2 * ** Abstract Dr. Mahmood Ahmed Ghazi a well known scholar, professor, administrator, supervisor, advisor, minister for religious affairs, writer and jurist, played well his innings on every walk of life. He served as a member at Islamic Ideological Council of Pakistan for two terms. On this forum he visualized the institution to the best of his extents. He peeped into the problems that were over-sighted from the past years. He personally took keen interest and went far off places to get first hand knowledge, provided the information to the inquiry and prepared the said issue's solution. He touched the common man's problems, elaborated its social importance and replied the quiries on current questions. The illustrations before the judiciary and law inforcing agencies were given in a particular atmosphere of the question. Difficulties like publically hanging, the political and social rights of the people according to international laws, judicial system prevailing in Baluchistan, economic system, the handing over of missionary institutions to churches, the applicant and accused should come directly to the court instead of merely advocates insurance policy and its justification were discussed in the council, these burning topics were put before the members and recommendations were suggested in the new framework. This creative, valuable and practicable work should be practised in its true form. * ** 301

In these books he highlighted the distinctive features of Islamic Jurisprudence. According to Dr. Ghazi's views, Islamic jurisprudence is the superior law in this world because of its comprehensiveness. In the modern ages, science and technology brought numerous changes in our daily life. In these circumstances the humanity is being confronted with hundreds of new problems. Dr. Ghazi was not in the favor of sticking to a single school of thought to solve the newly emerged challenges of modern era. He analyzed that solution of all modern problems is not available in any single school of thought. So he introduced the term of cosmopolitan Fiqh, which i s a combination of all schools of thought. This concept is still at its juvenile stage and its rules and regulations are still to be formulated. This process may take several years. 49 * Abstract Dr. Mehmood Ahmad Ghazi (d. 2010) was an eminent religious scholar. He served as a Professor as well as President in International Islamic University Islamabad, a prestigious institution of Islamic Studies He has distinction that he delivered many special lectures in series, which have been knowned as "Muhadhrat". These lectures, which have been published, presents a moderate aspect of Islam. In this article the concept of Islamic State has elaborated with reference of Dr. Ghazi's views. He prescribed Islamic State as pan human and non theocratic religious state, which typifies the values of human dignity, justice, equality, brotherhood, moderation, discipline, meaningful consultation, solidarity and administrative skills.
