Bausher 2015- Present * Denotes the change in title from Chief Burgess to Burgess in 1936 ** Denotes the change from Burgess to Mayor in 1961. The Commonwealth of Pennsylvania s borough government originally operated with two or more Burgess and their assistants. The Burgess was authorized to hear and dispose of local borough ordinance cases. Borough council members did not appear in borough government until the 1800 s. With the introduction of borough council members, the Burgesses were standardized into a Chief Burgess and one assistant Burgess. In 1834, the Burgess presided as the president of borough council and decided violations of borough ordinances. The power of the Burgess was expanded in 1887 to preside over criminal cases involving state law. Boroughs were granted the power to appoint police officers in 1893. Police officers were under the control of the Borough Council until 1911 when control was shifted to the Chief Burgess. In 1961 the title of Burgess was changed to Mayor. In 1968, all judicial powers of the Mayor were transferred to the Justice of the Peace. Since 1968, the elected Mayor has authority over the police department in a weak mayor form of government.
