2 Descriptions of Elective Offices THE 175 TH ANNUAL CONVENTION OF THE DIOCESE OF CHICAGO Canonical Bodies For election: One cleric and three lay persons for three-year terms The chief function of the presently is to hold title to and oversee the use of the real property used by the missions of the Diocese. Purchases, sales, construction projects involving mortgages and other transactions affecting mission real estate all come before the B & T for approval. B & T also holds title to the Episcopal Church Center property. In recent years B & T has moved more actively in support of the bishop and his staff, to inventory mission property, consider where sales of excess property can be made, and move to acquire property in areas where new missions should be established. Canonically, B & T has other financial authority, notably the program and administrative budget of the diocese and the management of investments, which in actual practice have devolved upon other bodies. Standing Committee For election: one cleric and one lay person for three-year terms Canonically, the work of the Standing Committee has three major components: participating with the Commission on Ministry in the process leading to ordination; giving authorization to parishes to sell or encumber real estate; and providing advice and counsel to the bishop. Other canonical responsibilities include concurring in the election of all bishops and being in charge of the diocese in the absence or disability of the bishop. Recent changes in the canons and the procedures of our diocese have shifted the primary responsibility for recruiting and screening candidates for ordinations to local communities of faith and the Commission on Ministry. The Standing Committee provides oversight in the ordination process through its review of the credentials required of postulants for candidacy and candidates for ordination, but now spends far more time getting to know postulants and candidates. In recent years greater emphasis has been placed upon the role of advice and counsel to the bishop. As such, its function is much like that of a cabinet that presents a variety of points of view to the bishop. The desire of the Standing Committee is to be visible and available as communicators for the diocese. The Standing Committee invites communication from all in the diocese on issues of concern. This trend continues to put tremendous pressure on our ability and willingness to manage our financial assets with tighter management discipline. Growth of financial assets in our troubled economy is an enormous challenge. While our church faces many important issues, the health and growth of our assets requires skilled attention in order to ensure the foundation remains firm for our primary purpose to grow the church and support the missional needs of the world around our congregations. I have extensive management and leadership experience skills to serve. I retired from Ameritech Corporation having been president of two of the corporation s subsidiary companies where I had primary responsibilities for both real estate asset management and financial management. I have also served in director positions of 15 nonprofit organizations in the Chicago area. I have been a senior warden twice and have an additional ten years of vestry service experience. Most recently, I envisioned and founded a nonprofit faith based counseling center where I now serve as a clergy and congregational consultant W. Coventry Ct.

Opportunities are enhanced by the new Diocesan leadership team and greater coordination with s Commission. Varied perspectives help our Diocese provide more effective support for present congregations and others seeking to grow with its help. B&T contributes to Diocesan growth by maintaining and expanding existing (and possibly new) churches and providing financial support and expertise for other Diocesan initiatives. B&T also must redeploy assets no longer used for ministry. B&T s constant mission is managing Diocesan resources wisely to facilitate growth while responsibly meeting current needs. I serve presently as a member of The and wish to continue. I enjoy working with the new Diocesan leadership team and groups throughout our Diocese, in coordination with the s Commission. I also chair the Diocesan Audit Review Committee and previously served as an ECCS trustee. Serving our Diocese has taught me about church development and growth and social outreach and increased my sensitivity to the many needs that our Diocese can and should serve. Reunification with the Diocese of Quincy Task Force The Episcopal Church feels the challenges facing its communicants, including the sluggish economy, high unemployment, and a slow real estate market. The Church is also dealing with changing demographics declining membership, aging population and increased diversity. The financial needs for mission and ministry are plentiful while the funding resources are limited. is entrusted to ensure the sustainability of diocesan assets. The goal is to build fiscal independence in our parishes and missions through thoughtful future planning while serving the current needs of the congregations in our diocese. As a former risk manager of an investment bank and real estate services advisory firm, I understand the life cycle for commercial real estate and the capital improvements required to maintain them. I also have extensive negotiation and project management experience. As a parishioner at St. Paul & The Redeemer, I enjoy the richness in diversity and the depth of the liturgy. I want to help maintain the infrastructure that allows these ministries to exist in our diocese. Our Diocesan goals are to Grow the Church Form the Faithful Change the World. To accomplish this, we need reach out and increase membership in our parishes and increase the number of parishes and mission congregations throughout the Diocese. In these challenging economic times, one of Bishop and Trustees primary responsibilities must be to work to ensure that the Diocese has the assets to develop and expand projects and programs that are geared toward promoting growth across our entire Diocese. When I was first elected to, our primary focus was on Diocesan properties. Basically, we were in the real estate business. That has changed dramatically during the past six years as the Trustees realized that we are in the business of providing support for the programs of the Diocese and individual churches. This can be via direct grants to mission congregations, grants to support collaborative outreach programs between our congregations and other community groups, or through funding to s Commission where they can invest in growing parishes. For 30- plus years, I was an executive and consultant in the non-profit sector. That experience has proven to be very valuable to my service on, and I look forward to continuing to draw on that experience as I work with my fellow Trustees to advance the work of the Diocese of Chicago. 800 Elgin Road, #509 Evanston, IL 60201

President of Oak Park/River Forest Community of s 2011 The gospel of Jesus Christ directs us to love one another and to preach the gospel to the ends of the earth. Standing Committee does this in a number of ways: working with the Bishop, Commission on Ministry and other Standing Committees and dioceses throughout our church to discern those who are called to lead this church in of ours as priests, deacons, bishops and lay ministers for the work of the Gospel; working with the Diocese of Quincy in the possibility of reunifying our diocese; and assisting congregations of being good stewards when making decisions about property, investments and loans is even more important. In these economically difficult times the role that Standing Committee has with other organizations in the diocese, will continue to address the structure of our diocese, and issues of all kinds of oppression. I hope to help keep our work focused on growing the church, forming the faithful and changing the world.

Shawn Schreiner (continued) As the current President of Standing Committee, I have worked with the Standing Committee, our Bishop, Commission on Ministry and Diocesan staff in the areas of restructuring staff, reunifying the Diocese of Quincy with the Diocese of Chicago, the overall structures of our diocese. Throughout my lifetime I have done my best to meet people where they are. My ministries have been with the people of Appalachia, small towns in Indiana, large churches and small churches, with people of different faiths and different understanding of God, the world and the relationship between the two with communities that are diverse in every sense of that word. I have been part of merging three churches and selling church property. I believe that these experiences gathered within the church and its structures and beyond our walls equip me for the work of Standing Committee. 924 Lake Street Oak Park, IL 60301

9 Mr. Phillip Mantle Standing Committee Lay Nomination Ballot #31 Messiah/St. Bartholomew Development Center Reading, travel, working on keeping our parish alive Messiah St. Bartholomew, Chicago Vestry Growth Committee Member of Province V Executive Committee ( ), Diocesan Jubilee Officer, Current Member of Standing Committee A lack of funding and the need for more training for volunteers are two issues facing the church. I joined the Diocese of Chicago in 1979 and was the Executive Director of the Bishop Primo Center for women and children. Jubilee Ministry has been my passion for the past ten years, where I have served as a member of the National Jubilee Advisory committee appointed by the Presiding Bishop, and the Diocesan Jubilee Officer for the Diocese of Chicago. As a single head of household, I serve the church through advocating for poor and oppressed persons throughout my ministry. My Provincial work includes the position of vice chair as well as chairperson for the program unit of Peace and Justice. I received a teaching certificate in Early Childhood Education from the Church Teacher s College in Jamaica upon graduating in I attended the University of Chicago School of Business Administration. Past membership includes vice president of the UBE Chicago chapter, Senior Warden of my parish and a member of the St. James Cathedral chapter for one term.
