Robert Brennan, author of several books on the Genealogical History of Black Families in Orange County, notes: "A law was passed in 1799 for the gradual abolition of slaves. Children born after that date were to considered indentured servants. The males would be freed in 25 years and the women in 28 years. To make sure they knew when those dates occurred the clerks were to keep a book listing the births.
