18 DISTRICT ASSEMBLY DAILY PROCEEDINGS MINUTES OF THE 40 th ON ZAMBIA SOUTH DISTRICT ASSEMBLY HELD THE 17 th OCTOBER 2015, AT CHILENJE CHURCH OF THE NAZARENE OPENING REMARKS The chairperson, Field Strategy Coordinator Rev. Paul Mtambo welcomed all the delegates to the 40 th Zambia South District Assembly and called the meeting to order at 11:50hrs. This was followed by the setting of the bar by the assembly secretary GREETINGS The assembly chairperson requested Rev. Gary Sidle to convey greetings from Luapula and Malawi North Districts where he chaired the assemblies. Greetings from North Western Zambia District were also conveyed on behalf of Rev. Joe Chinyama Lilema who chaired the assembly. Greetings from the Regional Director Dr. Filimao Chambo and General Superintendent Dr. Eugenio Duarte Africa Designate were conveyed to the assembly by the field strategical coordinator Rev. Paul Mtambo. TIME SETTING FOR THE ASSEMBLY BUSINESS The assembly chairperson requested the assembly to propose time at which the assembly should end and it was as Follows: 14:30hrs, 14:45hrs and 15:00hrs The delegates agreed to adjourn the assembly business meeting at 15:00hrs by majority vote. REPORTS DISTRCT SUPERINTENDENT S REPORT The assembly chairperson invited the District Superintendent Rev. W. M. Banda to give his report to the assembly. (As in the presented copy to the assembly) After the report the assembly chairperson thanked the District superintendent for his report. NOMINATING COMMITTEE REPORT The nominating committee secretary Mr. Christopher Mponyela presented his report to the assembly. (As in the presented copy to the assembly) The assembly elected the following people to serve on the District Advisory Board 18

19 Lay persons: Mr. Joshua Chipasu : Mrs. Mary Sakala Clergy : Rev. Daniel Satela : Rev. Joseph Chifunda GENERAL ASSEMBLY DELEGATES The assembly chairperson disclosed to the assembly that, Zambia South District is supposed to send 8 delegates to the General Assembly. Out of the eight four are supposed to be clergy and four are supposed to be lay. He emphasized on the need of electing delegates who can afford to sponsor themselves to the general assembly. The general church will be responsible for paying delegates lodging and food bills while at the general assembly. The chairperson requested Elders and Pastors to declare their intentions of attending the general assembly, and the following expressed intentions; Clergy Laity The District Superintendent is an automatic delegate Rev. Chisomo Sakala, Rev. Daison Mbewe Mr. Mike Lilema, Mr. Michael Mwamba Mr. Alphonso Mwansa and Mrs. Grace Sakala. The chairperson requested the assembly delegates to empower the Zambia South District Advisory Board to deal with selection process of delegates to the general assembly and assembly delegates responded overwhelmingly. ZAMBIA SOUTH DISTRICT ASSEMBLY RESOLUTIONS ON SELECTED ITEMS IN THE ( ) MANUAL The process was led by the assembly chairperson with the help of Rev. Chisomo Sakala who stood in for Rev. Gary Sidle who went to attend to the sick wife. The following resolutions were passed by the Zambia South District Assembly delegates. (As presented in the resolutions report) 19

20 FINANCIAL REPORT The assembly chairperson requested the district treasurer Rev. Jacob Simwawa to present the financial report. (The report was presented as per copy). After presentations of the report, the following were noted: 1. Why was the District Superintendent s salary paid higher than budgeted? In response the treasurer mentioned that, it included two months salaries after the close of the church year. (August and September) 2. The District Superintendent s Day apportioned GIFT of K was not paid and yet the financial report showed a balance surplus of K5, In response the treasurer mentioned that, the balance includes a restricted fund of K4, which cannot be used for any other purpose other than its intended sole purpose. 3. The vehicle maintenance cost appeared twice on the expenditure part of the financial report. In response the treasurer mentioned that, it was just an error which did not have any adverse effect to credibility of the financial report. And one of the delegates stressed a need to have the treasurer s report audited before it is presented to the assembly. 4. There was an observation of the proposed budget for 2015/2016 on fuel estimates which was lower than the actual expenditure in 2014/2015 church year. In response to the concern raised the assembly chairperson advised the finance committee to work in consultation with people who have accounting knowledge. However the assembly chairperson requested the assembly delegates to adopt and receive the financial report with corrections, the report was received by the assembly delegates and the assembly chairperson thanked the treasurer for his work and commitment. DISTRICT ADVISORY BOARD SECRETARY S REPORT The assembly chairperson requested the secretary to present his report to the assembly by the secretary Mr. Mike Lilema. (As per presented copy)after the secretary s report was presented a concern was raised on the validity of the Board of Trustees and a need to appoint a new board of trustees. In response the assembly chairperson Field Strategic Coordinator assured the assembly that he will quickly meet the National Board over the matter. 20

21 CREDENTIALS BOARD REPORT The assembly chairperson requested the assembly delegates to endorse and approve the recommendations as proposed by the board of credentials. The assembly delegates overwhelmingly approved the recommendations. (As per presented copy) REPORTS AND TESTIMONIES The assembly chairperson requested the elders and the licensed ministers to give their reports and testimonies in ministry. The assembly chairperson appreciated the all the ministers for their good work and thanked the Zambia South District for a well-organized assembly. He then handed over the assembly chair to the District Superintendent. CERTIFICATE PRESENTATIONS The District Superintendent gave out certificates to District and Local ministers for having renewed their licenses and he also gave out certificate of achievements to churches which paid their district budgets in full. GIFT FOR THE ASSEMBLY CHAIRPERSON (FIELD STRATEGY COORDINATOR) The District Superintendent requested the district treasurer to present a gift to the assembly chairperson Rev. Paul Mtambo, in receiving the gift he thanked the Zambia South District and wished them God s blessings. RECOGNITION The District Superintendent recognized the Zambia South District Assembly Planning and Organizing Committee for its hard work and in organizing the District Assembly The assembly also recognized members who have served for a long time, Reverend and Mrs. Nicolas Chirwa, and Mrs. Rosemary Zulu ASSEMBLY ADJOURNEMENT The assembly was adjourned at 15:50hrs through a prayer offered by Mr. Mike Lilema. Chairman District Secretary District Superintendent s Report 21

22 Rev. William M. Banda Introduction It is my rare privilege and honor to present my fifth report as the district superintendent for Zambia South District. The General Superintendent for Africa, Dr. Eugenio Duarte, the Regional Director for Africa, Dr. Filimao Chambo, the Field Strategy Coordinator for Africa South-East, Rev. Paul Mtambo and Mrs. Mtambo. The Missionaries, Reverends Gary and Mrs. Penny Sidle. The Principal of the Nazarene Theological College of Africa South-East Field, Rev. Joe C. Lilema. Pastor s, delegates and Azimayi busa. First of all I want to thank my heavenly father who has given me the strength and the ability to carry-out his work. I also thank my wife and children for their support in my work. My wife, Alice is playing a vital role in my life and ministry. My ministry and family is incomplete without her. I thank the district advisory board members for working with me tirelessly during the year under review. I thank you sincerely for your commitment to the work of God in the district. The SDMI, NYI, CMI, NMI, Men s Ministries, Women s Ministries, and Caravan Ministries you have been awesome. Pastors and local churches you have been wonderful in supporting us through prayers, participation, budgets and other financial obligations. 22

23 C.R.O.S.S. PROJECT The C.R.O.S.S. project is a ministry of the evangelical, Christian mission group Action Zambia Ministries. Their purpose is to help churches consider more closely how HIV relates to them. The church of the Nazarene, Zambia South District has built a working relationship with C.R.O.S.S. ( Churches Ready to Overcome Silence and Stigma) for some years now. The Cross Project has provided a sixteen-week curriculum training to most of our churches in the district. Thanks to Rev. John Chitambo and Mr. Derrick Dearth for the good work! Caravan Ministry Caravan is a scouting, or kids club, type of program that typically meets once a week to promote growth in four specific areas mentioned in Luke 2: 52. Mental-( Wisdom), Physical-(Stature), Spiritual-( Favor with God), and Social-( Favor with men ).The Caravan Ministry is playing a vital role in most of our churches. Its changing the face of most of our churches. The ministry is transforming the lives of the children in a tremendous way. Thanks to Mr. Leon G. Tembo National Director and Mr. David Daka District Director and your leadership teams. Youth Ministry The youth ministry has done a good job this year again. They had a successful youth conference in Kabwe from August Thanks to the president, Pastor Clever Mwachiyaba and the youth leadership team. Women s Ministry The women s ministry had a leadership workshop and conference on 20 th April 2015 at NTC, Woodlands. Women s ministries hosted the first-ever Africa South-East Women s Field Conference in Kabwe. Thanks to Mrs. Grace Sakala and your leadership team. Men s Ministry Men s ministry hosted Men s Prayer Breakfast on 13 th June I thank the participants, organizers and facilitators for the event. Men s Retreat failed this year. Start now to prepare for Men s Retreat Thanks Mr. George Mumba and your team. Jesus Film Project The Jesus Film team leader, Rev. Mweetwa has done a commendable job with his team. I appreciate the role that the Jesus Film plays in our district. I also recognize the 20 year service that Rev. Mweetwa has invested in Jesus Film may God add more years to your life. 24 We have about 48 Pastor s Children on educational sponsorship. I sincerely thank Rev. Penny Sidle for your good work that you are doing. Africa Regional Conference The Africa Regional Conference took place in Johannesburg, South Africa on 9 13 March What a time of worship, prayer, planning and inspirational. I want to take this opportunity to thank those churches that supported me through their donations. May God bless you richly. Pastor s Compassionate Group Pastor s Compassionate Group, formerly Pastors Ministry Team donated some food stuffs and groceries to Mrs, F. Bakasa, wife of the late Rev. Gilbert Bakasa. Thanks to everyone that participated in this noble venture. Empowered to Lead 2015 Empowered to Lead is an annual event that is designed for church board members and leaders. This year s event will be held on 28 th November 2015 at NTC, Woodlands. K200 per church. Come one, come all. The Global Leadership Summit-2014 The Global Leadership Summit is a video based training which exist to transform Christian Leaders around the world with an injection of vision, skill development, and inspiration for the sake of the local church. Thanks to everyone that attended this conference. General Assembly 2017 The Church of the Nazarene will hold its 29 th Indianapolis, Indiana. General Assembly on June 2017 in NEW PREACHING POINTS The Zambia South District Church of the Nazarene is committed to making Christlike disciples in the district. This year, the pastors, laity and churches have been seriously engaged in making Christlike disciples and church planting. This is evidenced by the number of preaching points that have been opened. Here are the new preaching points; - Itezhi-Tezhi Pastor Godfrey Siachobe. SAD NEWS On March 27 this year we lost our dear beloved mother, Mrs. Eddah Kachaka wife to Rev. John Kachaka, our former D.S. and Pastor of Kabwata Church of the Nazarene. These three individuals are; 1. Rev. Nicholas Chirwa, the first national superintendent of Zambia. This man served from as a national superintendent for Zambia and from as Zambia South District Superintendent. 2. Mrs. Belita Phiri Chirwa, this woman was the first one to join the church of the Nazarene and brought her husband in the church. She has served alongside her husband faithfully. Mrs. Chirwa was also instrumental in starting women s ministry in Zambia. 3. Mrs. Rosemary Zulu, served with her late husband, Rev. John Zulu as pastor s wife and DS wife from ,( 94-95). Mrs. Rosemary Zulu was also instrumental in establishing women s ministry. She is a mother to everyone in the district. Next year God willing we are going to honour three individuals for their distinguished long term service to the church and the work of God. 27

Brothers and sisters in Christ, let me begin this report by giving a brief overview of the contextual situation facing the nation today. The economic, political, social, and religious challenges that this country faces are enormous and are the first of their kind since a long time in the history of this nation since its founding in The sudden rise in commodity prices has greatly affected the general citizenry in this nation particularly the less privileged and poor people in both the urban and rural areas. Of course this may have been attributed to a strong dollar and a weak Kwacha. As a result of these economic pressures many of us today are unable to afford a decent meal on an ordinary day. However, there is still hope in this nation in spite of these challenges we still remain united and hopeful that better days lie ahead. We still remain hopeful and determined that our help comes from God and that these challenges can only be faced when we first turn to God. For this reason, I would like to commend the President of this country, His Excellency Mr. Edgar Chagwa Lungu, for declaring 18 th October 2015 as a day of national prayer, repentance, forgiveness and restoration. In light of the declaration, I would like to urge you all in your respective churches tomorrow to observe this day and dedicate it to God and having as your scriptural focus 2 Chronicles 7:14. 28

29 Having said all this, let me turn to the central objectives of this report. And I will begin by highlighting the Jesus film teams currently available in Zambia. NB: Let it is suffice to mention here that the church of the Nazarene is governed by three fundamental core values: 1. We are Christian church 2. We are a Holiness church and 3. We are a Missional church. As such, part of the goal of the Jesus film ministry is to supplement the church s effort of making Christ like disciples in the nation. Similarly, over 170 thousand people have accepted Jesus Christ as their Lord and savior over the same period across 13 teams. Over 90 thousand people have been reached by way of initial discipleship contact, and about 132 new preaching points have been started. The statistics mean that generally we have reached more people through the Jesus film ministry and that more people have since given their lives to Jesus Christ. However, we need to improve on initial discipleship contact strategies if the church in Zambia is to harness the potential that this ministry provides. Furthermore, this calls for increased collaborations between the Jesus film ministry and the respective districts both in terms of strategic planning as well as training and equipping of the churches responsible for providing leadership to the new preaching points created over the period under review. JFM PLANS/RECOMMENDATIONS As we pointed out in the last report, we will continue to work hand in hand with the various DSs, and the district evangelism committees around the country to see the best ways to monitor the development and sustainability of the new church plants which are planted via the Jesus film ministry. It is our desire to see that all the churches we plant are effectively handed over to the districts responsible to allow them to develop leadership and follow up programs as these activities cannot be adequately done by the Jesus film teams due to limited time and financial resources. 30

31 JESUS FILM MINISTRY CHALLENGES Initially we had an enormous challenge concerning movement for our team members. This challenge is being effectively resolved through the provision of motorcycles to team members. We praise God for this. Other challenges include wear and tear of existing old equipment which need to be replaced. A better option is the new back pack which is more convenient. Furthermore, expected challenges such as mobility of the coordinator have been recurrent in the past church year. This challenge could only be overcome if the national office is supported by way of a utility vehicle. This will continue to be our prayer and we know that God is faithful and will answer this prayer. Philippians 4:19, which states, My God shall supply all your needs according to his glorious riches by Christ Jesus, will continue to be our prayer. Respectively submitted, Rev. The total percentage for each local church assignment is at 20%. The recommended breakdown of the budget is as follows: A. District Operation Budget 10% B. World Evangelism Fund 5.5% C. DS Pension Budget 1.5% D. Education Budget 3% B. The formula for the budget calculations is as follows: Base Figure = Total Amount raised for all purposes less the amount paid toward District Budget, Education Budget, DS Pension, and World Evangelism Fund (WEF). C. We recommended that the minimum budget base be at K1, D. That we request all assigned budget allocations be remitted on a monthly pro-rated basis and that final payment be made and received by the district treasury not later than 31 st July, We appreciate your support for the 2014/2015 church year, your timely payments of the budget assisted very much in the district and fulfilling of our global commitment to the mission of the church of the Nazarene. 36 DISTRICT ADVISORY BOARD REPORT The Chairperson for the Assembly, Special Guests Delegates to the Assembly, All protocols observed. Greetings to you all in the name of our Lord Jesus Christ. The grace of our Lord has once again allowed us to gather together as Zambia South District members to review our Church performance for the calendar year 2014/2015. The year under review has had successes and challenges, more of which will be captured under the reports as given by the District Superintendent and the Treasurer. ADMINISTRATION. Under our mandate as District Advisory Board, we successfully held all our planned monthly meetings, except for a few due to over run in our schedules for the year under review. LEGAL MATTER Outcome of the Chilenje court Issue that I reported to the Assembly last year. Ruling was delivered by judge Chisanga of the Lusaka high court on 2rd February Ruling: The court ruled that DAB could not be sued because it has no legal personality. Instead the plaintiffs (Rev Raymond Chirwa and Mrs.Dorren Phiri) were correctly advised to amend the writs of summons and sue the church if they wanted because it is a registered body incorporate under the lands perpetual Act and as such has legal personality in the body of trustees. In view of this, DAB was removed from the proceedings/case. Furthermore, the honorable court ruled that the plaintiffs, Pastor Raymond Chirwa and Doreen Phiri could not sue the church in a representative capacity as Chairman of Chilenje Church Board. Injunction: The interparty hearing of the injunction has been slated for 19 th November 2015 at 08:30 hours at the Lusaka high court. Status of Chilenje Church: Meanwhile the District Advisory Board is taking steps for possible lifting of the crisis status of chilenje Church should that deem fit. 36

37 District Superintendent Welfare: With budget support from the few Local Churches that have been consistent in contributing towards their district budget allocation, we have been able to meet our obligation in terms of supporting our District Superintendent with Salary and transport for his official movements though under difficult circumstances. Motor Vehicle: With your support in procuring the Vehicle I reported last year, the D.S movements were made easy and quicker in this calendar year as compared to the previous years. We still thank you the members for the Good Job you did. Concerns: a) Many local churches have a tendency of waiting until District Assembly for them to bring their district budget allocation support, sometimes none at all, a practice that does not help the district to function smoothly. We urge all other local churches that failed to meet their obligations in full to do so and improve this year. b) It has been observed that many local churches in our district do not have Bank accounts for church transactions on revenue and expenditure. For this DAB is encouraging Pastors and the Church Boards to seriously consider opening bank accounts for the Church. This will contribute to high levels of transparence, trust and sanity in our financial and administrative activities in the local churches. c) DAB is also encouraging local churches that have not yet registered as legal entities to quickly move towards achieving that status to avoid possible deregistration of such branches by the registrar of societies. Key Scores: a) DAB would like to thank the few Local churches that have been consistent in meeting their budget allocation. We encourage these churches to continue with this spirit of commitment and responsibility. b) DAB would also like to thank the ministries of Women, Men, Youth and Children for their active role in supporting our annual church events in the district. Special tributes to the District Women executive for successfully hosting the first ever Field Women conference in Kabwe in our district. We encourage other ministries such as the Men, Youth and Children to emulate such great courage as the women did. May we continue with this commitment and zeal for our Lord and foster spiritual development in meeting the needs of the audiences we serve. c) Am joyful to report to the Assembly that the District Advisory Board received an amount of money to the tune of K towards the construction of the office of the District Superintendent. These funds were sources through the office of the Field Strategy Coordinator. And we thank Rev Mtambo for the effort in this endeavour.. d) To this effect works have commenced to have the office of the District Superintended constructed. A few delayments were observed due to the chopping down of the Big tree 37

38 that stood right in front of the planned structure. The funds mentioned will go a long way to commerce the construction but we will still require the involvement of each and every local church at a later stage to contribute in any way possible to have the office completed. CHALLENGES 1. Late submission of District Budgets 2. Until the office is constructed currently the District Superintendent has no wellestablished office to operate from. CONCLUSION We would like to thank you the members for the mandate given us to serve as DAB, your moral, Spiritual and financial support has enabled us to carry out our duties accordingly. Above all we want to thank GOD for his enabling grace towards each and every one of us. May we continue with the spirit of Love, Peace and Unity as we serve our GOD.
