By JEAN McANDREWS, The UNM-sponsored Home mprovemen Projec (HP) is now in is fourh year, and as L. E. Robers, direcor of HP, says, he fac ha i has lased for so long is evidence of is success. The projec has he elemens of success; i akes high school dropous wihou any paricular skills and rains hem for wo hours a da:y in basic educaional subjecs such as English and mahemaics. For he remaining six hours in he work day h'lly receive on-he-job raining renovaing homes of he poor in Al buquerque. The homeowners supply he building maerial if possible- bu if no, hey may use supplies donaed by Albuquerque businessmen. So far, HP has received abou $40,000 worh of donaed maerials. Two Ceners There are presenly abou 50 workers going hrough raining. The workers, as well as he houses o be improved, are seleced from he povery areas. HP has wo cener-classrooms: one in Arenal and one in San Jose. These communiies, and ohers, handle recruimen of workers, who are paid $.60 an hour. There are hree opions open o workers who have compleed raining: hey can go ino union appreniceship, advanced raining, or direcly ino oher employmen. The projec has a place men and :follow-up service, and even acs as a pli.role agen for he workers if necessary. Democraic So ciey (SDS) and wih he help and cooperaion of he Suden Organizing Commiee (SOC). Admission is :free. here are hree aspecs of he program o accoun for is success: () i provides raining for school dropous who probably could no qualify for any oher projec, {2) i makes possible housing developmen and impro\ emen in low-income communiies, and (3) i encourages communiy members o ge ogeher and o ge involved in developmen. Niney-eigh per cen of he HP workers and home owners are Spanish-American. The program, which formerly funded hrough he Office of Economic Opporuniy, now operaes under a sub-conrac from he U.S. Deparmen of Labor. has received $,500,000 in governmen grans. is also a par of SRAD now, alhough i is older han ha program. HP works in conjuncion wih such groups as he Red Cross and local conracors for flood renewal in he souh valley area. The projec's main problem, says Direcor Robers, is is rouble in refunding: "Federal guidelines are no raional enough o adap hemselves o simple, workable projecs." He has more o say abou he projecs advanages: "The chief value of DP in a Souhwesern ciy such as Albuquerque is ha i provides a 'holding acion' in communiies where oher federal programs (such as urban renewal and model ~iies) wi evenually provide long-range soluions.'' Legislaors Will - ear Sudens' Tesimony Three UNM sudens will esify before he legislaive commiee invesigaing he sae's universiies his Friday. The NMCLU's acion came as a resul of he Universiy of Wyoming's suspension from is fooball eam of 4 black ahlees las week for paricipaing in a "proes agains racis policies of Brigham Young and is sponsor, he Mormon Church," according o he leer. The leer also asked Heady o use his influence in aemping o "persuade Wyoming o reverse is precipious acion." The suspension of he 44 fooball players came as a resul of heir wearing black armbands in a suden proes on Friday, prior o he Wyoming-BYU game. Wyoming coach Lloyd Eaon explained his acion was "necessary o mainain eam discipline." Eaon said he had a clear-cu policy prohibiing any eam member from paricipaing in suden demonsraions. However, several eam members said afer he suspension hey knew of no such policy. The suspensions were laer upheld by he Wyoming Trusees. "All he specifics underlying Wyoming's dismissal of he black ahlees and he specifics of presen BYU policies are imporan issues bu are no our main reason for communicaing wih you," he leer said. Calculaed o Silence - "The NMCLU's main concern is ha he Wesern Ahleic Conference may be characerized as a basion of racism and repression, paricularly if he Wyoming acion is no rescinded promply. " is more han high ime for au of us o come o grips wih he racial climae and ake wha posiive seps are available o each of us o improve a deerioraing siuaion. Second, we urge you o iniiae new seps wihin UNM o re-examine wheher he Universiy's and he naion's ineress are being served by coninued associaion in a conference harboring racis insiuions," he leer said. "n an era when he U.S. Supreme Cour has recognized he righ of even junior high school sudens o express hemselves via armbands, he Wyoming Trusees' acion is a shocking disregard o basic free speech righs. "Taken in he conex of he proes movemen agains BYU engaged in by oher Wyoming sudens, he acion mus be srongly denounced as a racis response calculaed o silence hose who objec o coninued associaion wih BYU," he leer said. The Gyps: Who Are They Ours is an economy based on compeiion for he reward of aking as big a chunk of a man's payroll as possible. Today jus abou every businessman, salesman, and vendor of services paricipaes one way or anoher in an expanded job of relieving a buyer of his money. Almos everyone uses cr.edi and mos businessman oday honor some form of credi buying-i's almos impossible no o do so: oil companies lose money processing credi sales for cus'omers bu have o issue o compee; hey issue brandname cards because i's worh i o hem o have he card holder as a paron. Mos businessmen are fairly legiimae. Relaively, a leas, even he major companies don' lie abou credi erms, alhough hey're sill hard for he average guy o undersand. Graned, few are like he noble corner grocer, bu in he world of enrepreneurs, l;lome sand ou as real gyps-a kind of personalized "Robber Baron" who peddles as shoddy a produc as possible for as high a price as possible o gain maximum profi (we will ignore, here, he legi schemers, such as auo folk who build obsolescense ino heir merchandise-hey're more on a level wih Supreme Cour Jusices). These fellows specialize in every imaginable scheme o fleece heir brohers of heir pay. n general, hese businessmen can be caegorized as salesmen, merchans, and loan arrangers. Excep for he small sore owners, mos of hese businessmen are agens of a larger firm, bu he agens mus share he gyp insignia because hey are all par of he game, ofen can be classified as enrepreneurs because hey receive incenives (bonuses, commissions, ec.) and are all calculaed o gyp you. n fuure aricles, we will explore he echniques and gimmicks employed by gyp businessmen. Two excellen references for he careful buyer are THE POOR PAY MORE by David Caploviz, and Hillel Black's BUY NOW, PAY LATER. There are also repuable consumer guides on he marke which will help you avoid many lousy deals. The gyps: You Are Their Prey! Who is he mos suscepible o a gyp merchan or salesman? Almos everyone ges fleeced a few imes, bu mos ofen, he arges for he wary salesmen are he poor, he uneducaed, and he young. (Noably, he elderly are a specialy for some salesmen-ombsones o spiriual media). More experienced, sufficienly-heeled families generally paronize more repuable merchans, are somewha more knowledgeable abou buying and borrowing, and also are mos likely o enlis legal assisance agains scheming businessmen. The following examples will illusrae favorie arges: Mrs. Harris receives welfare paymens each monh insufficien o purchase clohes for her family. She can' obain credi because she has no credi sanding-excep from her neighborhood credi clohier. He oufis he whole family because he knows ha Mrs. Harris will pay o avoid having her caseworker discover ha she is buying on ime. Jim and Nancy were jus married and Jim has jus begun his firs job. Anxious o furnish heir new aparmen hey've aken a loan a 40 percen ineres per year and bough heir "deluxe" furniure a a bargain. Jim's nex~door neighbors, Bob and Sue, are having heir firs child nex monh. Lucky for hem hey were able o buy all of heir major needs, crib, high-chair ec. from a door-odoor salesman. These hree cases all have one hing in common-hey had a definie need and lile money and hey all go gyped. Mrs. Harris paid ourageous prices for her coas and boos and found ha hey weren' very well pu ogeher. Likewise, Jim and Nancy's furniure is already unglued. Jim los his job and he.company had o repossess, bu sued Jim for he difference. Bob and Sue :found ha he crib hey bough was a bi differen from he demonsraor. Poor people ge gyped because hey ofen have no choice credi raing, no money in he bank, and a errific needclohes, food and oher goods. Young people are favorie arges because hey lack experience and ofen share wih he poor a lack of money and credi sanding. Young families expecing children are especially vulnerable because of he even igher.~oney, he increase needs, insecuriy of he new parens, and he unique and special mehods developed by salesmen. o errify expecan parens ino buying he safes" accden free'' baby furnishings even if i does cos a lile more. (_ (' g' n~. 0 _lcfp. ~ ;\(> J J\ ("', ' scanning he scene No Room To Breahe One monh of acion has been compleed in he inramural program, and as he second monh ges underway, here are some srong objecions o he way he program is being run. Several inramural chairmen have voiced complains abou he impossible burden of heir jobs arising from his year's sysem.. nramurals are direced by Dr. David Hun. n his firs year a he pos, Hun presened a program ha expanded inramurals o hiry four spors or evens. Wih increased paricipaion as he goal, Hun has creaed a remendous rarace for paricipans and inramural chairmen alike. A his momen here are nine differen aciviies which are in progress or have been compleed-all in he firs monh of school. Wih so many evens going on, chairmen find i difficul o fill rosers wih genuinely ineresed players. A small organizaion finds iself a a remendous disadvanage if i has any hopes of compeing for he Presiden's Trophy. Ener Wihou neres Enering evens and hen no forfeiing is he primary way poins are acquired owards he rophy. Fraerniy and dormiory chairmen herefore have o pressure men ino enering spors ha hey really have no ineres in. For his reason he number of forfeis is soaring. Jim Schloss, Presiden of he nramural Council, is also concerned wih he way hings are going. " seems here is more emphasis on who can urn in he mos enry blanks and hen convince hose people o snow up for he even," explains Schloss. "There are jus oo many spors. There are guys rying o compee in hree of four spors which are all aking place weekly. This defeas he purpose of inramurals." Schloss hinks ha fooball should be limied o one game a week. "Fooball by he naure of i is no a Monday and Wednesday spor. The fraerniies and dorms should be divided ino divisions," said Schloss. is difficul o incie ineres in such spors. Hun believes ha since some organizaions migh be srong in, say, squash, hey should have heir chance o ge poins for i. Bu by his logic here are men enering he spor wih no ineres besides enry poins, and his seems o conradic he idea of in ram urals. One iem on he program which raised more eyebrows han any oher is he gymnasics mee scheduled for February 7. Gymnasics is no a spor which any novice can sign up for and jus go ou and do his bes. n gymnasics his would be exremely dangerous, and if Dr. Hun expecs only enries from skilled gymnass, he will find his no o be he case. There is jus no an even disribuion of adequae alen in his spor, and his mee will probably urn ou o be a farce. There are oher objecions o he inramural program, some seasonal, ohers no. The qualiy of officials is always complained abou, and here is jus no much hope of beering ha siuaion. Bu someimes he players have a good reason o be flusered when he guys in sripes don' even know he rules. Some quick quesions ha come o mind: Why a handicap bowling league o esablish who are he bes bowlers? Why a sysem where players have o conac each oher o arrange a golf mach-i never seems o ge done. And why are players from he same organiznions all grouped in he same brackes in ournamens so hey can eliminae each oher in he firs round?
