Cordelia Mendoza with the Mission Beach Women s Club led the Pledge of Allegiance Motion was made to approve the April Minutes as written. The motion carried. They also thanked the members for donating an additional $1000 to sponsor the shuttle that will be used in The Taste of Mission Beach. Proceeds of the Taste of Mission Beach will be used to support Play by the Bay. They also encouraged everyone to attend The Taste of Mission Beach to be held on May 12, Details can be found on their website. The San Diego City Council is meeting on May 17, 2016 to consider making the Neighbor Parking Ordinance permanent. Lorie Zapf is hosting a Fly Summit on June 8 th. Gary Wonacott will report on this. Matt Gardner will report on the status of the Olympic Beach Games. Candidates running for City Attorney will be at the Pacific Beach Library on May 12 th at 6 P.M. Gary Wonacott will update the members on student parties. Citizens for Responsible Development is a group formed to insure that the development of the Mission Beach School Site meets community guidelines. They have hired attorney Cory Briggs to represent them.

2 The City wants to waive the summer construction moratorium on the sewer and water line currently under construction in North Mission Beach. They will bring the issue before the Mission Beach Precise Planning Board on May 17 th. A resident in South Mission Beach notified Fred that he wants to organize a South Mission Beach Town Council. Fred knows none of the details. Gary has written a letter to the City requesting that the size of the area contained by construction fencing at the new South Mission Beach Lifeguard Station be reduced to only contain the actual construction area. Vice- President s Report: Jill Lester Jill reminded members to report all graffiti on the MBTC website. Vice- President s Report: Gary Wonacott Gary reported the community s continued concern on the summer fly infestation. He felt the problem would be partially alleviated if residents would keep their trash bins out of the alleys where it is hotter and move them to shadier areas. Per City regulations, owners of vacation rental units are required to pay for their own trash pickup, however this is not being done. Gary was able to obtain a listing of all rentals in Mission Beach that are paying Transient Occupancy Tax. The City should use this list to enforce the trash payment regulation. Gary reported that progress has been made over the past year on reducing loud USD parties in Mission Beach. He attributes part of the credit to Dr. Harris, President of USD, and the ASB President. In the Fall, a transition meeting will be held with USD officials, the San Diego Police Department and the new ASB President to continue to address student noise issues. Gary, Matt Gardner and Scott Morrison met with the organizers of the 2017 Olympic World Beach Games to be held in San Diego. The games are scheduled to be held from October 5, 2017 to October 15, 2017 however, the organizers are still waiting to obtain funding. If the funding is not obtained by the end of May, the games may be postponed until Members are encouraged to voice their suggestions regarding the games to Gary, Matt or Scott. There was talk of the organizers sponsoring a float for the Holiday Bowl. Details on the games can be found at The Mission Beach Precise Planning Board submitted an appeal to the California Coastal Commission regarding the Mission Beach School Site. Gary feels that the baseline traffic study submitted by the developers of the school site grossly underestimates the current traffic situation in Mission Beach. He has filed a complaint with the City and Mayor. The San Diego Coastal Coalition has finalized their mission statement. The organization will be somewhat loosely run until they settle on issues to address. Gary repeated Fred s report stating that the fence around the South Mission Beach Lifeguard Station covers too large an area. He has written a letter to the City requesting the fenced area be reduced. Treasurer s Report: Jo Unger reported that at the beginning of April the balance in the account was $21,126. The month ended with $16,267. She listed the following major expenses during April: Donation to Play by the Bay in memory of Maruta $1000 Donation to Mission Beach Women s Club to Sponsor shuttle at Taste of Mission Beach $1000 New Trikes for graffiti patrol $ 536

Membership Report: Klaus Mendenhall reported that we currently have 370 members. He is working on getting more business members. Klaus reminded us that the more members we have the bigger voice we have with our elected officials. Fred Day announced that due to a timing conflict with the La Jolla Shores Town Council meeting, the police department will give their report ahead of area reps. However, he contacted the area reps in advance of the meeting to have them list any concerns that involved the police department. Fred forwarded these concerns to Officer Hesselgesser. Fred is working with the La Jolla Shores Town Council to resolve future conflicts. San Diego Police Department - Officer Larry Hesselgesser reported the following: A shift change has just occurred. This means officers on the day and swing shifts have rotated shifts. During the summer, there will be 8 officers on the day beach team and 2 officers on boats in Mission Bay. Crime rates in Mission Beach are lower. If you have a traffic concern, please call This is a recorded line and all concerns will be addressed. Larry asked residents to him with any issues they have. Pictures are often helpful. Ed Thiele discussed the lack of enforcement and police presence in South Mission Beach. He also expressed frustration in making reports to the police that are never acted upon. Officer Hesselgesser said the police are doing the best they can while operating with a shortage of 200 officers. All issues have to be prioritized by the police. The Retired Senior Volunteer Patrol (RSVP) does patrol, but they cannot make arrests. The SDPD is trying to hire more officers but it takes a long time to hire and train. Robert Harvey has taken over CAPP (Community Assisted Party Program). The members gave Officer Hesselgesser several specific Mission Beach addresses that have been CAPP d but where there is no follow-up by the police. Officer Hesselgesser said he will train new officers on CAPP. In order for a noise complaint to be accepted by CAPP, the noise has to be observed by the police. A citizen s signed complaint does NOT count. Please him with incident numbers relating to houses where noise has been reported. Gary indicated that the president of USD is willing to fund police overtime in connection with noisy houses occupied by USD students. Public Comment Lori Sutton said that the City s contractor for the water and sewer project in North Mission Beach will be requesting a three-week waiver on the summer construction moratorium. The waiver would result in the project being completed sooner and will save approximately $100,000. Matt Gardner said his bike registration event was a success. His bike shop at Belmont Park will continue to offer bike registrations every day. He is also offering free bike rentals

4 to the community during The Taste of Mission Beach. Rebecca Swartz with the San Diego Audubon Society announced the ReWild Mission Bay public workshop will be held on June 14 th at the Mission Bay High School Cafeteria between 4 P.M. and 7 P.M. See Kevin Meltin said that he is running for California State Assembly. Area Rep Reports Area 1 Rep Ed Thile: Reported that he still has concerns about speeding cars, speeding bikes, and cars running stop signs. As far as he knows, there is no support for a South Mission Beach Town Council. He hopes the fence around the South Mission Beach Lifeguard Station can be made smaller. The attorney for Citizens for Beach Rights told him that the City plans to file a third and final appeal on the South Mission Beach Lifeguard Station, probably this week. Area 2 Rep Alan Murray: absent Area 3 Rep Bob Ruane: absent Area 4 Rep Andy Chotiner: Nothing substantial to report. Area 5 Rep Andy Kaperonis: Nothing substantial to report. Area 6 Rep Matt Gardner: Nothing substantial to report. Area 7 Rep Steve Kovalcheck: Area 7 is quiet and peaceful, but there is a growing number of A frame signs along Mission Blvd. advertising local businesses. Fred said the board was going to find out whom to report this problem to. Area 8 Rep Linda Weir: absent Area 9 Rep Kimberly Wise: absent ACTION ITEMS: Motion: Shall the Mission Beach Town Council reimburse up to $ for the cost of transporting community members from Mission Beach on April 11, 2016 to the San Diego City Council hearing regarding the school site development? Following a discussion, the motion carried unanimously. Resolution: Fred asked the members to consider the following resolution: The Mission Beach Town Council supports the Mission Beach Precise Planning Board in its appeal of the San Diego City Council s approval of the projects, so called, Santa Barbara Place Residences and Mission Beach Residences, to the California Coastal Commission. Following a discussion, the motion carried unanimously. Resolution: Fred asked the members to consider the following resolution: The Mission Beach Town Council advocates participation and support for the San Diego Coastal Coalition, based on the following adopted mission statement, "The San Diego Coastal Coalition

5 (SDCC) provides a forum for its members to collaborate for the purpose of achieving common goals. It will benefit its constituents by advocating positions on issues relevant to the coastal communities. The SD Coastal Coalition will provide a forum for education, information exchange, and dissemination of information relevant to the coastal communities." Following a discussion, the motion carried unanimously. Government Reports Mayor Faulconer Representative John Ly: absent. Since Mr. Ly has not attended very many MBTC meetings, Fred said he will write a letter to the mayor requesting that one of his representatives show up at our town council meetings. Council Member Lorie Zapf Representative Bruce Williams reported the following: There will be a large item trash collection on Saturday, June 4 th There will be Fly Summit on June 8 th at 11A.M. in the Belmont Park Community Room. Lorie Zapf is trying to bring together all stakeholders residents, community leaders, property managers, the California Restaurant Association, Environmental Services, the City Attorney, County Board of Supervisor Ron Roberts and San Diego Tourism. Lunch will be served. It will take 60 days to correct the speed limit signs on West Mission Bay Drive. Recently, the signs were changed in error making the speed limit in front of the Bahia Hotel 25mph and then 40mph near the Mission Blvd. intersection. The City Attorney said that the construction fence around the South Mission Beach Lifeguard Station cannot be made smaller at this time because to do so would violate a court order. Lorie Zapf held two roundtables on transients. A team will develop an action plan. Lorie Zapf honored volunteers in District 2. Bruce handed out plaques to the MBTC board members who were not able to attend her recognition brunch. Matt Gardner asked if the City Attorney had completed his review of the Deco Bike contract. Bruce said no, but he will let Matt know when the review is completed. Emeritus State Assembly Speaker Toni Atkins Rep Victor Brown: absent County Supervisor Ron Roberts Rep Melanie Wilson: absent Senate Representative Marty Block Rep Roberto Alcantar: absent House of Representatives Scott Peters Rep Brian Elliott absent, but replaced by Kiera Galloway for this meeting. Ms. Galloway gave a brief report on activities in Scott Peter s office including age related tax credits, funding for caregivers, elder abuse and homelessness issues. She reported that San Diego has the 5 th largest homeless population, but only the 23 rd largest funding. If a resident has any issues with any Federal agency, they call Scott Peters office for assistance. San Diego City Attorney s Office Deputy City Attorney Mark Robertson is our new representative. His office handles criminal issues not civil issues. They also work with quality of life issues.
