Haggai 1 God commands the work to start but requires the people to own their mistakes. Hebrews 12:26-29 all this work can be shaken, but we re building the Kingdom, which cannot be. 2. Minutes of revious Meeting Affirmed a. Affirmed that the minutes of the November meeting of the Elders were approved by acclamation. b. Noted that Kevin Cogan delivered a letter of resignation to the Elders on November 14, OLD BUSINESS 3. roposed policy on the consumption of alcohol on campus, tabled from October. a. The existing policy, embedded in the wedding policy, is unclear but has been historically used to prohibit the consumption of alcohol on campus. b. John presented the attached draft policy and noted that alcohol is sometimes served on campus and that he is in favor of a limited and controlled allowance. c. The discussion centered around whether or not this served the congregation well, particularly anyone who may take offense. The Elders discussed what situations might arise where ministries might want to have alcohol. The question of enforcement was raised. The question of approval was raised. The Elders expressed gladness that they were approaching this issue prior to a problem, but also discussed whether or not it was wise to put out a detailed policy when there was no issue to address. John withdrew the proposed policy pending further input from the Elders. He asked for the feedback to come promptly so that a plan could be finalized soon. 4. Fundraising values, tabled from October. a. The Elders need to consider core values around stewardship issues in advance of any potential capital campaigns. age 1 of 3 Brandon volunteered to study the subject and prepare a

John recommended that a continuing elder or two be appointed to lead the evaluation rather than the outgoing chair. NEW BUSINESS 6. Elder Leadership Election a. In 2019, the Elders will be led by a Chairman and a Secretary. For this motion, Victor and hil voted. b. Chairman: Casey nominated Steve, and John seconded. Brandon nominated Jim, and John seconded. Both men were asked if they were ready to make the commitment and accept the nomination and both did. The Elders had a discussion about the objectives for the next year and how the Elders could be laser focused on the key issues and avoid tangential issues. c. Secretary: Steve nominated John, and Casey seconded. d. Steve nominated Jim to serve as Vice-Chair, noting that the position does not currently exist and will need to be written into policy. hil seconded. 7. New Elder Orientation, art One a. New elders will receive address, O phone number, and Google Drive access. New elders will receive business cards, mailboxes, new nametags, and a communion set. b. Elders have been meeting on the 2 nd Tuesday of each month and this will continue. Elders discussed sometimes having an additional meeting on a weekday morning (6:30-8), with advance notice. Casey also recommended an electronic communication tool other than . c. art Two of orientation (expectations, policy based governance, engagement in ministry) will be in January. 8. Mission and Ministry lan, 2019 a. What are the best ways for the Elders to engage on a deeper level with the focus areas? Should an elder be appointed for each area? How will we organize our meetings around these areas? b. Micah shared a report focused on the 4 outcomes (see attached). He discussed the priorities and focus areas from the ministry plan and posed the question of how they fit together with the 4 outcomes. He asked for help from the Elders putting it all together. proposal by the March meeting. Steve recommended that Jim and John lead it and they accepted. They will schedule a meeting with Micah. 3 c. Vision Clarification will not be a long drawn out process. Faith at Home will be about laying a foundation through Dave s leadership. Campus Development is the massive undertaking for the year and will result in a lot of disruption, so we as Elders have critical roles to play in guiding the congregation through it. d. Micah shared about the first steps being taken toward Vision Clarification (see attached). Vision 2021 will be formally put away and something along the lines of Core Values will take its place. The challenge is not likely to be content, but communication. ONGOING BUSINESS 9. Update from Communion Study a. Casey will schedule a meeting with Micah to discuss and organize around key questions. 10. Next Meeting a. There is a joint Elder/Council retreat scheduled for January 5 th. b. There will also be a short Elder meeting at the regular time on January 8 th. c. Upcoming O Town Hall meetings are 1/20, 1/22, and 1/27, and there will be a Voter s Meeting on either 2/10 or 2/17 to vote on proposals for the Campus Master lan. d. It s important to have an Elder representative at each Council meeting Steve and John will work on a rotation for people to attend them on the 4 th Tuesday of each month. 4 DRAFT Alcohol olicy rince of eace Lutheran Church recognizes that alcohol is a part of society and that there may be ministry opportunities or events taking place at the church that could be enhanced by not prohibiting alcohol on campus. The Elders also recognize that alcohol is a stumbling block for some Christians and church members and therefore wishes to be sensitive to the spiritual health of these members. The Council also recognizes that there are various risks that go along with serving alcohol on campus. Therefore, the Elders and Council jointly adopt this policy to govern the availability of alcohol on campus. 1. Communion wine shall be exempt from this policy and is allowed to be stored and served on campus in accordance with Communion olicies. 2. OLC shall not accept any liability for the consumption of alcoholic beverages on campus or the consequences thereof. 3. Any alcoholic products served on campus must be served by a TABC licensed bartender. Self service alcohol is exempt from this requirement. 4. Alcohol may be available only at closed attendance events, such as ticketed, RSV, or membership events. Alcohol shall not be available at general events open to the public. 5. If alcohol is to be available at an event with an expected attendance greater than 25 adults, at least one Texas eace Officer must be present. The officer(s) may be off duty. One officer is required per 100 anticipated guests. 6. Available alcohol shall be limited to beer, malt beverages, and wine, with a maximum alcohol content by volume of 15%. 7. Event hosts shall make a good faith effort to limit the number of drinks consumed by individual guests, such as through bartender oversight, drink tickets, and/or a limited amount of alcohol available. 8. Alcohol may never be served to minors on campus. 9. In accordance with TABC policy, alcohol must be served under one of three conditions: a. By an independent licensed retailer, OR b. In a completely free manner without the requirement of any purchase or ticket (if paid tickets are required, TABC does not consider any alcohol served to be free), OR c. With a TABC temporary license for religious organizations (the fee for which will be paid by the event hosts, not OLC unless OLC is the event host). 10. The availability of alcohol should not form part of the marketing strategy of any OLChosted event. The consumption or celebration of alcohol should not be a central feature of any OLC hosted events. Any event at which alcohol will be served will require prior approval from the Board of Elders. Recurring events need only one approval. If a ministry or external group is found to violate these policies in any way or causes an incident related to the consumption of alcohol, the ministry or group may be barred from serving alcohol in the future.

5 DATE: November 2018 SUMMARY Word of God Believing that the Word of God alone has authority and power, we cultivate in people a deepening hunger for God s Word that leads to a deeper relationship with Jesus raise the Lord for all that He has done through the Red Letter Challenge. Over 100 people in small groups. For many, this was their first experience in a small group Sermon Series on Immanuel. The series focuses on when and where Immanuel appears. January: Sermon Series is entitled Inside Out. The world believes change comes from the Outside In but the work of the Spirit is from the Inside Out. Faith at Home: Believing that God created the home to be an important place for spiritual formation and engagement in His mission, we walk with families to make Christ the center of every home Continued work to formalize roles on the team. Working to create a Children s Ministry Team within the Faith at Home team. This effort has complexities that impact staff as well as Ministry activities. Establishing a Children s Ministry team will require us to say yes to some things as well as no to others. Leading this transition well will be critical for the health of the Faith at Home Team. Welcoming Jeremiah and Mandy to the team. Advent is a great time for the Faith at Home team to form since they will be serving families together January: In September and October, we began the process of clarifying the Vision and Ministry lan/ministry Map for the Faith at Home team. This work was put on pause due to Call Committee activity for the Youth Director as well as other ministry activities related to establishing the FAH team. With Jeremiah s presence, the FAH team will continue their work to define the process toward Vision and Ministry lan clarification. This work will be completed in January and the team will begin advancing the FAH Vision and Ministry lan.

6 3 Worship: Believing that worship encompasses all of life, we see a deepening relationship with Christ as central to the life of every believer. We gather together to praise God and be reminded of who He is, how He is at work, and who we are in Him, so that we are equipped to go forth rooted in His love. Every year, the Worship Team meets to determine the best way to gather the body of Christ around His gifts of grace to celebrate the birth of our Savior. With Christmas landing on different days of the week, we typically adjust Sunday as well as Christmas Eve to accommodate families. This year, the schedule is as follows: o Sunday December 23 rd 8:00 Traditional Worship 9:30 Family Worship Service (This service has typically been done at 4:00 pm on Christmas Eve) 11:00 No Worship Service. Families will gather in the Fellowship Center for the Happy Birthday Jesus arty. o Monday December 24 th 4:00 raise Team led 6:00 Choir and Orchestra Led 7:30 Choir and Orchestra Led AND THE LORD S SUER January Considering if and when to reintroduce Children s Messages How do we clarify how Worship fits into the 2019 Ministry lan? Missional Discipleship: Believing that the Church is commissioned into the Mission of Jesus, we prayerfully discern where He is working and then join Him. As we join Him, we are led into an even deeper relationship and passion for His mission Met with Lane and Alex Miles to discuss their transition from Gleneagles to another apartment complex.
