2 A Message from the Mayor As Mayor of the City of Wilkes-Barre, I am pleased to provide the city calendar for Over the years, the city calendar has proved to be an invaluable resource guide for collection schedules, special events, and other city services. This New Year offers much hope and promise for new beginnings, yet also presents an opportunity to reflect on the previous year s accomplishments and how we can expand upon the success of this great city over the next twelve months. The City of Wilkes-Barre experienced many benchmark achievements in areas of development and the services we provide our residents and taxpayers. As Mayor, it is my job to continuously revisit and evaluate all of our processes and procedures to create more efficiency in every city department in order to offer the best service possible. In 2014, we pledged to increase our public safety departments. The Wilkes-Barre Police Department is the biggest and most equipped force in all of Luzerne County. In addition to hiring 10 new police officers, we also increased the department s Anti-Crime (TAC) Unit to conduct advanced drug and weapons investigations throughout the city after a particularly challenging year for violent crime. Likewise, violence towards police officers has increased at an alarming rate. Over the past several months, we learned about the vulnerability of those that risk their lives to serve and protect us each day. It is important, now more than ever, that we work together to improve peaceful relationships between citizens, law enforcement officers, and first responders in each and every community. Last year proved to be an outstanding year for the Wilkes-Barre Fire Department. The department gained 13 Firefighter/EMS personnel with the assistance of FEMA s SAFER Grant, along with the hiring of a new paramedic, numerous department promotions, and upgrades to equipment and emergency response training. Grant awards such as the SAFER Grant, among others, have gone a long way towards the protection of the community as well as the development of already developed fire unit. We believe that there should never be a price on public safety and Wilkes-Barre residents will not see a decrease in service or quality for years to come. As Mayor, one of my goals is to execute fiscal responsibility and wise spending in each city department. My administration has faced many challenges in a tough economy over the past decade. Despite our financial road blocks we will continue to make wise investments towards our future to improve the community and save taxpayer dollars for many years. Due to careful financial planning in 2014, the Department of Public Works was able to acquire additional vehicles such as a new street sweeper, backhoe, loader, and two garbage packers. The acquisition of new DPW equipment allowed us to improve our collection capabilities by efficiently implementing a new and improved pick-up schedule in The new schedule resulted in over 20 additional co-mingled recycling pick-ups than previous years. I am pleased to announce that the co-mingled recycling collection program scheduled has further improved for 2015 after a close analysis of last year s program. As with any new program or method, it often takes an initial run to determine its strengths and weaknesses, requiring patience from residents and DPW personnel. We received a significant amount of positive resident feedback concerning the new schedule which prompted us to streamline the schedule once again to better serve our residents. In 2015, we will no longer suspend co-mingled recycling pick-up for everyone during a holiday week. Only those affected by a scheduled holiday will experience a delay in recycling by one week. It is advisable that all residents refer to this calendar each week before placing their collectibles curbside. The calendar is also available on our city website at In the last decade, the City of Wilkes-Barre has achieved tremendous progress because we refuse to be complacent about our ability to restore and grow a better community. This is a testament to the resilience of our residents, students, business owners, and workforce that cherish everything this great city has to offer. When I took office in 2004, one of my biggest goals was to build confidence in leadership and remove the negative mindset about our city. Fortunately, it did not take long for us to realize this goal with so many positive projects, such as Movies 14 and the Intermodal Center, among others, that came to fruition in the first two years. The revitalization of Public Square and the Downtown area opened so many doors for new business owners, residents, and visitors. These are the people that inspire our progress. They are the people that share the same dreams and optimism as my administration for the city, because they believe in making our city better each and every day. It is truly amazing what we can accomplish when we dispel our negativity. We will continue to improve upon the way we do business in the city in the most efficient and financially responsible manner because our progress is too important to sacrifice otherwise. The investments we make and those that choose to invest in the City of Wilkes-Barre are instrumental for the success of our future and will impact the next generation ahead. This is one reason we have implemented numerous energy conservation measures. As national trends continue to forcefully promote green energy methods, we have learned that the improvements made throughout the city are better for the environment and our finances. The Johnson Controls Inc. Energy Performance Project is projected to save taxpayers over $500, in the first year alone due to significant decreases in utility bills and operational maintenance costs. This project also comes with many possibilities for energy credits and E-Power rebates annually. The annual savings of this magnitude are crucial in maintaining the city s A- credit rating with a positive outlook and keeping a balanced budget from year-to-year. My administration and I have been working with developers and organizations new and exciting developments to our city. It has been a tremendous honor to serve as your Mayor for the past 11 years. I am truly excited about the year ahead and the great things we will accomplish together. As always, I am optimistic about our future, but there is still so much more work to be done to make this great city even better than it was yesterday. God bless and Happy New Year.
