This was stated by FDMA director general Abid Majeed at a press conference at Peshawar Press Club on Sunday. He said that the registration process was stopped on July 15 and till that time some 49,857 families of 85,065 had been verified by Nadra. However, he said that the total number of displaced families manually registered at various registration points was 92,702. Of the verified families, record of 49,736 families had been sent to Zong while payment drawn by displaced families as reported by Zong was 15, P a g e

5 Mr Majeed said that the internally displaced persons (IDPs) had been registered in two phases at three points, including Saidgai checkpost FR Bannu, Peshawar and Kurram Agency. The cash grant disbursed through Zong (Pak-China Mobile) from July 8, 2014 to July 20 was Rs405.4 million. The FDMA DG claimed that the manual payment of cash assistance at three cash distribution points established at Bannu till July 6 stood at Rs million. He said that the number of total beneficiaries assisted at the rate of Rs12, 000 each till the same date was 29,853. The total amount disbursed, he said, was Rs million. Giving further details about the displaced people, Mr Majeed said that of total IDPs verified by Nadra about 140,718 were men, 156,030 women, and 228,318 children. He said that the variation between figures of data computerised by FDMA and sent to Nadra was due to weeding out of duplication or erroneous record at the FDMA level. Zarb-i-Azb: DG FDMA suspended over inadequate facilities to IDPs The FDMA chief said that total Rs1.2 billion had been transferred to Askari Bank Limited for release to Zong in lieu of payment of cash grant to the beneficiaries. The data sent to Nadra, he said, was final and there was no backlog on the FDMA side. However, he said that the FDMA was ready to compensate the families missed in the process or those who had recently returned from Afghanistan. He said that a total of 144 families of minorities were also verified by Nadra. He asked the people to contact the FDMA officials in case of any problem, saying that those having no computerised national identity cards could contact the relevant assistant political agent or tehsildar for verification. He said that some 9,000 families had not obtained the Zong SIM and they should come to get the same for cash assistance. NWA jirga seeks compensation for operation losses BANNU/PESHAWAR: The tribal elders of North Waziristan Agency have demanded of the authorities to compensate tribal people for the losses inflicted on them during operation Zarb-i-Azb and take steps for early return of the internally displaced persons to their hometowns. The demands were made during a tribal jirga held here on Sunday after ISPR claimed that 80 per cent area of Miramshah, the headquarters of North Waziristan Agency, was cleared of militants. The jirga was attended by elders of almost all sub-tribes of Waziristan including Utmanzai Wazir, Dawar, Musakai, Hasokhel, Darpakhel, Ziraki and others. Besides leaders of various political parties, tribal elders including Malik Nasrullah, Pir Aqil Shah, Malik Faridullah, Malik Ghulam Khan, Nisar Ali Khan, Maulana Gul Ramazan and MNA Malik Nazir Khan addressed the jirga. The participants nominated Malak Nasrullah, chief of Wazristan, as president of the jirga and decided that two elders of each sub-tribe of Waziristan and two members of each political party would be its members. 5 P a g e

6 They discussed the present situation of IDPs and future line of action. They expressed deep concern over the incident of firing and manhandling of IDPs at distribution points. They said that tribesmen were respectful people and should be given due respect. Addressing the jirga, Pir Aqil Shah said that government had promised to make separate arrangements for distribution of relief items among IDP women but it failed to honour the promise. Our women can t come to distribution centres fro getting ration, he said. Malak Nasrullah said on the occasion that according to a press release of ISPR about 80 per cent of North Waziristan was cleared of militants. So the tribal people want to return to their hometown forthwith, he said. He urged the government to take necessary steps for repatriation and rehabilitation of IDPs from North Waziristan. The jirga also demanded compensation for those tribal people, whose houses and other properties were damaged during the military operation. He said that economy of the region had ruined owing to the operation so the government should take concrete steps for improving the economic condition of the affected tribesmen. Jirga asks Afghan govt to stop militants infiltration Meanwhile, students of several organisations staged a protest demonstration here against firing on displaced people at a distribution point. Two IDPs were injured in the incident. The protesting students, holding placards and banners, chanted slogans against the administration and demanded investigation into the incident. They demanded free education for the displaced students of Waziristan in the educational institutions of the country. They said that apart from other tribal people, the students also suffered owing to militancy and military operation in Waziristan. The protesters blocked the main road near Bannu Press Club for some time. Meanwhile, Khyber Pakhtunkhwa Governor Sardar Mehtab Ahmad Khan directed to establish cash disbursement points in the districts hosting the displaced people of North Waziristan Agency for smooth and adequate payment of cash to IDPs. He also directed timely provision of ration, medicines and other essential items to the uprooted people. He expressed these views while presiding over a high-level meeting regarding provision of cash to IDPs here on Sunday, according to a handout. He said that no effort would be spared in provision of all possible facilities to the internally displaced persons. While taking notice of inadequate disbursement of cash among the IDPs, the governor said that any laxity or negligence in that regard would not be tolerated. 6 P a g e

7 Mr Mehtab said all resources had been made available for assistance of the displaced people and directed the Fata secretariat to ensure provision of cash to IDPs within next five days. He also directed that a detailed report in that regard should be submitted to him on daily basis. A briefing was also given to the governor by FDMA director general Abid Majeed regarding provision of cash disbursement to IDPs. The governor showed dismay over the inadequate disbursement of cash amounts to IDPs and said the federal government had already released Rs1.2 billion for smooth and speedy disbursement of cash to the affected people. While paying tribute to the tribesmen, particularly the IDPs of North Waziristan for sacrificing for peace in the country, Sardar Mehtab said that tribal people had played vital role in making country s defence impregnable. He assured that the government would extend all possible facilities to the displaced persons. Khyber Pakhtunkhwa chief secretary Amjad Ali Khan, principal secretary to governor, Dr Mohammad Fakhre Alam and others were also in attendance. Health facilities for IDPs SOMETIMES even dire situations can offer the semblance of a silver lining. While one cannot overstate the travails of people from North Waziristan who have had to leave their homes behind for life in IDP camps with all its attendant discomforts, their presence in a settled area like Bannu affords the state a chance to extend to them facilities they did not have ready access to before. The KP government s initiative, in collaboration with WHO, to provide care to an estimated 40,000 pregnant women among the displaced population is thus much needed. This includes the establishment of emergency wards at the Women and Children s Hospital in Bannu and improvements to 20 basic health units in the area. According to a WHO official, about 30pc of the pregnant women could face delivery-related complications and 73pc of women and children are in need of immediate medical attention. The existing infrastructural shortcomings there are reportedly only four women doctors in the entire Bannu district necessitate the recruitment of more gynaecologists, which is already under way. Until the spillover of the Afghan war into this country, for most Pakistanis, if their fellow citizens in Fata existed at all, it was only in musty research papers or the odd exotic travelogue by Western adventurerchroniclers. Governed under the antediluvian Frontier Crimes Regulation, Fata remained devoid of the political ownership that is usually a prerequisite for development. Health and education indicators there were dismal. The disadvantages for women are compounded by the extremely conservative social milieu. For many of them, this will be the first time they will receive professional medical attention and information on health and nutrition both for themselves and their children. Given the numbers involved, the government would do well to recruit lady health workers to augment the work of doctors. Also, now that the state is starting to get a better idea of the demographics involved, it must improve access to health and education for these citizens of Pakistan when they are able to return home. Rapid assessment of IDPs needs to be completed today 7 P a g e

8 ISLAMABAD: The government will formally launch a relief initiative for people displaced from North Waziristan after a rapid assessment of their needs, which will be completed on Saturday (today). This was stated by the additional secretary of the Ministry of State and Frontier Regions (Safron) and focal person for the internally displaced persons, Mr Tariq Hayat, at a press conference here on Friday. The assessment would enable the government to establish exact requirements of the IDPs, he added. Since the beginning of the Operation Zarb-i-Azb, he said, 992,649 IDPs belonging to 90,750 families had been registered. With the support of the National Database and Registration Authority a process of verification is under way to confirm that only displaced people have been registered because the government wants to provide relief only to deserving people. With the start of the operation, the official said, the government had immediately started the process to register the IDPs while providing them food at registration points. The displaced people were not bound to live in specific areas or camps but were allowed to go anywhere they liked. He said every person was asked to fill a form to provide information about number of members of his family, destination and the host so that relief goods could be handed over to them at the place where the family lived. The government has established 10 distribution points -- seven in Bannu, two in Lakki Marwat and one in Dera Ismail Khan -- where the IDPs were given food baskets, containing 100kg foodstuff, which is enough for one month for a family. So far 127,000 baskets have been distributed. On the basis of requirements, some families have been given two baskets. Mr Hayat said every displaced family would receive Rs12,000 cash with an additional Ramazan grant of Rs 20,000. The Punjab government will pay Rs 7,000 a month to each family. The Khyber Pakthunkhwa government will pay Rs8,000 to a family this month and Rs 3,000 per month later. The Punjab government will provide food items worth Rs100 million and has already sent 50 trucks. The Prime Minister Relief Fund has been set up and the army is managing 55 relief points. The Pakistan Institute of Medical Sciences has taken over the management of the District Headquarters Hospital in Bannu and reinforced its medical staff. He said 18,297 patients had received treatment at medical facilities established by the federal government and the army in Bannu. To enable schoolgoing children to continue their studies, arrangements have been made for them in local schools so that they do not waste the education year beginning on Aug 15. The World Food Programme has provided 60,000 food baskets from its stores in Peshawar and Dera Ismail Khan and Norwegian volunteers 24,000 non-food items, besides the food assistance worth $2.5 million provided by the by UAE government. Mr Hayat said the ministry had opened a field office in Bannu and volunteers of the WHO, WFP, UNHCR, Red Crescent Society and Bahria Town were also actively helping the IDPs. 8 P a g e

9 He rejected a perception that some IDPs had crossed over to Afghanistan and insisted that not a single person had shifted to that country.
