He received his BA from Yeshiva College in 1991 and his semikha from RIETS in 1994. For over 20 years, Rabbi Penner served as the spiritual leader of the Young Israel of Holliswood in Queens. The parent of a child with special needs, Rabbi Penner speaks across the country about issues related to children with disabilities.
