3 INTRODUCTION This flood fighting plan has been prepared on the experience of 1973, 1975, 1976, 1988, 1995, 1996, 1997 and 1998 floods. The purpose of the plan is:- a. To outline the role of the various implementing agencies. b. To prescribe the organizational setup for flood fighting. c. To coordinate the activities of the various implementing agencies for flood protection. d. To outline measures for flood fighting rescue and evacuation of people. CHAPTER 1 SALIENT FEATURES OF DEVELOPMENT DIVISION NO Sidhnai Barrage was constructed after the Indus Basin Treaty as a component of Indus Basin Project. This project was launched with the help of the World Bank under an agreement during September 1960 between India and Pakistan. The Treaty provided that the waters of the three western rivers i.e., Indus Jhelum and Chenab were to be allocated to Pakistan and the waters of the Eastern Rivers i.e., Ravi, Beas and Sutlej to India. To meet with the requirement of the areas earlier fed by eastern rivers, a system of replacement works was implemented under Indus Basin Development Fund Agreement. 2. The new works constructed as result of Treaty, consisted of Mangla Dam, Terbela Dam, Five Barrages and Eight Major Link Canals to transfer water between the rivers. Some existing canal systems were also remodeled. These works taken together were called Indus Basin Project. SIDHNAI BARRAGE The meaning of the word SIDHNAI is Straight River. A stretch of eight miles of River Ravi at Sidhnai is nearly straight and does not meander. It is thought that is could be an artificial channel excavated in the distant past to prevent flooding in the Multan area. Before construction of the new Barrage, an old weir existed about six miles D/S of the Barrage. The weir known as Sidhnai Weir could only pass some 100,000 Cs of water as its maximum capacity. A new Barrage was designed to pass a maximum peak discharge of 150,000 Cs located about Ft U/S of the old weir. D/S straight reach was excavated and widened to increase the capacity from 100,000 Cs to 150,000 Cs. The existing road bridge on Multan Shorkot road and Railway Bridge were re-constructed and the existing weir was dismantled. The object of new Sidhnai Barrage is to receive water from Chenab and Jhelum rivers from Trimmu for feeding Sidhnai and Sidhnai-Mailsi-Bahawal Canals. TRIMMU SIDHNAI LINK CANAL This link canal was constructed to transfer River supplies of Jhelum and Chenab from Trimmu Barrage to River Ravi at Sidhnai Barrage Length of this canal is 218,000 Ft with a design discharge of 11,000 Cs. Haveli Main Canal, with a capacity of 5,200 Cs, also off takes from Trimmu Barrage and runs parallel to the T.S. Link and after supplying water to the distributaries, it also falls into the River Ravi giving additional supply of 3,700 Cs to the Sidhnai Barrage. SIDHNAI MAILSI LINK CANAL It is constructed to transfer water from River Ravi to Lower Bahawal Canal through a Syphon at River Sutlej near Mailsi. Its designed capacity is 10,100 Cs with a total length of 310,000 Ft. It is an unlined channel up to RD: and lined from RD to Tail. It also supplies canal water to Lower Pakpattan Canal and Lower Mailsi Canal. This canal supplies Irrigation water to the Districts of Khanewal, Vehari, Multan, Lodhran, Bahawalpur and Rahimyar Khan. SIDHNAI CANAL Initially Sidhnai Canal was fed from old Sidhnai weir. After the construction of new Barrage at present site Sidhnai Feeder Canal was constructed to feed Sidhnai Canal from new Sidhnai Barrage. This canal supplies 1
4 Irrigation water to Knanewal and Multan Districts. Its designed capacity is 4,500 Cs with a length of Ft. LEFT MARGINAL BUND AND RIGHT MARGINAL BUND Two no. Marginal Bunds, LMB and RMB have been constructed to channelize the river flow through the Barrage. The LMB has a length of 89,500 feet whereas RMB is 115,000 feet long. A Mole Head Spur at RD: and J on RMB have been constructed as river training and flood protection works to contain, divert and channelize the main stream. SPILL CHANNEL Spill Channel has been constructed U/S of Barrage to escape the surplus supplies of River Ravi during flood. It has a maximum discharge capacity of 30,000 Cs. BREACHING SECTION A breaching section is approved between RD: RMB. The critical level for the operation for this breaching section is A gauge has been fixed at RD: L.B.B for this purpose. It has been estimated that a discharge of about 45,000 Cs will pass through breaching section if operated. This breaching section was operated during 1973, 1976 and 1988 to pass the excessive discharge. Location plan of breaching section is enclosed. Whereas flood stages of river Ravi at various Barrages and time lag statement is also attached. 6 CHAPTER III BRIEF HISTORY OF PST FLOOD EVENTS The highest flood passed on in the history of Sidhnai Barrage at River Ravi. The total discharge U/S Barrage was Cs out of which 255,012 Cs was passed through weir of Barrage, 45,000 Cs through the Breaching Section and 21,968 Cs was passed through the spill channel. The H F level U/S of the Barrage was at that time which was recorded at the principal gauge U/S Barrage. The H F level D/S gauge was However, despite passing 255,012 Cs against Cs design capacity, the structure of the Barrage remained safe. However, the downstream structure wing wall was raised by to 4.00 ft after that highest flood for providing safe freeboard. After the exceptionally high flood of 1988, very high floods passed through the barrage in 1995 and 1996 having discharge of 212,340 Cs and 195,362 Cs, respectively. During these floods the J-Head spur at RD: LMB was under the direct hit, which was saved through hectic flood fighting. Low Flood Limit When River Ravi at Sidhnai Barrage reaches above 30,000 Cs it is in low flood. At this stage flood water remains within the lips of the River. It does not touch any flood embankment. However one no. Beldar per mile per shift of 12 hours is engaged on LMB and RMB and other X-spurs for upkeep of these bunds 2. MEDIUM FLOOD Beyond 45,000 Cs and upto 60,000 Cs River is in medium flood. At this stage water starts touching the flood embankment. Strength of the Beldars is doubled to meet with any emergency. An additional sub engineer is deputed on LMB and RMB to assist the sub engineer LMB and RMB sections. Flood material is placed on various huts along RMB and LMB and night watching by the sub division officer, development division no. 1 and Executive Engineer, Development Division No. 1 Sidhnai is carried out. 5
8 3. HIGH FLOOD When discharge U/S increases from 60,000 Cs, the flood water is accumulated along RMB and LMB. Additional Sub Divisional Officer is deputed to assist Sub Divisional Officer, Development Sub Division No. 1, Sidhnai for day and night watching. Beldars work in 3-shifts each of 8-hours. Additional Sub Engineer from Development Sub Division No.II work on LMB and RMB. Special night watching is carried out on J-Head spurs RD: , LMB and RMB. Executive Engineer, Khanewal Division LBDC. Khanewal is also deputed at this stage to help and assist Executive Engineer, Development Division No. 1 Sidhnai 4. VERY HIGH FLOOD When discharge increases beyond 90,000 Cs, special day and night watching is carried out and all the officers move round the clock. Special attention is given for the protection of main Barrage, structure and gauges are observed after every one hour. The staff present on breaching section at RD: 16 RMB is highly alerted and keeping in view the rising condition of River Ravi D/S Balloki, presence of explosive in the liners is ensured. 5. EXCEPTIONALLY HIGH FLOOD At this stage River Ravi is in rising condition and flows with more than 120,000 Cs whereas the design capacity of the Barrage is 150,000 Cs. All the staff is alerted. Superintending Engineer, Development Circle, Multan Zone, Sahiwal resides at the Barrage and principal gauge at RD: LMB is continuously watched. As soon as the principal gauge reaches at the level of ft, and is further rising operation of the breaching section is carried out by the Pak Army, 176 Bridge Battalion, Abdul Hakim Cantt and all the people / local inhabitants are informed well before time to vacate their dwellings. The spill channel is operated before operating the breaching section, if river is likely to fall when the principal gauge is going to touch the limit of CHAPTER-VI FLOOD DAMAGE RESTORATION WORKS AND OTHER REPAIR WORKS CARRIED OUT J-Head spur RD: of left marginal bund besides battery of other river training works serve the purpose of protection for the surrounding villages of Tehsil Mian Channu of District Khanewal. As a result of protective measures taken during 2006 for the safety of J-Head spur RD: , there has been no damage upon this structure during the year However some action had been observed upon nose portion of J-Head spur RD: due to which the apron had launched at this place. It has been proposed to construct cunnettee along with Ganda bund during current financial year so that the existing river loop may be checked to avoid further damage to this structure. DISTRICT KHANEWAL Katalpur, Tuba Jandir, Kund Sargana, 18-G, 24-G, 14-G, 27-G, 28-G, 12-G, Sindh Pur, 11-G, 18-G, 15-D STANDARD OPERATION PROCEDURE (SOP) FOR BREACHING SECTION a. History of the breaching section. In order to protect the Barrage and its auxiliary works from onslaught of the floods the proper site for breaching section has been fixed by the department at RD: XX of right Marginal Bund of Sidhnai Barrage, after its approval by the Punjab Flood Commission during its 56 meeting held on 17 June A critical gauge has been provided at RD: XX Left Marginal Bund to watch the thrust of the flood. On achieving the flood level as at this critical gauge and while the river is still in raising position, the breaching section at RD: XX Right Marginal Bund is activated. However before activation of the breaching section, the spill channel provided at RD: XX Right Marginal Bund is operated to give maximum relief to the Barrage against the thrust of floods. The water flowing through the breaching section and the spill channel ultimately enters into the old course of the river and after traveling a distance of about 20 miles it joints the river as experienced in the past. The existing arrangement regarding breaching section for the safety of the Barrage and infrastructures, in case of activation of the breaching section has proved to be adequate and successful and thus needs no re-identification of the site. b. LOCATION, DESIGN, QUANTITY AND VARIETY OF THE EXPLOSIVE REQUIRED FOR DENTONATION The breaching section is located at RD: XX of Right Marginal Bund U/S Sidhnai Barrage. There are two segments of the section each contains XX nos liners. Two types of explosives can be used in the liners, one is powder explosive and other is liquid explosive. For detonation, both types of explosives are lying in the Army magazine XX Battalion. c. ARRANGEMENT OF EXPLOSIVE AND SECURITY OF EXPLOSIVE STORES The explosives are in the custody of the Army XX Battalion. Therefore, the Army Unit XX Battalion, is responsible for availability, arrangement and security of the explosive stores. d. LIST OF THE SECURITY STAFF WITH DETAIL OF THEIR TRAINING ETC Although maintenance of entire explosive and its detonation, when required, is the responsibility of the XX Battalion but the Executive Engineer, Development Division No. 1 and Sub Engineer Head works has been trained by the Army for the detonation of the breaching section. e. DETAIL OF MEACHNAICAL MEANS AS A STAND BY ARRANGEMENTS IN CASE OF DETONATION FAILURE Although there is no regular sand by arrangement of mechanical means available with the department for operation of the breaching section in case of detonation failure but the requisite arrangement is planned to be made, when required, with the coordination of local Military authority, Agriculture Engineering and Highway Departments. It is proposed to keep two no. agriculture dozers available at site at very high flood level. One no dozer will be used for closing any leakage and the other for developing the cut at breaching site on RMB-Head spill channel. Sub Divisional Officer, Department Sub Division No. 1, Sidhnai will ensure availability of the machinery and its being in perfect order. f. DUTY ROSTER IN CASE OF CRITICAL SITUATION Sub Divisional Officer, Development Sub Division No. II Shorkot Cantt, Sub Engineer, Spill section and other establishment present at head spill to watch and control the situation for operating the breaching section. The executive engineer, development division no. 1 Sidhnai will supervise the situation and remain vigilant about the critical gauge, provided at RD: of Left Marginal Bund. As soon the gauge hits the critical level i.e and the river is still in rising condition, the requirement of operating the breaching section be established 15
18 the rising/falling condition of the river in the forthcoming hours is assessed by receiving 3-hourly gauges from Balloki. As soon as the flood at Balloki reaches at a very high stage and it is still in rising position, flood situation is brought to the notice of Civil Administration and Army authorities so as to inform the public and arrange their evacuation. The operation of the breaching section will be intimated to Army authorities by the executive engineer, Sidhnai Barrage Division at least 12 hours in advance as desired by the commanding engineer, XX for making arrangement to shift their explosive to the breaching site. Similarly, the Civil Administration is also informed about the operation of breaching section at least 12-hours in advance. g. BREACHING COMMITTEE WITH THEIR ACTION PLAN In pursuance of Secretary, Irrigation and Power Department, Lahore Notification No. SO (Floods) VII-3/2003 dated , the following breaching operation committee has been constituted who supervise and carry out physical activities for the activation of the breaching section. i. Executive Engineer, Development Division No. 1 Sidhnai Convener ii. Commanding Officer/ Member Representative of concerned Army Engineers Battalion iii. District Co-ordination Officer/ Member Representative of respective District Administration iv. Representative of Highway Department/ Member Railway not below the rank of BS-18 All concerned should be informed before operation the breaching section and it is duty of the executive engineer, development division no. 1 sidhnai to inform all the concerned. 1. The flood water flowing on the right as mentioned above will inundate/damage an area of about 84,000 acres and the villages abadies and other infrastructures, like roads and embankments detailed as under:- 16

Metalled road linking Sidhnai Barrage to Pir Mehal 8. Metalled Road Linking Kabirwala-Jhang Towns A population of about 8000 people will be effected. i. ANNOUNCEMENT AND DETAILS OF EVACUATION ARRANGEMENTS Since time lag for the floodwater to reach from balloki to Sidhnai Barrage is 78-hours, irrigation Department has sufficient time to inform Civil Administration about the flood situation for warning the civil abadies, their evacuation and other protective measures. j. DETAILS OF COORDINATION WITH CIVIL/ARMHY AUTHORITIES The flood activities of Development Division No. 1 Sidhnai is entrusted to XX Battalion. Under the control of a Lt Colonel. The irrigation Department has full coordination with the XX Battalion regarding all the activities of the flood. k. PARALLEL COMMUNICATION ARRANGEMENTS Development Division No. 1 Sidhnai linked up with the Wireless system installed at Sidhnai Barrage,. Independent wireless sets have been fitted in the vehicles of the executive engineer and the sub divisional officer in-charge of the Barrage. Additional wireless sets will demanded as per requirement during emergency. 17
