6 SPECIAL ELECTIONS City of Farmington: An Election be held to determine whether licenses will be granted for the manufacture or sale or bartering, loaning, or giving away of intoxicating liquor in the city of Farmington. City of Greenland: An election be held to determine whether licenses will be granted for the manufacture or sale or bartering, loaning, or giving away of intoxicating liquor in the city of Greenland. City of Elkins: Four (4) year terms Vote for or against electing aldermen for each ward in the City of Elkins for four (4) year terms to begin with half of those aldermen elected at the general election held in November 2018 and to begin with the other half of the aldermen elected at the general election in City of West Fork: Vacancy for Mayor STATE ISSUES ISSUE NO. 1: Proposing an Amendment to the Arkansas Constitution concerning the terms, election, and eligibility of Elected Officials ISSUE NO. 2: A Constitutional Amendment to allow the Governor to retain his or her powers and duties when absent from the State. ISSUE NO. 3: An Amendment to the Arkansas Constitution concerning job creation, job expansion, and economic development. ISSUE NO. 4: An Amendment to limit attorney contingency fees and non-economic damages in medical lawsuits ISSUE NO. 5: An Amendment to allow three casinos to operate in Arkansas, one each in the following counties: Boone County, operated by Arkansas Gaming and Resorts, LLC; Miller County, operated by Miller County Gaming, LLC; and Washington County, operated by Washington County Gaming, LLC ISSUE NO. 6: The Arkansas Medical Marijuana Amendment of 2016 ISSUE NO. 7: The Arkansas Medical Cannabis Act The ballot and the election results, when available, may be viewed at Absentee ballots will be opened, and processed beginning at 9:00 a.m. on November 8, 2016 in the Northeast Conference Room on the 5 th floor of the Washington County Courthouse. The absentee and early ballots will be tabulated in the Quorum Court Room of the Washington County Courthouse on Election Day. Those results will not be reported until after 7:30 p.m. The Election Day Ballots from the precincts listed above will be counted after 7:30 p.m., also in the Quorum Court Room of the Washington County Courthouse.
