2 DIRECTIONS to the New Sewickley resbyterian Church 101 Big Knob Road Rochester, A The church sits at the intersection of Rt. 68 and Big Knob Road, called Sunflower Corners and is located between Rochester and Zelienople. The church has a red-brick building with a white steeple, and is placed along a sloping hill. For those coming from Butler County: Make your way to Zelienople. Then take Rt. 68 west and south out of Zelienople toward Rochester. The church is 7 miles from Zelienople, at an intersection where Rt. 68 makes a 90- degree turn to the right. However, the church is on the left: Turn left onto Big Knob Road, and then turn left again at the first driveway on your left. For those coming from Beaver County: Make your way onto Rt. 68 in Rochester. Rt. 68 turns left (onto Virginia Ave) at a Sheetz. Continue on Rt. 68/Virginia Ave past the Rochester High School, and on for 3 miles until you reach a stop sign. At this intersection Rt. 68 makes a 90-degree left turn. However, the church will be plainly visible immediately ahead. Go straight onto Big Knob Road, crossing the intersection and then turn left at the first driveway on your left. arking is behind the church. When you exit the parking lot, you will be directed to a 1-way exit onto Rt. 68, near the intersection of Rt. 68 and Big Knob Road. age 2 of 37

3 History of New Sewickley resbyterian Church in Beaver County, ennsylvania In the spring of 1957, Ray Speedy, a resident New Sewickley Township, discussed the need for a resbyterian church in this area. On June 1, 1958, the national Missions Committee secured Kenneth Gordon, a senior at ittsburgh-xenia Seminary to conduct services during the summer months. On June 15, 1958, the first worship service was held in the Big Knob Grange Hall with 58 persons attending, and 41 attending Sunday School. This church was listed as a Mission Church and accepted 48 people into the membership of the resbytery. Communion was first observed on July 6, 1958, with 51 communicants. By-laws were accepted on July 18, James McIntyre, a junior at the ittsburgh-xenia Seminary, served as pastor from September 1958 until June The resbytery then appointed Rev. Lloyd Crall to serve as supply pastor. Rev. Crall left at the end of July 1959 and Rev. Robert H. hillips was then appointed as supply pastor. On January 9, 1959, 48 members were officially received and recognized, and seven infants were baptized. By December 1960, the total membership was 108. In July 1962, the resbytery purchased acres on the corner of Rt. 68 and Big Knob Road for $13,000. Ground was broken on April 5, 1964, and on June 7, 1964, the cornerstone was laid. The first worship service in the new building was held on December 6, 1964, with 144 attending. A narthex was added in 1979, and a new fellowship hall with basement was added in After 16 years, Rev. hillips ended his service with NSC in January 1975, and Rev. Dan Schomer was elected to serve as minister and served until September Rev. Keith Johnston served from May 1980 until August Rev. Lance Chapman served as interim pastor until Rev. Ron Kronk was installed on July 10, 1988, and served 18 years, through October Rev. Thomas Clyde then served as interim pastor. Rev. Dan Callahan was installed on March 1, 2009 and served until October Our current pastor, Rev. Dennis Burnett, has served NSC since January For 60 years, NSC has served New Sewickley Township and the surrounding areas. We are home to Cub Scout ack #444. Every year, we host an outdoor Live Nativity, with music and narration recorded by our choir. resbyterian Women organize yard sales, funeral dinners, an annual Strawberry Festival, holiday flowers, support missionaries from our church, and provide countless other services. Our Deacons provide assistance for needy families in the area, and work with other churches to provide meals at Thanksgiving. They also provide visitation and fellowship to those who are homebound or hospitalized. Those serving as Elders, Trustees, and Deacons change from year to year, but we remain dedicated to serving this church and community in our Lord s name. Now about 90 members strong, NSC remains on the move. We recently added a wheelchairaccessible restroom and are planning to launch a ministry with seniors. We are also raising funds to construct a pavilion which will be useful for fellowship, scouting, and community service and outreach. In August 2017 we held a successful inaugural Carnival to support the Yellow Ribbon Girls. This year we adopted a new logo to aid in outreach and public awareness. age 3 of 37

Lee Bittner and the First Church Rochester, effective 4/15/ /3/18, by action of the MVC, received the Rev. Lawrence M. Maley (Giddings- Lovejoy) as a member of Beaver-Butler effective 4/20/18 to serve as Interim of the ark Church, Zelienople effective 4/8/18. 9 resbytery Minute Review 2018 On April 26, 2018 the 2017 Minutes of Beaver-Butler resbytery were read and examined by the Synod of the Trinity. There was one Exception: In 2017 there was no annual review of Commissioned Ruling Elders. (This review was done by MVC at the end of 2016 and did not happen in 2017.) Review of resbytery Minutes: The Minutes of the resbytery of March 20, 2018 were received and will be submitted to the resbytery for approval in the consent agenda. 3. 16 Former Fountain ark Building: (Crossroads Church) -The Coordinating Team is reviewing the Resource Center needs and will be in discussion with the ersonnel Committee. M/S/ that a Real Estate Team be appointed to deal with Sales, Leases and Rentals. M/S/ that the lowest bid (Umbrella Roofing) be accepted and the Executive be authorized to sign the contract. 6. Report of the Coordinating Team Moderator: Rev. Randall Clow -RT Updates: Saxonburg Church: no update. Rev. Clow will move that debate will be limited to a time limit: 5 minutes to the first presenter in favor and 5 for the opposition, and 2 minute time limit there after alternating pro and con. -Report on Regional Mid-Council Gathering sponsored by the Synod. 7. Report of the resbytery Moderator: Rev. Tom Harmon: -The initial meeting of a small group to present a narrative budget to the resbytery. Special thanks to The Rev. Dr. eter DeVries, Judy Lipscak, and Lauren Cesnales for their help with this effort. We are planning on making a short presentation of our current budget in narrative form to the resbytery at our May meeting. -lans for Alan s retirement are continuing well. I sent an ed save the date invitation to the presbytery. Barb aff has become indispensably important to this effort. The ersonnel Committee is delegating additional responsibilities among the ministry units. M/S/ the approval of docket time for the narrative budget task force to present the 2018 budget in narrative form. 8. Review of Trustee Issues: M/S/ to grant approval for the Clintonville Church to demolish a building on their property. There will no encumbrance involved. 12. 19 TEMORARY EXECUTIVE RESBYTER (ART-TIME) Attachment The Temporary Executive resbyter is an at-will employee who serves at the pleasure of the presbytery. urpose: To administer and represent the resbytery of Beaver-Butler within the scope of the duties and responsibilities of the position. Accountability: To the presbytery through the Coordinating Team Responsibilities: 1. To serve as chief administrator a. Oversee the work of the presbytery office and supervise its staff b. Serve as ex-officio member of the Coordinating Team c. Serve as staff to the Vocation and Ministry Committee and be available to other resbytery Units/Committees/Task Forces. 2. To represent the resbytery to other governing bodies and ecumenical bodies, and to interpret the actions and policies of these bodies to the resbytery. Term: The Temporary Executive resbyter shall be employed by the Coordinating Team for not less than six months and not more than a one year. 20 Minutes Beaver-Butler resbytery March 20, 2018 The Beaver-Butler resbytery held a stated meeting at 6:00 p.m. on Tuesday, March 20, 2018, in the First resbyterian Church, Beaver Falls, where the Rev. Dr. Judy Angleberger serves as Interim astor. WELCOME: At 6:00 p.m. our Moderator, the Rev. Dr. Tom Harmon, welcomed the presbyters and offered prayer. The presbyters were welcomed by Elder Andrew Why, Clerk of Session of the First resbyterian Church, Beaver Falls, who provided essential information. The flowers in the sanctuary were provided in memory of the Rev. Dr. George Carson, a former pastor of our host church, given by his wife, Irene. Teaching and Ruling Elders attending a resbytery meeting for the first time were introduced. No corresponding members were present. ANNOUNCEMENTS AND RESENTATIONS: Collaboration, Fellowship and Youth Unit: Sidney Fisher, Resource Center Director, announced the availability of a wide variety of resources for ministry with children, youth and adults. She also promoted the western ennsylvania ACE conference, to be held April 30 th -May 3 rd and urged those who may be interested in attending to contact her for additional arrangements. Mission and Compassion Ministries Unit: Refreshing Springs Ministry Board: The Rev. Tega Swann, pastor for Refreshing Springs, thanked the presbyters for their continuing support of this ministry. She also communicated the need for mature Christians from the churches of the resbytery to serve as sponsors for the members of a confirmation class for Refreshing Springs. Volunteers were encouraged to speak to Rev. Swann. Coordinating Team: Transition Team Report: The Rev. John orter, chair of the Transition Team, presented a substantial report. He identified the other members of the Transition Team appointed by the Coordinating Team in March 2017: Rev. Dennis Burnett, Rev. David Byers, Rev. Connie Dunn, Elder John Laudenslager, Elder Lorene Winner, and until recently Rev. Dr. Tom Harmon. The Transition Team was charged with two tasks: (1) to evaluate options and make a recommendation to the Coordinating Team about transitional leadership following the retirement of Rev. Alan Adams as our Executive resbyter, and (2) to explore changes the resbytery needs to pursue considering current circumstances such as the financial strength and reserves of the resbytery. 21 A survey conducted at the March 2016 resbytery Meeting indicated strong interest in making significant changes, including reducing the Executive position to part-time and/or sharing an Executive with another presbytery. The survey indicated the greatest interest was to pursue merging with another presbytery. The Transition Team met seven times from April to October, consulted with Synod staff who have worked with other presbyteries facing similar situations, and made an initial recommendation to the Coordinating Team to seek and hire a full-time Interim E to intentionally lead us into a larger transition following Rev. Adam s retirement. It was apparent that there was strong support for more significant changes, and in December the CT directed the Transition Team to move more quickly and pursue a larger transition now rather than after Rev. Adam s retirement. Since then the Team has met with the E of Washington resbytery and with a team of leaders from Shenango resbytery. The successful joint resbytery meeting with Shenango bodes well for future cooperative efforts. Talks with Shenango, which will resume shortly after Easter, are not focused exclusively on merger. Various forms of cooperation and staff sharing are being considered. Some may be short-term or longterm solutions, and some may turn out to be steps towards a merger if there is a sense that it is God s will. The Team is also open to further conversations with the leaders of Washington resbytery. If the timing of a move into a shared Executive staffing model does not mesh with Rev. Adam s departure in July, the Transition Team will identify and recommend a plan for providing provisional executive leadership for our presbytery. Rev. orter alluded to Tod Bolsinger s book, Canoeing the Mountains, and noted that this is when we tell you, We don t know. We don t have the answers. But we have been asked by the Coordinating Team and the resbytery to venture off the map. It is likely that the changes ahead may be adaptive as well as technical. He then asked the presbyters to practice caring, connecting, and accountability so that together we enter this adventure with confidence. resentation of Capital Access rogram Grants: Elder Frank Aloi, chair of the Financial lanning Committee, presented checks for grants totaling $12, from the Capital Access rogram to elder commissioners representing the following churches: Buffalo, Sarver, for sanctuary carpet replacement (grant amount: $2,000.00) Mt. leasant, Darlington, to air-condition church (grant amount: $2,000.00) Friendship, Slippery Rock, to replace community center front door (grant amount: $2,000.00) New Salem, Midland, for an elevator lift (grant amount: $2,000) Faith U.., Butler, for building upgrades to open a child care center and replace a furnace and repair another furnace (grant amount: $2,000.00) Hill U.., Butler, for installation of a 3-stop handicap lift (grant amount: $2,000.00) Beaver-Butler resbytery Meeting g. 2 of 10 March 20, 2018 age 21 of 37

22 Capital Access rogram grants from the resbytery provide half of the cost, up to $2,000, for approved project applications. The resbytery will grant a maximum of $30,000 of its funds per year for three years. A total of $28, has now been granted for the first grant year. New applications will be considered for the second year funds. MOMENT FOR MISSIONS: An opportunity was provided for sharing the good work that Christ is doing through our congregations that transforms our communities. The following was shared: Using prayer cards, members of the North Sewickley church committed to pray for the 90 days until their VBS. The Ohio U.. church has received the donation of an electric sign, and is collecting funds to build a well in Africa. The Calvin church in Zelienople, which recently hosted the resbytery s equipping event, has had a mission discernment group meeting and praying for two years. The North Butler and East Butler churches have noticed more involvement since they began having monthly bluegrass festivals. Both congregations are participating in the third annual Community Day to be held June 10 th. Clerk s Announcement: Our Stated Clerk, the Rev. David Byers, announced that a request had been received to remove from the Consent Agenda the item from the Coordinating Team regarding granting permission to the Saxonburg Memorial Church to begin the RT (resbytery Response Team) rocess, based on a previous congregational vote. This matter will be removed from the Consent Agenda and will be addressed during the Actions of the Coordinating Team. The above preliminary matters having been addressed, the formal stated meeting began at 6:33 p.m. Our Vice Moderator, Elder Michelle Shepler, now presiding. OUR FATHER, WHO ART IN HEAVEN, HALLOWED BE THY NAME SEEKING GOD IN RAYER Our Vice Moderator provided an opportunity for silent prayer and meditation. The presbyters then offered a unison rayer of Blessing and prayed The Lord s rayer together. A gathering hymn, All Glory, Laud and Honor, was sung. THY KINGDOM COME SEEKING GOD S KINGDOM TOGETHER RESBYTERY REFLECTIONS: John 12:20-26 was read by Elder Michelle Shepler. A Musical Reflection was provided by Christine Knab, Interim ianist of our host church, and Mr. Russ Couch, trumpeter, who is a member of our host church. At this time they presented Largo by G.J. 23 resbyters were given a brief opportunity to discuss in small groups what they heard from God in the Scripture and homily/musical reflection. Our Vice Moderator read a passage for reflection from My Descent into Death written by Rev. Howard Storm, a former atheist who became a UCC pastor. A astoral rayer was then offered by Elder Michelle Shepler. An offering of $ was gathered in support of the Mission and Ministry budget of the resbytery, and the presbyters sang the Doxology. TIME OF FELLOWSHI: At 7:00 p.m. the meeting was recessed so that the presbyters could share in a time of fellowship while enjoying refreshments provided by our host church. At 7:35 p.m. the meeting was called back to order with prayer by our Moderator, Rev. Dr. Tom Harmon, now presiding. THY WILL BE DONE, ON EARTH AS IT IS IN HEAVEN SEEKING AS ONE TO DISCERN AND DO GOD S WILL MOMENT FOR MISSIONS: Another opportunity was provided for sharing the good work that Christ is doing through our congregations that transforms our communities. The following was shared: The North Washington church is providing a drug awareness program. Elder Mary Rae Thompson, soon to be completing her service as Moderator of Beaver-Butler resbyterian Women, noted that all women who are resbyterian are resbyterian Women. Members of the Saxonburg Memorial church are undertaking a mission trip to the Houston area in July in coordination with Rev. Dr. eter de Vries and with resbyterian Disaster Assistance. The First resbyterian church, Beaver Falls, is starting a Wheelchair Basketball program in its gym. Commissioned Ruling Elder Chuck Cline reported on a creative crochet ministry. STATED CLERK CONSIDERATIONS AND MATTERS: Our Stated Clerk, the Rev. David D. Byers, attested to the presence of a quorum. A full record of attendance at this meeting may be found at Attachment A. RECETION AND AROVAL OF THE OMNIBUS MOTION (CONSENT AGENDA): The Moderator provided an opportunity to request removal of items from the consent agenda. There were no new requests other than the removal of the action regarding the Saxonburg Memorial Church previously announced. A motion was made and seconded to approve the following remaining matters by common consent: 1. Receive the Reports of the Executive resbyter and the resbytery Moderator. 6. Approve the Minutes of the January 27, 2018 stated resbytery meeting. 7. Grant voice to participating visitors. 8. Approve the following recommendation of the Coordinating Team: That the Administrative Commission to install the Rev. Robin Swinsburg as astor of the Westminster church, Sarver, be approved (See Coordinating Team minutes for the composition of the commission.). The motion was approved. RAYERFUL DISCERNMENT OF RESBYTERY MATTERS: ACTIONS FROM THE COORDINATING TEAM: The Rev. Randall Clow, Moderator of the Coordinating Team, moved on behalf of the Coordinating Team that the resbytery concur with an overture submitted to the 223 rd General Assembly by Carlisle resbytery, America s Interfaith Context and the Church s Challenge. After discussion, a motion was made, seconded and approved by a majority in excess of two-thirds to proceed to vote on concurrence. The resbytery voted, by a counted show of hands 43 to 24, to concur. A synopsis of the overture from Carlisle resbytery is provided at Attachment F. The Rev. Randall Clow then moved, on behalf of the Coordinating Team, that the resbytery concur with an overture submitted to the 223 rd General Assembly by the resbytery of hiladelphia, For the rotection of the Children of Israel and alestine. The resbytery voted to concur. A synopsis of the overture from the resbytery of hiladelphia is provided at Attachment G. The Rev. Randall Clow then moved, on behalf of the Coordinating Team, to remove from the table the overture to the 223 rd General Assembly rising from the session of the ark church, Beaver, Condemning anti-semitism and Islamophobia. 25 Representatives of the ark church, Beaver, indicated that since the resbytery had concurred with the overtures from the Carlisle and hiladelphia presbyteries, it was no longer necessary for the Beaver-Butler resbytery to approve the overture arising from the ark church s session. By formal vote the resbytery then declined to approve the proposed overture. The Rev. Randall Clow then moved, on behalf of the Coordinating Team, that the Saxonburg Memorial Church be granted permission to begin the RT (resbytery Response Team) rocess, based on a previous congregational vote. After substantial discussion, a motion was made and seconded to postpone this matter until the May 22, 2018 stated resbytery meeting. The motion was approved. OTHER MATTERS OF THE RESBYTERY: There was no new business. There was no old business. The Administrative Commission appointed to install the Rev. Robin Dale Swinsburg as astor for the Westminster resbyterian Church, Sarver, completed its work on March 17, The minutes of the Administrative Commission are provided at Attachment H.
