1 History of Kirkwood City Councils In April 1984, under a new form of Home Rule Government, the people elected a Mayor and six Council Members to be elected at large. Initially, the three individuals receiving the largest number of votes were elected to four-year terms and the other three to two-year terms, instituting the staggered term system.
