Page 1 of 1 ICC-02/05-01/ Anx /15 EC PT 27/10/2014 Print HOME NEWS SATURDAY 18 OCTOBER 2014 Sudan s Bashir flies to Cairo for talks with Egyptian president October 17, 2014 (KHARTOUM) Sudanese president Omer Hassan al-bashir travel to Cairo on Saturday for talks with his Egyptian counterpart, Abdel Fattah al-sisi, on Ethiopia s dam project, trade and security issues. Presidents Bashir and Sisi will hold talks on bilateral relations and issues of common interest together with a number of issues in the region, presidential press secretary Emad Sid Ahmed said in statements released on Friday to announce the two-day visit. From his side, Sudanese ambassador in Egypt said the agenda of the visit includes a close door meeting between the two presidents, meetings by Sudanese ministers with their Egyptian counterparts and an encounter for president Bashir with a number of Egyptian businessmen and investors. Ambassador Abdel-Mahmood Abdel Haleem added that during the second day of the visit, Sunday, the two presidents will hold a joint session of talks in the presence of their ministers to assess the output of the joint ministerial meetings, and hold a press conference before Bashir s return to Khartoum. Sudanese opposition and Egyptian rights groups called on the Egyptian government to arrest Bashir who is accused of committing genocide and war crimes in Darfur region and to hand him over to the International Criminal Court (ICC). Egyptian experts say the visit will discuss a number of issues in the interest of the two peoples as the Ethiopian dam project which Cairo fears it would impact negatively on its share of water, the disputed triangle of Halaib and the border security as well as the activation of bilateral relations and trade. However, Egyptian researcher at the Al-Ahram Centre Ayman Shabana expects that the two sides will seek to minimise their dispute over halaib and focus on the Libyan file, border security and trade between the two countries. Sudanese information minister Ahmed al-balal announced on Thursday that Libyan prime minister Abdullah al-thani is due to arrive in Khartoum on 28 October. Tripoli has accused Khartoum of supporting extremists groups in the North African nation, although Sudan denies the accusations. The Libyan prime minister held talks with Egyptian president Abdel Fattah el-sisi on 7 October, with reports saying he is seeking Egyptian support to form a regular army in Libya. (ST)

(AFP) By Staff Writer Al Arabiya News Saturday, 18 October 2014 Sudanese President Omar al-bashir arrived in Egypt on Saturday for a two-day visit at the invitation from President Abdel-Fattah al-sisi, Al Ahram Online reported. Bilateral relations, investment opportunities, agreements and regional affairs are part of the scheduled talks between the two leaders, Sudan s presidential press secretary Emad Ahmed told the Egypt-based news website. Sisi was in Khartoum in June where he discussed plans for development with his Sudanese counterpart. The meeting is a continuation of what was discussed with President El-Sisi in Khartoum, he said.

The visit follows a meeting between the Egyptian, Sudanese and Ethiopian irrigation and water ministers where they discussed the latter s construction of the Grand Renaissance Dam, which has been a subject of controversy between the three African Union members. In its current construction plan, the dam will impact Egypt s Nile water supply. Separately, the Qostul-Ashkeet land port between Egypt and Sudan opened late August in an effort to increase trade between the two African nations. On Oct.15, the International Criminal Court (ICC) issued an official request for the arrest of al-bashir should he enter Egyptian territory. The ICC issued two arrest warrants for the Sudanese president in 2009 and 2010 for alleged war crimes, genocide and crimes against humanity in Darfur. 6 Al-Bashir arrives for talks with Al-Sisi - Daily News Egypt ICC-02/05-01/ Anx /15 EC PT 28/10/ :02 Sudanese President Omar Al-Bashir landed in Cairo on Saturday for a two-day visit which include high-level talks with President Abdel Fattah Al-Sisi. The two presidents are expected to discuss strengthening bi-lateral relations as well as regional and international issues, according to state-run news agency MENA. Al-Bashir s visit comes in response to an invitation extended by Al-Sisi during the Egyptian president s fleeting visit ( /28/egypts-al-sisi-sudan-africa-terrorism-warning/) to Khartoum at the end of June. This is Al-Bashir s first visit to Egypt since the overthrow of former President Mohamed Morsi in July The former president visited Sudan earlier in 2013 and had made plans to launch business projects ( with Egypt s southern neighbour. Downstream countries are concerned the project will impact their share of the vital water provided by the River Nile. Also on the table for discussion is the instability in Libya, of concern to Egypt and Sudan, with both countries participating in international conferences ( on the situation in recent months. Al-Bashir is accompanied by a delegation of ministers, including those responsible for Foreign Affairs, Investment, Labour, and Defence. Also in attendance is the head of Sudanese intelligence. The water ministers of both countries are also expected to further discuss the GERD during Al-Bashir s visit, according to MENA. The Sudanese president was indicted by the International Criminal Court (ICC) in March 2009 for genocide, crimes against humanity and war crimes. The charges relate to a period of domestic conflict in Sudan between 2003 and 2008 according to the official ICC indictment. The Courts point out that there are reasonable grounds to believe that a core component of the [Government of Sudan] counter insurgency campaign was the unlawful attack on the civilian population of the Darfur region of the country.

With Al Bashir standing next to him at a press conference following their talks in Cairo, Al Sissi urged the media to be careful about reporting on the status of ties with neighbouring Sudan. I want to go out of the (formal) context to say that building relations among countries requires everyone of us to be careful and work hard, the Egyptian leader told reporters. The media has to be careful about every reported word if we are really keen on having relations between both countries, or between Egypt or any other country, going on and thriving. Since taking office in June, Al Sissi, an ex-army officer, has criticized the media on several occasions, raising concerns about freedom of expression in the country.

In the past, people used to follow the religion of their rulers. Now, people follow the religion of their media, he said at the end of a two-day visit to Egypt. [But] what we I have agreed on with President Al Sissi will not be affected by the media. What has been agreed is too strong to be shaken by any wind or storm. Al Bashir has recently come under scathing criticism in the Egyptian media after he was quoted as saying that a border area also claimed by Egypt belongs to Sudan. Neither Al Bashir nor Al Sissi raised the issue of the disputed Triangle of Halayeb at Sunday s press conference. Instead both leaders spoke positively about future of the Egyptian-Sudanese relations. President Al Bashir s visit comes at a time when there is a unified political and public will in the two countries to achieve a leap in the relations between Egypt and Sudan, Al Sissi said. The visit was Al Bashir s first to Egypt since Al Sissi led the army s overthrow of Islamist president Mohammad Mursi in mid Al Sissi visited Khartoum in late June amid media reports that Sudan was providing shelter to Egyptian Islamists wanted by Cairo for alleged involvement in violence. On Sunday, Al Bashir said he and Al Sissi agreed to implement an agreement giving Egyptian and Sudanese citizens rights of movement, residence, work and ownership in each other country. No Egyptian will feel strange in Sudan. Likewise no Sudanese will be strange in Egypt, Al Bashir said.

El-Sissi's remarks came at the end of a two-day visit by Sudan's President Omar al-bashir. The chaos in Libya is a top foreign policy concern for Egypt, which has seen cross-border attacks by Islamic militants. Libya's new government has accused Sudan of arming "terrorist groups" in Libya, a charge Khartoum denies. El-Sissi said Sudan and Egypt agreed to coordinate efforts to achieve stability in Libya through supporting state institutions, primarily the military. Al-Bashir said his country "sees eye to eye" with Egypt on bilateral and regional issues. The two leaders said they want to move past recent strains in relations over divergent views over shared water resources and borders. A dam constructed by Ethiopia threatens to reduce Egypt's share of the Nile, challenging a colonial-era agreement that has given most of the water to Egypt and Sudan. Sudan is not against the dam, while Egypt has been lobbying to reduce the impact of the project on its share of the river. Egypt's Abdel Fattah El-Sisi and his Sudanese counterpart Omar al-bashir agreed to co-ordinate efforts to achieve stability in Libya through supporting state institutions, in particular the army, officials said. Meanwhile, Egyptian political analyst Rajab al-bail told Al Jazeera that "for Egypt, the Nile's water is the cause of its survival, which is why Sudan is important for Cairo". "On the other hand, Sudan is deeply keen on strengthening ties with Egypt, which is perceived as Sudan's northern gate, in addition to Cairo's regional and international leverage," he said. They said this would reinforce and support cooperation between both countries in different fields. In their talks the two Presidents discussed regional developments and stressed the importance of supporting Libya's "legitimate institutions" and coordinating efforts to achieve stability there. They held a second meeting on Sunday in the presence of the foreign ministers to assess the outcome of the visit. President al-bashir said subsequently they had fully agreed on all issues relating to bilateral ties as well as regional and international relations and they had agreed to remove all obstacles hindering communications and mutual benefits between the two countries. He said there was a strong political will to strengthen ties in order to achieve the interests of the two countries and peoples. He underscored Sudan keenness to remove all obstacles facing Egyptian investments in the country, stressing ties between the two countries will soon return to normal. While in Cairo, President al-bashir also met with Egyptian businessmen and discussed investment opportunities in Sudan and called upon Egyptian businessmen to utilize the four freedom agreement and investment opportunities in Sudan, stressing the west Nile land road linking the two countries will be inaugurated soon and would play an important role in transporting goods between the two countries.
