The attached Advance Packet includes the meeting agenda, detailed reports concerning the various items of business to be conducted at this meeting, and several items of information. By going to the Presbytery s website ( you will find Guidelines for a First Time Elder Commissioner. To be excused from the meeting send an to jankrause@presbycc.org or call the Presbytery office at Please note that it is not necessary to print the whole packet. You can choose to print just the pages you need/want for the meeting at Just view the pages on the screen and entered into the Print Command the numbers of just the pages you want. I urge you to study the agenda and reports ahead of time. Concerning Registration: At each registration table there will be notebooks for you to print your name. There will be four registration groupings: (1) Pastors, (2) Church elder commissioners will register under their church name, (Be aware that all First Presbyterian churches will be listed under F, not under the city name.), (3) CRE s, Committee Chairs & Christian Educators, and (4) Guests. Voting commissioners and minister members will be given a blue neck wallet. The blue neck wallets are to be returned in collection bins at the conclusion of the meeting. Visitors will be asked to fill out registration cards and will receive stickon name tags. Boxed sandwich lunches will be available for persons making advance reservations. Cost is $9, payable at the door. No money will be accepted prior to event. Reservations are due by Monday, October 9, 2017 at 1:00 PM and can be made online at Childcare will be offered with advance notice. 6 Presbytery of Coastal Carolina Stated Clerk s Report October 14, Minutes of the Presbytery Information 2016 Minutes have been approved by the Synod of the Mid-Atlantic Minutes of March 25, 2017, were approved by the Mission Cabinet on May 8, Minutes of Central Gathering June 3, 2017, East Gathering June 10, 2017 and West Gathering June 10, 2017 were each approved by their appropriate bodies. 2. Communion Authorizations - Information The Mission Cabinet has authorized the administration of the Lord s Supper at Middle School and High School retreats and a pastoral retreats led by members of this presbytery in accordance with the Manual of Operations, Summary of Congregations Seeking Dismissal to Another Reformed Body Dismissed Discerning Future Decided Not To Request Bensalem (EPC) Antioch Jacksonville Chadbourn Bethel (EPC) Cypress Clarkton Calabash (ECO) Galatia Flat Branch (ECO) Priest Hill Have ACs Working Oak Island (EPC) Stanford Bowden Pineland (EPC) Wayside (EPC) Faison Memorial (Clinton) Harmony Holly Grove 4. Ruling of Permanent Judicial Commission in the Case of 2017-A (Ronald E. Stoker) The Book of Order (D ) requires that the stated clerk read the decision of the PJC to the presbytery at its next stated or adjourned meeting or at a meeting called for this purpose. (Pages 8-11) for the text of the PJC s ruling and the related guilty plea. 5. Amendment of Presbytery s Manual of Operations. We have discovered that our Manual of Operations does not specify which part of the presbytery is authorized to dissolve a pastoral relationship if the dissolution is contested. The Commission on Ministry acts to dissolve pastoral relationships on behalf of the presbytery when both the pastor and congregation concur. The Commission on Ministry is bringing a recommendation that either the full Presbytery or the appropriate Missional Community be authorized to act to dissolve a pastoral relationship where one or both of the parties does not concur. This is coming today after having been sent to the sessions and minister members of the presbytery six (6) weeks before the presbytery meeting in accordance with the amendment process of the Manual. 6. Commissioner s Resolution. Rev. Bill Goodnight has consulted with a number of colleagues and is presenting a resolution on immigration reform and particularly the issue of Deferred Action on Childhood Arrivals (DACA). I propose that we consider this resolution during the Mission Cabinet report. (Page 40) Page 6 of 64

15 Report to Presbytery of Coastal Carolina Committee on Representation October 14, 2017 A Brief History During reunion discussions in the late 70s and early 80s between the PCUS and UPCUSA there were concerns expressed that in the Southeastern region of the UPCUSA there were small racial ethnic congregations whose members had grown up in predominately segregated environments, lived in cities and towns with little or no minority government representation, and the Northern church had provided financial support to these churches. As a result, racial ethnic churches often found that they could not pay the required fulltime ministry staff at the required minimum compensation package. This in turn resulted in a leadership void that has resulted in fewer churches being actively involved in the life of the Presbytery. The State of Diversity in the Presbytery This is only partly responsible for the difficulty for the nomination committee has had, in some cases, in fulfilling the diversity requirements. Other barriers to that end include, but are not limited to, the day and time of committee meetings, distance to travel and the associated expense, childcare and eldercare concerns, and lack of knowledge of the workings of Presbytery committees. The remedies may lie in the use of technology to communicate and educate our congregations. The use of , conference calls, and video conferences are but a few suggestions of means to transact the business of the various functions and make serving less time consuming and cost prohibitive. The committee interviewed Inquirer Chris Taylor (Brownson Memorial Presbyterian Church, Southern Pines; Pittsburgh Theological Seminary) who had applied to be a Candidate for Ordination. The CPM unanimously recommends to the full presbytery that Chris be examined and enrolled as a Candidate for Ordination as a Minister of Word and Sacrament at the October 14, 2017 presbytery meeting. 20 Friends of Camp Kirkwood, Inc. Report to Presbytery of Coastal Carolina First Presbyterian Church of Fayetteville October 14, 2017 On behalf of the board of directors of Friends of Camp Kirkwood, Inc. I thank the members of Presbytery of Coastal Carolina for allowing us to lease Camp Kirkwood and keep it operating as a Christian Camp & Conference Center. I also want to thank the YMCA for being our Partner in the operation of Camp Kirkwood. Since January 1 st, 2010 we have contracted with the Wilmington Family YMCA, now The YMCA of Southeastern North Carolina, to operate Camp Kirkwood as our partner. We are in our 8 th contract year with the YMCA. They are responsible for the full operation of Camp Kirkwood. They employ all employees, own all vehicles and are responsible for all of the property, auto and liability insurance. Our responsibility is to offer a week of Bible School for area Presbyterian Churches and to maintain and provide improvements and facilities to promote Camp Kirkwood. Greg and Sandy Miller headed up a large group of area Presbyterians who have planned our Kirkwood Creation VBS Camp for the last three years. It has been a major success with well over 125 kids and many volunteers this past June. We have a group of six individuals from St Andrews Covenant Presbyterian Church who have agreed to keep the premises mowed. This keeps the cost of mowing out of the budget. There have also been many individuals and groups over the last 10 years who have rolled their sleeves up and made financial donations to help improve Camp Kirkwood. Luke Dooley has been our Camp Director for the last two years and has done a wonderful job of filling Kirkwood up with kids, boy scouts, girl scouts, families and other groups. I am very pleased to say that several Presbyterian Ministers have agreed to serve as Camp Chaplains during Summer Camp. Over the last several years many improvements have been made at Camp Kirkwood. Our previous Camp Manager, Rev. John Belden served for three years at Kirkwood and during that period of time, with the help of approximately 30 of our Presbyterian churches, individuals who love Kirkwood and a group called Coastal Serenity, many improvements were made. The following have been built and added: Swing By Choice Odyssey High Ropes Course with a Zip Line across the lake. 21 New Bunks and Mattresses for each of our 8 nice cabins Six of the cabins have been painted and remodeled inside New Benches in the Vesper Dell Refurbished the outside of all of our buildings to include: the Dining Hall the Unit Lodge and the 8 Cabins by Coastal Serenity Group (a group of skilled workers who have been coming to Camp Kirkwood for over 30 years and love the camp and consider it their own) They have asked us for nothing in return for their efforts. They were the primary workers in the construction of the new benches in the vesper dell along with some help from Presbyterian men. Our deceased friend and Elder in the Wallace Presbyterian Church, Philip Longest, brought his construction crew to Camp Kirkwood and installed the benches at no cost to us. Philip and Georgia s daughter, Mary Laine Rouse, serves on the YMCA Kirkwood Operation Committee. This YMCA committee is chaired by Elder Greg Miller, one of the pillars of Friends of Camp Kirkwood along with his wife Sandy, who serves as our Treasurer. They are both CPAs with Miller & Company. New Kitchen equipment furnished by Elder Jane Cherry of Winter Park Presbyterian Church Jane Cherry and Greg Miller s mother, Hilda Miller of the Mt Zion Presbyterian Church, have worked hours to improve our 59 year old kitchen. Improvements of Pool pumps and filtration equipment have been installed. New Bridges on the trails around the lake built by Eagle Scouts We are in the process of trying to transport and erect a 60 Climbing Wall that was purchased at a great deal for $2,500. That thing is really big. So far, we have not found anyone with a pickup truck large enough to carry it. We have invited the Girl Scouts to consider Camp Kirkwood their home since their Camp Pretty Pond was sold a couple of years back. The Girl Scouts are in the process of erecting an amphitheater on the far side of the dam. We have also had the services of Charles and Chris Boney of LS3P Associates LTD (formerly Boney Architects who drew the original plans for Camp Kirkwood back in the late 1950s). Chris and Charles helped us plan where to place certain activity centers like the Odyssey High Ropes Course and drew a plan for the future expansion of Camp Kirkwood. Many thanks to Rev. 23 The Presbytery of Coastal Carolina Finance and Property Report to Presbytery October 14, 2017 As of 8/31/2017, there was a budget deficit of $62,631. $420,082 of $720,000 Budgeted Shared Mission has been received, and $125,490 of $204,586 Budgeted Per Capita has been received. Please check to see if your church is paying, or has paid, its 2018 Shared Mission, (pages 33-37) which funds all the activities of the Presbytery, and Per Capita, 100% of which is remitted to GA and Synod. Without your support, we cannot continue the programming which Presbytery approved in the 2017 and 2018 budgets. Just as your church depends upon member support, the Presbytery depends upon church benevolent support, as stated in the Book of Order. We thank those churches who very generously support Presbytery and hope all of you will choose to do so also. Remember that all the PCUSA churches are non-profits, falling under the 501 c 3 umbrella of the PCUSA; therefore, churches do not have to pay taxes and many member contributions are taxdeductible under this IRS status. Note: PCC has received an Unqualified Financial Audit Report for (page 32) Action Items: Request approval of the following: 1. Maintain Volunteer mileage reimbursement at 30 cents/mi for The IRS charitable rate is 14 cents/mile. 2. Endorsement and Guarantee of the Southport Presbyterian Church loan obligation in the amount of $1,498,000 for construction of a new ministries building. (pages 25-31) Presbytery/Church Property: Permission to look into transferring deeds or selling the following properties: (All recommendations to transfer any deeds will come before Presbytery at a later date for approval except for the land previously purchased for The Bridge s new church building. Emmanuel (Southern Pines) deed has to be clarified first. Brown Marsh (Bladen County) approve transferring the title to a 501c3 group that will maintain property. A group currently keeps it up and holds an annual gathering on the grounds. Faith (Aberdeen) Approve transfer of property to The Bridge PC land is currently deeded to the Presbytery but was purchased for a future building site for The Bridge PC. Grant approval for Grace PC in Beaufort, NC to sell 5 acres of land behind the church and educational building to a developer for $50,000. Grace PC was unable to take the Chapter VIII exemption and must have permission of Presbytery to sell the land, and the sale has been approved by both their session and congregation. Page 23 of 64

Recommend to Presbytery that funds for the 2018 Thompson s Shared Transformation contract, $62,000, come from designated Campbellton-Friendship funds, as mandated by Cabinet at its May 8, 2017 meeting and approved at its August 31, 2017 meeting. Approximately $20,000 will remain in the Campbellton-Friendship Fund after Any fees collected will help offset the expenses of the Presbytery and replenish the Campbellton- Friendship Fund. 4. Permission for Finance and Property to act on behalf of Presbytery to grant $50,000 loan to a PCC church for the purchase of a new organ, pending receipt of proper documentation from the session and congregation. Approved at the August 31, 2017 meeting of Mission Cabinet. PCC will remit full per capita for 2017 to GA and Synod and not limit it to the amount collected. Only 61% collected as of 8/31/2017. The Presbytery is responsible for Per Capita even if churches do remit any to Presbytery so mission/programming funds will be used to offset the deficit. Youth Ministry Associate: The Mission Cabinet received a report concerning the job performance of Youth Ministry Associate, Erin Wehrmeister, and agreed that her position as a staff member be permanent. Approved at the July 31, 2017 meeting of F/P. 1. From the Opportunity Fund: A Central PC s request for $1,000 for roof replacement B. St. Pauls Hispanic Mission s request for up to $1,000 to cover the vandalism loss of their riding lawn mower, chain saw, and weedeater from a locked building this is in addition to $ from the insurance claim received for the theft. 2. Request Fuente de Agua Viva increase reimbursement for pastoral services for Eduardo Moreno to Presbytery in 2018 as will fit into their budget. They currently pay $500/mo. 3. Invest all PCC scholarship funds in New Covenant funds. 4. Additional $800 from the Opportunity Fund for the Mexican Partnership to help defray expense of renting van to come to the Presbytery this year. 5. Reimbursing First Sanford $4, for salary and benefits paid for pastor s salary and benefits from to Approved medical insurance premium increase for staff for 2018, around $4,000 - $5,000, per the new Board of Pensions rates. 7. 38 Note from the Associate for Youth Ministry The past few months have proven to be a busy and a blessed time with the youth of our Presbytery a time filled with packed vehicles, new friendships & experiences, great small groups, amazing keynotes and worship services. In July, I had the honor and privilege to spend time with our presbytery youth AND around 500 teenagers at Montreat Youth Conference. The theme this year was A Missing Peace and thanks to the support from our Presbytery, our group of 23 youth and 6 adults took time in one of the loveliest places to consider How do you find God s peace? We explored practices and places that help us find peace and took a serious look at how each of us, and our home churches extend grace and hospitality and how we can improve those practices. We learned that there is a difference between being bold and being reckless and talked about the injustice and suffering in the world and what we, even as youth, can do to create change. Our nightly benediction from keynote is something we all took forward: Love One Another. It s just that easy. And it s just that hard. [Montreat Youth Conference 2018 will be: Sunday, July 29- Saturday, August 4] Our young ladies participated in a VERY special slumber party in conjunction with the Presbytery Women s Fall Gathering. Young ladies and adults from six different congregations gathered and spent time exploring this year s theme, Better Together, through games, scripture, and even some dancing around. The following day, the entire group spread out to participate in the wide-range of workshops offered: everything from social justice to mission projects, liturgical dance and personal safety. Our young men also had an awesome Overcome retreat in a unique location a recreated Afghan Village, typically used for military training. Our youth learned various survival skills, played a massive game of glow-inthe-dark capture the flag AND enjoyed a great meal provided by the Presbyterian Men of First Presbyterian Church of Fayetteville. Rev. Evan Harrison brought the word around the bonfire and our young men learned about finding the calm within themselves to overcome anything. At the close of the event, our young men built and donated two wooden benches to the training center, on behalf of the Presbytery of Coastal Carolina. I share these stories with all of you to help shed light on the wonderful things our youth are doing and learning in the name of Jesus Christ and to say Thank You on their behalf for your support, prayers, and love. Without our Presbytery s love and support we would not be able to experience these wonderful things and to come back and share the Good News with all of you and other youth. My hope is that hearing these stories will encourage your churches to attend the Presbytery Youth Events that are planned by our Youth Council to help bring our youth together. Whereas this protection has recently been rescinded, 14. Whereas our President has encouraged congress to act quickly to pass into law legislation that would legally protect and clarify the future of these young people, and has furthermore rhetorically asked: Does anybody really want to throw out good, educated and accomplished young people who have jobs, some serving in the military? Really!... and 15. Whereas these Dreamers have added to the economy and prosperity of our nation, by working and paying taxes, 16. Be it therefore resolved that the Presbytery of Coastal Carolina does hereby request and encourage the members of the United States Congress and Senate to act quickly and cooperatively in a bipartisan manner to pass legislation that will protect these Dreamers from deportation and to offer them an expedient and affordable path to citizenship. 17. Our team has grown in unity, harmony, and purpose, as we develop programs and events to further the kingdom of God in our little corner of the world. We are experiencing how the gathering spirit of the East Community builds enthusiasm and commitment to our presbytery, the Presbyterian Church (USA) and to Jesus Christ, our Lord. East Community Gathering, June 2017: On June 10 we held an East Community Gathering and Presbytery Meeting attended by 124 people (39 Ministers and CREs, 2 Commission Chairs, 43 Elders, and 42 visitors). We are grateful to the Reverend Bill Young and the congregation of Sneads Ferry for gracious hospitality. The theme was Celebrating Community Building Bridges! We enjoyed singing, worship and fellowship, conducted business of the presbytery, and were honored to welcome the Reverend Jan Edmiston, Co-Moderator of the PC(USA) as our speaker and preacher. We collected loads of supplies for the Children s Health Alliance and received an offering of $1103 for Hurricane Matthew relief. East Community Gathering, November 2017: This fall we offer an opportunity of fellowship, worship, and education for adult and youth leaders. The event is November 4, 2017 at Camp Kirkwood. The theme is Refresh, Renew, Redeem: the Next 500 Years, acknowledging our Reformation tradition while looking forward to its future. A resource packet for new church officers will be produced and distributed. The day includes two 1-hour workshops for new officers and other church leaders and (led by Rev. Tim Havlicek, 1 st Presbyterian Church, Morehead City), a 1-hour workshop for adult and student youth leaders (led by Erin Wehrmeister, Associate for Youth Ministries), and a 1-hour hands-on workshop of liturgical art and music (led by Ginger Hedblom, Liturgical Artist, and Laurie Russ, Director of Music, Southport Presbyterian Church). The art and music will be used during our culminating worship service. We also look forward to lunch together and free time to enjoy Camp Kirkwood. Mission Budget: Reviewing our budget, the Steering Team has allocated $3,000 for community mission projects. Churches are invited to apply for these grants, which will be awarded in November. We provided $300 support for the East Community pastor retreat. The remaining mission funds, including support for the Community Counseling Center (formerly Presbyterian Counseling Center) and Camp Kirkwood, will be distributed in the fall. Mission Trip We plan a youth mission trip to West Virginia, June 17-23, coordinated by Rev. Hank Bellomy. Sessional Records Review of session minutes are efficiently coordinated by Matlynn Yeoman. East Community Pastor Retreat We are deeply grateful to Nancy Gladden for coordinating this event for mental, physical, and spiritual renewal each summer. The retreat is Aug , at Trinity Center, Salter Path NC, with a theme of stewardship. As the chairperson, I want to use this opportunity to express to the Mission Cabinet appreciation for the dedication of the East Steering Team members. They are faithful servant leaders, each of whom brings particular experience and gifts that benefit the whole Church. 46 West Community of Presbytery ~ Report to Presbytery Report on Summer West Community Gathering The West Missional Community Gathered at Bethesda Pres. in Aberdeen in June 2017 hosting Rev. Duane Hix as Keynote speaker on the importance of conducting a Mission Study in the life of every congregation, not just those seeking a pastor. In breakout groups, everyone looked at reversing the arrow of our internal programs to be outwardly focused to the community. Edna Ann Loftus was installed as the Facilitator with Bill Ingle as Vice- Facilitator. Reports were heard from the $1,000 grants that were issued in 2016 (Gospel in the Park, Renovations at Monroe, Pastors Retreat, Fund Raiser for Harnett Food Pantry). We welcomed Maggie Beamguard to West End PC. The day ended in worship with communion served. Mission Initiatives Churches may apply for one of four $1000 Grants to fund cooperative ministry in one of the core focus areas: Christian Formation ~ Congregational Vitality ~ Shared Mission. A group of congregations in the West Community can come together to carry out an activity, project, event, or mission, if so, then the West Community may provide a grant of $1,000 to help the idea come to life. NOTE: By allocating Additional Funds to Effective Salary items, premiums for BOP and SECA may increase. Take those increases into account when allocating the additional funds. Changes may also impact the minister s tax burden. 6 Work schedule: Since a minister s actual schedule is unpredictable, work hours often vary week to week. Even on days off, the minister is usually still on call. Therefore, the Session and the minister must exercise flexibility, balancing work and rest to avoid pastoral burnout. Page 50 of 64

51 Temporary Members as Moderators Situation We have 21 congregations that have pastors of other denominations serving them who are not able to moderate the session or congregational meetings. Of those maybe a dozen could be considered to moderate with some training/support from the presbytery. At least two of these pastors are members of formula of agreement denominations who could be installed as the pastor of a church, but are not (under the 1992 GA ruling i ) able to moderate the session. Book of Order Statements There are two sections of the Book of Order that apply to this situation: 1. G Officers The pastor of a congregation shall be the moderator of the session of that congregation. In congregations where there are co-pastors, they shall both be considered moderators and have provisions for designating who presides at a particular meeting. If it is impractical for the pastor to moderate, he or she shall invite another minister of the Word and Sacrament who is a member of the presbytery or a person authorized by the presbytery to serve as moderator. If there is no installed pastor, or if the installed pastor is unable to invite another moderator, the presbytery shall make provision for a moderator. 2. G Temporary Membership as a Minister of the Word and Sacrament A presbytery may enroll a minister of another Christian church who is serving temporarily in a validated ministry in this church, or in an installed relationship under the provisions of the Formula of Agreement (Book of Order, Appendix B; G ), when the minister has satisfied the requirements of preparation for such service established by the presbytery s own rule. Both of these paragraphs provide for considerable discretion on the part of the presbytery as to whom to allow to serve as a temporary member of the presbytery and who may moderate a session meeting another minister... who is a member of the presbytery or a persons authorized by the presbytery to serve as moderator. This last phrase suggests that another person who is not a ministers who is a member of the presbytery can be authorized to moderate by action of the presbytery. Recommendation That the Presbytery petition the General Assembly to reconsider the 1992 ruling that prohibits non-pc(usa) minister from moderating sessions in those cases where the presbytery has accepted these pastors who have satisfied the requirement of preparation... as established by the presbytery s own rule as temporary members. If this recommendation is adopted the Commission on Ministry will appoint a team to work with our Stated Clerk to develop the arguments to present to the Stated Clerk of the General Assembly. i J. Request Regarding Whether the Presbytery May Appoint a Minister Who Is Not a Member of the PC(USA) to Regularly Moderate a Session While Serving as Interim Pastor--From the Office of the General Assembly (Minutes, 1992, Part I, p. 327) Page 51 of 64

52 [GA approved recommendation, pages 74, 127.] Request comes from the Office of the General Assembly. It originated from a pastor in the Presbytery of Cayuga-Syracuse, and asks "May the presbytery appoint a minister who is not a member of the Presbyterian Church (U.S.A.) to regularly moderate a session while serving as interim pastor?" (see the Appendix [21.276] to this report for the text of this request.) It would appear that there is no express prohibition to a presbytery naming whomever it chooses to moderate a session. However, there are other considerations than just the silence of the Constitution The request asks why ministers of other denominations should not be permitted to moderate sessions, either in an emergency or when the congregation is being served by an interim pastor of another denomination? The answer lies in the function of the moderator of a session, which is more than simply to conduct the meeting according to standards of parliamentary procedure The function of the moderator is to be the presence of presbytery and/or the Presbyterian Church (U.S.A.) in that governing body. It is to ensure that the session continues to be a governing body according to the Book of Order, G , which states The Presbyterian Church (U.S.A.) shall be governed by representative bodies composed of presbyters, both elders and ministers of the Word and Sacrament. These governing bodies shall be called session[,] presbytery[,] synod[,] General Assembly Therefore, the church trains its clergy in the polity of the Presbyterian Church (U.S.A.) so that they are equipped to define and interpret the Constitution in any setting where decisions are made relative to the denomination. Sessions must make decisions that are constitutional. Presbyterian Church (U.S.A.) ministers who give bad advice can be held accountable. Non-Presbyterian Church (U.S.A.) ministers cannot be so held The Book of Order defines a governing body (G ) as consisting of "presbyters, both elders and ministers of the Word and Sacrament." In the "Principles of Presbyterian Government" (Book of Order, G ) it is stated: "The particular churches of the Presbyterian Church (U.S.A.) wherever they are, taken collectively, constitute one Church" (G a). "This Church shall be governed by presbyters ( elders and ministers of the Word and Sacrament);" (G b). "These presbyters shall come together in governing bodies (traditionally called judicatories or courts) in regular gradation; " (G c) Thus, a basic quality of our polity is that a governing body consists of elders and ministers of the Word and Sacrament making decisions together. To permit ministers who are not members of the Presbyterian Church (U.S.A.) to moderate sessions would jeopardize this fundamental principle of Presbyterian polity. Page 52 of 64
