1 S MAY 13, 2014 OFFICE AND PERSONNEL Office and Personnel recommends that section 5.3 Job Descriptions be removed from Manual and once revised be placed in Personnel Polices. Rationale: O&P has been working on a new kind of job description that was introduced by our Presbyterthat is a living document o there are tasks and duties that are assigned to all staff o Staff have input in their job description o If a task is not being completed for any reason and the committee an staff want to change it- it can be changed with new job description o this will lead to better evaluations Presbytery only meets 4 times a year- Presbytery has to vote on Manual changes- if we change something- then Presbytery has to vote. o This prohibits this committee from doing the work it has been tasked to do o This allows the committee to make changes as necessary for the good of the staff and presbytery We will still report changes to Presbytery Manual is being updated and the future recommendation of the this committee will be to place the Personnel Policies as an appendix to Manual S-1
2 STATED CLERK Our Dismissal Guidelines for Shenandoah Presbytery, are not in compliance due to a recent General Assembly Permanent Judicial Commission (GAPJC) case, Tom v. Pby of San Francisco (GAPJC Remedial Case ). For example, presbyteries may not require specific congregational voting percentages such as the current VI. in our guidelines. Revised Guidelines are currently being developed and will be presented possibly at the August presbytery meeting. Any recommended changes will go through COM and PLT before presentation at a presbytery meeting. Motion; Since the Dismissal Guidelines for Shenandoah Presbytery, are not in compliance due to a recent General Assembly Permanent Judicial Commission (GAPJC) case, Tom v. Pby of San Francisco (GAPJC Remedial Case ), future administrative commissions dealing with church dismissal will have the flexibility to follow those portions of the dismissal guidelines not inconsistent with the GAPJC decision until new guidelines are approved by the presbytery. 3 COMMITTEE ON MINISTRY I. ACTIONS TAKEN: A. Approved renewing the commissioned ruling contract between the Springfield Session and Linda Reece from May 1, 2014-April 30, B. Approved the interim contract between the Trinity Session and the Rev. Sally Robinson from June 1, 2014-May 31, C. Concurred with the request of the Rev. Maren Sonstegard-Spray and the session of Winchester First Church to dissolve the pastoral relationship effective July 6, (Congregation met on May 4, 2014) D. Approved that Rev. Maren Sonstegard-Spray be enrolled as a member-at-large of the Presbytery. E. Concurred with the request of the Rev. Amy Fetterman and the session of the Covenant Church to dissolve the pastoral relationship effective June 30, (Congregation met on January 5, 2014) F. Approved that Rev. Amy Fetterman be enrolled as a member-at-large of the Presbytery. G. Pending the necessary approvals from Covenant, approved abolishing the associate pastor position at Covenant Church H. Appointed Rev. Randy Webb as the new COM liaison to Church Development. II. RECOMMENDATION: COM moves that Shenandoah Presbytery recommends to its churches that they assume the cost for the increase in the member plus dependent Board of Pensions dues (from 23% to 24.5% of the effective salary) for S-3

5 Small (Funsize) Church Task Force Members: John Haney, Chair (Parish of the Pastures); Isca Mitchell (Pines Chapel); Philip Sommer (HR); Ronald Wilkes (Bloomery); Joan Wilson (Mt. Storm) Vision Envision each Funsize Church (75 members or less) in Shenandoah Presbytery as a center for the worship of God; and its ministry as the Body of Christ. Mission 1. Develop multiple ways of communication among the churches of all sizes within Shenandoah Presbytery, so that all ministries are enriched together. 2. Help establish ways and means for small churches to partner with Shenandoah Presbytery. 3. Strengthen and encourage full participation within our connectional church. 4. Provide resources as small churches deal with transitions. 5. Explore the role of small churches within each Presbytery Mission Community. Shenandoah Presbytery defines as small church as one that has 75 members or less. There are 44 such churches: Ben Salem, Bloomery, Burlington, Circleville, Craigsville, Fairfield, Glen Kirk, Halltown, Hot Springs, Ivanhoe, Little Falls, McDowell, Millboro, Mt. Hope, Mt. Storm, Piedmont, Ruddle, Seneca Falls, Springfield, Tomahawk, Upper Tract, Williamsville, Beulah, Buffalo Gap, Cedar Creek, Clearbrook, Elk Branch, Gerrardstown, Goshen, Hedgesville, Immanuel, Kearneysville, McCutchen, Middletown, Montery, Mt. Joy, Nineveh, Pisgah, 2 nd Opequon, Slanesville, Tabler, Union, Wardensville, Zetta. Mission Ventures reported by Shenandoah Presbytery s Funsize Churches include: Operation Christmas Child, Meals on Wheels, 6-8 Community-wide Dinners, 4 cents a meal, Food Pantry, Vacation Bible School, Youth Mission Trip rebuilding homes, Christmas Baskets, Habitat for Humanity, School supplies & Clothing for children, Podcast of Church Service, PW Blankets, Clothing give away, Soup Kitchen Church World Service projects, Living Waters support, Back Yard Mission, providing Homeless Sleeping Quarters, growing an Ecumenical Garden, Veggies & Produce for 100 families,, Needy Children back packs, Eye Care Program, Health Kits, Operation Santa Clause, All General PCUSA Offerings, Links of Love, Angel Tree, Abused Adult Ministry, Heritage Day Celebration, Community Fun Fair, Scottish Heritage Days, Older Adults Monthly Meal. Since being formed in 2012 by the Presbytery Leadership Team, the Small (Funsize) Church Task Force has met regularly. We have held events a the Big Event, Listening sessions in congregations, Explanation visits to Presbytery s Mission Communities, communicated needs and findings to the Presbytery Planning Committee, interfaced with Committee On Ministry and Committee On Church Development. We are planning a Retreat in the near future for Funsize Churches and for all interested in their ministries and needs. We are always open to your suggestions and are ready to learn about your ideas, needs and dreams as we move into the future together in Christ s name. S-5
