Scarnai: 2 area companies awarded permis o grow medical marijuana HARRISBURG Two businesses in he 25h Senaorial Disric have been awarded medical marijuana grower/processor permis by he Pennsylvania Deparmen of Healh, according o Senaor Joe Scarnai. Scarnai, a supporer of medical marijuana, explained ha las year Senaor Mike Folmer spearheaded passage of he Medical Marijuana Ac. This legislaion was signed ino law as Ac 16 of 2016 and esablished a program for use of medical marijuana by paiens wih serious medical condiions. Under he law, paiens can ake he medicine by pill, oil, vapor, oinmen or liquid, bu no in a form ha can be smoked. [Tuesday s] announcemen of grower permis is a major sep forward in developing Pennsylvania s Medical Marijuana program, which has received overwhelming suppor, Scarnai said. I am pleased ha we are moving ahead quickly in making medical marijuana available o hose in need, in a safe and legal way. Two area businesses, Terrapin Invesmen Fund 1, LLC, in Jersey Shore, Clinon Couny, and Cresco Yelrah, LLC, Brookville, Jefferson Couny, will be receiving permis. Across he sae, a oal of 12 firms are being awarded permis. The Deparmen of Healh received 457 applicaions, including 177 prospecive grower/processors and 280 for dispensaries. Dispensary permis are expeced o be announced laer his monh. In addiion o providing needed medical reamen, he program is expeced o creae local This week he S. We are now one sep closer o allowing Pennsylvania paiens o have access o his naural plan ha could grealy improve heir qualiy of life. Those wih grower/ processor permis will have six monhs o mee sandards ha show hey are operaional, afer which hey can begin growing. Environmenaliss win in cour over gas drilling in foress HARRISBURG (AP) A decision by Pennsylania s highes cour on uesday was hailed as a icory by environmenal dvocaes on he use of ublic naural resources nd money from oil and gas rilling in sae foress. Brough originally as challenge o he sae overnmen s unfeered se of money from drilling n publicly owned foress, he sae Supreme Cour en farher in is effor o renghen he hand ha nvironmenal considerions play in governmen ecisions. John Dernbach, a proessor of environmenal law nd susainabiliy a he idener Universiy Commonwealh Law School, called i a landmark decision. I he second major high cour decision won by environmenal advocacy groups in challenges ha grew ou of he Marcellus Shale naural gas boom in Pennsylvania. The bigges vicory in he decision is ha i cies a 1971 consiuional amendmen o require ha he sae ac as a rusee, and no a proprieor, of public naural resources, said John Childe, a lawyer for he nonprofi Pennsylvania Environmenal Defense Foundaion. Tha effecively overurns four decades of case law ha had weakened wha is known as he environmenal righs amendmen, Childe and ohers said. A splinered sae Supreme Cour in 2013 had relied, in par, on he environmenal righs amendmen when i sruck down a wo-year-old law imposing new limis on he power of local governmens o deermine where he naural gas indusry could operae. Jus hree jusices had backed ha raionale, leading o argumens ha i was no seled law, Dernbach said. Wih a five-jusice majoriy now backing a sronger applicaion of he amendmen, he cour is insising ha environmenal righs are on par wih oher consiuional righs like propery righs and free speech, said Jordan Yeager, a lawyer for he Delaware Riverkeeper Nework and Pennsylvania Land Trus Associaion. And all branches of governmen and all levels of governmen can be held accounable if hey ake acion ha would injure our righ o a healhy environmen, Yeager said. The 45-page decision could make i more difficul o lease sae foress for oil and gas drilling, and i could force governmens o be more careful abou allowing developmen ha would damage public lands, wildlife, groundwaer, rivers and air qualiy. Run Coninued from Page 1 could ge rheumaoid arhriis, said Denise Pesce, whose daugher is Kiley. The hree oher families have similar cases bu we knew hey were all in he same area, and we all go o Docor [Kahryn] Torok in Pisburgh a Children s Hospial and she s done some research o ry and find a cure for his. These kids ge siffened joins, hey ge pain in heir joins and hey have o be on mehorexae o help and also seroids. Two of he oher girls acually had o go hrough herapy because hey couldn even unscrew he cap off a waer bole, ha s how bad heir s go wih he arhriis. My daugher was lucky as we caugh i early enough as i was mainly he ankles and one spo on her wris. I looked like a bruise a firs bu he cener of he skin ges hardened and dry and i aacks he joins. Addiional organizers include Linda Bankovich, Cindy Gabor and Michelle Ar Coninued from Page 1 Ponious. All four children are reaed by Torok in Pisburgh. We found ou abou hese oher hree families ha go o he same docor and we acually decided on rying o raise money for a cure, so we go ogeher and organized his 5K ha we re going o have his Saurday, Denise said. There will be a 5K run or walk, a baske raffle hanks o a lo of differen companies and businesses who were very generous and donaed for his, and ones ha donaed large amouns of money are on he T-shir. Wih he iniial donaions hus far, he group has already accumulaed over $3,000 o go o scleroderma research. We hope o ge more and people can sill regiser he day of he race, Denise said. Regisraion for he even will begin a he park a 9 a.m. and he race is scheduled o begin a 10 a.m. view. Several large painings are exhibied alongside smaller pieces and hree-dimensional carvings. Prins of much of he work are also available. Tom s eclecic collecion is an impressive showing of his diverse skills and wild creaiviy. 8 Research Coninued from Page 3 Fireworks Coninued from Page 1 creases under really ho summer condiions, noed Munoz, who earned his maser s degree in wildlife and fisheries science a Penn Sae. Adul red backs can reach abou 3.5 inches in lengh. From analysis ha we have done so far wih jus looking a he populaion in Maryland, we found ha when we have really ho summers, he growh raes of salamanders are reduced by 60 o 70 percen, he said. However, ongoing research suggess ha woodland salamanders may be more hreaened in he Norheas by warmer winers han ho summers. Scieniss are concerned, Munoz explained, because if salamanders are growing more slowly hey have wo opions: The females eiher have o survive longer o reach he size a which hey can reproduce or hey have o sar reproducing a smaller sizes. Bu, he said, female salamanders ha are much smaller can suppor as many eggs. Righ now we re rying o figure ou if here is any evidence across he species range ha hey can do hese hings ha hey can reproduce a smaller sizes and sill have healhy populaions, or are here any longer survival raes a differen locaions. This wide perspecive on he salamander s range is wha makes SPARCne innovaive, Munoz believes. Tradiional approaches o undersanding how wildlife adap o climae change ake a saic species approach, he said, assuming all animals of a species have he same response o warming wheher i s he souhern, middle or norhern par of he range. We don assume ha all populaions of redbacked salamanders will have he same response o climae change. Some populaions may no be much affeced, some may do beer, and ohers will surely be harmed. hen hung inside he bar. Every lile bi helps, Larkin said.
