It will be held on Saturday, January 29th at the First Presbyterian Church in Morganton. Registration begins at 8:30 a.m. in the Fellowship Hall and lunch tickets will be available at this time for a cost of $5.00 per person. (Lunch tickets will be available from 8:30 a.m. until 10:30 a.m.) We have included directions, a map and local hotel accommodations for your convenience. Prayers before Presbytery also begins at 8:30 a.m., and will be held in the Chapel, along with orientation for new elders in the Parlor. A brief overview and an attempt to answer any questions regarding the meeting will be handled at that time. If you have prayer requests, please place them on the Clerk s table before 11:00 a.m. IN THE CASE OF INCLEMENT WEATHER: Due to unforeseeable bad weather, tune into WBTV, WBT Radio (1110 am), and WBT-FM (99.3) for information. You may also contact the Presbytery Office, where the phone recording will have details about the meeting. Saturday, February 5 has been set as the snow date if we have to reschedule the meeting. If you have questions concerning commissioner representation, please refer to the enclosed Stated Clerk s report. For the 2011 year, churches A through D are entitled to an additional elder. Please note that commissioner representation is based on active membership figures taken from the 2009 Statistical Report. Despite rumors to the contrary, many really do enjoy the time of fellowship and sharing when our Presbytery meets. However, if you have not been to such a meeting before, it may seem a little confusing at first. It is hoped that this guide will make your participation more meaningful. For at Presbytery meetings, we have good news to share, successes to celebrate, helpful resources to publicize, important (and some not so important) decisions to make, plans to approve, and a wonderful family of 112 congregations to get to know better. WHAT IS A PRESBYTERY? A Presbytery is the key governing body in our denomination. There are 173 Presbyteries in the Presbyterian Church (USA). Ours includes all the PCUSA congregations with nearly 19,000 members in 23 counties in the western part of North Carolina. It consists of all the active Ministers and at least one Elder from each congregation (larger ones have additional Elders). Various procedures ensure that there is approximately an equal number of Ministers and Elders; both are known as commissioners and they have an equal vote. It is vital that each congregation be represented by its Elder(s)! WHAT DOES A PRESBYTERY DO? A Presbytery is responsible for the mission and government of the Church throughout its area. In partnership with Sessions, the mission of our Presbytery is to foster vital and faithful congregations to be effective witnesses for Jesus Christ. By combining resources, Presbytery can help each church improve its ministry by assisting with the calling of pastors, teacher training, grants and loans, officer development, camping, mission trips, and many other support services. WHEN DOES PRESBYTERY MEET? There are four full-day stated (regular) meetings, generally towards the end of the months of January (Saturday), April (Tuesday at the Montreat Conference Center), July (Tuesday), and October (Friday and Saturday at the Lake Junaluska Conference Center). Special meetings at other times can be called, and Presbytery committees meet throughout the year. WHAT WILL HAPPEN AT THIS MEETING? All commissioners will receive, in advance, a packet of reports, proposed actions and background information. Other papers (generally called Addenda ) will be handed out when you register. Please read these carefully, and be prepared, since these papers will only be referred to during the meeting before a committee chair (with some explanation) moves adoption of an action. In general, these things will occur: 1. Celebration: We will worship together with hymns, prayers, Scripture, preaching and the Lord s Supper. We will also welcome new ministers, commission teams on mission trips (especially to Guatemala and Malawi), give thanks for special achievements, and pledge ourselves to better mission and witness. Join in the fellowship of committed Christians. 2. Information: You will learn about lots of events and opportunities to share with your Session and congregation: new programs, mission plans, available resources, etc. Be a good communicator when you are back home.

8 3. Education: You will hear from missionaries, as well as leaders of our colleges, children s homes, camps and other institutions; Presbytery officials and Ministers joining our Presbytery. There is always much to learn. 4. Presbytery Procedures: Much is fairly routine: adoption of the docket (order of consideration), approval of minutes, receiving reports, etc. Several routine housekeeping matters are put together in an Omnibus Motion, which is voted on as a unit (but you can remove any item for later discussion). Though rather unexciting, these matters are necessary. 5. Debate and Action: At most meetings, there will be a few items that deserve extensive discussion. Though each recommendation has been reviewed by a committee or the Coordinating Council, it should nevertheless be carefully considered before you decide how to vote. If you do not understand what is happening, please ask the Moderator to explain the matter currently before the Presbytery. If you want to offer a motion, the Stated Clerk would be glad to help you draft it. Don t worry about parliamentary procedure. Your role is to listen carefully, share in the debate, if you feel led to do so, and then vote as the Holy Spirit leads you to understand what is best for Christ s Church. It is a privilege and responsibility to help guide this part of the Church of Jesus Christ. Be prepared. Listen. Pray. Take notes. Report back home. Remember that you are helping our Presbytery in a much valued and vital way to build up the Body of Christ, to the greater glory of our Lord. 9 RULES FOR DEBATE 1. When any commissioner wishes to speak (other than to second a motion, which can be done from one s chair), he or she shall go to one of the floor microphones and seek recognition from the Moderator. 2. When recognized, the commissioner shall state his or her name and position in Presbytery before contributing to the debate. 3. All remarks should be addressed to the Moderator, should be confined to the merits of the pending question, and must not attack a commissioner s motives. 4. If several commissioners are standing at microphones waiting to speak to the same motion, the Moderator shall attempt to alternate pro and con speakers. 5. All proposed amendments (other than a few consecutive words) must be submitted in writing to the Stated Clerk, preferably in advance of making a motion. 6. If time for further study or consultation is desired before a vote is taken, commissioners shall ordinarily offer the motion to Postpone to a Particular Time, instead of a motion to Lay on the Table. 7. If a commissioner wishes to end an ongoing debate, a. he or she must go to a floor microphone and obtain recognition from the Moderator; b. when recognized, he or she may move the previous question; c. another commissioner must second this motion (can be done from one s chair, without recognition); d. the Moderator shall immediately conduct a standing vote on this motion to cut off further debate; [Note: The above is Robert s Rules as is enjoined by our constitution (Book of Order, G ). However, this Presbytery chooses to follow the Parliamentary Procedures of the General Assembly, which give the Moderator some discretion in this matter. The Moderator is in a position to refuse premature closure of debate by a member through the use of the motion to call the question. If, in the Moderator s judgement, the assembly has not completed debate, the Moderator has the power to refuse the motion to close debate. ] e. if there is a two-thirds affirmative vote to end debate, the Moderator shall immediately conduct a vote on the motion before the Presbytery. 8. The substitute motion is a form of amendment applied when the desire is to amend a motion in several different, nonconsecutive places. It also is used when the text to be amended is longer than a paragraph. The following procedure may be used (at the Moderator s discretion) after a substitute motion is made. a. The Moderator calls for perfecting (improving) amendments to the main motion. The amendments may be debated. Nothing else is in order. b. The Moderator calls for perfecting (improving) amendments to the substitute motion. The amendments may be debated. Nothing else is in order. c. The Moderator puts the question: Shall the substitute motion replace the main motion? At this time, the merits of both the main motion and the substitute motion may be debated, but no further amendments are in order. d. The Moderator takes vote on the above question. 1. If the question is approved, the main motion disappears and the substitute motion is before the assembly for further debate and vote. 2. If the question is defeated, the substitute motion disappears and the main motion is before the assembly for further debate and vote.

10 OMNIBUS MOTION A For the purpose of expediting some of Presbytery's decisions which are routine and noncontroversial, an Omnibus Motion will be used. These motions are included throughout the packet. PLEASE READ THESE MOTIONS BEFORE PRESBYTERY! Matters may be removed from the Omnibus Motion when: A. Any member of the governing body requests removal of an item included in the OM whereupon that item shall be removed and presented to the governing body as part of the report from which it originated. B. When the Omnibus Motion is presented on the floor, opportunity shall be given for members of the governing body to request, without comment or debate, for removal of specific items from the OM. A FAVORABLE VOTE ON THE OM SHALL BE RECORDED AS A FAVORABLE VOTE ON ALL MATTERS INCLUDED IN THE MOTION. D. All Commissioned Lay Pastors have voice and vote. E. That elder commissioners to General Assembly and Synod have voice and vote for a period of two years, beginning with the date of the Assembly they attended. F. That the following churches (Churches A-D) be requested to send one additional elder commissioner for the year (In 2008, Churches E-L were given this responsibility, in 2009, Churches M-R, and in 2010, Churches S-Z were given this responsibility.) 19 STATED CLERK ATTACHMENT 2 Report of the Administrative Commission for the First Presbyterian Church of Marion, NC January 29, 2011 The Administrative Commission for the First Presbyterian Church of Marion was established by the Presbytery of Western North Carolina in July of On March 14, 2010 the Administrative Commission signed an agreement with the Session of the Marion Church in which the session acknowledged that the congregation is part of the PCUSA and is therefore bound by its constitution. The session agreed to present a recommendation to the congregation in support of a congregational vote to bring their Articles of Incorporation and Bylaws into compliance with the Constitution of the PCUSA. The Administrative Commission also agreed to recommend that COM allow the Marion Church to begin circulating its CIF. We met with the session again on August 29, 2010 and, most recently, on December 5, In between meetings, we have maintained regular communication with the session and are very pleased that they have voted to call a new pastor. At our meeting on December 5, 2010, I recommended (on behalf of the Administrative Commission) that the session call a congregational meeting and proceed to a vote on bringing their Articles of Incorporation and Bylaws into compliance with the Constitution of the PCUSA. The Session agreed with our recommendation and called a meeting of the congregation for January 2, At that meeting, the congregation of First Presbyterian Church of Marion voted in favor of the requested changes to their Articles of Incorporation and Bylaws thereby bringing them into compliance with the Constitution of the PCUSA. Once all the necessary documents are in place, the Administrative Commission will request to be dismissed at the earliest possible date by the Presbytery of Western North Carolina. We wish to express our sincere thanks to the Marion Session for all their hard work and to their interim pastor, the Rev. Dr. Dan Thornton, for his outstanding service to the congregation. 20 Report to PWNC Igleisa Emanuel, Hickory January 10, 2011 STATED CLERK ATTACHMENT 3 The Administration Commission / Steering Team met with the Directiva (local governing body) and members of Igelsia Emanuel on Sunday, January 9, Pastor Jorge Alvarado has resigned and returned to Mexico, with a parting service on December 29, The resignation occurred because the pastor confessed to the members of an investigating committee of the presbytery that he had violated scripture and the Book of Order. The Steering Team talked with the congregation about the events leading up to this resignation. This is the third time this ministry has had leadership leave. However, it was also a time to celebrate. Rev. Gary VanBrocklin has agreed to come as their stated supply for an initial six month period. Gary is a professor at Montreat College, and ordained PCUSA minister, and has had extensive experience as a missionary in Hispanic countries. He will be in Hickory on Sundays, leading worship and doing pastoral care and meeting with the Directiva. This interim ministry allows us some time to consider the mission and ministry with the Hispanic community at Iglesia Emanuel. The Steering Team and the Directiva passed the following resolutions: We remain committed to a ministry with the Hispanic community in Catawba Country; We have a special commitment to those who have remained loyal to the congregation at Iglesia Emanuel. We need to find a different way to provide a sustainable and dynamic ministry with the Hispanic community, one that would provide a continuity of leadership. The Steering Team will meet again with the Directiva on February 20. In the time, in between, Gary VanBrocklin will meet with the Directiva. At that meeting on February 20, we will seek how we will go forward in discovering the ministry God has for this congregation. We want to give special recognition to the ministry and pastoral care provided by Anita Bernhardt, Presbytery Associate and Deborah McEachran during the traumatic transition. 21 Report to PWNC New Vision Presbyterian Church January 11, 2011 STATED CLERK ATTACHMENT 4 The Steering Team met on December 6, 2010 for a special celebration. Dr. Jerry Bron, the chair, who has guided this NCD from the beginning, was retiring. The meeting that night sought to share some of the stories of the lives that have been affected by the ministry of this congregation. We also talked about the ministries that have grown up, especially the Pack a Bag program. The Steering Team and congregation at New Vision are thankful to Jerry for his leadership. The new chair of the Steering Team will be Dr. Mark Watson, pastor of First, Newton. New Vision remains very thankful for the support of PWNC, especially for the extra support from the Camp Woodson option that helped to balance our budget. The congregation is giving right on the average Presbyterian per member giving. However, that does not cover all the expenses after the GA and Presbytery grants. New Vision believes that we must be a giving congregation, just as we have been given to. In 2010 we gave 19% of the congregation s giving to some benevolence in our regular budget, including Presbytery Mission, Malawi, Habitat for Humanity, Igelsia Emanuel as well as local ministries. We also support the Pack a Bag ministry at Shuford Elementary School; about 30% comes from the regular budget giving and Feed the Hungry offering. The remainder comes from the individual gifts from the congregation and community. New Vision is committed to outreach, especially to those who are unchurched or dechurched. We keep seeking to find new entry points for people into the faith community. We received a grant from Synod to investigate the LifeTree Café ministry (see At the end of December, the Congregational Ministry Team (the local governing body that will become the Session) decided to commit to open a LifeTree Café here in Conover. We have also received a $3000 grant from Life Tree for operating expenses. One of the Co-Pastors, Ann Aichinger, has led the work to bring the movie Grace Card to Hickory. That will be in the theater on February 25. New Vision will also have World Vision s Journey to Jamaa on February 20. This media worship experience helps the congregation to experience a mission trip in one hour. For more information about either of these ministries, you are welcomed to contact one of the Pastors. PURPOSE COORDINATING COUNCIL ATTACHMENT 1 A COVENANT OF UNDERSTANDING BETWEEN GRANDFATHER HOME FOR CHILDREN AND THE PRESBYTERY OF WESTERN NORTH CAROLINA ( ) This instrument is to clearly define the covenant relationship between the Presbytery of Western North Carolina and Grandfather Home for Children, and to affirm their support of one another. II. HISTORY Grandfather Home for Children was founded as a mission of the Presbyterian Church in 1914 as Grandfather Orphans Home by the ministry of the Rev. Edgar Tufts. Local presbyteries, including the Presbytery of Western North Carolina, have provided spiritual, financial and material support for this ministry from before its doors opened and continuing into the present. Our ministry has changed over the years to meet the changing needs of children within our changing society. For three decades, The Grandfather Orphans Home provided a home for mountain children with no parents or whose parents were unable to take care of them (from: And Set Aglow a Sacred Flame by Margaret Tufts Neal). In the 1940s Grandfather Home started to serve children whose families had some degree of dysfunction. Gradually, though, children from homes commonly referred to as broken families or troubled homes were served. Beginning in the 1970s and into the 1980s, children identified as abused and neglected were the primary children being served. As services continued to be refined, children who came from significantly abusive situations were admitted. From the 1990s to the present the ministry s focus has been on the child who has experienced multiple unsuccessful placements, significant abuse including sexual abuse, and exhibits disruptive or abusive behavioral patterns. Our calling today is to provide Christian love and healing to children and families who have been hurt by abuse. We seek to provide the most appropriate care for our children in the least restrictive environment possible. Grandfather Home is now a comprehensive care agency providing a broad range of services for children and families including residential programs, the Grandfather Academy, and therapeutic foster care, family foster care, adoption services, and day treatment services, in six locations across the state of North Carolina. Grandfather Home for Children reaffirms its historic commitment to provide hurting children with unconditional love and acceptance, as exemplified by Christ and Scripture. Throughout the years, Grandfather Home has been supported by the prayers and finances of Presbyterians acting as individuals, churches, and presbyteries. Grandfather is currently in covenant relationship with four presbyteries: The Presbytery of Charlotte, Holston Presbytery, Salem Presbytery, and the Presbytery of Western North Carolina in which we reside. Because our ministry is to children living within the bounds of North Carolina, a synod covenant has been neither sought nor offered

26 III. GOVERNANCE Grandfather Home for Children is an independently incorporated subsidiary under the umbrella of The Homes for Children parent corporation. Grandfather Home is governed by a Board of Trustees which includes Presbyterian representatives from within the bounds of each of the four covenant presbyteries. IV. MISSION STATEMENT: Grandfather Home for Children, a private agency affiliated with the Presbyterian Church (U.S.A.), provides love and healing to children and families who have been hurt by emotional, sexual, or other abuse. Our Christian staff works with the children to resolve the hurt, providing hope and unconditional acceptance, so they can again live with a family. If a child cannot be reunited with the family of birth, an adoptive family or another community living arrangement is the goal. Recognizing the critical importance of families, Grandfather Home provides support services to ensure that families will remain together free of abuse and hurt. Prayer and strong private financial support are continually essential to sustain and improve the work of our ministry. V. RESPONSIBILITIES A. Grandfather Home for Children makes the following commitments to the Presbytery of Western North Carolina: 1. To seek to fulfill the mission of the Church, to spread the good news of Christ s unconditional love and redemption, providing a vehicle for the Holy Spirit to heal broken lives. 2. To minister primarily to children, but also to congregations, communities, social workers, teachers, staff, parents, and other relatives of the children in our care. 3. To maintain standards of excellence in care, meeting requirements for licensure by the State of North Carolina; accreditation by the Council on Accreditation; and accreditation by the Joint Commission on Accreditation of Healthcare Organizations. 4. To offer services to children and families within the geographic bounds of the Presbytery of Western North Carolina, without regard to race, sex, or religion. 5. To provide speakers, resources, written information, and educational opportunities to individuals, churches, and presbytery groups. 6.
