A PRESBYTERY OF SOUTHERN NEW ENGLAND ROUNDTABLE ANNUAL REPORT May 7, 2016 In the year 1 AD After Dana the Roundtable s efforts focused on continuing PSNE s process of discerning the future God is calling us to, while also attending to the ongoing life of the presbytery. The discerning process continued in September with two World Café events. The intent was to engage as broad a spectrum of PSNE folks as possible in meaningful conversation around the question - What is the new that God is creating among us and calling the Presbytery of Southern New England to live into? - and to be attentive to the leading of the Holy Spirit in our midst. The feedback from those events was reported to presbytery and has informed the Working Group s ongoing discussions. A second track of the discerning process began in September with the appointment of the Presbyter Nominating Committee comprised of Joan Priest, Anne Carney, Wayne Eberly, Shirley Dudley, Shavon Starling-Louis, John Sweet and Chris Tate. The Roundtable approved the position description in January. Since then the committee has been receiving and evaluating Personal Information Forms and is hopeful of completing its task by the September Presbytery meeting. Under the category of attending to the ongoing life of the presbytery, the Roundtable continues to emphasize Open Space and relationship-building in presbytery meetings and to respond as best it can to where the energy is in its planning. One such proposal was the beginning of Creative Space under the leadership of Adele Crawford. CS is designed to explore creative expressions of faith, new ways of being church, and building community via productive, positive engagement. Roundtable agreed to provide funding for the initial offering A Not So Churchy Sunday in co-sponsorship with Presbyterian Promise and is glad to report that the Nurturing Relationships committee has allocated funds to support additional workshops. John Webster s first year as Presbyter for Discerning the Way was a busy one. At the February meeting presbytery voted to dismiss the Presbyterian Church of Old Greenwich to the Covenant Order of Evangelical Presbyterians. In addition, Calvary Presbyterian Church in Enfield and First Presbyterian Church of Newport has been moving through the Discerning the Way process during this year. The Roundtable is indebted to our Transitional Presbyter, the Rev. Byeta Hoover-Mulvany, and our Interim Presbyter for Pastoral Care, the Rev. James Glenn for stepping into the breach and on behalf of the presbytery, we express our deep gratitude for the energy, intelligence, imagination and love with which they have served PSNE this year. 3 Annual Ref. A-1 DISCERNING THE WAY Annual Report to Presbytery, May 2016 The Discerning the Way process seems to move more quickly with fewer barriers to overcome in some cases than in others. This year the stalemate between the Presbytery and the Presbyterian Church of Old Greenwich was finally broken. A framework that resolved our differences was approved by both parties and now a signed agreement dissolving the relationship between us will go into effect on May 31, In the case of the Calvary Presbyterian Church in Enfield we moved through the listening, review and implementation stages in the course of a year and a framework for an agreement between us will be voted upon at the May 2016 meeting of presbytery. In both instances, these churches are being dismissed to the Presbytery of the Northeast of the Covenant Order of Evangelical Presbyterians. Upon the recommendation of the Presbytery s Review Team, an Implementation Team has recently been appointed and trained to negotiate terms of dissolution with the First Presbyterian Church of Newport. I wish to thank all the members of the teams who have represented this presbytery and all others associated with them in discerning the way for these three churches. They have devoted considerable time, wisdom and understanding to the task, for which we all should be grateful. There are no other churches in the Discerning the Way process at this time. John C.B. 20 Annual Ref. D Annual Report Transitional Presbyter Rev. Bea Hoover-Mulvany May 7, 2016 Last year when I wrote this report, I had been the Transitional Presbyter for a month. Now after a year, I can approach writing this report with a great deal more knowledge. There is still much about the Presbytery of Southern New England (PSNE) that I do not know, but with the knowledgeable and gifted assistance of Pam Garner, Bill Thomas, and Dayle Larson, the work of PSNE has moved forward without any noticeable gaps. We are truly blessed to have such wonderful staff. The emphasis in the past year for me and Roundtable has been to listen, make connections, and encourage initiatives that are not staff or Roundtable led. Roundtable has been working towards making the Presbytery of Southern New England more about relationships than administration and programs. This has led to several positive things. First, Roundtable approved the creation of a Presbyter to the Pastors or Chaplain to the Pastors. Rev. Jim Glenn stepped forward as a volunteer to help explore and develop this position. This separation of that responsibility from the Presbyter has been healthy, and though in my visits with pastors, I may recognize a need, I am thankful that I am able to refer people to Jim or just suggest to him that he contact someone and confidentiality is maintained. Secondly, there have been opportunities to engage the arts. The two banner making workshops at different locations and the choir at Presbytery were initiated by members of PSNE, and from those two successful ventures, a proposal was made to Roundtable and thus to the Nurturing Committee, a new combined group of 4 Committee Chairpersons responsible for reviewing grant proposals and funding requests for new initiatives. A broader proposal from Adele Crawford outlining four opportunities for Creative Space, new experiences for worship, was approved. Other proposals are being made, reviewed, and as they are approved, they will help shape the future of PSNE. Ideas are welcomed in this new relational concept of the Presbytery allowing for the in breaking of the Holy Spirit and the further revelation of God s will for the work to which we are called as a presbytery. We look forward to reports from the Presbyter Search Committee since filling this position will double the amount of time presently allotted for the work of the Transitional Presbyter. While the geography of PSNE can be a challenge, it is also one of its strengths. There is much diversity, and we have many gifted people whose work throughout the region bring to light the love of Christ, the grace of God, and the empowering strength of the Holy Spirit. Annual 20
21 Annual Ref. E Annual Report of the Moderator May 7, 2016 It has been both challenge and blessing to serve the Presbytery as Moderator this past year. I began the year with a sense of anticipation, believing that as we lived faithfully in the uncomfortable space of transition, trusting that God was present with us in that place, we d get to know one another better, and through pooling and sharing wisdom we would continue to grow and find new ways of living together as members of this community called Presbytery. I believe that by the grace of God, that is what has happened. Over the past year we have: Enjoyed innovative worship focused on Mark s story of the storm at sea; worship that has enriched and challenged us by employing visual art, liturgical dance, a mass choir led by Mark Miller and immersion in image and sound Spent our September meeting discerning God s call to the Presbytery using a World Café process Continued to see Open Space evolve, enriching us and providing time for shared exploration of common interests Graciously dismissed the Presbyterian Church of Old Greenwich to the Covenant Order of Evangelical Presbyterians Continued to share in honest, respectful conversations around difficult topics and votes Been supported by the faithful work of the Rev. Bea Hoover-Mulvany and the Rev. James Glenn who offered their gifts of guidance and pastoral care in this time of uncertainty Encouraged and supported Creative Space, a new ministry led by the Rev. Adele Crawford I was honored to participate in the installations of the Rev. Iktae Kim, the Rev. Shavon Starling-Louis, The Rev. Wayne C. Eberly and the Rev. Candace Whitman and the ordination of Rev. Trisha Petraven. Attending these celebrations stood as a reminder to me of the myriad ways God continues to be at work calling and sending gifted leaders. Community is the lynchpin and stands at the heart of every joy-filled memory I have of this past year, and so I would like to thank some of those who have worked alongside me. G Annual Presbytery Personnel Committee: Annual Report The Personnel Committee as a committee of the Presbytery Roundtable provides administrative supervision as well as care and support to our Interim Presbyter, Stated Clerk, Office Manager and Financial Secretary. We also consult periodically with the Presbyter for Discerning the Way and the Chaplain to Pastors. Each staff member has a liaison on the Personnel Committee who checks in on a regular basis to ask how they are doing and if there are any needs or requests. Beginning in 2016, we recommended 1.7% increase for the Office Manager and Stated Clerk. We also worked with the Trustees to approve a contract increase for the Financial Secretary. A 6-month extension was approved for the Interim Presbyter position in November, 2015 and another 3-month addition was approved in March, 2016 to expire August 31, The Personnel Committee meets periodically by conference call and also schedules meetings with staff personally or by conference call. We will have a meeting on April 25, 2016 for all Personnel Committee members and staff, as well as the Presbyter for Discerning the Way and the Chaplain to Pastors. 42 Annual Ref. I Presbytery of Southern New England Social Justice Committee Annual Report The Social Justice Committee of the Presbytery of Southern New England was quiet again this year. We have a very small, but faithful membership, and are always looking for more dedicated members. Some of the peacemaking offering was used to provide a scholarship for a presbytery member going to a peace conference, as well as to bring Alonzo Johnson, from the national PCUSA peacemaking program, to speak at a presbytery meeting. K-1 PRESBYTERIAN IMMIGRANT MINISTRY Annual Report to Presbytery, May 2016 The Presbyterian Immigrant Ministry, a validated mission of the Presbytery of Southern New England since 2011, serves undocumented immigrants in three detention centers in eastern Massachusetts. (There are no such detention centers in Connecticut or Rhode Island.) During this past year the undocumented immigrant population of those prisons visited has fluctuated greatly, dropping during the summer and returning to previous levels by the end of the year. Currently the combined average weekly attendance at the nine Bible study groups Rev. Gerson Annunciacao leads in the three prisons is about 100. Mrs. Katia DaCunha, who visits the Suffolk Country prison in Boston bi-weekly, has had about a half dozen women in her Bible study group. However, in December attendance jumped to 22 and has remained at this higher level since then. This group-based ministry in what are really New Worshiping Communities is the foundational work of the Presbyterian Immigrant Ministry in which the Holy Spirit works to transform individual lives and from which both pastoral work by these leaders and mutual care flow. In October Rev. Annunciacao began a Bible study group in his home for released detainees and their families living nearby. From four to eight people have attended these Bible studies. One couple who comes regularly led a well-attended Open Space group at the February meeting of presbytery. Rev. Annunciacao was also the Advent preacher at the First Presbyterian Church in Hartford and enjoyed the experience greatly. The Steering Committee meets at least four times a year to discuss reports from Rev. Annunciacao and Mrs. DaCunha as well as to raise funds to sustain this ministry. Anticipating both a cash flow problem and a shortfall for the first time this year, it submitted a request to the presbytery s Church Development/Nurturing Committee for a $15,000 grant for This was approved. In addition, looking down the road, it prepared a proposal for a $25,000 growth grant from the 1001 New Worshiping Communities Office of the General Assembly. They require that this be matched in an equal amount by grants from the Synod of the Northeast and our presbytery combined. If approved, this grant, combined with gifts from churches and individuals, should carry us through 2017 and However, it will be the last 1001 New Worshiping Communities grant for which the Presbyterian Immigrant Ministry will be eligible. Thanks to gifts from PSNE churches and individuals, along with grants from all levels of the PC(USA), this ministry is still going strong. We wish to thank the presbytery as a whole as well as all who have helped us along the way these past five years for their generous continued support without which this ministry could not even exist.
