2 SYNOD, MANAGEMENT COMMITTEE AND DIOCESAN STAFF Diocesan Synod Established by the Constitution of the Anglican Church in Aotearoa, New Zealand, and Polynesia, the Diocesan Synod meets annually: to worship as a unit to enact Diocesan legislation to hear the Bishop's charge and to receive reports of the year's activities from various Diocesan bodies to scrutinise Diocesan finances and determine the budget for the coming year to elect a number of committees, boards and councils to provide a forum for members to express concerns and move resolutions The Bishop convenes Synod and presides over its business. In his absence the Vicar General presides. Decisions are made by a majority in each of three 'houses' i.e Bishops, Clergy, and Laity, usually on the voices, but a division may be called. For a motion to succeed, it must have a majority in each house. If the majority in any one of the three houses does not support a motion, it fails. The parliamentary system is used in the passage of bills or statutes. There are three readings. The first gives consent for the measure to be introduced. The second allows for debate on the issues involved, and Synod usually goes into committee to discuss the detail. The third allows time for reflection before the bill is adopted. Synod observes the accepted rules of debate. These are less stringent when the house is in committee, under a chairperson other than the Bishop. Advice on legal matters is given by the Diocesan Chancellor, an episcopal appointee. Regional Meetings At Synod in 1996 it was agreed to reduce Synod to two days and to hold Regional Meetings in June/July to consider all reports to Synod, the draft budget, new issues of importance to be brought to Synod in September, and any other matters that the region may wish to consider. These meetings are held on a Saturday and all communicant members of the church are welcome to attend and to speak, along with all Synod representatives resident in the region. Synod Representatives Two elected parishioners attend each Synod gathering and Regional Meeting with the Parish clergy. A decadal goal of the Diocese is that at least one of these Synod representatives will be under the age of 35 years but if this is not the case, parishes are asked to invite a young person to attend. The Bishop also invites church wardens and school principals to attend the opening of Synod and to remain for any motivational talks that might be part of the agenda. A petrol allowance has been approved by Synod. (refer Manual of Acts, D12, page 171) Synod representatives hold office for two years (as from 1992) and may be re-elected at the appropriate Parish Annual Meeting. They are entitled to attend Vestry meetings, but unless elected as Vestry members, have speaking rights only. 08/08 C1
3 In consultation with the Vicar and vestry, Synod representatives may express the Parish s point of view (as they understand it) during any Synod debate. Where Synod debate draws out new points of view, representatives are called upon to exercise their voting rights in good conscience. Subsequent to each meeting of Synod and the Regional Meetings a report of relevant issues may be prepared for presentation to the Parish. Synod Representatives are required to sign the Declaration of Adherence and Submission to the authority of General Synod. Management Committee At Synod in 2000 the Diocesan Mission, Ministry and Management Act established a smaller Management Committee (Bishop, four clergy, five laity). The Management Committee meets under the chairmanship of the Bishop, or in his absence, the Vicar General. It carries out the role of the former Standing Committee and from one Synod to the next, takes responsibility for the orderly management of Diocesan life. To do this effectively the Management Committee needs to be kept informed by Mission Council and Ministry Group and it has developed particular links with the other members of the management group (Board of Trustees, Finance Committee, Administration Committee, Insurance Board, Property Manager and Trust Manager). It provides financial assistance, when deemed advisable, to units with special needs, considers material and structural changes, fills vacancies on various boards and committees, and has a general supervisory role. It reports annually to Synod. The Episcopate Wellington's tenth Diocesan Bishop is Dr Thomas John Brown, elected to this role in December Originally from a rural South Island background, Tom Brown was a farm manager and stock and station agent in South Canterbury. He was ordained in After a period as Assistant Curate first in the parish of St Matthew, Christchurch, and then in the parish of St James the Greater in Leicester, England, he became Vicar of the parish of Upper Clutha followed by six years as Vicar of St John s, Dunedin. He moved north to take up the position of Vicar of St James, Lower Hutt, becoming Archdeacon of Belmont in He was consecrated Bishop in 1991 and appointed Assistant Bishop and Vicar-General of the Diocese of Wellington. Dr Brown received his theological education at St John s Theological College, Auckland, the Loughborough Institute of Technology (UK) and the San Francisco Theological Seminary, University of California. Bishop Tom s Personal Assistant keeps his diary and manages all general administrative matters. The Bishop s Ministry Chaplain oversees the entire process for the selection of ordination candidates. Parish vacancy consultations and Parish ministry reviews are coordinated by the Archdeacons in conjunction with the Archdeacon for Ministry Development who also arranges other matters relating to clergy licensing, parish vacancies, Board of Nomination meetings, the licensing of clergy and laity, Bishops medals and reviews for clergy. 08/08 C2
4 Archdeacon for Ministry Development The focus for the position of Archdeacon for Ministry Development is: To be responsible for the training/support of those in ordained and lay ministry in the Diocese, and to contribute towards the recruiting and selection process. The particular tasks of the Archdeacon for Ministry Development include: Leading the regional Training Group for self-supporting ordained ministry Leading the Diaconate Training group Liaising with St John's College and students sponsored by the Diocese Lading the pre and post-ordination training group Working with the Bishop in negotiating and arranging terms of appointment for new deacons/priests Training and supervising trainer-vicars Overseeing the content and speakers for Clergy Conference Organizing in-service ministry training Overseeing the training for licensed lay ministry Facilitating evaluation and review of ministry. Providing assistance in planning study leave Reading and researching in the area of ministry development, and advising on new patterns of ministry eg 'Total Ministry' Advising Resource Centre on resources for ministry Contact: Archdeacon Pat Muxlow Mobile Archdeacon for Mission The focus for the position of Archdeacon for Mission is: To assist parishes meet the mission objectives of the Diocese and facilitate their development Areas in which the Archdeacon for Mission has special responsibilities include: Helping parishes move from 'maintenance' to 'mission', affirming the ACC-6 understanding of the mission of the Church Identifying areas of necessary change in the life of the parish and encouraging growth Assisting parish leadership make use of all the gifts of ministry Assisting parishes formulate their mission statement, objectives and goals Helping parishes make effective use of their resources and those of the Diocese Enabling parishes to explore opportunities for new ministries and relate more effectively to the local community Making available to parishes resources for evangelism, parish development, Christian initiation and nurture, stewardship, peace and justice, and bi-cultural education Researching demographic trends and keeping abreast of parish development literature and resources Contact: Archdeacon Tony Gerritsen Mobile Archdeacon for Young People 08/08 C3

The role of the Archdeacon for Young People is to support, advocate and encourage the ministry and voice of young people in the Diocese of Wellington. This is done through: Active involvement at a Diocesan level Encouraging quality ministry to young people Praying for children, youth, and young adults and those involved in ministry to, for with and by them within the Diocese of Wellington Ensuring young people s concerns and ideas are heard by those in positions of authority in the Diocese Keeping informed on what is happening at ground level in the Diocese in both youth and young adult ministry and children s ministry Representing the presence of Young People at Diocesan Events where appropriate (but not to the exclusion of Young People) Being available for ministry projects in relation to children, youth and young adults as deemed appropriate by the Bishop from time to time Contact: Archdeacon Gendy Thomson DDI arch.youngpeople@wn.ang.org.nz DIOCESAN STAFF IN THE ANGLICAN CENTRE Diocesan Administrator/Registrar The duties of the Diocesan Administrator and Registrar of the Diocese include: ` Management of the finances of the Diocese, including the receipt of assessments and other moneys Managing the Anglican Centre Liaising with parishes and clergy and providing advice on specific issues as required Ensuring that Secretarial Services are provided to Mission Council, Ministry Group and Management Committee, and handling the correspondence Attending meetings, as a member, of the Diocesan Finance Committee, the Bishops, Dean and Archdeacons meeting and the Office Administration Committee Preparation of all lay licences for the Diocesan Bishop's signature. Maintaining Diocesan Registers Overviewing the preparation of the agenda for Regional Meetings and Synod, the presentation of reports, and the printing of the Annual Reports Book and the Diocesan Year Book Liaising with the secretaries of Synod and Diocesan committees Coordinating Synod and carrying out decisions of Synod Acting as returning officer at Diocesan elections Maintaining liaison with other Diocesan secretaries in the Anglican Church in Aotearoa, New Zealand and Polynesia Coordinating clergy transfers and arranging orientation visits for new clergy Contact: Archdeacon Bernard Faull DDI bfaull@wn.ang.org.nz Diocesan Accountant 08/08 C4
6 The Diocesan Accountant is responsible to the Diocesan Administrator for maintaining an accurate record of all financial transactions including: The General Church Fund and all trust and fund accounts for which the Diocese is responsible Payment of clerical and other stipends Payment of accounts and investment of funds Payment of AMSIF dividends quarterly Preparing a budget for the Finance Committee to present to Synod The Diocesan Accountant is also responsible for the efficient running of the Anglican Centre computer system. Trust Manager The Trust Manager is responsible for: Implementing the decisions of the Diocesan Board of Trustees Administering trust money available for investment Property Manager The Property Manager is responsible for: Implementing the decisions of the Insurance Board Managing and supervising the maintenance, repair and insurance of Diocesan properties Office Staff The Bishop has a Personal Assistant who works full-time with additional support from the Bishop s Ministry Chaplain who co-ordinates the discernment process. A full-time Personal Assistant is employed as support for the Diocesan Administrator. The Accountant has two full-time Accounts Clerks. Diocesan Children s Ministry Coordinator The Diocese has a Children s Ministry Coordinator whose aim is to resource, educate, support and nurture those people whose ministry is with children and families. The goals of the Children s Ministry Coordinator are: To establish and maintain relationships with people in ministry units within the Wellington Anglican Diocese who have an active ministry with children To collate, create and make available resources for those who have an active ministry with children To provide training opportunities and information about training for those who have an active ministry with children To ensure the Diocese and Ministry Units provide safe environments for Children s Ministry to happen in To raise the profile of Children s Ministry in our Diocese Contact: The Rev Alison Camplin, DDI children@wn.ang.org.nz. 7 The Diocese has a Diocesan Youth Coordinator whose aim is to enable young people in the Anglican Diocese of Wellington to enter into, and continually develop, a meaningful relationship with God, Creator, Saviour and Holy Spirit. And to support and enable those who share this ministry. The goals of the Diocesan Youth Coordinator are: To assist and resource Ministry Units in youth ministry. To equip young people in their faith. To oversee the provision of safe, healthy and just employment of youth workers in the Diocese. To ensure the Diocese and Ministry Units provide safe environments for youth ministry to happen in. To build healthy networks and relationships, and to maintain good communication within all aspects of the position. Contact: Chris Casey DDI youth@wn.ang.org.nz icare parenting Administrator i care parenting is about resourcing, supporting and encouraging the Anglicans in the Wellington Diocese to support parents and families in their local communities. Set up in mid-2007, i care parenting is working on building a comprehensive parenting website, trialing parenting programmes in ministry units and helping ministry units to identify where they can serve their community in the area of parenting and families.
