4 1. Organizational Structure of Hizballah 1.1. Shura Council According to the London-based, Saudi daily Al-Sharq al-awsat, the Shura Council of Hizballah is the "supreme command," that is, the decision-making body controlling all Hizballah sectors. This council is headed by a secretary general who is elected for a three-year term. This term became renewable in 1998 after the General Conference amended the party's internal statute in order to allow the reelection of current Hizballah Secretary General Hasan Nasrallah, who assumed this post in February 1992 following the assassination of former Hizballah Secretary General Abbas al-musawi (29 July 2006). The Shura Council consists of six known members plus an unidentified member, each of whom runs a sector of the party. The Shura Council members make the big decisions in Hizballah, foremost of which is the election of the secretary general. The decisions inside the council are made by a "majority of votes" of council members. The members of the council are elected by an electoral commission, known as the General Conference, which consists of "hundreds of members" who, in turn, are elected by the preliminary conference held by each commission and institution in the party (Al-Sharq al-awsat, 29 July 2006). Hizballah has several commands in Lebanon and consists of a central body that includes a group of central institutions, as well as regional commands similar to those in a federal system. The regions are comprised of sectors, the sectors are comprised of branches, and the branches are comprised of cells (Al-Sharq al-awsat, 29 July 2006). The Shura Council oversees the following five main institutions: 1. The Executive Council: Observers describe it as the "Hizballah government." It is in charge of following up on the daily activities and organizational affairs of the party. Shaykh Hashim Safiy-al-Din, Nasrallah's cousin, is the chairman of this council (Al- Sharq al-awsat, 29 July 2006). 2. The Political Council: It is headed by former Deputy Shaykh Ibrahim Amin al-sayyid, who is in charge of political relations with other Lebanese parties. He is also responsible for media relations, which has become part of the Political Council's responsibilities, although formerly it was an independent central body (Al-Sharq al- Awsat, 29 July 2006). 3. The Central Council: It is a Hizballah institution and part of the Shura Council. No further information is available (Al-Sharq al-awsat, 29 July 2006). 4. The Judicial Council: It is in charge of resolving disputes within the party and issuing rulings regarding organizational issues. The council is headed by Shaykh Muhammad Yazbik, the second general legal representative of Imam Khamene'i in Lebanon after Nasrallah (Al-Sharq al-awsat, 29 July 2006). 4

The resistance or the military wing: The secretary general of Hizballah is directly in charge of the command of the resistance, and he is "assisted by one of the council members, whose name is not disclosed for security reasons." The resistance sector is totally separate from the other sectors of the party and enjoys what is known in the circles of the party as "strategic ambiguity," meaning, politicians in the party are not aware of the strategies of the resistance or the smuggling of weapons (Al-Sharq al- Awsat, 29 July 2006). The current Shura Council consists of: Hasan Nasrallah, Na'im Qasim, Husayn al-khalil, Ibrahim Amin al-sayyid, Hashim Safiy-al-Din, and Muhammad Yazbik, and Mustafa Badr-al- Din (Al-Sharq al-awsat, 29 July 2006). Imad Mughniyah, alias Hajj Radwan, a former Hizballah leader who was assassinated in Damascus on 12 February 2008, was elected a member of the Hizballah Shura Council in 2001 under the nom de guerre of Jawad Nur-al-Din (Al-Sharq al-awsat, 1 September 2008). Mustafa Badr-al-Din, alias Ilyas Fu'ad Sa'b, Mughniyah's brother-in-law, reportedly replaced Mughniyah as member of the Shura Council and commander of the military wing of Hizballah, according to a report by the London-based Saudi-owned Internet daily with a Pan-Arab liberal line, Ilaf (9 March 2008) Executive Council The Executive Council is considered to be the "Hizballah government." The Hizballah Executive Council, headed by Hashim Safiy-al-Din, runs a group of investments that "seeks to secure the financial independence" of Hizballah and finance the many sectors of the party, "which are not financed by the legal funds allocated in accordance with the Shari'ah to fund the resistance activities." According to Al-Sharq al-awsat, some estimate these investments to be in the billions of dollars, while other sources well-informed about the situation in Hizballah doubt that. These sources, however, admit that the investments of the party are huge and that they are located in Lebanon, the Arab world, Africa, Europe, and the United States "under strict confidentiality" in light of the "fierce" war waged by the United States against any party that has any commercial or financial relations with Hizballah (24 October 2008). According to Al-Sharq al-awsat, the position of chairman of the Executive Council is considered the second highest position in Hizballah's chain of command as it follows up on the daily partisan and organizational affairs. The council also controls the party's affiliate institutions and wields great influence with its grassroots. The chairman of the council becomes an automatic member of the Shura Council (24 October 2008). The following are the names of Hizballah figures that were identified as members of the Executive Council: 1. Hasan Abd-al-Karim Nasrallah Date of Birth: 31 August 1960 Place of Birth: Birth and early residence was in the Al-Karantina neighborhood, one of the most impoverished and underprivileged neighborhoods in the eastern suburbs of Beirut. Family: Hasan Nasrallah is married to Fatimah Mustafa Yasin. He has five children: Muhammad Hadi, Nasrallah's eldest son, who was killed on 15 September 1997 during clashes between the Hizballah fighters and the Israeli Army in Southern Lebanon; Muhammad Jawad; Zaynab; Muhammad Ali; and Muhammad Mahdi. Nasrallah, who is originally from the southern Lebanese town of Al-Bazuriyah, 10 km away from Tyre, was the oldest of three brothers and five sisters, according to the official website of the Islamic Resistance in Lebanon, Hizballah ( 13 April). Education: Hasan Abd-al-Karim Nasrallah, the Hizballah secretary general, head of Hizballah Shura Council, first representative of Khamene'i in Lebanon, and chairman of Jihad Council (Al-Manar, 19 August 2008). In 1989, Nasrallah left for the Iranian city of Qom to join the Al-Hawzah al-ilmiyah [Shiite seminary] to continue his studies. 7

8 Influenced by Shiite Imam Musa al-sadr, Nasrallah traveled to Al-Najaf in Iraq to join Al-Hawzah Al-Ilmiyah there, where he met Abbas al-musawi, who later became Hizballah secretary general in Nasrallah completed his studies with distinction in 1978 and returned to Lebanon after the Iraqi regime started to harass and expel the students after the outbreak of the Lebanese civil war. Nasrallah received his elementary education in the private school Al-Kifah in Beirut, and continued his secondary education at the Educational Secondary High School in Sinn al-fil suburb. He completed his high school education in Al-Bazuriyah at the outbreak of civil war in Lebanon in April 1975 ( 13 April). On 16 February 1992, Hizballah Secretary GeneralAl-Musawi was assassinated in Tuffahta town while he was on his way back from Jibshit in southern Lebanon. The Shura Council convened and named Nasrallah secretary general in the same year, despite his young age. He completed Al-Musawi's term, which ended in Nasrallah was later reelected for a second, third, and fourth term. Under Nasrallah, the Islamic Resistance fought a number of battles with the Israeli Army, including the "Operations Accountability" war in July 1993 and "Operation Grapes of Wrath" in April Led by Nasrallah, Hizballah also achieved the "liberation of the South on 25 May 2000," the date of the Israeli forces' withdrawal from Southern Lebanon, and the "victory" in the July 2006 war. In 1991, Nasrallah moved to Beirut with Ibrahim al-amin, where the latter was designated party official in charge of the Beirut area and Nasrallah his deputy. Nasrallah continued to rise in the hierarchy in Hizballah and assumed the post of the official in charge of the Beirut area. He then became general executive official tasked with implementing the decisions of the Shura Council. He was then assigned to the newly generated position of chairman of the Executive General, thus a member of the Shura Council, which is considered the highest authority in Hizballah leadership. In 1982, Nasrallah and Al-Musawi, members of the religious trend in the Amal Movement, split from Parliament Speaker Nabih Birri's trend as a result of a conflict that erupted between the two factions over joining the national salvation front. The religious trend opposed joining this front because former Lebanese President Bashir al- Jumayyil was one of its members. This split marked the birth of Hizballah. Nasrallah began partisan activities as a member of the Amal Movement ranks with his younger brother, Husyan, and soon became the movement's organizational official in Al-Bazuriyah, despite his young age. Nasrallah was then appointed within the Movement in He later became the political official of the movement in the Al- Biqa region, and then became member of its Political Council in 1982 ( 13 April). 8

Education: He obtained a BA in chemistry and French from the Lebanese University. He pursued his religious education and his academic education simultaneously at the Lebanese University in He reached the highest levels of education in Al-Hawzah al-ilmiyah at the hands of top religious scholars in Lebanon ( 13 April). Na'im Qasim, the Hizballah deputy secretary general and a member of Hizballah Shura Council (Al-Manar, 20 January). Headed the intellectual conference held in Beirut in 1999 to mark the centennial anniversary of the birth of Imam Khomeyni. Deputy secretary general of Hizballah since Participated in establishing Hizballah in Hizballah official in charge of following up on parliamentary and governmental activities. Took part effectively in the establishment of the Lebanese Union for Muslim Students. Joined Imam Al-Sadr at the beginning of the establishment of the Al-Mahrumin Movement [Movement of the Deprived]. Safiy-al-Din's political stands were influenced during the time he spent in Qom, evidenced by the fact he supports the ideology of Velayat-e faqih -- the theory of governance in Shiite Islam, which was introduced by Iran's Ayatollah 10

11 Imam Khomeyni a -- although "many Shiites in Lebanon do not believe in it" (Al-Sharq al- Awsat, 24 October 2008). Current chairman of Hizballah Executive Council, which is equivalent to the head of the Hizballah government, and is considered second-in-command to Nasrallah. According to a report published in October 2008 by Iran's newspaper Khorshid, Safiyal-Din was chosen to succeed Nasrallah, his cousin, in case Nasrallah is assassinated. In 1994, after the assassination of former Hizballah Secretary General Abbas al- Musawi and the appointment of Nasrallah as his successor, Safiy-al-Din was summoned from Qom and appointed as the official in charge of the Beirut sector. He then was appointed as chairman of Hizballah Executive Council, a position which was once occupied by Nasrallah. Safiy-al-Din worked in the daily management of the Hizballah government and managed the huge institutions of the party, an effort which provided him with a training opportunity on leadership and on influencing the main sectors of Hizballah, especially his responsibility for the file of finance and management of Hizballah activities. According to Al-Sharq al-awsat, Safiy-al-Din, Nasrallah, and Imad Mughniyah formed "the trio of force" in Hizballah. His role became more prominent after the July 2006 war when he began to assess the performance of the government both negatively and positively and disclosed part of the details of his meetings and the messages he was conveying ( 14 December 2006). He worked as Nasrallah's envoy to late Prime Minister Rafiq al-hariri, Prime Minister Fuad Siniora, Deputy Walid Junblatt, and Deputy Sa'd al-hariri, head of the Future Movement ( 14 December 2006). He began his political life as a member of the Amal Movement before joining Hizballah ( 14 December 2006). Al-Khalil is now more of a politician and has less involvement in operations, according to Perspective on Terrorism, an electronic journal providing research and analyses on terrorist organizations ( 12 May). Like Imad Mugniyah, he started out as a member of the Palestinian Fatah's Force 17 and commanded Fatah military formations in Tyre during the 1978 Israeli invasion ( 12 May). In the 1982 Israeli invasion, he fell back to Beirut with PLO forces and after the Palestinian evacuation to Tunis, he migrated to Hizballah where he managed security for Husyan al-musawi ( 12 May). He was briefly in charge of Hizballah foreign operations and then Hizballah counterintelligence. He also maintained a parallel political role with election to Hizballah's Shura Council in 1985 ( 12 May) Muhammad Yazbik Yazbik keeps a low profile away from the media and only a few people know the details of his personal life, according to AFP (24 August 2006). He is a current member of the Hizballah Shura Council in charge of making key military, political, and administrative decisions. 12

13 He is considered one of the founders of Hizballah. He was appointed exclusively as the official in charge of Hizballah relations with Iran. He is considered the personal representative of Supreme Leader of the Islamic Revolution Ali Khamene'i in Lebanon, meaning he is authorized by Khamene'i to issue fatwas for the Shiites in Lebanon and rulings to resolve disputes among them. Israeli sources still accuse Yazbik of being the main official responsible for rehabilitating and rearming Hizballah and maintain that he is mainly in charge of smuggling lines and logistical coordination between Tehran and Lebanon through Damascus (AFP, 24 August 2006). Yazbik controls Ba'labakk and all the activities and operations in the city. He supervises the smuggling of weapons and the training camps. He also hosts experts from the Islamic Revolution Guards Corps who come to Lebanon to train Hizballah fighters on firing long-term rockets. Moreover, Yazbik manages the Hizballah bank accounts. Yazbik escaped a kidnapping attempt by the Israeli Special Forces on 19 August Yazbik also escaped a bomb explosion on 9 December 2005 that targeted his car, which killed his driver and guard, according to AFP (24 August 2006). 13

Imad Fayiz Mughniyah, Former Member Date of Birth: 7 December 1962 Place of Birth: Tayr Daba town near Tyre City in Southern Lebanon Death: He was killed on 12 February 2008 in a car bomb explosion in the Kafr Susah neighborhood in Damascus. Hizballah accused Israel of carrying out the assassination. Family: His brother Jihad, member of the Islamic resistance, was killed on 11 June 1984 during the Israeli bombardment of the southern suburb. Jawad Nur-al-Din is reportedly the real name of Hizballah slain leader Imad Mughniyah, aka Al-Hajj Radwan (Al-Sharq al-awsat, 1 September 2008; June 2003). Mustafa Badr-al-Din, aka Ilyas Fu'ad Sa'b (shown right), Mughniyah's brother-in-law, reportedly replaced Mughniyah as member of the Shura Council and commander of the military wing of Hizballah (bhl2003.maktoobblog.com, 14 Novermber 2008; Ilaf, 9 March 2008). Education: He finished his preparatory and secondary education in Beirut and studied at the American University of Beirut ( 13 February 2008). Positions Occupied: Imad Mughniyah, alias Hajj Radwan, a former Hizballah leader, was elected a member of the Hizballah Shura Council in 2001 under the nom de guerre of Jawad Nur-al-Din. In 2006, he helped the Al-Mahdi Army fighters to travel to Iran for training. He then returned to Lebanon and assumed a high-ranking post in Hizballah intelligence. According to Israeli sources, he planned the kidnapping of two Israeli soldiers upon orders from the Revolution Guards intelligence. Between 1997 and 2003, Mughniyah traveled to Iran, Afghanistan, Syria, Lebanon, Pakistan, and northern Iraq and helped Al-Qa'ida leaders from Afghanistan to travel to Iraq through Iran, making use of his close relationship with the Islamic Revolution Guards and the Al-Quds Brigade. He was accused of carrying out a "terrorist operation" in Argentina, including the bombing of a Jewish center in 1994 in Buenos Aires, which killed 85 people. It is said that he was involved in the Al-Khobar bombing in Saudi Arabia in 1996, in which 19 US soldiers were killed. 14

15 Mughniyah travelled to Iran in the early 1980's, received three months training in the Islamic Revolution Guards Corps, and left to fight on the front against Iraq. Mughniyah joined Hizballah a few months after its establishment in 1982 and was appointed in charge of Hizballah intelligence in Beirut. He was considered one of the founders of the Islamic resistance in Lebanon in 1982 and one of its key military leaders. In the early 1980's, Mughniyah was one of the collaborators with Force 17, the special military force tasked with protecting Fatah Movement leaders such as Yasir Arafat. He also contributed to transporting Fatah weapons to Lebanese resistance movements, represented by Amal and Hizballah, after Fatah was forced out of Lebanon following the 1982 Israeli invasion. For a short period of time, he worked as the official responsible for the security of Hasan Fadlallah, the spiritual leader of Hizballah at that time. He was then appointed official of the special operations in Hizballah. He also led and supervised many operations carried out by the resistance in Southern Lebanon (Al-Sharq al-awsat, 1 September 2008). Terrorist Activities Mughniyah was considered the most wanted man by the Israeli Mosad and the CIA; his name topped a list of 22 wanted people prepared by the United States following 11 September 2001 (alalamnews.tv, 13 February 2008). A $5 million bounty was allocated by the US Administration to anyone who gave information about him for the following offenses: The bombing of the French forces' barracks in Al-Biqa, killing 58 French soldiers (alalamnews.tv, 13 February 2008). The bombing of the US Embassy in Beirut in 1983, killing 63 Americans (alalamnews.tv; 13 February 2008) The bombing of the US Marines headquarters in Beirut in 1983, killing 241 Americans (alalamnews.tv, 13 February 2008) Hijacking TWA airliner flight 847 in 1985, killing US Marine officer Robert Stethem (alalamnews.tv, 13 February 2008). Planning the kidnapping of a retired Israeli officer and ransoming him for the remains of Lebanese "martyrs" and prisoners (alalamnews.tv, 13 February 2008). According to Ilaf, Mughniyah reportedly was responsible for hijacking a Kuwaiti airliner in 1984 and another one in Mughniyah demanded that the Kuwaiti Government release terrorists who carried out the Kuwait bombings in 1983, including his brother-in-law Mustafa Badr-al-Din, also known as Ilyas Fu'ad Sa'b, who was arrested in Kuwait against the backdrop of his participation in the terrorist attacks on Kuwaiti targets and foreign embassies. Mughniyah reportedly took part with Sa'b in planning the bombings in December 1983 and targeting Kuwaiti facilities and the 15

Sa'b was arrested along with others and sentenced to death in He left Iraq following the invasion of Kuwait by the Iraqi forces on 2 August 1990, escaping the death penalty.
