3 THE GRAND MASTER Brethren, having recently returned home from the Conference of Grand Masters of North America which this year was held in the city of Kansas City, Missouri it was interesting to note and observe the power which a Grand Lodge and Grand Master has in the overall management and direction of the fraternity in his particular province or state. Although Masonry has been active in our province since the mid seventeen hundreds and in continuous operation since 1848 it has only been fifteen years that we have operated as a Sovereign Grand Lodge. With just this brief period of operation it has been sometimes difficult for us to shed the cloak of the restrictions of being a District Grand Lodge. As a District Grand Lodge under the United Grand Lodge of England or under the Grand Lodge of Scotland, we were the children of these powerful parents and although we continue to honour and respect them to the highest degree, we have as a Grand Lodge moved out of the house and must make our own way. Therefore it is a great feeling when our Grand Lodge is recognized by Grand Lodges all over the Masonic world. It is a great and rewarding feeling when we sit at the table of Grand Masters of North America and vote on matters and offer suggestions and opinions on Masonic topics. On May 31 & June 1, 2013 I will represent our Grand Lodge at the 275th anniversary of the Grand Lodge of Nova Scotia. The Grand Lodge of Nova Scotia has always been a great friend and supporter of our Grand Lodge and a faithful attender at our Annual Communication, it will certainly be my honour to represent you my brethren at this great milestone. Two hundred and Seventy-Five years ago men of vision formed this Grand Lodge, we can only wonder and reflect, and thank those men of fifteen years ago who formed ours. MOST WORSHIPFUL THE GRAND MASTER MWB GERALD W. BUDDEN MW Bro. Gerald W. Budden UNDERSTANDING THE WORK CHARTER vs. WARRANT The Dictionary gives the following meaning for the word "warrant". "That which gives authority for some act or course; sanction; authority." It defines "charter" as: "A writing issued by the authorities of an order or society empowering certain persons to establish a branch or chapter." The two words are thus interchangeable in meaning. "Warrant" is more largely used in Great Britain. "Charter" is more common in North America. Both words to Masons in America, Scotland and Ireland now mean the legalizing and empowering document issued by Grand Lodge to brethren for the formation of a new lodge. In England a Warrant for a new lodge is issued by the Grand Master, not the Grand Lodge. Grand Lodge of Newfoundland & Labrador PAGE 02

4 "Solomon's Tracing Board" Presentation of "Solomon's Tracing Board" Certificates. In October 2011, the Grand Lodge Committee, on Membership and Education, released "Proving Up Kits" to all of its Lodges. The purpose of the kit was to provide Masonic education for new members. Lodge McLeod modified the programme to suit its members needs, formed an Educational Committee and named the programme, "Solomon's Tracing Board". In September 2012, the programme was revisited, the committee felt that the information was of extreme value to all Masons. The programme was then opened up for all members of Lodge McLeod. RW Bro Larry Grandy, MWB John Peyton, VWB Paul Anthony GRAND LODGE PROTOCOL Wearing of Masonic Jewels The accepted Masonic Jewels are clearly outlined within our Constitution Ref: Article 400 Any jewels other than those outlined are not permitted and should not to be displayed or worn at any time Masonic Jewels or medallions should only be displayed during tyled Masonic Ceremonials otherwise theses jewels should be removed Any Jewels or medals of military, government or even Crown in origin are not Masonic as defined within our constitution Any event Public in nature within our community or churches where by there is public attendance is not considered Masonic Ceremonial : Jewel shall not be worn. This includes Wreath Laying Ceremonies & All Church Services or Ceremonies

5 Neptune Lodge Morning Coffee & Chat In October 2012 Neptune Lodge introduced a Wednesday Morning Coffee Chat from 10 11:00 a.m. at Freemasons Hall for all brethren and sojourning brethren within the St. John s region. The prime objective of this endeavor was to promote fellowship among the brethren of the lodges from both jurisdictions. A secondary aim was to use the monies collected at these sessions to provide non-operational items for Freemasons Hall. Based on information from the Canadian Heart & Stroke Association and the membership statistics of Masonic bodies utilizing the facility, it was identified that a heart related incident can be anticipated approximately every two years. The fact that there were a number of incidents at the former Masonic Temple reinforced the finding and indicated it would be prudent to have an AED at Freemasons Hall. When the idea was mentioned to the regular attendees at the Wednesday Morning sessions there was unanimous support for the idea and two things happened immediately. First, $5 weekly contributions often replaced the $2 normally collected. Secondly, a number of attendees made their individual lodges aware of the project and contributions were made by several. In just four short months funds were available to purchase the AED The next project has already been identified and plans are in place to equip the kitchen at Freemasons Hall with a first aid kit specifically designed to treat cuts and burns. The prime objective of promoting fellowship has been achieved. Each week brethren gather for refreshments and to discuss any number of topics, not necessarily relating to Freemasonry. There is no established agenda and the repartee among the brethren is always enjoyable and friendly. If you are in the area on Wednesday drop by The refreshments are $2 but the fellowship is free. AUTOMATED EXTERNAL DEFIBRILLATOR (AED) PRESENTED FOR USE AT THE PROVINCIAL FREEMASONS HALL On February 15 th VW Bro. A. P. (Gus) Dillon, on the night of his Installation, presented the AED to RW Bro. Larry B. Grandy, Deputy Grand Master, Grand Lodge of Newfoundland, and Bro. Owen T. Devereaux, Right Worshipful District Grand Master, District Grand Lodge of Scotland. Neptune Lodge acknowledges contributions from the following lodges Avalon, Conception, St. Andrew, Tasker, Westmoorland, Newfoundland Kilwinning, as well as Shannon Chapter, Royal Arch Masons. 6 AVALON DISTRICT GRAND LODGE EDUCATIONAL SEMINAR Avalon District Grand Lodge with the support of Grand Lodge conducted an Educational Seminar for all Principle officers of the Lodges within the District on Saturday Feb 23, The agenda provided speakers on items such as Grand Lodge Protocol to Grand Lodge Communications which generated much discussion amongst the group. Three papers were delivered during the coffee break sessions. Carter, District Grand Master, accompanied by representatives of the Lodges of the Avalon District, presented Bro. Egbert Walters, General Manager of the Community Food Sharing Association with a donation. Since the inception of this project in 2009, the brethren of the Avalon District have donated $14,050 to the Association during the Christmas Season to ensure that individuals and families within our community enjoy a nutritious meal during Christmas. Thanks are also extended to Shannon Chapter No. 1, Royal Arch Masons for supporting this year s project. GRAND LODGE PROTOCOL Grand Lodge Delegations Grand Lodge Officers, both Reigning and Past, are the general make up of all Grand Lodge Delegations. This a very important role and responsibility for our Grand Lodge Officers, Those who take part should always be aware of the proper protocol which should be followed. As a member of a delegation you become an Official unit of Grand Lodge with only one spokesman This responsibility lies with our Grand Master or in his absences the most Senior Grand Lodge Officer or an appointed representative of Grand Master. 8 THE EVOLUTION OF THE MASONIC RITUAL Three grades of operative masons were in existence from the earliest times. They were the indentured apprentices who were bound to a Fellow or Master, usually for seven years. Having served about three years of their apprenticeship, before actually entering the lodge, the candidates were admitted with a ceremony that gave them the rank of "entered-apprentice". Then the fellow or fellowcraft, a workman who had completed his training and finally the master also called the Master Mason. The master was merely a fellowcraft with the administrative ability and skill to operate a business and employ other workman. Operative grades were not degrees. The term degree relates to a secret ceremony of admission or advancement. This would include secret words, signs, grips etc that would be withheld from those of a lower degree. In the case of an operative mason the secrets were the same for all grades. Grades were formed into degrees after the formation of the first Grand Lodge of England in The oldest known Masonic record is the Regius Manuscript from In it we find that the meeting was opened with a prayer, and then the legendary history of the Craft was read out. The history starts off with Lamech, who is mentioned in the 4 th chapter of Genesis, and comes right down, in some Ceremonies, to the time of King Henry VI of England. The candidate was then brought forward; he placed his hand on whatever Manuscript the lodge was in possession of. This was held before him by a senior Brother. The Articles binding Masons together were read out. He was then given the Charges in general and particular. These are a series of Instructions, Duties, Trade Regulations and observances for the guidance of the members of the Craft, both in their everyday life and in their work as masons. They were read to the apprentice on his being entered so that he could not plead ignorance of them, and again, with certain additions, when he was made a Fellowcraft. The secrets, whatever they might have been, were then given followed by an oath, binding him to secrecy. The ceremony was then complete. By 1670 there is still no indication of floor work or of a ceremony for opening and closing a lodge. The ritual was not written down but passed along by word of mouth. Each lodge would add or try new things along the way and if they were happy with the additions then they were incorporated. At some time before 1598 the two-grade system of admission into the Scottish lodges was firmly established but it was not until 1696 that we find the recorded details in the Edinburgh Register House Manuscript. It listed the secret words and procedures relating to the ceremonies. The senior grade was called the Fellowcraft ceremony. The candidate repeated his former oath and learned the secret word" by means of a rotational whisper. This word was whispered all around the lodge beginning with the youngest, E.A. until it reached the Master. The Master then gave it to the Candidate, half in one ear and half in the other. By 1700 various "grips and signs" appeared, also the phrase "equivocation or mental reservation" was used. At this time they were using the "Five Points of Fellowship". These points first made their written appearance in 1696, however it is felt that they existed long before this date. Dr. Anderson was not present at the formation of the first Grand Lodge in It is felt that one degree existed at that time. In Anderson s first Constitution dated 1723, it stated that two degrees were then being worked. The Graham Manuscript of 1726 refers to three degrees. You must remember that almost nothing was written down, everything had to be verbally passed along. There were occasions when it was written out only to be destroyed in full or part by an over zealous brother, lest it fall into strange hands, they said. In 1730, Samuel Pritchard published his famous expose, MASONRY DISSECTED, which told of a three-degree system. Part of the E.A. degree included three sets of penalties plus the Obligation. The F. C. degree dealt largely with the significance of the letter G that stood for Geometry. In the F.C. degree the Candidate received the Sns, Tkn and Wds, but no obligation, except perhaps a repetition of the E.A. s. The third degree, with no obligation, was simply the old second degree moved up into third place, and somewhat expanded in the details of the Hiramic Legend. No reference to H.A.B. or the legend is to be found in Masonic writings prior to This makes it very clear that this part of the third degree was introduced by the Speculative Masons some time after that date. Historians of Masonry all agree that the evolution of the three-degree system was more or less a direct result of the change over from the Operative practice of Masonry to that of Speculative Masonry. With the creation of a second and third degree, Obligations had to be developed along with the necessary ritual to open and close the lodge in those degrees. From 1717 until 1729 lodges had no names or numbers but were known only by the name of the tavern were they held their meetings. Warrants or Charters didn t always exist. Some lodges received their warrant long after they had formed. Time-immemorial lodges were formed without Grand Lodge sanction. These Masonic lodges probably had a copy of one of the Manuscripts that stated the Ancient charges, regulations and history of the order. Deputations were given in order to form lodges in the countryside or overseas, as it was impossible for GL to attend and consecrate all lodges. Masonic certificates were not issued in the beginning. One has been found, issued by the Irish in Most were destroyed upon the death of a Brother. The Ancient GL, 1751, saw the start of Masons receiving Certificates. The formation of the first Grand Lodge saw many changes to the ritual. In the beginning, the second and later the third degree could only be conferred in Grand Lodge, but as new lodges were added to the original four, this became impossible, and within a few years all lodges were allowed to work all three degrees. By 1723 there were 30 speculative lodges. The United Grand Lodge of England was formed in 1813 and with it many more changes came about. This resulted in the creation of the ritual known as Emulation and that is still in use today. PAGE 07

9 Regular Visitation Key The Grand Lodge of Newfoundland & Labrador has many variations of the Masonic Ritual and Regalia all as a result of our origin. Rarely do jurisdictions have this unique character and as a result freemasons on a whole often travel a significant amount in ordered to witness such portrayals of the ritual. As a member in this area and conducting regular visitations within our Jurisdiction you will see many portrayals of the ritual. Remember visitation provides different perspective and an opportunity for different understanding within freemasonry. Those who visit become more informed in Masonic knowledge opportunity to meet others provides fellowship which is the true benefit of visitation Diamond Jubilee Medal Brother Toby J. W. Barnes Receives Queen Elizabeth II Diamond Jubilee Medal On Wednesday, January 16 th Bro. Barnes was among the twenty citizens honoured at Government House in St. John s with the presentation of Queen s Diamond Jubilee Medals. The decorations are awarded for outstanding service to the community and were presented by The Honourable John C. Crosbie, Lieutenant Governor of Newfoundland & Labrador. Bro. Barnes is the Senior Deacon of Neptune Lodge No. 22 and member of the newly created Freemasons Hall Operations Committee. He was recognized for his contribution to the Duke of Edinburgh Program at both the national and provincial levels and the community at large. He is currently President of The Duke of Edinburgh's Award Newfoundland and Labrador, Founder and Past Chair of the Award Holders Society for The Duke of Edinburgh's Award Newfoundland and Labrador, Director for The Duke of Edinburgh's Award Canada National Board, Co-founder of The Newfoundland and Labrador Volunteer Hall of Fame, a Scout Leader with 1st Mount Pearl Scouting Group, a Shriner and a Regional Reviewer for the Prime Minister's Volunteer Awards. 10 Clift Lodge Kicks off the 100th Anniversary Program On Mar 01, 2013 The Grand Master was in attendance for an official visitation to Clift Lodge. During this visitation two presentation took place. W Bro Don Bennett presented an Auto decal celebrating Clift Lodge s 100 th Anniversary to Grand Master and the Deputy Grand Master. These items were custom made for Clift lodge and purchased by their Ladies Auxiliary. The second photo is a presentation to our Grand Master by the Grand Lodge Photographer VW Bro Don Bennett of a photo album containing photos taken at the 2012 Annual Communication of the Grand Master s Installation ceremonies. Golden Anniversary in Masonry On October 24, 2012 VW Bro. Gerald Vokey is presented with his Grand Lodge Pin to represent his 50 years as a member of the craft by the RW Master Bro. Ian Murray GRAND LODGE PROTOCOL Grand Honors When should Grand Honours be given? The Lodge Master should always be aware of when Grand Honors are to be given in his lodge. Generally speaking, they always occur during Installation Ceremonies but should also be given whenever the Grand Master, Deputy Grand Master or the District Grand Master is in attendance in your Lodge, or any official Visitation of a Grand Lodge when a Senior Member of Grand Lodge is representing the Grand Master. 11 A YEAR IN THE HISTORY OF A VALON LODGE NO. 2 RNL. by RWB William A. (Bill) Neal, PDGM(H), OMS. I was installed as the Master of' Avalon Lodge on the 4th. Day of November, I was blessed by having the support of keenly interested Past Masters and Officers, It was the beginning of a very busy, but a happy, eventful and successful year. The Officers and active Past Masters had met prior to the Installation and discussed plans for the year ahead. The Installation was conducted by our District Grand Master, Right Worshipful George G. R. Williams, MBE, with Officers of the District Grand Lodge. The attendance was 170, which included 52 Past Masters of which 20 were Avalon members. The membership of Avalon at that time was 330 and with other Brethren included I addressed, by hand, 433 invitations to the Installation and repeated with Christmas Greetings. This helped me become aware of all members of Avalon Lodge. The year was full of meetings which included twenty regular and emergent meetings of Avalon Lodge and over thirty-five committee meetings and sixty meeting the other five Lodges. There were six Lodges meeting in the St. John's Temple, and it was the custom for all Masters to attend all meeting of all Lodges, in-so far as it was possible to do so During the year-we conferred a total of thirty-six degrees; twenty-seven to Avalon members and nine courtesy degrees to Brethren of the American Military stationed at Fort Pepperal. In addition three Avalon members received courtesy degrees in other Lodges. My successor began with thirteen degrees due to ten Brethren, only one of which was awaiting initiation that being (Capt.) Maxwell T. Frampton. (who is the Father of our Grand Senior Warden RWB Daniel R. Frampton and the Editor of the Newsletter) Special occasions included the following. The annual Father and Son Banquet was held with a full house, a total of 200, of which 97 were sons. It was catered by the Social committee with some assistance by the Ladies who cooked the turkeys. The annual Ladies' Night was a successful affair with 103 couples attending. Two visits outside St. John s were made: One to the Lodge in Bay Roberts and the other to the Masonic Club at the American base in Argentia. The annual Bencher's night was a success with eighty-five Brethren in attendance. The annual Masonic Church Service was held at Wesley United Church with one hundred Avalon brethren attending. The offering for the Tasker Education Fund was $335,00. The first of four Masonic Biennial Conferences was held in 1953, and it was during this Conference that we were requested to have a meeting and do a third degree for the benefit of visiting Brethren. With less than 24 hours notice, we managed to do this, and at ten o'clock the following morning we opened the Lodge and proceeded to raise Brother Len, Winsor. Several Masters from Lodges outside St. John's were present and some assisted in the degree. During the year the Masters of the six St.John's Lodges - St.John's (Art. Dewling), Whiteway (Frank Simms), St. George's (Ross Miller), Tasker (Graham Martin), St. Andrew (Harry Bishop) and Avalon (Bill Neal) - formed themselves into a social committee for the purpose of raising funds to replace the carpet on the Blue Room. This committee continued as a Past Masters Social committee for almost eight years, during which time about twenty social events were held. Most were dances at the Old Colony Club, which could hold 100 couples. Tickets for all dances were sold, including some Grand Masonic Balls. They were happy occasions and over $ was raised. The carpet was replaced for $ and in addition Drapes were placed on the windows in the Blue Room for $860.00, and green metal chairs were purchased for the banquet hall for $ The year was not without sorrow, as we were called upon to mourn the passing of five Brethren to the Grand Lodge Above. Three were Past Masters who were actively involved and rarely ever missed a meeting of the Lodge; Wor, Bros. C, K, Miller, AIf. Wilson and A. G. Williams as well as Bros. WaIter Vey and P, L, Butler. The family of Bro. Butler requested that we provide a soloist to sing at the memorial service. Our Brother Gordon Seymour did this and our Brother Eric Dicks played the organ. The-year was a wonderful year, with success in every undertaking. Thanks and credit must be given to all those who gave me support, but especially the Officers of the Lodge, four of them being Past Masters and seven who went on to become Master of the Lodge. RWB William A. (Bill) Neal was initiated into Avalon Lodge on January 1944, more than 69 years in the craft. He remains, still today, a regular an active member of Avalon Lodge. This coming July 9 he will celebrate his 98th Birthday. His love of Lodge and Masonry cannot be truly measured. PAGE 10

Along with his father, approximately 60 Brethren shared in this momentous event. Golden Anniversary in Masonry Worshipful Brother Barry Thom celebrated 50 years in freemasonry and was presented a pin and Certificate by the Grand Master MW Bro Gerald W. 13 The President of the Board of General Purposes As Chairman of the Board of General Purposes, Grand Lodge of Newfoundland and Labrador, it is my pleasure to extend greetings to all Brethren and their families. It is interesting how time seems to go by so quickly. One half of my first year as Deputy Grand Master has now passed and before we realize it our Annual Communication will be upon us. The first six months has been a busy, but enjoyable, time for me. I guess if you are enjoying yourself, it is the reason why time goes by so quickly. As I compose these few words on Saint Patrick s day, I am looking out my window and seeing the sun. Daylight is increasing, crocuses are beginning to open, signs of winter are disappearing, all of which point towards spring and warmer days ahead. Brethren, let us continue with our work in the Craft ever bearing in minds the tenets of Freemasonry of Brotherly Love, Relief and Truth. 14 DISTRICT GRAND MASTER - LABRADOR It is with pleasure that I provide a few comments for inclusion in the Spring edition of Fraternal Tidings. While there has been little social activity at Polaris since Christmas, there has been much with regard to degree practice as the Brethren prepare for upcoming Work. In addition, now that it appears that the Grand Master has scheduled a visit to Polaris for the June Installation of officers, every effort will be undertaken to ensure that the usual Labrador Masonic hospitality that the Brethren are known for will be accorded to the him and whoever accompanies him. Of course, the Brethren can also anticipate more preparation time in the Lodge leading up to the visit. Now for a significant event or achievement that will take place late this year which will result in a well deserved celebration at Polaris. Through the efforts of Mason 17 and the support of the Lake Melville Shrine Club the debt on our new building will be no more. I am hearing that a mortgage burning celebration may be in the works. More information will follow as the date and related activities are confirmed, however if at all possible, perhaps an article on the background of this could be available for the Fall edition. The spring equinox, being the exact midpoint between the winter and summer solstices, is considered by some to be the point within a circle representing a period of perfect balance and harmony. Spring is a period of awakening, of rebirth and it is a period of regeneration. It is also a time, of hope, of optimism and of celebration. Since time immemorial people of all faith traditions have celebrated the arrival of spring as she brought back the hope and the promise of fertility, and renewal. On behalf of my wife Sharon and the District Grand Lodge Team, I extend to you and your family best wishes for a spring filled with hope, and with beauty. During this season of celestial perfection, may you find joy in spring s promise of resurrection and may you find balance and harmony in your life and in the lives of those you love. RWB Bruce White CENTRAL DISTRICT REACHING OUT Unity Lodge of Installed Masters held their 2nd. Annual Table Lodge meeting on November 24, 2012 at Lewisporte Lodge. Our regular meeting was held at 4:00 p.m. Following calling off we retired to the club room where we were served a delicious 6 course dinner with seven toasts. The main entree was Prime Rib Roast and the toasts were either red or white wine or soft drink. There were 33 Masons in attendance from all lodges in Central which are Botwood-Milltown, Twillingate, Lewisporte, Terra Nova, Gander and Airways. Wor. Bro. Dennis Fancy of Lewisporte was the chief cook, of the team that all did a fantastic job. Wor. Bro. Fred Burden, Milltown, donated two rainbow trout which we sold on tickets and realized $ of which one half was sent to Port Aux Basques to help with the loss of their Lodge building Masonic Quote Freemasonry Is an ancient and respectable institution, embracing individuals of every nation, of every religion, and of every condition in life. 16 Cabot Lodge Some Photo s of damage as a result of a propane explosion Charity, we tell initiates, has the approval of heaven and blesses those who give as well as those who receive. An old adage tells us that charity begins at home. One of the members within our Masonic family is now in need of fraternal benevolence. Cabot Lodge, of Port Aux Basques, was destroyed earlier this year by a gas explosion. This misfortune has left the members of Cabot Lodge without a Masonic home, and these brethren will remain homeless unless there is a tsunami of support from the wider family of Freemasonry. On behalf of the brethren of Cabot Lodge, the Western District wishes to awaken the feelings of every brother, lodge and concordant body by making such a claim on their charity as their circumstance may fairly warrant. While the sum of one thousand dollars per lodge would enable our distressed brethren of Cabot Lodge to rebuild their masonic home, whatever one feels inclined to give would be thankfully received and faithfully applied. Donations can be made directly to a BMO account set up for this purpose. Lodge secretaries have been supplied with the account number. RW Bro. 18 DISTRICT GRAND MASTER- AVALON I can t believe its mid March already. The year is slipping by, we are past those February blahs that seem to affect just about everyone and now turn our thoughts and deeds toward that more sought after, spring fever. Looking back, this past winter season have not been all bad, both weather wise and inside our Masonic world. In fact like Buddy Wasisname & The Other Fellers say in one of their songs... No Ray Boy!! If you were to ask me now, she s pretty good... As District Grand Master for the Avalon District, I must admit that I felt somewhat intimidated by the huge task that first faced me in the unfamiliar role as a ruler in the craft, one who was expected to lead and direct the brethren in everything Masonic, throughout the whole district. But you know what? By your actions both individually and collectively, I was reminded that we are all in this together. That we jointly seek to help our fellow man while at the same time, crave for more Masonic light to fall upon us all. You ve made me welcome in each and every lodge throughout the District. Your commitment to, your lodge, The District Grand Lodge and the Grand Lodge of Ancient Free & Accepted Masons in Newfoundland and Labrador; shine through in every action you carry out. Be it Wednesday morning coffees get together, food banks, other charity causes, ladies nights, education events, practises, your attention to Installation detail, degree work ritual and regular lodge activities all send a message, that the Landmarks of the Order and the Tenets of the craft, do indeed matter. While we still have some last minute items on our calendar to take care of before the traditional summer hiatus, I wish to take this opportunity on behalf of your District Grand Lodge officers, myself and our families, to wish all a safe and happy BQ season, enjoy the summer break and family times, returning in the fall full of vim and vigor, ready, for the next Masonic year.
