Our purpose in education is to enabe the chidren, young peope and communities we serve to fourish as they experience education for wisdom, hope, community and dignity and discover ife in a its funess which Jesus offers. externa review which enabes continued deveopment. This new framework focuses unashamedy on vision, with the hope that it wi aow governing bodies to pace more of an emphasis on their purpose in education, ensuring that the schoo s Christian vision impacts in ways which enabe the whoe schoo community to fourish. This nationa vision is offered for Angican and Methodist schoos to engage with as they articuate their purpose in education and shape their own vision as a schoo with Christian character. Evauation Schedue Inspectors wi grade the schoo on the foowing question: How effective is the schoo s distinctive Christian vision, estabished and promoted by eadership at a eves, in enabing pupis and aduts to fourish? This question is expored through the foowing seven strands. Strand1: Vision and Leadership In considering the vision and eadership of a Methodist schoo, particuar attention shoud be paid to MA1 and MA2 of the Methodist character appendix. In this strand the foowing must be expored: How we the schoo has deveoped and impemented an incusive and distinctive Christian vision, monitoring its impact to ensure the schoo s origina foundation is maintained. How we the schoo ives out that Christian vision in reationships and partnerships with key stakehoders. In deveoping vision and eadership in a Church schoo, the schoo must evauate: a) To what extent is the schoo s vision and its associated vaues grounded in a cear theoogy firmy rooted in a Christian narrative? To what extent do eaders show awareness and understanding of current thinking in Church schoo education? b) To what extent does the schoo s Christian vision shape schoo poicies and Church schoo deveopment pans? How is priority given to coective worship and to reigious education (RE)? c) How we do eaders ensure that the schoo s forma partnerships are supported, sustained and informed by the schoo s Christian vision and associated vaues? This incudes how we schoo eaders work with the oca diocese/circuit and churches. d) How we do eaders ensure that a staff members at a eves are supported in the deveopment of their understanding of the schoo as a Church schoo? How we are future Church schoo eaders prepared and supported through professiona deveopment eading to improved practice? e) How we do governors ensure that a robust and continuous sef-evauation process is in pace that invoves the schoo community in evauating their effectiveness as a Church schoo? f) Have the recommendations from the previous SIAMS inspection been addressed and brought about positive outcomes for pupis? Evauation Schedue Strand1: Grade Descriptors In a Good Church schoo which enabes pupis and aduts to fourish... The eaders have deveoped a Christian vision that refects its oca context. The schoo s poicies on admissions demonstraby refect its Christian vision by being wecoming to pupis with disabiities and earning difficuties, and by being incusive of different faiths and of pupis from diverse backgrounds. Leaders, incuding governors, expain how bibica teaching roots the schoo s vision giving it coherence, reevance and sustainabiity. Governors articuate the schoo s vision with passion and practica iustration. The schoo uses its vision to shape deveopment pans and schoo poicies. Leaders expain how the schoo s vision informs both the choice of, and reationships with, a range of oca, nationa and goba educationa partners. Leaders are aware of current deveopments and debates in Church schoo education and this informs their practice. Leaders ensure that worship ceebrates difference and encourages respect and dignity. It raises aspirations. Worship engages creativey with the schoo s Christian vision and associated vaues showing respect for and giving dignity to a wherever they may be on their spiritua journey. Worship is an important way in which pupis are invited to refect upon the schoo s vision and associated vaues. It is a time when they refect on significant oca, nationa and internationa events. Refecting the Church of Engand Statement of Entitement reigious education (RE) is we resourced. Leaders ensure that: sufficient dedicated curricuum time is given to RE; RE eaders and teachers have access to reguar high quaity professiona deveopment; RE continuing professiona deveopment (CPD) is appropriate, funded and monitored; and RE eaders have opportunities to monitor RE essons. In secondary schoos, the schoo seeks to empoy speciaist RE teachers. Where reevant, a pupis foow a recognised, externay accredited and appropriate RE quaification at KS4. Leaders ensure that the distinctivey Christian nature of its vision is maintained, remains discernibe and is effectivey appied within any muti-academy trust (MAT) or federation partnerships into which it enters. Many MAT poicies may be adopted but key poices are adapted to refect the schoo s vision. Schoo to schoo partnerships refect ethica choices in ine with the schoo s vision. A distinctive feature of the schoo is that it understands itsef as a partner with the oca church and diocese/methodist community. Leaders are proactive in seeking and maintaining mutuay beneficia partnerships with the oca church and diocese/methodist community. A staff members and governors have opportunities to deveop their understanding of Church schoo education. Effective use is made of diocesan/methodist schoos and nationa training events and eaders can demonstrate how this has ed to improved practice. Leaders ensure that senior and midde eaders have reguar opportunities to deveop their knowedge and understanding of strategic Church schoo eadership and this has demonstrabe impact on pupi earning. Leaders and governors ensure that there is an ongoing process in pace that evauates the effectiveness of the schoo as a Church schoo. This is based on evidence and anaysis, incude most groups in the schoo community and inform schoo improvement. Since the previous denominationa inspection governors/academy directors wi have ensured that the recommendations from the previous inspection report have been addressed over time to the educationa benefit of the pupis. They maintain the schoo s origina foundation by ensuring that the schoo is engaged with diocesan and nationa/methodist schoos initiatives and can expain how the schoo has deveoped as a Church schoo since the previous denominationa inspection. The schoo uses its invovement in any MAT, federation or schoo to schoo partnerships to introduce innovative practice that refects the schoo s vision. The schoo is innovative and ethica in adopting an admissions poicy (in accordance with it Trust deed) that ensures that the schoo popuation both refects its oca community and promotes its Christian character by seeking to give opportunity to a and supporting incusion and diversity. Leaders ensure that the reationship between the schoo, church and diocese is supportive and sustainabe, enhancing the earning of both pupis and the congregation. It is a ink that is widey acknowedged and vaued by a members of the schoo community. The schoo may be used by the diocese/methodist Church as a centre of exceence. In an exceent Church schoo, effective induction and professiona deveopment is prioritised for a staff and governors. This has ed to innovative practice working with the church and other schoos ocay, regionay and nationay. Governors have estabished systems for monitoring and evauation that invove the whoe schoo community and are, in the judgement of the inspector, exceptionay rigorous and effective. Governors have deveoped the schoo as a Church schoo through reguar engagement with the oca diocese/methodist Academies and Schoos Trust (MAST) and as a resut often ead innovation ocay. In this strand the foowing must be expored: How we the schoo s staff and eaders appy their Christian vision to ensure curricuum and extra curricuar opportunities meet the academic and spiritua needs of a earners. In deveoping wisdom, knowedge and skis in a Church schoo, the schoo must evauate: a) How effective is the schoo at meeting the academic needs of a pupis through the curricuum? How effective is the schoo in identifying and supporting those who are more vunerabe and who may have additiona earning and persona needs? b) How we does the schoo support a pupis in their spiritua deveopment, enabing a pupis to fourish? Strand 2: Grade Descriptors In a Good Church schoo which enabes pupis and aduts to fourish... The schoo has a broad and baanced curricuum which is shaped by its Christian vision and a recognition that each pupi is a unique individua. This ensures the rounded deveopment of the whoe chid through academic achievement and spiritua deveopment. Leaders use ethica arguments to justify making bod curricuum decisions to ensure pupis experience an exciting and reevant curricuum that enabes them to fourish. Based on nationa assessments* avaiabe at the time of the inspection, progress information provided by the schoo, and considering context and recent cohorts, the schoo is at east cose to nationa averages in progress statistics. This incudes pupis with specia educationa needs and disabiity (SEND) and the most abe. As a priority, the schoo is enabing its vunerabe pupis, incuding those with earning difficuties, to fourish academicay. The schoo has a cear and secure understanding of spiritua deveopment that is distinguishabe from socia, mora and cutura deveopment and is shared by staff. Progressivey deeper opportunities exist across the curricuum which enabe pupis to deveop curiosity through questioning that heps them expore and articuate spiritua and ethica issues. In this strand the foowing must be expored: How we the schoo s Christian vision supports the character and mora deveopment of a pupis, giving them aspiration for themseves and hope for the communities of which they are a part. How we the schoo s Christian vision inspires the whoe schoo community to engage in socia action and to be courageous advocates for change in their oca, nationa and goba communities In deveoping character, the schoo must evauate: a) To what extent does your schoo s vision and its associated vaues deveop aspiration in a pupis, giving them resiience to cope we when things are difficut and the perseverance to overcome barriers to their own earning and to make positive choices? b) Do eaders make sure a pupis have curricuum opportunities to ook beyond themseves, ask big questions and think gobay about ife and deveop an understanding of disadvantage, deprivation and the expoitation of the natura word? How effectivey has the schoo expored and engaged in diocesan and other goba companion/word church inks? c) How we does the schoo community connect its ethica and charitabe activities to the schoo s vision and associated vaues? Do eaders provide opportunities for a pupis to engage in socia action and to understand how they can chaenge injustice? Evauation Schedue Ineffective as a Church schoo If, in the judgment of the inspector, the schoo has not maintained its distinctive Christian foundation and is ineffective in more than one of the categories beow, it is ikey that the schoo wi be judged to be ineffective as a Church schoo. This judgement wi be discussed (see separate guidance) with the diocese and wi be agreed by the appointed critica reader. For a schoo in a MAT an Ineffective as a Church schoo judgement wi trigger a recommendation that the nature and appropriateness of the MAT s support for the distinctive nature of the schoo shoud be reviewed by the diocese. 1. The schoo s eaders have faied to estabish and sustain a Christian vision for the schoo that has sufficient regard to the schoo s origina foundation and to promoting behaviour and reationships based on dignity and equaity. 2. The schoo s eaders have not estabished systems to ensure effective Church schoo governance incuding a system that monitors the distinctiveness and effectiveness of the schoo s Christian vision. 3. The schoo s eaders have not taken sufficient notice of the advice provided by the oca diocese in ine with nationa guidance, incuding in particuar Reigious Education in Church of Engand Schoos: A Statement of Entitement and Vauing A God s Chidren. 4. The schoo s eaders have faied to ensure that coective worship refects the schoo s distinctive foundation or funding agreement. 5. The overa quaity of education and its outcomes does not meet the needs of many pupis and has itte regard for the needs of vunerabe pupis incuding those with earning difficuties and there is itte or no evidence that this is improving in any consistent way. Evauation Schedue Reporting If Ofsted has judged a schoo to be requiring improvement or inadequate within the tweve months preceding the SIAMS inspection it is unikey that the schoo wi receive a judgement of more than one grade higher in the SIAMS inspection. If both coective worship and reigious education are requiring improvement it is unikey that the schoo coud be good overa. If eaders, incuding governors, cannot articuate how bibica teaching roots the schoo s vision, giving it coherence, reevance and sustainabiity the schoo coud not be good overa. In the case of a joint schoo, inspected under the SIAMS framework, it wi not be possibe for the schoo to achieve a grading of good or better if it does not equay refect the ethos of each of the reigious bodies of its trust deed. So, for exampe, a joint Methodist/Angican schoo must show that it refects both Methodist and Angican inspection priorities. The inspector wi award one grade for the schoo. They wi then in a schoos aso give a grade specific to the impact of coective worship. In VA schoos and former VA schoos ony an additiona grade wi be given specificay for the effectiveness of RE.
