7 2010 WORKSHOPS Session 1 TEN TIPS, HINTS, HELPS FOR THE DISENCHANTED, SOBERED AND MELLOW CHURCH LEADERS Room: Heritage Ballroom A C D Rev. Dr. Jim Wellman Pastor Wellman will continue his work from his keynote speeches of our Synod Assembly by offering 10 ideas for religious revival in your congregation. Session repeated in Session 2. FAITH, HOPE AND LOVE AND OTHER THINGS HAPPENING IN THE ELCA Room: Heritage Ballroom B Rev. Brenda Smith, ELCA Director for Discipleship/Evangelism This workshop will offer a brief overview of both the 7 Faith Practices of the Evangelical Lutheran Church in America as well as the Evangelism Strategy that was adopted at the 2003 Churchwide Assembly. In addition, there will be a time of discussion around what is happening in the ELCA today. Session repeated in Session 2. PRAYING THE LABYRINTH Room: Discovery Ballroom (in Display area) Rev. Martha Maier, St. Andrew Lutheran Church, Vancouver This 26' Chartres style portable labyrinth was constructed by St. Andrew Lutheran Church in Vancouver and will be open throughout the assembly. A prayer labyrinth is not a maze, but a pathway used for prayer and meditation. Although there is no right or wrong way to use a labyrinth, handouts will be available with suggestions for using it. Please remove your shoes when on the labyrinth and be sensitive to others who are using it. During workshop times, a member of St. Andrew will be available to offer suggestions for using the labyrinth and to answer questions. Ongoing presentation. CONGREGATIONAL RENEWAL: WHAT IS IT? COULD IT APPLY TO YOUR CONGREGATION? WHAT DOES IT MEAN? Room: Oak Rev. Valinda Morse, Assistant to the Bishop, SWWA Synod and Rev. Melanie Wallschlaeger, ELCA Director for Evangelical Mission, SWWA Synod Pastors Morse and Wallschlaeger will overview the transformational ministry process and, delineate staff driven resources available through the Synod and Churchwide. Congregational renewal begins with the personal renewal of individuals that make up the worshiping body. What might personal renewal look like for you? How might your congregation be involved in deepening discipleship? The renewal of the individual gives birth to congregational renewal which, in turn, brings new life to the larger community through the work of the Triune God. Come and learn about upcoming synodical events and how that might transform your congregation s mission and ministry in your context. 21

NEW RESOURCES TO HELP YOUR CONGREGATION AND THE SYNOD FROM THRIVENT FINANCIAL FOR LUTHERANS Room: Birch Philip Edlund, Thrivent Representative Learn about changes to Thrivent congregational funding and how your congregation can benefit from the new Thrivent Choice Dollars Program to support special projects in your congregation, at your local Lutheran Organizations, and support your synod! REACHING TO BUILD: A DIVERSE AND INCLUSIVE FAITH COMMUNITY Room: Spruce Rev. John Stroeh, Peace Lutheran Church, Tacoma, Malcolm Carroll, Youth and Family Outreach Minister, Peace Lutheran Church and Bill Hanawalt, Executive Director of Peace Community Center. Learn how a struggling urban congregation found new life and a strong sense of mission by opening its doors and seeking to serve its neighbors in Tacoma s Hilltop neighborhood. Learn key elements and strategies of Peace Lutheran Church s multicultural ministry and explore the work of the Peace Community Center in tutoring and mentoring young people. Consider how your congregation may be renewed by God s Spirit through welcoming and serving your immediate community. How can my congregation benefit from a visit by the Synod Council? What has the Synod Council learned about Southwestern Washington congregation so far in its visits? MONEY = MINISTRY Room: Pine Margie Fiedler, Associate Vice President of Marketing, ELCA Mission Investment Fund As congregations sometimes have a hard time talking about money...yet Jesus talked about money a lot!! Come and discover what it means to be stewards of how we gather, save, and share the resources God has entrusted to our care. A great way to renew your congregation. 22

9 FAIR TRADE Room: Hemlock Beth Ann Johnson, Synod Global Mission Hunger Committees Many Lutheran Churches in SW Washington are already selling and serving Fair Trade coffee. Do you know why? What is the difference between free trade and fair trade? How do our choices make a difference in the world? Are coffee, tea and chocolate the only things effected by fair trade? Join us for this workshop, and learn more about Fair Trade in your church and community. You will also have an opportunity to learn about how to get your congregation involved in fair trade coffee and other products. FOOD AND FAITH: THINKING BEYOND QUARTERS, QUILTS AND FOODBANKS TO END HUNGER Room: Cedar Diane Armbrust, Synod Hunger Committee Member Quarters for hunger and contributions to local foodbanks make an important difference in the lives of many people but they alone cannot end hunger. Sustainable long term solutions are complex; involving our own lifestyles and public policy. Eric Wangen Hoch, Mission Developer Living Stones Prison Congregation No one likes to leave their comfort zone. It s where we re comfortable! Yet, let s look at Jesus call to leave our comfort zone and see the action as spiritual practice for renewal in our churches. CARING FOR CAREGIVERS: CAREGIVER UNIVERSITY Room: Birch Jenny Moore, Lutheran Community Services Northwest Caregiver University is a new program from Lutheran Community Services Northwest. With Caregiver University s 6 classes you can educate caregivers and create an impetus for continued support after the classes are through. 23

10 JOURNEYS OF FAITH Room: Hemlock Linda Hofstad Holy Land Trip: nine bishops with their spouses spent 14 days in the Holy Land immersed in the culture, the tensions, the complexity, and the historical richness of a region that is the center to three major world religions. We lived in Jerusalem, Bethlehem, and Tiberius. We walked in and through the area giving flesh to many of our Sunday School Bible stories. We ll talk about what we learned and how we can support our Lutheran sisters and brothers who live out their faith as a minority and face daily oppression with an imminent threat of violence. Ecumenical Trip: Representing the ELCA to Christian sisters and brothers around the world, we visited the Anglicans in London, the Orthodox in Istanbul, Turkey, the Roman Catholics in Rome including time with Pope Benedict XVI and the Lutheran World Federation and Reformed churches in Geneva, Switzerland. 12 RULES OF PROCEDURE 2010 Southwestern Washington Synod Assembly 1. The Credentials Committee of 3 5 persons appointed by the Bishop shall constitute the Committee on Credentials and Attendance. 2. Robert's Rules of Order, latest edition, shall be the governing parliamentary procedure of the Synod Assembly, unless otherwise provided in this rules or ordered by the assembly. 3. When a voting member intends to bring a motion (whether a main motion, a secondary motion, or a motion to bring a question again before the assembly), the motion must be made and seconded, if applicable, before speaking to the issue. If a member speaks to a matter before bringing the motion, the motion will be considered out of order by the chair. Once the motion is properly made and seconded, if applicable, the voting member who made the motion shall have the privilege of speaking first in support of it, upon recognition of the chair. 4. Each person, when recognized by the Chair, shall state his/her name and congregation, agency or institution before speaking. No person shall speak more than 2 minutes, or more than twice on the same subject, unless the voting members, by a majority vote, waive the provisions of this rule. This rule shall not apply to messages and reports by agencies and officers of this synod or to guest speakers to whom special time has been allotted 5. The Bishop of the Evangelical Lutheran Church in America and such other official representatives of this Church, as designated from time to time by the Church Council, shall have Voice, but not vote at this assembly. The president of the Southwestern Washington Synodical Women s Organization or her designated representative shall have Voice, but not Vote at this assembly. 6. The assembly of the synod shall be its highest legislative authority. All congregations, ordained ministers, associates in ministry, diaconal ministers, deaconesses, officers, the Synod Council and its Executive Committee, all boards, and all other committees of this synod shall be bound by all actions pertaining to them taken by an assembly in conformity with its constitution. 7. The Chair shall have the authority to call items of business before the assembly in whatever order he/she deems expedient for the conduct of the assembly business. 8. All reports published in the Bulletin of Reports shall be received by the assembly, without vote. 9. The minutes of each assembly shall be submitted by the secretary of this synod to a Committee on Minutes, who shall examine the same with care and make recommendations thereon to the assembly. Approval of the minutes of the assembly shall be the responsibility of the Bishop and the Secretary of this synod. 10. The voting membership at the assembly shall consist of the lay voting members from each congregation, rostered clergy, associates in ministry, deaconesses, and diaconal ministers 51

13 under call in this synod; retired clergy who have pre notified the synod bishop 90 days prior to the assembly, as well as members of the Synod Council. 11. Resolutions, germane to the assembly agenda, must be submitted to the Resolutions Committee by 10:00a.m., Friday, May 14, in the Assembly Office. 12. Nominations from the floor: A Nomination and Biographical Information Form must be completed for each nominee and submitted to the Nominating Committee prior to entering his/her name in nomination. Floor nominations must be submitted by Friday, May 14th, 1:00pm to the Assembly Office. 13. All materials to be handed out at any time during the assembly shall be submitted to the Assembly Office for approval by the secretary of this synod. Upon approval, such materials may then be distributed by the ushers 14. Elections and other voting will be by wireless voting machines administered by the Elections Committee or their appointed representatives. 15. If the intent of an amendment to the proposed budget is to change an individual line item while not increasing or decreasing the budget total, then the assembly will refer to the Synod Council the responsibility of adjusting the remainder of the budget to stay within the budget total. 16. All motions must be written and submitted to the secretary of this synod before the close of the plenary session in which they were offered. 52

Statement of why you wish to serve: This is a unique opportunity and I think I have a unique experience being a PK and going through the seminary process with my father. I ve been able to see the underbelly of the church through my dad s ministry and I m a good person to support the minister in the church and a chance to take action instead of just rant about things. I don t want to be in the peanut gallery of the church- I want to be an active leader. 59

Former teacher. Statement of why you wish to serve: I would like to finish the 3 year term that I was appointed to. It is an opportunity to serve and learn more about the ELCA and how it works to the glory of God. 32 2010 JOB DESCRIPTIONS SYNOD SECRETARY JOB DESCRIPTION: The secretary may be a layperson or a clergy and must be a voting member of a congregation of this synod. The secretary is member of the Synod Council and an officer of the synod. The secretary shall be elected to a term of four years and may serve two consecutive terms. The secretary is responsible to record the actions of the Synod Council, Executive Committee and the Synod Assembly. The secretary shall arrange for the safe keeping of all legal documents. The secretary shall certify a list of the churchwide assembly voting members to the ELCA secretary. All officers of the Synod Council shall have a background check done prior to or immediately following their election or appointment to office. QUALIFICATIONS: This person needs a vision of the mission of the church, a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one s gifts. They must have the ability to record the actions of the legislative groups of the synod concerning the policies and mission of the church and synod. SYNOD COUNCIL Each Conference shall nominate one member to the Synod Council and may nominate an additional two At-Large positions, for three-year terms. Elections for the At-Large position shall take place at and by the Synod Assembly. The Conference Representative position shall be elected by their conference and shall be confirmed by the Synod Assembly. All officers of the Synod Council shall have a background check done prior to or immediately following their election or appointment to office. JOB DESCRIPTION: The Synod Council shall be the board of directors of the Synod and shall serve as its interim legislative authority between meetings of the Synod Assembly. It may make decisions which are not in conflict with actions taken by the Synod Assembly or which are not precluded by provisions of the constitution and bylaws of the ELCA. The council normally meets four times a year for a full day. The term is three years and is eligible to serve two consecutive full terms. QUALIFICATIONS: Persons needs a vision of the mission of the church, a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one's gifts. They must be able to share openly in the decisions concerning the policies and missions of the church, and be ready to assist the Bishop of the Synod in working with the agencies, institutions, conferences, congregations and clergy in implementing the work of the church. 74

33 SYNOD CALL COMMITTEE JOB DESCRIPTION: The Synod Call Committee assists the Bishop in carrying out the Bishop s constitutionally mandated responsibilities under S14.13 of the synod constitution. This section outlines the steps that must be taken before a congregation can vote to terminate the call of a pastor. The committee meets at the request of the Bishop and serves in an advisory capacity. This is a threeyear term with no limit to number of terms. QUALIFICATIONS: Persons elected to the Call Committee need a vision of the mission of the church, a record of leadership in their local congregation and a commitment to Christ expressed in the stewardship of one's gifts. SYNOD CONSULTATION COMMITTEE JOB DESCRIPTION: The Synod Consultation Committee (12 members) is a constitutionally mandated committee to advise the office of the Bishop and as requested to investigate situations that are potentially matters of formal ecclesiastical discipline. The committee meets at the request of the Bishop. Occasionally individuals are selected from the Consultation Committee to assist congregations in processing matters of conflict or community relationships within a local parish. The committee serves in an advisory capacity. The members serve a one six-year term and not eligible for a second consecutive term. QUALIFICATIONS: The gifts requested for a successful ministry on this committee include the ability to listen with discernment, to act impartially during investigations, to reflect prayerfully and to articulate helpful guidance in situations of pain and difficulty. SYNOD DISCIPLINE COMMITTEE JOB DESCRIPTION: The Discipline Committee (12 members) is a constitutionally mandated committee which acts to administer a thorough review and, as necessary, discipline process upon congregations and rostered individuals; clergy, associates in ministry, diaconal ministers and deaconesses. The Discipline Committee meets upon call of the Office of the Bishop should charges be either pending or submitted. The term is six years with no reelection. QUALIFICATIONS: The primary gifts required for this ministry are the ability to reflect critically over the unfolding of events or incidences; the discernment of ethical requirements of ministry in the name of Christ; the ability to listen and the sensitivity to sit in humble judgment upon another Christian individual or body. 75

34 SYNOD NOMINATING COMMITTEE JOB DESCRIPTION: The Nominating Committee shall consist of ten members, one from each conference. This committee obtains the needed nominees for vacant Synod positions and prepares the list of nominees for the Synod Assembly. The term is three years. QUALIFICATIONS: Should have a record of leadership in their local congregation, and a commitment to Christ expressed in the stewardship of one s gifts. Should be willing and able to attend as many meetings as necessary to develop forms and disseminate information regarding positions open for election and process for nomination to conferences and congregations in a timely manner. PLU CORPORATION DELEGATE JOB DESCRIPTION: The delegates, in addition to their corporate duties of one corporate annual meeting at Pacific Lutheran University per year, help to further the objectives of the University where possible in their conferences or congregations by creating and developing greater interest in PLU as an institution of Christian higher education. Delegates assist in increasing student enrollment at PLU from congregations of the Synod, and assist congregations in providing financial support to the University. Terms shall be three years. Each conference has a one clergy and one layperson delegate to the corporation meeting. Delegates are eligible to serve two consecutive 3 year terms. QUALIFICATIONS: Delegates need to have a deep concern for spiritual and educational values, and a concern for the well being of the entire University. They should also have an understanding of commitment to the preservation of an independent, church-related University. Delegates should have a willingness and ability to speak or communicate in a positive way on behalf of the University. 76

35 2011 CHURCHWIDE ASSEMBLY VOTING MEMBERS JOB DESCRIPTION: The Southwestern Washington Synod is normally assigned eight (8) voting members, including the Bishop and the Synod Vice President, to attend the Churchwide Assembly, one (1) of who should be a Person of Color or English is their second language and one (1) should be a youth, confirmed and under age 18 and one (1) should be a young adult, age The Southwestern Washington Synod has been assigned 3 clergy positions and 3 lay positions. The Synod Nominating Committee assigns to specific conferences these positions based on the prior clergy or lay male and female positions during the last five (5) churchwide assemblies. Not eligible are clergy and lay who have attended a churchwide assembly in the last 10 years. Confirmed youth, age 17 or younger and a young adult age 18-30, during the year of the Churchwide Assembly, are eligible as a voting member from the synod. QUALIFICATIONS: Voting members of the Churchwide Assembly need to have a deep love and concern for the at-large-church. The issues that come before the assembly have a deep impact on the ministry of the whole church. The voting members need time to study and digest the issues that will come before the assembly. The voting members need to take time to listen to what members of the synod, the church-at-large and the Holy Spirit s guidance as they vote their conscience. The Churchwide Assembly Voting Members are not delegates nor representative a congregation, conference, or synod. 77
