4 Bishop s Charge This was the first time in his Episcopate that Bishop Michael Oulton presented a Charge to Synod. He began with a brief review of the work done through Synod Council and Committees of the Diocese since the Synod of 2010, stating a great deal has transpired since we last gathered... To place this in perspective, Bishop Michael commented that we have often heard that change is coming in reference to the church in our society. He challenged that view pointing out that change is not coming to the church change is here. Looking forward, Bishop Michael listed three major imperatives before Synod: fiscal, governance, and missional. He commented on each of these, saying he deliberately used the term imperative in order to highlight the clear priority of addressing these matters, but stressing that it is the Missional Imperative which needs to be the overarching priority and the other two need to be carried out with this in mind. This Synod of 2012 does not mark the end of the fiscal work that began at Synod 2010, but marks a crossroads and a resolve to continue the work begun at Synod 2010 to bring the finances of the Diocese into balance, working creatively and courageously in consultation with the people of the Diocese, examining all aspects of Diocesan life. He stressed that the work that needs to be done can only be accomplished with effective leadership, which requires a focussed approach to leadership development, and with improved communication strategies both for printed material and online resources. Bishop Michael moved on to speak about the theme of Synod which was Mission on the Margins, which challenges us to identify the places in our world where we are called to serve in the mission of Jesus, bringing with us his love for his people. He said, The Church does not have a mission, the mission of God has a church.... Jesus gave his mission a church where people may have life and have it in all its fullness. Budget Presentation: Alex Pierson, Christ Church, Belleville (Chair of Finance Committee) The history of the work of the Finance Committee reviewed Challenges and accomplishments laid out Budget Discussion How does this diocese support family ministries? Concerns expressed about money sent to national church Are sacred cows being protected? Responsibilities of the parishes to the wider church Budget Vote BE IT RESOLVED THAT the 2013 Diocesan Budget as presented be approved. Dr. Barbara Robinson, Mrs. Sylvia Dopking, Mr. Ken Healy Romans 12 Barbara Financial responsibility hold the course (pay attention to the manifold gifts spread abroad among God s people) realism, sacrifice, truth-telling. Main-line churches not known to practice proportional giving. Strong leaders may find themselves foundering in the midst of an unhealthy structure. Global church Holy Spirit assisted discernment is the axis of our common life. How do we provide privileging our own reading of text? Any church that is truly missional exists within a culture which Jesus s teaching is both winsome and challenging. Ken Governance imperative. Sylvia Missional imperatives must stand in over-arching priority to the fiscal and governance imperatives. The local church is the hope of the world. There is nothing like the church when it is working well. (Bill Hybels) Plenary Address: Dr. Brian Walsh; Dr. Sylvia Keesmaat The Church at the Margins Page 5 of 10

6 Camp Hyanto Business Plan : Rev. Blair Peever, Mrs. Carol Fitzpatrick Power Point Presentation Three fold ministry - to teach children who attend about Jesus and his love for them to raise up young leaders in our Diocese and to help them to grow in their faith and their God given gifts for evangelism and leadership. to give parishes in our Diocese ministry opportunities to Children and Youth. Governance Eliminated the Camp Director s position. Created a separate Corporation with a Board of Directors to oversee the camp s financial and capital assets. Guarantee a permanent full time position for a mature Camp Manager reporting to the bishop and the Board of Directors. Continuing the Camp Policy Committee to assist the manager with procedural and policy matters. Ministries Review and renew camping programs, respecting long cherished Hyanto traditions while adopting new camps. Expand the number of the popular canoe camps (which are the most profitable camps). Make 2012's successful Family Camp a fixture of the camping season. Upgrade the camp s facilities, ie winterization, new multi-purpose building, to increase usage by members of the diocese and other rentals. Increase camper attendance through stronger marketing of the camp. Resourcing Strengthen current and create new partnerships and participation with parishes, interested organizations, such as the Hazel Tree Group, and individuals through the renewing of the Adopt-a-Cabin Program; committed significant fundraising (parishes and corporate) ; a pre-authorized giving option for Hyanto where possible, and the creation of a Hyanto Alumni Association Increase camper fees to a realistic level to help cover costs. Cost saving measures where possible. Page 6 of 10
