A meeting of the Project Sanctioning Committee (PSC) for UJJAWALA - A Comprehensive Scheme for Prevention of Trafficking and Rescue, Rehabilitation and Reintegration of Victims of Trafficking for Commercial Sexual Exploitation was held on 09.11.2011 at 11.00 A.M. in Room No.615, A-Wing, Shastri Bhawan, New Delhi. The PSC considered proposals received from the Non- Governmental Organizations, duly recommended by the State Governments. A list of participants is enclosed at Annex-I. 2. In all, 64 proposals from 7 States of Arunachal, Assam, Bihar, Jharkhand,, Tamil Nadu and West Bengal were considered by the Project Sanctioning Committee. Of these 4 proposals from were review proposals as they had completed 3 years of implementation. Out of the 64 proposals, the Committee approved 19 proposals, deferred 3 proposals and rejected 42 proposals as per details given below: S. 3. The list of proposals approved/deferred/rejected by the PSC is given at Annex- II, III and IV respectively. In respect of proposals approved, the amount sanctioned will be as per the schematic norms. However, for the organisations that have been given approval for Rehabilitation (Protective and Rehabilitative Homes) component, the number of victims for which the approval is given is indicated in the Remarks column. Where the Home is sanctioned for 25 inmates, the admissible budget is attached at Annex- V. 4. All proposals from the State of Jharkhand have been rejected and are being returned to the State Government as no state representative attended the meeting of the PSC for second time. 5. It was also decided that the State Government should:- i. Undertake mapping of the trafficking situation in the State and accordingly assess its requirement for assistance under the Ujjawala Scheme, particularly for the Rehabilitation component. ii. Recommend proposals only after assessing the need of a particular district as well as the capacity/credibility of the Organization. iii. Fill up Part B of the proforma under the Scheme while recommending the proposal. iv. Ensure that all organizations which are sanctioned Rehabilitation and Reintegration Homes, send the photographs of the facilities created and photo identities of all the beneficiaries in such Homes. These photo identities should be continually updated. The NGOs must also furnish a quarterly progress report and upto date audited accounts to MWCD. v. Inspect and send a report on the projects which were sanctioned earlier but have not applied for 2nd installment grant. vi. Not club the demand for installments for existing projects. As specified in the Scheme, the proposals for continuation grants should be sent every six months. vii. Periodically review the functioning and performance of all Ujjawala projects being implemented in the State and inform MWCD of the outcome of such review. Specifically, on completion of 2 years, the proposal for 3rd year grant should be accompanied by a detailed inspection report of the State Government clearly bringing out the impact of the project in the area of operation and justification for its continuation. viii. Monitor the average period of the stay of victims in the Homes by checking records related to their entry and exit. This information should be sent to the Ministry at the time of recommending release of every subsequent instalment. ix. Share the list of the Homes under the Scheme with the Anti-Human Trafficking Units established by the Ministry of Home Affairs.

x. Upload the list of the projects under Ujjawala Scheme on their website, giving complete postal address of Rehabilitative Homes and contact number(s) of the person in-charge. The PSC considered proposals received from the Non- Governmental Organizations, duly recommended by the State Governments. A list of participants is enclosed at Annex-I. 2. In all, 61 proposals from 9 States of Andhra, Delhi, Kerala, Madhya, Maharashtra, Meghalaya, Orissa, Rajasthan and Uttar were considered by the Project Sanctioning Committee. Of these one proposal from Maharashtra was a review proposal as it had completed 3 years of implementation. Out of these 61 proposals, the Committee approved 27 proposals, deferred one proposal and rejected 33 proposals as per details given below: S. In respect of proposals approved, the amount sanctioned will be as per the schematic norms. However, for the organisations that have been given approval for Rehabilitation (Protective and Rehabilitative Homes) component, the number of victims for which the approval is given is indicated in the Remarks column. Where the Home is sanctioned for 25 inmates, the admissible budget is attached at Annex- V. 4. It was also decided that the State Government should:- i. Undertake mapping of the trafficking situation in the State and accordingly assess its requirement for assistance under the Ujjawala Scheme, particularly for the Rehabilitation component. ii. Recommend proposals only after assessing the need of a particular district as well as the capacity/credibility of the Organization. iii. Fill up Part B of the proforma under the Scheme while recommending the proposals. iv. Ensure that all organizations which are sanctioned Rehabilitation and Reintegration Homes, send the photographs of the facilities created and photo identities of all the beneficiaries in such Homes. These photo identities should be continually updated. The NGOs must also furnish a quarterly progress report and upto date audited accounts to MWCD. v. Inspect and send a report on the projects which were sanctioned earlier but have not applied for 2nd installment grant. vi. Not club the demand for installments for existing projects. As specified in the Scheme, the proposals for continuation grants should be sent every six months. vii. Periodically review the functioning and performance of all Ujjawala projects being implemented in the State and inform MWCD of the outcome of such review. Specifically, on completion of 2 years, the proposal for 3rd year grant should be accompanied by a detailed inspection report of the State Government clearly bringing out the impact of the project in the area of operation and justification for its continuation. viii. Monitor the average period of the stay of victims in the Homes by checking records related to their entry and exit. This information should be sent to the Ministry at the time of recommending release of every subsequent instalment.

ix. Share the list of the Homes under the Scheme with the Anti-Human Trafficking Units established by the Ministry of Home Affairs. x. Upload the list of the projects under Ujjawala Scheme on their website, giving complete postal address of Rehabilitative Homes and contact number(s) of the person in-charge.
