2 Implementation Status Overview The project is mid-way through the third full year of implementation, and therefore just beyond mid-point. Implementation progress is variable across components, activities and regions. The final progress report from the Ethiopia Fiscal Year 2005 (July 2012 to July 2013) showed an acceleration in disbursement in the final quarter with over half of the annual disbursement completed in the final three months. Overall disbursement for the year was 57 percent of the plan, which indicates over-ambitious planning and implementation bottlenecks. For the Ethiopian Fiscal Year 2006 (July July 2014) greater attention has been provided to developing a realistic annual plan. This will be closely monitored with a mid-year review with any necessary and justified adjustments to be completed in February Due to delays in completing the mid-project performance and impact assessments, the formal Mid-Term Review (MTR) has been delayed until The MTR will focus on understanding and addressing implementation bottlenecks, including at the local level where there remain concerns about the implementation of the agreed project procedures and local capacity constraints. The MTR will also focus on the utilization of project funds and agree on projections for future disbursements. it should be noted that much of the undisbursed funds are for small scale infrastructure, much of which is now at or beyond design phase and under contracting, which will likely increase the overall project disbursement rate.
