AGENDA ITEM DISCUSSION POINTS MOTIONS, DECISIONS AND/OR ACTION ITEMS Senior Pastor Report Three call out from the Sr. Pastor Report o During the 9:30 service on our Valley Creek Campus a summer kids program for 3-5 years old was piloted. It averaged about 15 kids a week. The interesting learning is it was almost always a different 15 kids each week. o In July the first New Member Seminar on the Valley Creek Campus was held. This will replace the Sunday morning New Member class. Fifteen people join and are very excited about the process moving forward. o Forty-five High School students and leaders joined with 25,000 other in New Orleans for the National Youth Gathering. The 2019 gathering will be here in the Twin Cities at US Bank Stadium. Big Stuff for 2016 o Still need to solidify the metrics before implementing the vision frame can be considered complete. o Implementing governance structure could linger into 2017 or None Financial Report Addressed by Mark S. & Lisa Smith longer as continue to learn how everything fits together. Next Report is in October None Administration Report Elders Update Ministry Planning: Third Site Perpetual Calendar August Topics: Council Nominations Resolution of Stock Sale. Other Topics Fill in Elders did not meet in July There will be one more position filled to bring total to 23. A detailed launch plan for Liberty Ridge was provided. Fill in Dr. William Utech shared his thoughts on moving from addition to multiplication. Notes are found following the formal minutes template. Reviewed the youth metrics plan that was provided. There is concern about the workload on the youth leaders to meet these metrics. None None None Cindy Boedecker made a motion that we can sell stock that is dontated to the church. Renee Boehmer seconded. Motion carried 5-0. Action Item (August) All council members need to decide if they are coming back next year. Also if you have recommendations for those that would be a good fit to serve on council please bring them. None

Dr. William Utech Moving from Addition to Multiplication Dr. Utech has been with the district in role for 3 years. The future of the church depends on a multiplication movement WLC is a leader and example in our district and people are paying attention For the Exponential conference in Orlando this year attendees had to pre-read a book about becoming a level 5 church. Below is the whiteboard diagram that was the basis for his discussion. Five levels a church can be in: o Level 1 - Dying o Level 2 - Plateau o Level 3 Adding (revitalization happens here this is the space Phil Johnson works in) o Level 4 & 5 Starting to multiply The percentages on the picture represent North America and not the South District. Top line of words on the picture represent what is the congregation worried about when in that phase Bars on the right/left hand side are the magnets and where the church is being pulled. So as a Level 2 church it is easy to get pulled down to a 1. If a Level 4, then it is easy to get pulled to a 5. There is also a magnet around Level 3 that can pull in the Level 2s but also can pull back the Level 4s as those churches get addicted to addition. These are churches that take on debt for buildings, and operating things like parking lots, so there is a hesitancy to send people away. Level 5 is < 1%... For a long time it was believed that addition was the name of the game and that was all that was needed.

Most south district congregations at Level 1 or Level 2. So it s a move from seating to sending that churches need to be thinking and praying about as sending is how we grow in exponential ways. Need to move the Level 4 from 4% to 10 %. That is what it will take to start a multiplication movement. In and LMSC district and nationwide the first number is at least 85%. Dr. Utech s job is to move Level 3 churches to Level 4. A great example of a Level 4 church is The Alley. They are ready to do grandbaby #2 for WLC. They have 400 people in worship. They need to send 60 people to their newest plant. Question from Dr. Utech: What is WLC s role to support this plant? Do we need to send some people as well to plant Remedy in Oakdale? There is a lot of logical reasons that cause people to back away from sending - why send your best people away comes up a lot. In hindsight, Pastor Dean feels WLC should have planted more than church. This is all based on being able to create disciples and the right leadership. Key Message in Each Level o Level 1 & 2 Please stay o Level 3 & 4 - Please Come o Level 4 & 5 is Please Go There is a method going on (in Texas?) that once congregation gets to 200, it gets half and 100 go off to be a plant. Then both have to get to 200 again and half again, etc. Our previous Vicar Gabe is part of this. The district is looking to assess people to be church planter as they need a unique gift set. There is a shortage of these and so they are fought over. Church planters do not have to be a pastor. They get thing up and going so think of them as an evangelist who then brings in a pastor to do the things needed by someone who is ordained. There is a healthy discussion multi-site versus planting. Some feel multi-sites are just Level 3 addition while other think they Level 4/5 and multiplying. WLC s way of doing multi-site falls between traditional like Eagle Brook and church plant since there is an onsite pastor and community involvement. Dr. Utech s Challenge Should WLC be doing both multi-site and planting?
