INSTRUCTIONS TO STUDENTS Purpose The duties of the District Ministerial Studies Board (DMSB) are (1) to verify to the District Ministerial Credentials Board that candidates for district License have met the education requirements specified in the Manual of the Church of the Nazarene; (2) to graduate those who have completed the course of study specified in the Manual; (3) to give assistance and guidance to students in perusing the course of study leading to ordination in the Church of The Nazarene; and (4) to foster on the district continuing education for ordained ministers. Enrollment All candidates for district license must be enrolled with the DMSB. Requests for enrollment are to be sent to the District Superintendent who will furnish the student with a packet containing an enrollment form and instructions on how to proceed. A student is officially enrolled with the DMCB only when the District Superintendent has received the completed enrollment form accompanied by those documents specified on the form. The DMCB serves only students who are properly enrolled in the course of study. Enrollment is open only to local ministers, local lay ministers, and ministers of music who qualify according to Manual 410. Courses 14

15 The DMCB oversees the preparation of both elder and deacon Candidates. Ministers will not be ordained without having completed their respective courses. Modes of Study The recommended mode of preparation for full-time Christian service in the Church of the Nazarene is by attending Africa Nazarene University, or attending all courses offered by Africa Nazarene School of Extension (ANSE). MINISTERIAL CANDIDATES TRANSFERRING FROM OTHER DENOMINATIONS Ordained ministers transferring from other evangelical denominations must provide the District Superintendent with transcripts of their studies for evaluation by the board. The District Superintendent will provide a packet outlining the procedures for fulfilling the requirements for recognition of elder s orders (Manual, 406,405.3). 15

16 IV. DAILY PROCEEDINGS The assembly started at 9:15am with a prayer led by Pastor Mwesigye William who prayed for God s guidance in all the activities of the day. The host pastor, Mukonyezi Moses, welcomed every one and told everyone to feel at home in the presence of God and at the Grace Nazarene church. He first observed protocol then promised to run the district as it had been before. He then began preaching the word according to the book of Psalms 51; 1 in which David was found guilty of his sin of adultery and later murder. He later had to repent of his sins. Therefore understanding our mistakes and repenting of them is very important in our spiritual lives as Christians. He gave three words that described David s sin, i.e., Transgression, Iniquity and sin. He concluded by praying for all leaders so that God can help them change their lives. The District Superintendent, Rev. Daniel Anderson, observed protocol and gave a brief history of Nazarene church in Uganda. He promised to visit all churches to fulfill his assignment. He told church leaders that the Nazarene church has got three levels of government: The General, the District and the Local church level. He informed church leaders that a bank account would be opened at Crane Bank Masindi branch for Uganda West District. He further gave the criteria for a church to be organized. A copy of the report was given to the secretary. A letter from the Regional Director, Dr. Filmao Chambo was read and stated that, in a meeting with the General Superintendents on 9-Dec , a motion was read to create Uganda West District and it was approved. A copy of the report was received by the secretary. The following leaders were approved for appointment to various positions at the assembly. The Ministerial Credentials Board gave their report and the assembly consented and Licenses were awarded. The Hoima Nazarene choir ministered in a song of praise and the congregation joyfully received the courage & meeting in the song. After this session, the district treasurer gave a report and a copy was handed over to the secretary. Rev Daniel Anderson was welcomed again and he gave out aids to lead pastors to help them preach the gospel - bags, t-shirts, Nazarene Manuals, etc. The business session was adjourned as there was no other business to come before the Assembly. The host pastor, Mukonyezi Moses, welcomed leaders from various denominations, local leaders, other invited guests who greeted people and introduced themselves. Pastor Mwesigye William gave the closing remarks by thanking churches of the Nazarene for the great work done in the preparations of the assembly, pastors from other denominations for joining the Nazarene family, political leaders among others and finally the function ended with a prayer by Pastor James at 01:30pm and everybody went for lunch as it had been prepared. 17

18 18 V. REPORTS A. DISTRICT OFFICERS 1. District Superintendent Mr. Chairman, General Superintendent Dr. J.K. Warrick, Regional Director Dr. Filimao Chambo, Field Strategy Coordinator Rev. Don Gardner, Delegates and Friends of this 1 st Annual District Assembly for the Uganda West District. It is with deep gratitude to God for His call on my life and His faithfulness through nearly 35 years of full-time ministry that I bring to you this first report as your district superintendent. It is not my report but your report, for you make up the Uganda West District. I am humbled, honored, and extremely challenged by this assignment. I recognize that it is far bigger than I am, that I do not know the way, and in my own strength and wisdom could not possibly succeed. I am more grateful than you know for your love, support, encouragement, and especially for your prayers. I am trying as much as I know how to find and implement God s will for this new district. Rev. Don Gardner, our Africa East Field Coordinator, questioned whether I really wanted to serve as the DS of this new district due to the long distances from Jinja and the amount of work that it would take along with the other responsibilities that I have as Mission Coordinator. The answer was that I did not want to fill this office. If it was not for the fact that this new district does not have an ordained elder, I would not be in this position today. But, in order to see this area move forward I was and am willing to serve until someone else completes their course of study and fulfills the requirements to serve as district superintendent. As I begin this morning I want to express a much-deserved thank you to all the hardworking team members on our district, both pastors and laypersons. Both for all the work that has gone in to making this day possible, as well as all the work that has been done through out this year. It was in 1987 that I first came to Uganda to make an exploratory trip. It was in 1992 that the government of Uganda issued the Church of the Nazarene its first Certificate of Registration and Incorporation. This year,

19 under the leadership of Rev. Nathan Menya, our Permit to operate as a non-governmental organization was renewed for another five years which will take us up to the year The solid ministry that the Church of the Nazarene performs for its people and for the people of the communities, in which we serve, is seen by the government as admirable. And you are to be commended for this. Pastors, you are men and women who are dearly loved, who fight on the front lines, who are down in the trenches, who are, as the Scriptures say, worthy of double honor (1 Tim 5:17). In the Church of the Nazarene the rank and title of Pastor is reserved for someone who is an ordained elder, ordained deacon or district licensed minister (elders track). You are the shepherd of God s sheep and so have a great responsibility as you lead your people. If I were to choose a title for myself that I find most dear to my heart, it would be the title of pastor. Not missionary, or mzungu, or iwe or reverend. The title of pastor is special and relays a special relationship between a person and their people. Do not take that title lightly. Never do anything or say anything or think anything that would tarnish or dirty this special title that you have. Laypersons, you are men and women who are also dearly loved. Without you there would be no church. You make up the Kingdom of God for which Christ came and gave His life. You are the sheep that are to reproduce yourselves. The Shepherd can not reproduce sheep. Only sheep can reproduce sheep. Therefore it is your responsibility to grow the Kingdom of God. Do not take your positions lightly. Our Mission Statement is To make Christlike disciples on the Uganda West District. So, what ever we do as a district it should be heading us in this direction. Disciples of Christ are why we exist. If what we are doing is not taking us in this direction, we need to rethink that we are doing in order to align ourselves with our Mission. Our Vision Statement is To reach our generation with the message of holiness today. As a church on this new district we are to be able to close our eyes and see men and women, youth and children being presented with words that will bring them not only to the saving grace of 19

20 Salvation but to also see them realize the need for a cleansed heart that is pure and acceptable to God. In order to achieve our mission and our vision I have set as our Top Four Priorities for this coming year the following: 1. Disciple-making of children, youth and adults (ask our AEF SDMI leader to share). 2. Pastoral education and training (clergy & lay) (ask our AEF NBCEA leader to share). 3. Compassion Evangelism (ask our AEF NMI leader to share). 4. Leadership-development If we are going to see our new district to develop as it should there must be the development of the leaders within your local churches and on the district level. We will be traveling to each of our local churches to fulfill this priority in various ways and in various times. It will be difficult for me alone and that is why I have said We will be traveling I am scheduled to go on my home assignment to the USA from March until December I will be asking some of you to help me to fulfill this priority. Some of you know that the Church of the Nazarene is made up of three different levels of government. There is the General, the District and the Local. The General, which we can call the International Church, is the supreme doctrine-formulating, lawmaking, and elective authority. We have the District, which is made up of interdependent local churches organized to facilitate the mission of each local church through mutual support, the sharing of resources, and team work. And we have the Local, of which is represented by each church. The foundation of the Church of the Nazarene is at the local level. It is the local church that supports the district and general administrations and not the other way around. Do not be waiting for the district or general to come and do something for you as the local church. The local church is what supports the rest. That is where 15% of each local church s tithes and offerings are to go. 9.5% goes to support the district, and 5.5% goes to support evangelism around the world. We are hoping with in the next month to open a bank account at the Crane Bank Masindi Branch when 20

21 it opens. You will be informed of name and account number so that you can deposit your general and district support directly. After having made the deposit you will need to send an to the district informing it of the amount deposited and for what purpose (WEF or District Support). The Church of the Nazarene would not be in Uganda except for the fact that other churches around the world gave, prior to 1992, to make it possible for the church to be here. Now it is our turn to send the Church and the message of salvation and entire sanctification to other nations of the world. We hope to open up a bank account at the Crane Bank Masindi branch in order to be accountable for the funds sent to the district and to make it easier for you to send your support. If you do not have access to a Crane Bank branch, then please speak to Job Mwakajenga as to how you can send your support. We have agreed to divide our district into zones in order to make it easier to administrate. Each zone will elect a zone leader that will report to the district superintendent and will relay information back to each local church in their zone. We want to encourage each church to strive to be officially organized this year. In order to have one s church organized they must meet the following requirements: 1. Have a minimum of 25 members 2. Have been taught the Articles of Faith and understand them (a time of mini exam will take place) 3. Have a title deed or land agreement with a General Receipt submitted to the district office 4. Be paying their pastor something in the way of salary I will work with each local church to reach this goal. Contact me when your church feels it is ready to be organized. Due to scheduling it would be good for you to contact me at least three months prior to when you think you will want to be organized. The district will also be working at preparing Pastor s ID cards to assist you with the local officials. These ID cards will only be given out to those who are having a district or local license and have been approved by the district advisory committee. 21

22 There will be many more responsibilities that the district needs to care for during this first year of existence. I want you to know that I want the best for you and your church. I want to be in communication with you. Do not wait for me to call you but feel free to call to me. If you call on an MTN number, I will call you back, saving you air time. I promise that I will be praying for each of our churches and pastors. I would encourage you to be doing the same. Prayer really can change things. 23 3. District Ministerial Credentials Board The District Ministerial Credentials Board met on 17 th made the following recommendations: July 2016 and 1. That the following be granted renewal of district minister s license: Mukonyezi Moses, Kabasindi Topister, Mwakajenga Job, and Mwesigye William. 2. That the following be granted a minister s license after completing the first year s course of study of eight courses as is required for one to get a district ministers license:aseera Robinah. 3. That the following are recommended to receive the local preachers license: Muhima Balaam, Byomuhangi Phardison, Hababita Godfrey, Kasangaki Sarah. 25 Africa East Field Reports SDMI REPORT TO THE DISTRICT ASSEMBLY UGANDA WEST 20TH JULY 2016 The General Superitendent Dr JK Warrick, the Regional director Dr Filimao Chambo, the Chairman of this assembly Rev Dan Anderson, MC Rev Dan Anderson, the District Superintendent Rev Dan Anderson, all the pastors, the delegates and visitors to this assembly I greet you in Jesus Name. I bring you the report from AEF SDMI. There is a lot that is happening in other parts of AEF. I know as part of AEF you are doing your best of which I would love to hear today! The Mission Statement of SDMI is to carry out the Great Commission to children,youth and adults in preparation for a lifetime of making Christ like disciples in the nations. The purpose of SDMI is; Teaching- the word of God effectively until pupils are saved, wholly sanctified and maturing in Christian experience. Equiping- believers for spiritual formation and service (involving them in evangelism, Christian Education and disciplemaking). Reaching out- to the unreached with compassion positive results. Locate and visit the unreached people until they become enrolled and regularly attend. This reminds us that people are souls that eternally lost without Christ and compels members to be passionate about the unreached. The unreached may be our neighbours, friends, relatives and families. We need to be passionate about reaching them. SDMI has recognized that Christians can grow when involved in serving the Lord and others. People are not trees which grow by standing in one place for years! The SDMI and Sunday school teachers can make this possible by ensuring that every one is reached and involved in the ministry. So SDMI is the heart of the church and without it the Church is dead. Pastors is your church a live? Is SDMI active? SDMI is ready to support in training if invited when you have planned for those ministries workshops a head of time. 25

26 My main focus is the adult Ministries which include, Men Ministries, Women Ministries, Family, Pastor s wives, and small groups or cell groups. Make sure your local Church has this in place. Dan Anderson, Mission Coordinator and the District Superintendent; Pastors, Delegates and distinguished guests; I bring you greetings from Nazarene Bible College of East Africa (NBCEA). On behalf of the entire fraternity of NBCEA, I would like to take this opportunity to congratulate Rev. Dan Anderson and entire leadership of this new district for ensuring that our vision and mission are realized in this part of the God s kingdom. NBCEA exists to serve you and we urge you to contact us on regular basis on issues related to training. Today I have some good news from NBCEA: 1. NBCEA Diploma Curriculum re-validation The re-validation of our curriculum process was a success and we thank God for that. We now have an approved curriculum that we will be working with for the next five years. Teachers who do not have our newly approved document should get in touch with our office before going out to teach any class. 2. Uniformity of Curriculum across Africa The committee of unified curriculum headed by Dr. Stanton is working hard to make sure it accomplishes its task before the next general assembly. I highly appreciate those who participated in the process. 3. Distance Learners Program (DLP) The NBCEA leadership is embarking on utilizing the modern technology in training leaders as it is the case with many learning institutions in the world today. This will minimize many of the key challenges faced by our 27

28 learners. Several students both continuing and new ones have shown interest in the program. We request you to pray for this endeavor and encourage prospective students to get in touch with us. 4. NBCEA Graduation We are planning to have our first graduation ceremony for this year on 28 th August, It will be hosted by Kenya Rift Valley District. You are all invited and it is also our prayer that this district is going to organize a graduation in the near future. This year I once again encourage all ministers including associate laypastors, youth leaders, women leaders, board members, Sunday school teachers, and other leaders to enroll for the NBCEA programs. In our efforts to help our pastors and other leaders to move a step up in both their leadership and academic ladders, I am encouraging our diploma students to consider taking their classes at our main center based at Ongata Rongai, Kenya. I urge the district leadership to communicate with us concerning the various challenges the district is facing so that we can assist where we can. I wish you a prosperous assembly year 2016/2017 full of the Lord s blessings. 28
