay, Tantawi will meet with president of the Libyan Transitional Council Mostafa Abdel-Jalil and Interim Prime Minister Abdel-Rahman el-keib, a Libyan website reported. The website also said that nine ministers will accompany Tantawi on his Tripoli visit to tackle Egypt s participation in the reconstruction of Libya. 23

24 Pages: 1 Author: Wafaa Fayiz Nabil al-arabi and Presidency General Secretary of the Arab League Nabil al-arabi said he was not intending to nominate himself to presidency. I am more interested in foreign affairs now, he added, thanking some players who suggested him as a presidential candidate. Al-Arabi was hosted in al-hayah al-yom TV program two days ago. Reflecting on the Egyptian revolution, al-arabi hailed the January 25 revolution as great, adding that we do not need another revolution; for we must be thinking of construction. Al-Arabi also stated that he could notice a clearer vision in Tunisia than in Egypt. Al-Arabi stated that he was not really concerned about the Islamist lead in the parliamentary elections. 25 Pages: 1 Author: Ahmad Abd al-halim and Marwa Mustafa Carter Doubts SCAF s Intentions Former US President Jimmy Carter met Muhammad Badie, the general guide of the Muslim Brotherhood and congratulated him for the sweeping victory in the Parliamentary elections. Head of al-wasat Party reported on Carter s expression of the Congress anger over the Egyptian security forces raids against the IRI and the American Democratic Institution in Cairo. In a related context, the New York Times reported Carter s doubts about a complete handing over of power to a civil elected authority. I don t think the SCAF is going to turn over full responsibility to the civilian government. There are going to be some privileges of the military that would probably be protected, said Carter. 26 Pages: 1 Author: Noha Ashour and Hatim al-jahmi 60 Suspects Released The Cairo Criminal Court released 60 suspects in the case of the latest incidents of al- Qasr al-aini Street downtown Cairo. The court ruling annulled an investigative judge s decision to detain the suspects for 30 days. The suspects were facing charges of arson attacks against the Egyptian Academy and assaulting troops. The ruling was mainly based on the suspects defense argument that they had been detained randomly and were not proved to be involved in crimes. In a related context, the police arrested political activist Abu Dousma, member of the 6 of April Movement. Abu Doumah faces charges of deliberately inciting the crowds to violence during the clashes of al-qasr al-aini Street. The suspect will be interrogated by an investigative judge. 27 Pages: 1, 6,7 Author: Mohamed Salim Elections Updates Islamists lead in the third phase of elections to the People s Assembly. The Muslim Brotherhood s Freedom and Justice candidates won 21 seats in the third phase, in addition to the four slates seats in Alexandria s reruns and four seats in the reruns of Cairo first constituency. As such the Muslim Brotherhood s Freedom and Justice Party (FJP) could get 220 seats in the People s Assembly. Salafist al-nour comes second with eight seats in the runoffs and got the workers and brackets seats in Menia and tow seats in the reruns of the reruns in Cairo first constituency. As such al-nour won a total number of 116 seats in the People s Assembly. Elections in al-qalyoubiya s Banha are to be held tomorrow after having been annulled by a court ruling. In the Cairo first constituency reruns, the Democratic Coalition gained four seats, three of which for FJP and one for al-karamah Party. The Egyptian Bloc won 3 seats while Salafist al- Nour won three seats and al-wafd party one. Independent candidates won 6 seats in the third phase runoffs. Reruns will be held tomorrow and after tomorrow in Daqahliya first constituency for workers seat; in al- Qaslyoubiya first constituency for the individual seat; in Qena third constituency of Nag Hammadi for the individual seat and in South Sinai for slates individual seat. In 43 slates constituencies over Egypt, there were 27 million, 622 thousand and 87 correct votes. FJP won 10 million, 114 thousand and 10 votes (36.60%). Salafist al-nour got 7 million, 509 thousand and 648 votes ( 27.18%). Al-Wafd got 8.85% of votes, the Egyptian Bloc won 8.25 % of votes, al-wasat won 3, 54 of votes and the Continuing Revolution won 2.56 % of the votes. Al-Shurouk published a detailed table with the numbers and percentages of votes every party had got. 27

28 Pages: 3 Author: Muhammad al-fiqi and Ahmad Uwais Abu al-futouh Rejects SCAF s Safe Exit Potential presidential candidate Dr. Abd al-mmunim Abu al-futouh rejected the idea of the safe exit of SCAF members for handing over of power to civil authorities. Abu al-futouh said no one had the right to waiver the Egyptian blood and money, and all culprits must be tried. In a press conference Abu al-futouh stated that he might assign a civilian as minister of defense and that the vice president would be one of the revolution youth if he won the presidential elections. Abu al-futouh supports holding the presidential elections before drafting the Constitution. 29 Pages: 3 Author: Nuham Ashour and Sayyid Noun Killers Release Angers People Cairo Criminal Court released business man Ibrahim Faraj, known as the revolutionaries killer in Suez, and his son Adel. The father and his son were released on 10,000 Egyptian Pounds bail and were prevented from leaving the country. Faraj and three of his sons face charges of killing protesters in Suez upon the January 25 Revolution. Other officers who face the same charges were also released. The ruling angered the Revolution victims and families of the martyrs in Suez and they announced their intention to burn Faraj s home in Suez. 30 Pages: 4 Author: Duha al-jundi Burning Egypt; Nonsense Mansour Hassan, head of the Advisory Council denied once again any link between the Council and the Constituent Commission that will draft the Constitution. In a press conference held before yesterday, Hassan stated that the Constituent Commission was the Parliament s responsibility Hassan played down the fears of violence scenarios on the first anniversary of the 25 January Revolution, arguing that the main political players had announced their participation in the celebration. Hassan called for celebrating the revolution anniversary denouncing any calls for protests on that day and the rumors about an alleged plot to destroy Egypt. 30

In a related context, the investigative judges in the case of NGOs foreign funds postponed the hearing session concerning a number of NGOs demands to return the elements that had been confiscated during the recent inspections. 31

The security plan included cutting the trees that surrounded the building to avoid using the trees to start fire. The cement wall that was constructed during al-qasr al-aini bloody clashes will also remain for 25 days after the first session of the parliament. 36

38 Page: 3 Author: Osama Shalash and Sherif Daoud Activist Mamdouh Hamza Returns to Cairo to Face Accusations Political activist Mamdouh Hamza returned to Cairo from Germany, cutting short his treatment trip, after he was informed of his summoning to be interrogated. Hamza will be questioned over the Cabinet and Mohamed Mahmoud Street events. He is accused of inciting the incidents, which left dozens dead and injured. 38

39 Page: 9 Author: Mohamed Salama CBE Denies Mubarak Has $9mn in its Accounts The Central Bank of Egypt denied reports that former president Hosni Mubarak possesses $9 million deposited in its accounts. Five Arab countries have donated $4.6 million to Egypt during the period between 1990 and 1992, which were deposited in the CBE. The five countries are: Libya, the UAE, Saudi Arabia, Oman and Kuwait, CBE Governor Farouq el-oqda said. This sum is still in the bank as part of foreign reserves and is owned completely by the state and the state only, Oqda reiterated. Repeated in Al-Tahrir, page 8 39

47 Muslim Brotherhood Site FJP Press Release # 46, Round Three Elections Results Polling stations in the third phase run-off have announced victory for 19 out of 27 Freedom and Justice Party (FJP) candidates who contested this round of the elections. The results for Al-Wadi Al-Jadid and North Sinai have not been announced up to this moment. Further, elections have been postponed in the first constituency of Qaliubiya governorate for the individual seats, contested by the candidates Mohsen Rady and Hani Gad and the first constituency of Dakahlia governorate "individual workers" seat, contested by the candidate Tariq Qutb, as well as the third constituency of Qena governorate, contested by the candidate Ali Al-Shishni; those will be held on the 14th and 15th of January. Unfortunately, 6 other candidates were unsuccessful in the run-off, namely: Alam El-Din Sakhawi and Abdel-Halim Hilal in Gharbiya governorate; Dr. Hassan Jom aa, Sayed Mansour and Ramadan Imam in Dakahlia governorate; and Khaled Omar in Minya. Counting and sorting operations are still underway in constituencies where re-runs were ordered from the first and second phases, up to this moment. However, there are indications that FJP candidate lists in the northern Cairo and Aswan are well ahead in the race. Also, a number of FJP candidates are leading the race for the individual seats in the rest of the six constituencies. 50 FJP Press Release # 48, Results of North Cairo First District Rerun The HEC announced the results of the winners competing for the party list and individual seats in the postponed first phase in the North Cairo First district. The results confirmed that the Freedom and Justice party secured 158,254 out of the valid 390,838 votes in the district. Whereas the party's candidate for the individual seat Fahmy Abdo (professional seat) will compete in the runoff after receiving 146,725 votes. Kamal Mahdy, also a FJP candidate for the (workers seat), will also be in the runoff after garnering 167,940 votes. With these results it may be ascertained that the FJP won 26 extra seats in parliament. During the reruns scheduled to take place on January 17 and 18, 7 candidates will compete for seats. Unfortunately, six candidates were unsuccessful in securing seats in the postponed districts round.
