3 D ear Brother Knights, T he Georgia State Council of the Knights of Columbus has developed a comprehensive and long-term membership strategy called MEMBERSHIP Upon assuming his position in 2000, Supreme Knight Carl A. Anderson emphasized that it is our moral obligation to grow the Order so that we remain the strong right arm of the Catholic Church. MEMBERSHIP 2020 is the strategy that guides the Knights of Columbus in Georgia to fulfill that obligation. A ll Knights of Columbus know that an effective membership program is the life-blood of our Order. MEMBERSHIP 2020 is our blood-drive. It is a robust program specifically designed to meet our state s recruitment goals set by the Supreme Council. It enables us to realize the vision of our founder, Father Michael J. McGivney, and it provides the raw material dedicated and committed Knights needed for the Knights of Columbus in Georgia to live up to our principles of Charity, Unity, Fraternity, and Patriotism through well-planned and executed service programs. M EMBERSHIP 2020 anchors us in the foreseeable future. As we move forward, we will attain annual goals while creating methodologies that transcend leadership changes. Its intent is a continuous recruitment processes designed to train and empower all current and future leaders in every district and council over the next six years. It establishes end states that recognize the great potential of the Knights of Columbus as an Order, and Knights as individuals in Georgia. M EMBERSHIP 2020 consists of four lines of effort Recruiting, Retention, New Council Development, and Round Tables - that comprise a comprehensive platform. Each has objectives and major tasks, many that apply across the board. Additionally, MEMBERSHIP 2020 outlines metrics that will assist us in evaluating progress, and informs us when and where change is necessary. M EMBERSHIP 2020 is not an end; it is a process. I anticipate that future State Deputies will review this strategy to ensure that we are on the right path. As time marches on, I am certain that the Georgia State Council will continually revise and extend. MEMBERSHIP 2020, making it the standard on which we Knights can rely. W ith these ideas in mind, committed to the principles of our Order, I ask every Knight of Columbus leader at the Council, District, and State levels in Georgia to study MEMBERSHIP 2020 and apply it as you perform your duties. 4 Brother Knights On June 29, 2013, State Deputy Sanford B. Hillsman announced a new strategy for the Georgia State Council of the Knights of Columbus. Membership 2020 is the membership component of that strategy. Membership 2020 is an aspirational articulation of the strategy that serves the Knights of Columbus in Georgia over a sustained period and transcends future changes in leadership. We anticipate that future leaders will revise and extend this strategy, making it a true five-year plan. Membership 2020 is the keystone document that supports the membership policies and efforts of the Supreme Council and Georgia State Council. For you and your successors, it is a membership toolkit. Use it to build your membership programs in your Councils and Districts. While some of the guidance here is specific, most of it is sufficiently broad to allow you to be creative within a standard structure. Why are we publishing a strategy now, the first time in the history of the Georgia State Council? Colonel Michael J. O Leary brought the Knights of Columbus to Georgia in Since then the jurisdiction of Georgia has grown to 108 Councils in 26 Districts covering the entire state. Georgia has enjoyed uninterrupted growth for over three decades. As you read this, we have exceeded 16,500 Knights of Columbus in Georgia. That is not only a numerical milestone; it signifies a monumental shift in status within the Order. Georgia is among the ranks of the largest jurisdictions of the Knights of Columbus. As a large jurisdiction, we can no longer plod along, accepting regular but incidental progress. We must accept the burden of leadership in the Order. We must accept the challenge to fulfill the vision of our founder, Venerable Michael J. McGivney. We must validate the efforts of Colonel O Leary and the thousands of Knights in Georgia that preceded us and we must mark a path for the countless Knights that will follow us. For that, you need a plan. For that, you need a strategy. Membership 2020 is that strategy. 5 Resolution for Membership Growth Adopted by the delegates at the 121st Supreme Convention in Washington, D.C. W HEREAS, it is the policy of the Knights of Columbus to fulfill Father Michael J. McGivney s vision to extend to each and every eligible Catholic man an invitation to become a member of this great Order; and W HEREAS, membership in the Order symbolizes an individual s commitment to his faith as a practicing Catholic, his profound love for his country, and his steadfast dedication to serving his community; and W HEREAS, membership growth is crucial to both the vitality of the Order and the Order s ability to carry out the many magnificent activities, programs and services it provides for its members, its Church, and society; and W HEREAS, the members of this 121st Supreme Council have become determined to dedicate themselves to strengthening and increasing the Order s membership so that others can experience, first hand, the allegiance of fraternalism and the fulfillment from charitable service; N OW THEREFORE BE IT RESOLVED, that it is the responsibility of each and every Brother Knight to work toward fulfilling Father McGivney s vision by making council and membership growth a leading priority; F URTHER RESOLVED, that we urge every member to commit himself to bringing in at least one new member each year; and F URTHER RESOLVED, that the leadership at every level of the Order the Supreme Officers and Directors, State Deputies, District Deputies and Grand Knights understand and accept their special responsibility to increase the membership of the Order. 6 Strategic Environment Mission The membership mission of the Georgia State Council is to: Offer membership to every Catholic man 18 years of age or older. Achieve membership goals. Hold a First Degree Exemplification in every Council each month. Retain every Knight of Columbus in the Order. Establish two new Councils each year. Vision The Georgia State Council is an asset to our Church, our community, and our military. We attract Catholic men who want to assume leadership positions in the Order and the Church; men who will continually grow in their Catholic faith; men who will strengthen family values; men who will institute compassionate service programs for our Church and community. Georgia is a leader among the jurisdictions of the Order. Georgia strives to grow the Order and provide opportunities for Knights to serve our fellow man. We believe that membership in the Knights of Columbus is a gift from God and that we are morally obligated to offer that gift to every Catholic man who is at least 18 years of age. We believe that this gift helps men be better Catholics, better husbands, better fathers, and better men. End State End State is the term that describes where we want to be on June 30, It applies equally to numbers and conditions. Our End State is that: Georgia will have at least 21,000 Knights of Columbus in at least 118 Councils.. Georgia will reach the Pinnacle level of the Supreme Circle of Honor annually by attaining at least 110% of our Intake, Net, Net/Net, Round Table, and New Council goals. Georgia will continue to experience annual growth as it has for the past 35 years. Losses in Georgia will total no more than 35% of Intake annually. Charity-Unity-Fraternity-Patriotism

7 Goals Our primary goals are those assigned by the Supreme Council. The Georgia State Council adopts additional goals that support those assigned by Supreme. Our goals are to grow the Order in Georgia every year and reach the Pinnacle level of the Circle of Honor annually. We do this by: Each Council in Georgia reaches the One Member, Per Council, Per Month goal annually. The Georgia State Council adds one Council in the Archdiocese of Atlanta and the Diocese of Savannah each year. We will also strive to add Councils at military installations and universities across the state. Georgia will establish a Knights of Columbus presence through the mechanism of Round Tables wherever one is needed. Every Council in Georgia has the potential to be a Star Council. It is our goal that as a minimum there will be at least One Star Council in every District. Every District in Georgia will reach Star District. The Jurisdiction of Georgia will reach the Pinnacle level of the Circle of Honor. Grow the jurisdiction of Georgia each year. Development and Structure Membership 2020 is predicated upon the belief that Lines Of Effort (LOE) are required for a comprehensive and cohesive program that enables us to reach our goals and end states. LOEs have Objectives and Major Tasks. Major Tasks are evaluated through a series of metrics. The State Membership Director provides regular status reports to the State Deputy and Executive Board, at their meetings, or as directed by the State Deputy. The State Membership Director has an additional duty of training coordinator for membership activities in the state of Georgia. He confers with all responsible parties and enlists the assistance of experienced Knights to produce training products. All products will be in full compliance with Supreme policies and programs. Where Supreme has training products, he will incorporate them into the state training protocols. Upon approval of the State Deputy, training products will appear as appendices to Membership Church-Council-Community-Youth-Family-Culture of Life

8 Campaign Plan Assumptions Knights of Columbus in Georgia share the desire to grow the Order. An Individual Knight is not in the Order, the Order is in the individual Knight. Being a Knight is a state of mind and being. The Catholic population in Georgia will continue to grow through four mechanisms: Population growth of native Catholic Georgians. Continual influx of Catholics moving into the state from other states. Continual influx of Catholic immigrants into Georgia from outside the United States. A continual increase of Catholic converts from other faith traditions seeking to share the brightness of unfading Catholic truth. Practical Catholic men welcome the opportunity to align themselves with like-minded men such as those found in the Knights of Columbus. Catholic families want men of their families to belong to organizations that enhance the positive qualities of Catholic manhood. Catholic Bishops and Priests will continue to support the Knights of Columbus and welcome our efforts on the behalf of the Church and community. Charity-Unity-Fraternity-Patriotism

9 Structure of the State Council Membership Effort The structure of the Georgia State Council membership effort begins with the State Deputy and State Officers, supported by the State Executive Secretary. The State Deputy nominates the 26 District Deputies; the Supreme Knight appoints them. Each District Deputy supervises Councils assigned under him that comprise his district. The Membership Team consists of the State Membership Director and the Chairmen for Retention, New Council Development, Round Tables, and Cultural Outreach, all appointed by the State Deputy. As the Order continues to grow in Georgia, at a future date to be determined, the State Deputy intends to assign a Recruiting Chairman to the State Membership Team. As required, the State Deputy will appoint co-chairmen with specific responsibilities on either a geographic or a condition-oriented basis. These appointments may be permanent or subject to specified conditions as he sees fit. He may also appoint task specific committees as he sees fit to accomplish specified duties as may become necessary. District Deputies are ex officio members of the State Membership Team. The State Membership Director shall invite other Knights to participate, as members of the State Membership Team, on either a permanent or an ad hoc basis, with the concurrence of the State Deputy. The State Deputy may create committees as he sees fit to accomplish specified membership tasks. Church-Council-Community-Youth-Family-Culture of Life

10 LINES OF EFFORT The success of any important endeavor is dependent upon leaders who correctly identify the most critical activities of that endeavor. These activities are singular. Each activity will have individual goals and major tasks, which may apply to one or more activity. These activities are monitored and evaluated individually or in combination to determine whether the organization is accomplishing its mission. We call these activities Lines of Effort (LOE). The LOEs of Membership 2020 are Recruiting, Retention, New Council Development and Round Tables. Through these LOEs we will reach our end states. The State Membership Director will determine the individual goals and major tasks for each line of effort, keeping uppermost in his mind the policies, procedures, and goals of the Supreme Council, and the guidance of the State Deputy. RECRUITING Upon assuming the position of Supreme Knight in 2000, Carl Anderson described our responsibility to offer the gift of membership in the Knights of Columbus to every eligible Catholic man as a moral obligation. The Georgia State Council accepts that obligation and is committed to inviting the hundreds of thousands of Catholic men in Georgia to join us. Recruiting is the tool that grows the Order. Recruiting is an outward sign of Charity, the first principle of our Order. When we offer a Catholic gentleman the gift of membership in the Knights of Columbus we are performing an act of Charity. Recruiting is a planned and organized effort based on a formal Council membership plan. Every event is a recruiting opportunity. Every Knight is a recruiter. Charity-Unity-Fraternity-Patriotism

11 Membership Now and in the Future Objectives Extend the consecutive annual growth streak in Georgia. Ask every qualified Catholic man to join the Order. Increase the number of Knights in Georgia to at least 21,000 by June 30, Reach the Pinnacle level of the Circle of Honor annually by reaching 110% of all goals. Grow the order by brining One Member, Per Council, Per Month into the state of Georgia. Strengthen the leadership across the state by building and maintaining a cadre of trained Knights of Columbus leaders. Increase our Multi-Cultural Outreach across the state. We have many Membership goals. Attaining those goals is not the sole purpose of Recruiting. Recruiting sets the conditions for the fulfillment of Father McGivney s vision. Recruiting does not pressure men into joining the Order; it educates them so that they may understand the history and nature of the Knights of Columbus and be anxious to become a Knight. The qualifications to become a Knight of Columbus are simple and few. To be a Knight of Columbus a man must be a Practical Catholic at least 18 years of age. Those are the only requirements. It is the duty of the Admissions Committee of each Council to establish that every candidate is a Practical Catholic. However, under no circumstances will the Council conduct investigations into a candidate s practical Catholicity. It does this by observation and the recommendation of the proposing Knight. A candidate is not required to answer questions of an Admissions Committee regarding his religious history or beliefs. However, the Admissions Committee should explain the foundations of the Order. If during the course of routine conversation the Admissions Committee finds reason to doubt a candidates eligibility for membership in the Order, it shall refer the candidate to the Council Chaplain or Catholic Priest, who will determine whether the candidate is qualified for membership. At no time will a Council reject a candidate on its own authority. Only a Priest can do that. Additionally, candidates will never be subjected to added requirements, such as judgments as to how many meetings one might attend, or how many projects he might participate. Thoughts about whether an eligible Catholic man will be a good Knight are contrary to the principles of Charity, Unity, and Fraternity and counter to the purposes of our existence. There are no good Knights. There are just Knights. As Jesus sought men to become Apostles, we seek men who will become Knights. We will offer the gift of membership in our Honored Order to every eligible Catholic man in Georgia. Then we will show him through our example what it means to be a Knight of Columbus committed to the principles of Charity, Unity, Fraternity, and Patriotism. The procedures of recruiting candidates and admitting them into our honored Order are outlined in the Grand Knight s handbook. Follow them without deviation. 12 Georgia State Council - Knights of Columbus RETENTION As Recruiting grows the Order, Retention preserves it. It is the goal of the State Council to retain every Knight in the Order. As Knights, we believe that being a Knight is a life-long condition. It is incumbent upon all Knights to make effort to retain every brother Knight in the Order. Retention works hand in hand with the Recruiting LOE. Retention is an outward sign of the principles of Unity and Fraternity. When we guide a new Knight through the degrees and help him find his place in the Council, we are practicing the principle of Unity. When we maintain brotherly relations with other Knights, keeping them informed, including them in our activities, seeking their advice and assistance, caring for them in their hours of need and showing them that they and their families are valued members of our Order all steps in Retention we are practicing the principle of Fraternity. Retention is in many ways, more difficult than recruiting but just as important. Retention begins the moment that a man agrees to become a Knight. Retention is a year-round activity that includes every Knight, not just those we see at meetings or those that participate in programs. Retention fosters a sense of inclusion that strengthens the feeling of obligation to our Order and our Church. Objectives Reach the Pinnacle Level of the Circle of Honor. Standardize retention practices throughout Georgia. Second Degree Teams in each District in Georgia. Bi-monthly Second Degree exemplifications in District in Georgia. Increase the population of 3d and 4 th degree Knights to at least 75% of our membership. Create the conditions that limit the total number of losses to 35% of Intake. 13 Georgia State Council - Knights of Columbus Try as we might to retain every brother Knight in the Order, there will be situations where Knights leave the Order. They will either voluntarily withdraw upon their own volition or cease to participate in our activities and refuse to pay dues. We respect the decisions of others but we must diligently ensure that every effort is made to preserve our Order. Occasionally, a Knight will lose his Practical Catholicity. In these cases there are specific procedures outlined in the Grand Knight and Financial Secretary handbooks. Councils will follow these procedures to the letter. However, no suspension notice will be sent to Supreme until all the requirements of these handbooks and the steps below are accomplished. No suspension notice will go to Supreme until the State Deputy, either directly or through the State Membership Director or Retention Chairman, indicates his approval of the action. If the member fails to respond to contact attempts and has an address in the Council s area, the Retention Committee will visit that address to determine whether the brother Knight still lives there. If the Knight does live at the address the Retention Committee will inquire about the Knight s situation. The Retention Committee will ensure that the Knight is not in financial distress, in poor health, unemployed, engaged in military duty or dealing with some other unusual situation. If these or other conditions exist the Council will attempt to resolve them so that the brother can remain a Knight. If the Grand Knight determines that the Knight should still be suspended he will inform the District Deputy in writing, outlining the facts and the reasons for the his recommendation. The District Deputy will verify the situation and inform the State Membership Director. If a member fails to respond to attempts at contact and has an address elsewhere in Georgia, the Retention Committee will inform the Retention Chairman of the Council nearest the Knight s address. That Council will proceed as above in an attempt to retain the Knight and invite him transfer to the local Council. If a member fails to respond to contact attempts and has an address outside Georgia, the Council will inform the State Membership Director. The Georgia State Membership Director will notify the State Membership Director in the state that the member now lives and ask for assistance. The Council will provide the names of each insurance member in danger of suspension to a Field Agent and ask for assistance locating and speaking to the Knight with an aim of retaining him in the Order. The Council will provide the names of each 4th Degree member in danger of suspension to the Faithful Navigator of the Knight s assembly. The Faithful Navigator will engage with that brother in an attempt to retain him in the Order. Charity Unity Fraternity Patriotism

14 NEW COUNCIL DEVELOPMENT Part of the vision of the Knights of Columbus is that there will be a Knights of Columbus presence where ever Catholic men gather. The New Council Development and Round Table Lines of Effort speak to this part of the vision. The Georgia State Council is committed to establishing a formal presence in every Parish and Mission, every military installation, and every college campus in Georgia. Objectives New Council Development Action Plan. The State Membership Director will produce a written plan that maps the sequence and location for the establishment of new Councils. Add two new councils annually; a minimum of one in each dioceses. Analyze data to determine likely areas of growth. Contact those selected parishes. Monitor progress. Objectives ROUND TABLES Establish a Knights of Columbus presence, as a preliminary step toward eventually establishing a new council, in locations where no council exists. Establishment of Round Tables in ethnically diverse parishes with the goal of incorporating that population into the parish, community, and the Order. Exceed the annual Supreme designated quota for the establishment of Round Tables. Fully cover the state of Georgia with Knights of Columbus organizations wherever Catholic men gather. 15 Membership Program Themes and Means The Supreme Council uses several terms to measure and evaluate the membership progress of jurisdictions, districts, and councils. One Member, Per Council, Per Month A membership theme that urges each Council in the Order to bring in a minimum of one new Knight each month. It is separate from other goals set by Supreme. It is a simple gauge used to evaluate the activity and vitality of our Councils. It is different from the Star Council program (explained later). One Member, Per Council, Per Month will exceed the Star Council goal in small Councils but fall short of the Star Council goal of large Councils. Every Council is encouraged to strive for Star Council or for One Member, Per Council, Per Month, whichever is greatest. One Member, Per Council, Per Month applies to the Council only. There is no District or State equivalent. Intake The number of new Knights that join the Order during a given time, usually monthly (in the case of periodic contests) and annually (Fraternal Year). It is a raw number that takes into account no other number. Supreme assigns each jurisdiction an annual Intake goal. Districts and Councils do not have an Intake goal. Net The remainder after one subtracts the total of suspensions and voluntary withdraws from the number of new Knights that have joined the Order during the Fraternal Year (Intake). Viewed as an equation, Net = Intake - Suspensions - Withdraws. Supreme assigns each Council an annual Net goal of 7% per year based on the Council s active membership as of July 1 annually. The minimum goal is 3 new members. The maximum goal is 35 new members. Supreme assigns each district an annual Net goal based on its population. A district Net goal is not a simple total of all the Council Net goals within the districts. Supreme also assigns each jurisdiction an annual Net goal. Net/Net The remainder after one adds all gains and subtracts all losses. It is the bottom line that measures growth of the Order. Viewed as an equation, Net/Net = Intake + (Readmissions + Transfers in) - (inactivation of insurance members + Suspensions + Withdraws + Transfers Out + those suspended due to loss of Practical Catholicity + Deaths). Supreme assigns a Net/Net goal to jurisdictions. Councils and Districts do not have a Net/Net goal. Church-Council-Community-Youth-Family-Culture of Life

16 Awards and Honors The Supreme Council has several awards programs that recognize top performances in membership for individuals, Councils, Districts and Jurisdictions. This does not include regular periodic contests and incentives. District Deputies and Grand Knights are urged to develop awards locally. VIP Club The VIP ( Very Important Proposers ) Club has grown tremendously since its establishment. The VIP program invites every Knight to join its prestigious ranks of outstanding recruiters. Membership is open to any Knight who recruits at least two new members and reports them to the Supreme Council office. Club members advance through the ranks as they recruit new Knights. It is the responsibility of each Council to manage the VIP Club in its Council. Star Council Supreme awards high performing Councils with the designation Star Council. To reach Star Council the council must earn the Columbian, Fr. McGivney, and Founder s Awards that cover Programs, Insurance, and Membership, respectively. The Council must attain a minimum of 100% of its membership and insurance quotas, reach the programs goals, and submit certain reports on time, to be designated a Star Council. Councils that attain at least 200% and 300% of their membership Net quota, along with the other requirements will be designated Double or Triple Star Councils. Century Club Councils that add 100 members over suspensions and withdrawals are eligible for the Order s prestigious Century Club Award. Charity-Unity-Fraternity-Patriotism

17 Star District Districts that attain at least 100% of its Net membership goal and 100% of its new insurance member goal are designated Star District. There is no programs requirements for Star District. The District membership totals are cumulative. A District can earn Star District regardless whether all the Councils or even any Councils in the District earn Star Council. However, if all the Councils in the District earn Star Council, the District is then designated an All-Star District. Circle of Honor The Supreme Knight s Circle of Honor Award recognizes state deputy performance based on achievement of 100 percent or more of their intake quota for the fraternal year. The Pinnacle Award includes Recruitment, New Council Development, Round Tables and Council Reactivation. Each of the above areas were assigned a quota for each state deputy to achieve. When the State Deputy and State Membership Director meet all Circle of Honor goals and attain 110 percent or more of the membership quota, they receive recognition for attaining the Supreme Knight s Pinnacle Award. Georgia last earned this honor in Fraternal Year 2013/2014. Other In addition to those above, Supreme holds periodic membership driven contests throughout the Fraternal Year. The State Council frequently supplements these by passing on part of the winnings to the top performing Councils. Georgia also recognizes the Councils and individual Knights that lead the state in Membership. Church-Council-Community-Youth-Family-Culture of Life

18 Membership Strategy Map This Strategy Map is a visible representation of the membership efforts of the Georgia Knights of Columbus. We begin at the end, on June 30, By that date, at least 21,000 Knights of Columbus in Georgia, will operate in at least 118 Councils. We approach these end states through the four Lines of Effort of Recruit, Retain, Develop New Councils, and Establish Round Tables. Each Line of Effort has objectives, and major tasks. Many of these overlap. Solid execution enhances success across the full spectrum of our membership program. Foundational Requirements, actions and constructs that must be in place in order to accomplish the membership program, support the membership program. Below is just an example of the many Foundational Requirements of the membership program. The Strategic Communications Plan articulates the goals, policies, and procedures, both internally and externally, providing a common operating picture, standardizing understanding of our Order, its principles, its goals, and its programs. 19 We close this document as we opened it, with the words of our Supreme Knight at the 131st Supreme Convention. In the opening excerpt of his remarks there he reminds us that membership in our honored Order is a gift to be shared and freely offered to all eligible Catholic men. In the excerpt below, he reminds us that, once accepted, we have a responsibility to that Knight to help him become the best Knight he can possibly be. Let every Knight in Georgia commit to following the inspirational and encouraging words of our Supreme Knight as we strive to fulfill the vision of our founder, Venerable Michael J. McGivney Whatever draws a new member to our ranks, our job remains the same: Make that man a Knight, and make that Knight a better man, a better Catholic, a better husband, a better father, a better citizen and someone who gives of himself in his parish and community. Michael J. McGivney God, our Father, protector of the poor and defender of the widow and orphan, you called your priest, Father Michael J. McGivney, to be an apostle of Christian family life and to lead the young to the generous service of their neighbor. Through the example of his life and virtue may we follow your Son, Jesus Christ, more closely, fulfilling his commandment of charity and building up his Body which is the Church.
