Although ailing Services price increases are ased on the Consumer Price ndex (CPI), Shipping Services rices are primarily adjusted acording to market conditions. The new prices will include a 5- ent increase in the price of a Firstlass Mail Forever stamp, from 50 ents to 55 cents. Dr. Finzen, podiatrist, joining CHI specialists Dr. Adam Finzen, a doctor of Podiatric Medicine, has joined the staff at CHI Health Plainview Hospital as a specialty clinic provider, starting with his first visit on January 21 at the facility. Dr. Finzen earned a Doctorate of Podiatric Medicine from Rosalind Franklin University in North Chicago, Illinois in Named Chief Resident, he completed his podiatric medicine and surgery residency with credential in reconstructive rearfoot/ankle surgery at Presence St. Joseph Hospital in Chicago, Illinois. Dr. Finzen has been recently published in Clinics in Surgery and The Journal of Foot and Ankle Surgery for his research about orthoplastic techniques and lower extremity reconstruction. He treats a wide range of podiatric conditions and has particular interest in foot and ankle reconstruction, peripheral nerve repair, limb salvage, complex trauma surgery, free muscle transfer for complex wound closure, wound care, and sports medicine. Topping the survey results was the opening of Plainview Farm & Home with 74 points on the 0 to 4 point scale for voters. More than 100 headlines were included in this year s Top 10 selection, with the Top 10 point receivers listed below by highest score. #1, 74 points: Plainview Farm & Home opens Announced in June of 2018, Plainview Farm & Home, operated by Josh and Nicole Schmitz of Plainview, opened its doors on August of 2018 with a grand opening event on August 31, The Schmitz family, with two local investors, purchased the former True Value building from Sherry Pofahl, and partnered with a new distributer to have an independent hardware store in Plainview again. Supplies including hardware, plumbing, pet supplies, tools, home furnishings, paint, nuts and bolts of all shapes and sizes and more are available during the stores operating hours Monday-Friday, 8 a.m. to 6 p.m. and Saturday s 8 a.m. to 4p.m. #2, 73 points: New Park equipment dedicated A project a number of years in the making met its peak during 2018 when the Plainview City Council voted for its approval of submission of a project totaling nearly $150,000 for new park equipment for Chilvers Park. The Park Board was seeking donations from private individuals to help raise near $80,000 with businesses, individuals and memorials coming in to help bridge the gap for the funding and purchase the equipment. The City of Plainview staff helped install equipment, move equipment and scrap old pieces that were removed from service and auctioned. Results from the Nebraska Department of Education were released mid-january with the tabulated results of all schools reporting the ACT scores from their (at the time) junior classes for 2017, and Plainview s youth outscored all other reporting schools by nearly half a point on the 36-point test. Twenty-one Plainview juniors (now seniors) took the test, and cumulatively scored an average of points. Of those Top 10, Plainview reported a score difference.56 higher than the next closest school, Elkhorn South High. Elkhorn South had 305 students take the exam #5, 66 points: Dr. Bernecker D.D.S. closes after 40 years #6, 64 points: Car accident claims Tim Wacker Friday morning, Nov. 23 Tim Wacker, 48, of Plainview was involved in a fatal car accident just southeast of Plainview on Highway 13. Sheriff Rick Eberhardt said that Wacker was driving southeast on Highway 13, and was met in a near head-on collision by Chance Johnson, 25, of Norfolk. Wacker died on scene as a result of his injuries from the accident, and Johnson was life-flighted to a nearby hospital. In the time that followed friends and family of the Wacker s set up a memorial fund in his name. Classmates and friends of Jason Gutz, who passed away on July 5, 2017 in a farm accident, gathered around a special-built fire pit, and presented the work to Gutz s parents and sister, Jeff and Ann Gutz, and Brittani, of Plainview. The First Amendment Babbling Brook It s a long way down There is a special place reserved in a very hot locale for the people that go out after a snowstorm and polish the ice to that fine glimmer. You know who I m talking about - there have got to be people that will tread where I tread, polishing and smoothing, and then just ever-so-slightly just to make it shine like the sun. Yeah - I fell down this week. Yes, I fell directly on my overpackedwith-receipts and cards wallet, and yes, my right hip hurts like a you-know-what. Clearly, it wasn t my fault, but in the space of time that felt like an eternity and less than a second as I was moving horizontal to hit the ground - I realized that as one ages, there is a distinct onset of panic when one loses control in such a way. I had just gotten home, and our entire stupid driveway and parking area is just an absolute sheet of ice every winter, and that s where it happened. I thought I had it bad enough being on the south side of the street where the sun never shines and being unable to get rid of my snow and ice. I suppose the real blow came as I was faking rolling back and forth on the ground, masking pain with over-zealous howling for my two oldest kids who had just exited the car and realized what happened. Did you fall down dad? they asked. Yeah, I said. Oh, I see it, right there where the ice is all cracked, they said. Wow. At least I don t think my wife and youngest saw. CORRECTIONS AND FIXES A miscommunication in the listing of participants of the Christmas Parade of Lights was realized last week - it was reported the Hammer Insurance was in the parade, when, in fact, it was Plainview s new clinic and owner - Priority Family Medicine, Michelle Hammer. Apologies for the error! A few months ago I wrote about my experience with physical therapy in Creighton and the outrageous bill I received for doing next to nothing. I d only gone twice, (May 4 and May 8) and the entire reason I did not go back was because we weren t doing anything. He handed me papers with illustrations of exercises on them to do at home. He stood there in silence as I leafed through them at which time he began a conversation with someone who had come up to him and started talking. Within minutes of returning home, I told my husband, my daughters, and my brother everything that had occurred at my session. Physical therapy sure isn t what I thought it would be, I told Russ. We didn t do anything! After the second session, I told Russ I wasn t going back a third time because if they were charging me $50 a time, I couldn t afford it and was already feeling sick that I had probably burnt a $100 bill for nothing. Six weeks later when the bill arrived and I was charged the better part of a thousand dollars, I was mortified to say the least and weeks of sleepless nights began. At the urging of my brother, who is a physician himself; friends, coworkers and other family members, I called and complained. That got me nowhere. Everyone was telling me not to give up. After paying on the bill, I called and complained to someone in customer service who urged me to YOUR VIEW file a formal complaint, because, We want to know when you re unhappy and why. She said she would send me the form and even told me to write on the back if I couldn t fit everything on the front. She said I would hear back from them in 30 days. I explained all that occurred and asked that the remaining $611 be forgiven. Thirty days came and went. Two billing cycles came and went with no bills. I was feeling so good thinking they had ruled in my favor and just forgot to tell me. It was like an enormous weight had been lifted off my shoulders. The day after Thanksgiving I got a letter in the mail from a collection agency. They turned me over to a collection agency! I called customer service again and again. Finally, the same man who refused to reduce my bill the first time, called me and refused me again. I thought I d be going above him with my second complaint. Looking at my bill, I am clearly charged for things that absolutely did not happen! I am charged for 15 minutes of exercise the first day when I didn t do even one second of exercise. But, like my brother and so many others have told me, They probably didn t think they were going to be scamming you. They thought they were scamming your insurance company. Sadly, it is their word against mine. But as God as my witness, I am the one telling the truth here! It s a great time of the year to spend time with family and friends, but sometimes the holiday foods, drinks, parties and gatherings are naughty to our health and waistlines. As you read this, I would guess that many of you are saying, After the holidays, I m going to make a New Year s resolution to lose weight and get healthy again. Self-improvement, or at least the desire for it, is why at least 45% of us make a New Year s resolution. The fact is that only a fraction, 8%, achieve their New Year s goals. Old habits die hard.... but habits can be changed. The Mayo Clinic Diet, a 10-week weight loss program, has boiled it down to five simple habits to help you take off extra weight and five habits to break so that you can keep it from coming back. Be Nice to yourself and let us help you achieve your New Year s resolution for account of everything that happened. There s not much to tell when you barely do anything. I had no reason to lie or omit anything. In my letter to the editor I told you not to do physical therapy if you didn t have insurance or hadn t met your deductible. Well, I am retracting that statement. If you need it, do it. Just DO NOT go where I went! I have had several people reach out to me with their recent physical therapy experiences at other places. I have in my possession copies of their bills. They went more often. They got what I thought I d be getting. They did what I thought I d be doing. And they did it for the amount of time I thought I d be doing it and their bills are a mere fraction of what mine is. I also had people reach out to me with the same complaint I have about this place. This morning I wrote a letter to the Nebraska Department of Health and Human Services complaining about the unethical billing practices of physical therapy and what this company did to me. This just is not right. These are fraudulent, made up charges. If I was a millionaire, I probably wouldn t have lost all the sleep I ve lost over this, but I STILL would have filed a complaint because it is the principle of the matter. It comes from the decay of the element radium and is present in varying amounts in most soils. Radon enters the home as it moves through the soil into basements or lowest levels of homes through cracks, loose pipe fittings, sump pits, dirt floors, slab joints, or block walls. In the outdoor air, radon becomes relatively harmless as it is diluted. However, once radon is trapped inside an enclosed space, radon can accumulate. The concentration of radon inside homes is dependent upon the amount of radon in the soil, the number of available paths into the building and the strength of the force drawing the radon into the building. Levels vary greatly from community to community, street to street and from home to home. Once in the home, radon easily attaches to other air particles and can inhaled. The inhaled radon products stay in the lungs and release tissue-damaging radiation. Radon does not cause headaches, nausea, sneezing and other symptoms normally caused by indoor air pollutants. Radon s only known health effect is lung cancer after prolonged exposure to high levels. Radon is considered to be the leading cause of lung cancer among nonsmokers. Children are at a higher risk from long-term exposure because their lungs are still developing and the tissues are damaged more easily. Persons who smoke are also at about a 15 times great risk than a nonsmoker. In Nebraska, over 50% of homes test above the EPA (Environmental Protection Agency) action level. Last year this was mimicked in the NCDHD region as 50% of all tests conducted returned high. Every home in Nebraska should be tested for radon. Only individual testing can determine which homes may have a radon problem. Testing is very easy and test kits are available through the North Central District Health Department for the cost of $8.00 plus tax. Phone Plainview, NE Dear Editor, This letter is to clarify misleading information in a recent article in the Neligh News & Leader regarding an audit that included the Antelope County Sheriff s Department. It s important you not only know how your tax dollars are spent, but also that you receive all of the facts. First of all, the term critical was used in the headline of the article about the report. Deann Haeffer, assistant deputy auditor for the state of Nebraska, confirmed to me that never has the term critical been used with the county s audit. The term critical was a misleading description. Secondly, please note the article referenced five years of audits. While I do not disagree with findings in the audits, the article neglected to acknowledge most of the issues were improved immediately. I wish I could say we will never have an audit error again, but that is unrealistic, though it is our goal. Among deficiencies pointed out: $19 not properly claimed: We believe we have rectified this paperwork error. $14 petty cash spent on holiday cards: We no longer use petty cash for such purchases. $52 withdrawn for new checks: The expense was an automatic withdrawal that we believed had been turned in as a claim to the county. This was done immediately upon learning of the error. Detailed inmate balance not provided or cash on hand for June 30, 2018: The wrong forms were given to auditors. The right ones were later provided, confirming the funds were there in entirety. Accounts receivable of YOUR VIEW $4,211 in 2010 that had not been collected: These will be submitted for removal as noncollectable. Unexplained long cash of $4,049 on June 30, 2018: The auditor has been contacted, and the funds will be reallocated correctly. Fees not submitted to the county by Sept. 30, 2018, including social security incentive of $1,200: We believe we have rectified this paperwork error. Commissary account not properly reconciled and had an $8 overdraft charge: We believe we have rectified this paperwork error. Again, our office does not deny any of these deficiencies in the five years of audits referred to and has worked diligently to correct all paperwork issues and create policies when necessary. I commend our staff for their hard work, especially our bookkeeper and office manager, for her efforts, which still includes dispatcher, 911 coordination and jailer duties on top of the paperwork. It is disheartening our office was never contacted by the Neligh News & Leader to clarify the deficiencies or that the article did not acknowledged the errors are either fixed or in the process of being rectified. I hope this letter clarifies that your tax dollars are accounted for and there has not been a critical report issued with the Antelope County audits for five straight years. According to information supplied by the FSA office, the U.S. Department of Agriculture, on Dec. 28, updated its assessment of how the lapse in federal funding will affect services and programs should the government shutdown remain unresolved beyond Dec. 31, Many services will carry on, while others will discontinue on Jan. 1, 2019, because available funds have been expended. Certain USDA activities would remain active because they are related to law enforcement, the protection of life and property, or are financed through available funding (such as through mandatory appropriations, multi-year discretionary funding, or user fees.) During the first week of the shutdown, 62 percent of employees have been either exempted or excepted from shutdown activities. If the shutdown continues, this percentage would decrease, and activities would be reduced as available funding decreases. The son of Louis and Mary (Barnes) Walton was born June 6, 1927, in ural Pierce County, and he died Tuesday, Jan. 1, 2019, at the O Neill Nursng Home and Rehabilitation Center. He attended rural School District 22 in Pierce County. Walton married Lois M. Weber on Aug. 13, 1950, in Creighton. Walton then joined the service, serving during the Korean War from Jan. 25, 1951, to Jan. 24, They came back, and Walton went to school in Milford while they lived in Lincoln. The Waltons moved back to Plainview and started Walton Appliance and Repair. They owned stores in Plainview, Pierce, Creighton and Randolph. Their sons oined them in the family business; Rick joined them in 1974, and Tom n Loren Walton retired in He always had a love for fishing and fixing things. He was preceded in death by his parents, Louis and Mary; a sister, etta; four brothers, Arlan, Milford, Wilbur and Morris; and his spouse, ois, who passed away on April 23, Loren L. Walton is survived by his two sons: Rick (Dori) Walton of Foser and Tom Walton of Creighton; a daughter: Mary Beth (Pierre) Endres f Hadar; four grandchildren; three great-grandchildren; and a sister, dna Bligh of South Sioux City. Reflection on 2018 By: Michael Holton City Administrator The newspaper did a fine job summoning up the headlines and the stories that were the news of the year. What is interesting to me is that while some of the events are extremely newsworthy and deservedly important, it is the back stories that make a community. A few years ago I was speaking to a large group of economic developers in Omaha regarding the role of economic development within the community development structure. Many of these extremely talented and knowledgeable people confused economic development with community development. A community is made up of many parts and economic development is just one part. Churches, health care, schools, civic organizations, culture, arts, theatre, police, fire, youth activities, elder care and activities, are just a few of what communities are all about. If you look at the news stories they tend to reflect what we see in a mirror of ourselves. Happy and sad times, tough times and celebrations all mark a chapter in our lives each and every year. All of the citizens of Plainview are united as one living and breathing entity as a community. As long as you live in or around Plainview and call this township home, you are a part of community development. This is why every town has its own personality. Osmond, Creighton, Pierce, Neligh, etc. are very different in how they handle themselves on a daily basis. The one thing that does alter community behavior is the influx of new community members or the death of existing members. This is a very fluid environment. We see it all the time. When someone tells you that all small towns are the same, they are not correct. There are similarities in the way we all have to live and do business but by and large we create and make a community special. Another factor that changes the way a community behaves is time. This is why people who grew up in Plainview that move away and only come back every so often sense a nostalgic need to recreate their childhood. Pleasant memories often flood our minds with a simpler time when we did not have to worry about the pressures of everyday life and the struggles. S o in 2019 we begin another cycle of our identity and we, as the citizens of the community, have the ability to make a new chapter to our story. What will it be? Who will make the news and how will we celebrate life? It is one thing to chronicle the events and sit on the sideline. It is another to actually try and be a part of that experience. As I have said many times in the past, don t waste your time complaining about things you most likely cannot change but rather change the things that you have the ability to make better.
