2 SPEECH NOTES FOR THE PREMIER, MR. DUNS TAN, AT Y.M.C.A.. BIKE HAND-OVER Mr. Powell, Mr. Shimizu, Ladies and Gentlemen, Thank you very much for inviting me here today. Pirst of all, may I thank you, Mr. Shimizu and the Honda Company, on behalf of the Y.M.C.A. for the Company's most generous donation. The Bike Scheme is one that will bring real pleasure to many young; people in Adelaide and is typical of the Y's lively and imaginative approach to youth work. - Mr. Powell will be the first to agree that we should give credit where it's due, so a special word of thanks, too, to the 12 year old American boy on probation, Jimmy - who first thought of it and whose notion has now become international. Anyone who has anything to do with the organisation very quickly acquires great respect for the hard work and responsiveness to fresh ideas of the "Y". Their Centre in Mount Gambier, opened a couple of years ago and the teen drop-in Centres at the branches in Adelaide are just two examples of this. The Y.M.C.A. is becoming more and more involved with disadvantaged youth and with juvenile justice referals. In this it has our support and our gratitude. The Bike Scheme will provide a new means of reaching young people who need specialised skills and is especially welcome for that. Not only that, but it will teach safe riding methods and proper bike care. And anyone who heard yesterday's appalling increase in road deaths this year - up by nearly 50<fo - would applaud it for that alone. It was for these reasons that the Police, the R.A.A., The Road Safety Council and the various State Government agencies have enthusiastically co-operated in getting the scheme off the ground ' and will continue to do so. Mr. Powell, when he first approached me about today's ceremony, said he considered the bikes a resource for the entire community, not just the "Y".
