1 REGIONAL DIRECTOR, MIKE LIVINGSTON 99 th Western Regional Conference, 2018 INTRODUCTION: It seems almost surreal that this is my last report to you. After almost 29 years, there is so much to say, I hardly know where to begin and end. So, let me just say it has been such a JOY and PRIVILEGE, so fulfilling and rewarding and yes, the most challenging years of my life. I have often thanked the Lord for calling me, blessing me and answering my prayers in orchestrating my every day for these many years. Praise His wonderful name. The Lord has blessed me with the most wonderful gift of my life Judy, my beautiful bride of 50 years. She has always been there supporting me. Thank you, my love, for letting me do the job God called me to do. He has given me the most gifted and skilled staff especially in these last several years in the persons of MaryEllen, Shelly, Kathy, Dave, Toby, and Len. Thank you all for your tireless and faithful service to our Lord. To you the members past and present of the Finance/Executive committee, Regional Oversight council (ROC), all the other standing committees and especially Doug Posey who has been my stalwart and imposing Assistant Director for so many years, THANK YOU ALL SO MUCH FOR YOUR GUIDANCE, WISDOM AND INSIGHT. To you the members of the Western Region, and especially to you Pastors THANK YOU FOR YOUR TIME, FAITHFULNESS, GENUINE HEART for the Lord and the people of our Region. ABOVE ALL PRAISE AND THANKSGIVING GOES TO OUR GOD AND SAVIOR THE LORD JESUS CHRIST who orchestrated these twenty-nine years according to His plan and purpose. Romans 8:28. Shortly after arriving here in 1989, the Lord gave me the following Vision, Mission and Values, which I penned for the Region and with God s help we have seen implemented over the years. VISION: MISSION: To expand the Kingdom of God through the multiplication and developing of healthy, effective reproducing churches. We exist to make disciples, to birth, rebirth and develop healthy churches that reproduce, impacting individuals for Christ through fulfilling The Great Commission CORE VALUES A Kingdom Perspective A Vision for the Harvest Compassion for the Lost Confidence in God s Ability The Principles of Biblical Stewardship Developing Healthy Churches that Reproduce Equipping the Body for Ministry 2-18
2 What God has accomplished in these 29 years is what you are experiencing now at this conference, as well as the expansion of His Kingdom through the ministry reports and church planting efforts. To Him be the honor and Glory. TRANSITION: In the fall of 2016, I presented a succession plan to the ROC informing them that my goal for retiring would be July 31, The result was the appointing of a Search team to begin the process of identifying my successor. The team members appointed were Doug Posey, Chairman, Dave Schmutte, Mike Somers, Roy Shinn, Larry Wolfe, Kathy Saigeon, and Toby Lazo. Advisory: Mike Livingston The team met 10 times after its initial meeting on May17, They considered several names, some of whom did not feel a real call or were not interested in the position. Two candidates were interviewed in person and one of the candidates interviewed twice-in person. After prayerful consideration and examination, the Search Team unanimously recommended Dr. Ben Sigman for the RD position to the ROC. On March 20, 2018, the Regional Oversight Council after interviewing Ben accepted the Recommendation of the Search Committee and extended a unanimous call to him to become the next Western Region Director. The ROC recommends Ben to the Western Region Conference for affirmation. Ben feels called to the position and some of us have known Ben for the last 20 years. He was credentialed in the Western Region when he became the Senior Pastor of Chapel of the Hills Church (now Hope Community) in Santa Barbara following Len Sunukjian. After that, he accepted a call to be a co-pastor of Eastlake Church with Mike Meeks in the San Diego Area. After leaving Eastlake, he moved to Redmond Washington to be the Senior Pastor of Timberlake Church which is part of the Free Methodist denomination. Ben has been serving that church for the last 10 years and seen it grow to be the largest church in that denomination. When contacted about the position, Ben s first words were Funny you should call now as Terri (his wife) and I just recently decided that the Lord was moving us on and feeling a call to be more involved in working on a leadership level with pastors. Ben is a gifted pastor, strong leader and God has blessed each of the ministries he has been involved in over the years. I believe God will now use 2018 Regional Director 2-19
3 Ben in a mighty way to advance the ministries, churches and Gods Kingdom as he serves the Western Region all to His glory. TRANSITION STEPS: 1. The ROC is recommending Ben Sigman to the Western Region Conference as the next Regional Director with an affirmation vote to be taken May 23 rd in the regular business meeting, 2. MaryEllen and I will be retiring July According to the by-laws the new RD takes office August 1, The ROC desires that both Mike and MaryEllen stay on in a part time role until year-end to facilitate a smooth transition. 5. The ROC is recommending to the Western Region Conference that the Regional conference delegates make a onetime amendment to the Western Region By-Laws. This is to allow the incoming RD to be affirmed for a 5-year term in order to satisfy Mikes one-year unexpired term of office for the year. In 2023, the regular 4-year term will apply according to the by-laws. REGION UPDATES: RESTORATION TEAMS: Currently teams are meeting with Steve Bagdanov and Chris Stevens. Both are making progress though this is a slow and painful journey back for both individuals. Steve and Kelly have moved into their own rental in Camarillo and Steve is working full time for Lowes in Oxnard. Chris Stevens has returned to his former career as an engineer and is doing well financially but is still struggling in several areas. Please pray for these two couples, as the journey forward is not pleasant but necessary. CHURCHES SEEKING PASTORS: There are currently 5 churches seeking Lead Pastors; Valley Hope, Turlock CA, Olive Grove, Nuevo, CA, The Oaks, San Marcos CA, Ventura Missionary Church, Ventura CA., As You Are Missionary Church, Reseda CA. NEW LEAD PASTOR Lake Hills Community Church, Santa Clarita, Ca has called David Cummins to be their next lead Pastor. Regional Director
4 CREDENTIAL REPORT: The Credential Committee meet on Sept. 12, Nov. 14, Dec. 12, 2017 and then March 13, Along with approving pastors for new licenses, they also reinstated a pastor who returned to the region and Ordination for several already licensed: o Josiah Schwartz, Associate Pastor. CONCLUSION: Probably no other book other than the Bible has impacted my life more than Prayer the Timeless Secret of High Impact Leaders by Dave Earley. It taught me in the most practical and powerful way the most awesome 2018 Regional Director 2-21
5 power and privilege of prayer. I challenge you to read it if you desire a transformation. The most important thing Jesus ever did was pray to the Father. Great men of God prayed and the power of God was released. I challenge you to pray the promises, pray constantly, specifically and boldly and be awestruck by what God does. Finally, I leave you with this charge: 1. Be Mighty people of God. (You will be if you are intimate with Him) 2. Be Mighty People of Prayer. (Pray bold specific God sized prayers). 3. Be Mighty People of Faith. (Pray His promises and trust His answers) THE FUTURE IS BRIGHT AND WE LOOK FORWARD TO WHAT OUR LORD HAS IN STORE FOR US ALL. Current census figures tell us that 50 million people live in this six state area. God has called together a tribe called the Missionary Church along with many other evangelical tribes to prepare people for Heaven. We need to do our part with the help of the Holy Spirit to the best of our ability. Given that 50 million people reside in our geographic region what percentage of those people should we be responsible for and claim for Christ? Think about these numbers 1% of 50 million is 500, % of 500,000 is 100,000; 10% of 500,000 is 50,000 could we claim 50,000 people for Christ in the next 10 years in our region? I believe we can! How can it be done? 2018 Regional Director 2-23
7 BASIS: 1. A COMMITMENT TO GOD S WORD We are called to fulfill the great commission and to go and make disciples. Matt 28:18-20, Acts 1:8 Additionally, Exodus 18:21-26 tells us about the principle of expanding the leadership base so that more may be accomplished for the Kingdom. I call this the JETHRO PRINCIPLE. Ex 18:24 says Moses listened to his Father-in-Law (Jethro) and did everything he said. I believe this principle is valid for us today and should be implemented. 2. A COMMITTEMNT TO OUR VISION VALUES, PRIORITIES AND MISSION 3. A COMMITMENT TO REACH THE LOST The Western Region is composed of the 6 Southwestern states and current census tells us that 50 million people live in this 6 state area. 4. A COMMITTEMNT TO LEADERSHIP MULTIPLICATION Identified Mission District / Movement Leaders will be trained, mentored and deployed. 5. A COMMITMENT TO THE LOCAL CHURCH The local church is God s chosen instrument for evangelism and disciple-making. The region with multiple districts/movements, will exist to support, encourage and equip the local church and its leaders. MISSION DISTRICT SPECIFICS: REGIONAL OFFICE The Western Region office serves the geographic boundaries of the six state western Region geographic areas, as well as any new Mission Districts that would develop. It would continue to provide all the administrative needs of the region. Included would be property group insurance, health insurance, networking, coordination, cooperation, collaboration, mentoring, coaching, ministerial credentialing, etc. It will provide the assessment system for church planting, help with funding; and will help facilitate Mission Districts to reach their Kingdom potential. MISSION DISTRICTS Within the six-state region several Mission Districts will be developed within California, Nevada, Utah, Colorado, New Mexico and Arizona. (Note: MD s may include churches outside the 6 state Regional boundaries.) As growth takes place districts would be formed within those geographical boundaries. A District would be so designated when 15 churches were birthed and organized or adopted in the geographic area (per the Missionary Church Constitution). Districts would have multiplication as part of their DNA, thus continuing the multiplication process. Prior to that each district with less than 15 churches would be designated as a Mission District and any district that falls below 15 churches would be designated a Mission District. Each Mission District would have its own District Leader. This person may be a pastor or district employee or church planter. Each MD would be responsible for its Regional Director
8 own Vision, the planting and adopting of churches and charged specifically with the mission of developing healthy new churches. Ethnic Districts may be formed and straddle other district geographic boundaries. The goal would be to develop different ethnic churches within the confines of the district. STRATEGY A. DEFINITION: Mission District (MD): A Mission District (MD) is defined as a geographic area in the six-state Western Region or beyond designated as such by the Regional Oversight Council. Geographic areas where there are no present churches would be considered first along with growing metropolitan areas and the empowerment of catalytic leaders. It is also defined as having Missional Characteristics. For the purpose of simplicity the (MD) will be referred to as a Mission District (MD). B PURPOSE: The Purpose of the MD is to create an atmosphere, which enables and facilitates Vision and Mission at the grass roots level. Churches would be planted and adopted. Multiple church models would be developed to reach the generational and cultural differences. C PERSONNEL: Each MD would be led by a catalytic leader who may be a Pastor, church planter or a district employee. Ideally an MD would start with a team of passionate, committed and called individuals and who relate to the specific MD area. An MD may also be started from an existing beachhead church located in the geographic area. D. PRIORITY: 1. Mission District (MD) areas will be prioritized and implemented. 2. All Districts/Mission Districts will operate under the umbrella of the Western Region 3. Each MD will have a catalytic leader. 4. Recruitment of the right people for the right place is critical. 5. Hiring someone specifically to recruit those leaders and also church planters for the various MD s may be necessary. 6. All current churches and new churches in the MD would continue to pay their fair share to the Western Region according to the denominational Mission District Guidelines. 7. When a MD reaches 15 organized churches it may become its own District. At that time it may hive off some of its churches and create another MD, thus continuing the multiplication process within the Region or it may grow itself to 40 churches before multiplying itself. 8. Any district with less than 15 churches would be classified as an MD. 9. The Western Region may help provide initial funding for the MD, as well as all administrative needs, insurances, problem solving, legal and technical advice/expertise etc as needed. The Western Regional office in Moorpark, CA would continue to provide all current resources to its churches and MD. 10. The Western Regional Director will work directly with the District/MD leaders Regional Director 2-25
9 JOB DESCRIPTION - MISSION DISTRICT DIRECTOR MISSIONARY CHURCH WESTERN REGION TITLE OF POSITION: PURPOSE OF POSITION: MISSION DISTRICT DIRECTOR To establish, give leadership and oversight to the churches, pastors, church plants and ministries of the Mission District. Qualifications: A Mission District Director in the Western Region of the Missionary Church will be a committed, Spirit-filled follower of Christ. The District Director will also have the demonstrated leadership skills necessary to carry out the responsibilities of this position. The District Director will be committed to the vision, mission and values of the Western Region and will lead the district in harmony and unity with the Regional Director and the Regional Oversight Council. The District Director must a person who is able to motivate pastors and church leaders and who has the ability to identify and recruit other leaders who have a passion for the expansion of Christ s kingdom. Accountability The Mission District Director reports to and will be accountable to the Regional Director. Additionally he is accountable to the Regional Oversight Council and the Ethnic Ministry Director. He will submit a written report to the Regional Oversight Council. Mission District staff members, pastors, and congregations of the Mission District are responsible to give honor to the Mission District Director by submitting to his servant leadership. Responsibilities: The Mission District Director is responsible to provide oversight and leadership to the churches, church plants and pastors in his assigned district. He will help the churches and the district as a whole to reach the ministry, church-planting and disciple-making goals determined by the district and regional leadership. The Mission District Director will assist churches and pastors with changes in pastoral leadership. The Mission District Director will be available to help pastors with spiritual needs, the development of leadership skills, counsel about situations in their churches, or the pursuit of ministry goals. The Mission District Director will identify and recruit leaders and potential church planters. NOTE: A district will be considered a Mission District until there are 15 established churches in the district. At that time the district may become a Full District. The director of a new or small district of less than 15 churches will be considered a Mission District Director. Once a district reaches full district status, the director will be considered a District Director Regional Director

Encourage each pastor to be involved personally in one-on-one discipleship Identify Coaches for those who feel inadequate in doing so. Identify Key Disciple-Makers (lay & pastoral) in congregations and encourage them to mentor/coach others Make available through or website key resources on Discipleship process. Be willing to partner with other churches to plant a church together. Help us identify Catalytic Leaders who are willing to plant new churches/start discipleship movements in a major population areas. So far we have identified 46 in our district geographic area.
