Horner Reasons Your Prayers Are Not Answered Here are some of the reasons we have not experienced answers to our prayers: A. Unconfessed sin (including secret sin). We must deal with sin...ours and the sins of others (including our nation); B. Motives of our heart are Impure. James 4:3 1 tells us that we are asking amiss so that we could consume it on our own lusts. C. We have issues in our bloodline that need to be overcome. We will discuss this when working through Isaiah 43:27 2. D. Men, you may have sinned against your wife (I Peter 3:7 3 ). E. We may have wrong beliefs or misalignments (John 8:32 4 ). F. We have regarded iniquity in our heart (Psalm 66:18 5 ) G. We harbor unforgiveness (Matthew 6: ). H. We have idols in our lives (Psalm 24:4 7 ). I. Broken covenants (Leviticus 26:14-15) J. Innocent bloodshed (Deuteronomy 19:10) 1 James 4:3 You ask and do not receive, because you ask amiss, that you may spend it on your pleasures. 2 Isaiah 43:27 Your first father sinned, And your mediators have transgressed against Me. 3 1 Peter 3:7 Husbands, likewise, dwell with them with understanding, giving honor to the wife, as to the weaker vessel, and as being heirs together of the grace of life, that your prayers may not be hindered. 4 John 8:32 And you shall know the truth, and the truth shall make you free." 5 Psalm 66:18 If I regard iniquity in my heart, The Lord will not hear. 6 Matthew 6:14-15 For if you forgive men their trespasses, your heavenly Father will also forgive you. 15 But if you do not forgive men their trespasses, neither will your Father forgive your trespasses. 7 Psalm 24:3-4 Who may ascend into the hill of the LORD? Or who may stand in His holy place? 4 He who has clean hands and a pure heart, Who has not lifted up his soul to an idol, Nor sworn deceitfully.

2 K. Refusal to tithe (Malachi 3:9-10) - Although some believe that the tithe was done away with at the institution of the new covenant, I do not believe the whole of scripture bears that out. Rather than discuss this in any depth, let me recommend a teaching series by Pastor Robert Morris of Gateway Church in the Dallas/Fort Worth Metroplex entitled The Blessed Life 8 It is a very reasoned approach to the subject. At times when in the courts on behalf of another believer, the accusation came forth that they had been withholding the tithe. That can create a situation where your hands are tied to help them any further. Until that sin was repented of and rectified, no further progress could be made. May we deal with the things in our lives that impact our prayer life. Other reasons may exist for unanswered prayers, but this will give you some food for thought. I will discuss in more details some of the reasons listed above as we continue. I wish to remind you that this book is not a reflection on the other paradigms of prayer. It is an introduction of a new wineskin. One we need to embrace while valuing the old wineskins. Each has its place. Each has value, but why use a handsaw to fell a tree, when you may have a chainsaw available? In this book, you will learn about this paradigm and how to apply the principles relating to it. First, let me lay the groundwork for it. 8 Also a book by the same name is available on Amazon and other retailers by Robert Morris and James Robison.

3 Chapter 13: The Protocol of the Mercy Court When teaching the Mercy Court Seminar, I teach extensively on protocol. Merriam- Webster s Dictionary defines protocol as: a system of rules that explain the correct conduct and procedures to be followed in formal situations 9 Protocols are the ways we are to conduct ourselves. In Matthew 5 Jesus taught extensively on the protocol for various actions. Beginning at verse 23: Bringing a Gift Therefore if you bring your gift to the altar, and there remember that your brother has something against you, 24 leave your gift there before the altar and go your way. First, be reconciled to your brother, and then come and offer your gift. (Matthew 5:23-24) Action: Bringing a gift to the altar. Protocol: Reflect to see if your brother has something against you. If so, go and be reconciled to your brother and then bring the gift. Going to Court 25 Agree with your adversary quickly, while you are on the way with him, lest your adversary delivers you to the judge, the judge hand you over to the officer, and you be thrown into prison. 26 Assuredly, I say to you; you will by no means get out of there till you have paid the last penny. 4 Result: If you don t follow the instruction, you may be thrown into prison. Jesus later discusses anger, lust, divorce, oaths, retaliation and loving your enemies. In Matthew 6, he explains the protocol for charitable deeds, prayer, and fasting. About charitable acts, he instructs us not to let everyone know what you are doing. With the subject of prayer, he modeled the Son to Father protocol of prayer. Finally, he discusses fasting. Each of the protocols kept the focus off of the individual and on to the proper response before God. Courtroom Protocol Protocols are also involved in the way we are to conduct ourselves in the courtroom. In a natural court, you dress a certain way. In the spirit, we come in the robes of righteousness. You don t go in dressed for war. Instead, you dress for the courtroom. In a natural court, you would be required to check your weapons at the door. You speak respectfully to the Judge. Although He is our Father, he is still the Judge of the Universe. When I look at the different positions within the Mercy Court several things stand out: 1) Only one judge is present. We don t have multiple judges in this court. You are not the judge, nor are you the jury. You indeed are not the executioner. 2) The Judge does not need your help to do His job. Let Him do the judging while you do the repenting. 3) If you are the defendant, act like the defendant. Speak respectfully and as necessary. 4) Always be open to repent should Holy Spirit indicate to you that something needs to be dealt with. 5) Come in with humility of heart. A haughty spirit will not help you in this Court. 6) Present your case respectably. Do your homework before you enter the courtroom. Do your best. Most likely you will not know everything you would like to know before going into the courtroom. Go in exercising your faith. Expect God to render a verdict on your behalf or on behalf of the one(s) you are going to court for. Note You are not in this court to making declarations, but to get accusations dealt with. Declarations are okay to make outside of court. They are not appropriate within the confines of the court. If you were in a court case and in the courtroom and you were to rise

5 up and begin declaring things. What do you suppose would happen? It is likely you would be stopped and found guilty of contempt of court. You may receive mandates authorizing a decree from a court. That authorization empowers the declaration once you leave the courtroom. You have the legal paperwork in place to permit the declaration. Obtaining a Divorce Sometimes you need a divorce from a situation or issue that is causing you trouble. Requesting a divorce will create a legal separation between you and whatever it is. Later, should the enemy attempt to harass you again, recall the paperwork and inform him you have been divorced from that. You are no longer married to that issue; it no longer has legal grounds to harass you. The Praying Medic put it this way: If for example, you re being harassed by a particular spirit, such as a familiar spirit, you may want to ask the Judge for a Decree of Divorce. Such a decree makes it illegal for that spirit to come near or harass you. 10 Let us suppose you suffer with Parkinson s Disease. Ask for a divorce from Parkinson s Disease. If cancer ask for a divorce from cancer; whatever the condition or situation is ask for a divorce from it. If you have a situation involving contracts (such as the sale of a property). Ask that the parameters of the agreement be included in the verdict of your case. At times the determination may consist of the details of how the contract should be structured. Suppose you are involved in legal proceedings in the natural. You can request that the outcome of your case be specified in the verdict rendered. 11 The more we explore the Courts of Heaven, the more we discover about how to function in these courts. Erasure from the Books You want to include a request for deletion of any record for which you have been pronounced not guilty. That is a procedure done within the confines of the court by an angel (or angels). Often people have a sense of (or see) the words dissolving from a page or scroll. 6 the west. It would seem reasonable that any record of those things would be erased. He tells us that our sins are blotted out, so why not the record of them? You can request that they also be removed from any record Hell might have of them. Once, a friend made a removal request in the Courts, but noticed later that these items were still causing problems. He sought the answer and discovered the answer. Although the instruction had been given to delete the records, they were not deleted. He requested an angelic escort to enter the records room, and he supervised the removal of those records from the books of Hell. Once that occurred the particular harassment ceased. That was rare exception of the records not being erased, but he found the solution and the angels assisted him in taking care of it. Whenever demons do not follow instructions such as that, they would be found in contempt of court. Just as someone on earth would be. They disobeyed a court-ordered instruction. For that disobedience, those demons can be banished to the dry places not an outcome they desire. Remember these are part of your array of tools when dealing with your adversary.

7 Chapter 14: The Mercy Court QuickGuide Having taught dozens of seminars on the Mercy Court, it was essential that people be able to put in practice what I was teaching. Over the course of time, I have refined this QuickGuide to do just that. I have templates available in Word.docx format that can be downloaded so you can fill in the blank, so to speak. It has never been my intent that these QuickGuides become mechanical. When using them, we must be flexible and listen to the Father, Jesus, Holy Spirit, as well as any others who may speak. As you follow along with this QuickGuide, you will get a feel for the typical procedure. I have used this QuickGuide hundreds of times and have seen lives changed. While going through the QuickGuide, you may realize that you need more information. All you have to do is ask the court for a recess. It is like the Pause button on your DVD player. It pauses everything until you are able to return to the case. At which point, you will just resume the trial. The fact that we are able to come back to the court was something the widow woman in Luke 18 understood. She was intent on returning as often as necessary. Using the pause in the Mercy Court seems to suspend whatever is going on. The enemy is restricted from doing further damage and must wait until the Court is back in session. Let me reiterate. The QuickGuide is to help you along. It is not to become a formal, mechanical approach to dealing with accusations. If your heart is not right when you go into the Mercy Court, do not expect to have positive results. Our Father, the Just Judge, wants to see lives restored. He has unveiled this new tool so we can become more efficient in working with Him to bring people to freedom.

8 Mercy Court QuickGuide [This QuickGuide follows the Mercy Court Process Chart available from [You or the party for whom you are going to Court is the Defendant.] DEFENDANT: Father God, our Just Judge, I ask to enter the Courts of Heaven today. I ask that Jesus Christ open all books on my behalf during this court session. May all records be reviewed and judged, and Court rulings manifested on earth. I address this Court through the blood of Jesus and in the righteousness of Jesus. I ask through Jesus, my Advocate that all Court parties be present. Included are the accuser of the brethren, the great cloud of witnesses that have testimony on my behalf, and the angelic hosts working for the Just Judge to enact His judgments, and the Seven Spirits of God and all other pertinent parties. Presentation of Accusations DEFENDANT: Today, I bring to Your Honor, through my Mediator, Jesus Christ, the following list of charges made against (me/defendant) by myself, others, and the workers of darkness. [Present each accusation individually if possible.] DEFENDANT: Your Honor, I present the accusation that. COURT: How do you plead? DEFENDANT: I plead guilty, your honor and according to Matthew 5:25-26, I agree with my adversary, and I confess this as sin. I repent of this sin and ask that the blood of Jesus be applied to this sin and all the ramifications of it, in Jesus name. I ask forgiveness for any action or reaction on my part that caused this accusation to be made by ( me/others ), and I ask that it and all ramifications of it be cleansed by the blood of Jesus. On the basis of John 20:23, I choose to forgive _(name of parties making the accusation) for their judgments against me, and I ask Our Father, the Just Judge, to forgive them. I choose to forgive (the Defendant if not yourself) of their sin in this matter and ask you to forgive it as well, Your Honor.

9 [Repeat this process for each accusation.] Your Honor, I wish to repent for those things I have spoken against (me/the Defendant)_ and ask your forgiveness of these words spoken, in Jesus name. I ask that the blood of Jesus is applied to this sin and that it would be entirely erased from existence. Calling of Witnesses DEFENDANT: Your Honor, we would request that those who have testimony in _(my/the Defendants )_ behalf, be called to testify at this time. [At this point, have the seers with you to begin to listen and see who has presented themselves. Have them give their testimony. The Great Cloud of Witnesses may step up and provide further support of your faith in Jesus and walk with God. The Holy Spirit may even call forth a saint who is interceding on your behalf. You may even call Jesus to testify on your behalf.] Submission of Testimony DEFENDANT: Your Honor, at this time I would like to present the following promises from the Word of God concerning this Defendant: [Recite particular pertinent promises from the Word of God at this time.] DEFENDANT: Your Honor, I would also like to present the following as testimony in (the Defendants ) behalf. [Recite/read prophetic words given concerning the Defendant.] Closing Statement DEFENDANT: Your Honor, we would request of the court the following: [In the closing statement provide your suggested recourse if there has been an injustice made against you (financial, relationship, etc. to be restored, perpetrators to be saved, etc.).] DEFENDANT: I also ask the Courts regarding all accusations made against (the Defendant) by the accuser of the brethren to be stricken/purged from all records (Heaven and Hell, and with all reference to these accusations) that I have petitioned today in the blood of Jesus. [Once you have received the verdict, you may then exit the Mercy Court to the next step.] Closing Actions

10 [Enter the Court of Scribes] DEFENDANT: We request permission to enter the Court of Scribes. [Take a step into the Court of Scribes} I request a copy of the verdict just handed down in my case. [Receive the verdict from the court (perform the prophetic act of receiving the scroll or papers)] [Once you have received it, thank the court and exit to enter the Court of Angels.] DEFENDANT: I request permission to enter the Court of Angels. [Step by faith, into the Court of Angels with your scroll.] (See Chapter 16) DEFENDANT: I have scrolls just issued from the courts, and I request angelic assistance to take care of these items. [You will likely sense an angel or angels come forth (it may be one or many) and begin to take the scroll/papers from you. Once they are finished release them to go forth and take care of the verdict.] [Now thank the court and exit.] [You may rejoice now that your case has been heard and a decision rendered on your behalf. Some choose to take communion at this time.] Common Questions One of the most common questions I deal with is along these lines: Question: We ve gone to court, but I did something and interfered. Did that invalidate everything that was done in the courts? Answer: Let s illustrate the answer this way. Suppose someone were to go to trial, get convicted and sentenced to prison. While being transported to the prison, the deputy made a mistake, and the prisoner escaped. Would that invalidate what happened in the courts? No. The sheriff would go after the person, recapture them and take them to prison. It is similar when dealing with the Courts of Heaven. When the court renders a verdict, the verdict stays rendered. The toughest part for some of us is to stay out of the way and let God work in the situation. He will take care of it. The Court System of Heaven is not so fragile that our mistakes can invalidate something God did. It is not like we can do something and God and Jesus are sitting in Heaven with one of them saying, I didn t see

11 that coming? What are we going to do now? No. God is not undone by our mistakes. He is not that fragile, and neither is the Court System of Heaven.

15 Chapter 15: The Court of Scribes Now that you have your verdict, what do you do next? Once a decision is rendered, you need the resulting paperwork. The solution is simple. The Courts of Heaven has a Court of Scribes whose duty it is to record the verdicts given in the courts. They will make those papers available to you. (In the American court system we have a Clerk of Courts office performing similar functions.). As I enter I will say something like: I ask permission to enter the Court of Scribes today. You will likely have a sense that it OK to proceed. As you step into the Court of Scribes (often these papers will be in the form of scrolls). You just ask for a copy of the paperwork from your case to be given to you. I usually say something like this: I have come seeking the scroll(s) of the verdict just received in the Mercy Court (or whatever court you were in). Hold out your hands as if to receive this scroll or book. You may sense (or see) a scroll. It often takes the form of a scroll or a book. You can read it, but now that you have the paperwork you need to engage the next court. You need to get angels activated to carry out the instructions mandated in those scrolls. We will discuss that shortly, but first, let us examine the ways the verdicts manifest. As I mentioned they often take the shape of a scroll or a book. These books often look like the old books you would find in the Deed Vault of your local county courthouse. If in the shape of a scroll, understand that both terms: scrolls and books are often used in the Bible. Many times you will see something written or stamped on the outside of the scroll. I have words on various scrolls or books in that court: Cleansed, Healed, Free, Approved, Not Guilty, and more; any variety of words describing the contents of the scroll. At other times they manifest as sheets of paper. Often like the papers you would receive from the Clerk of Court's office. Sometimes you do not see but sense or perceive the paperwork in whatever form it happens to be in.

16 These papers include the directives of the court relating to your petition in the Mercy Court. It may be an order of the court releasing angels to minister to your children, or an order releasing funds for a particular situation, or authorizing certain things be done in your behalf. Any number of things can be in these papers. On many occasions, many scrolls were issued about a court case. The sense was as if someone loaded his or her arms with a stack of firewood. At times the person could feel the weight of the scrolls on their arms as they carried them. Yet, having the orders is one thing. Seeing the orders or instructions are carried out, is a different matter. For that, we are going to need angelic help, and with that, we will now proceed to the Court of Angels.

17 Chapter 16: The Court of Angels Upon receiving the paperwork from the Court of Scribes, it is now time to get the verdict enforced. This is where angelic help occurs. In Hebrews 1:14 we read: Are they [angels] not all ministering spirits sent forth to minister for those who will inherit salvation? (That s us!). The angels are ready and waiting to work on our behalf. As you go through this process, imagine yourself being in a place like I am describing. Imagine yourself handing out the papers or orders to the angels or having them take them from your hands. These prophetic acts create spiritual and natural realities. Do not despise these prophetic acts; they have great power and can do mighty things in your life. Once you have stepped out of the Court of Scribes, you step into the Court of Angels. The Courts of Heaven complex is like an enormous building with a broad hallway. Off to each side are the various courts. It is easy for us to imagine stepping out of one court and into another down the hall. Usually, I say something like this: I request permission to enter the Court of Angels this day. As we step in, you will often sense a lot of activity in the room. The angels are collecting papers/scrolls from others in the court. They are being dispatched to where ever they need to go. You will announce something like this: I have received a ruling from the Mercy Court (or whatever court was involved), and I need angels who will carry out these orders. Angels will step up to receive the orders (it may be one or two angels or a large number of angels. These angels will have all kinds of appearances and be of all sizes. Some look very warlike, others very normal. At that point, they will go forth to carry out the instructions that you received from the Court of Scribes. Once completed, you will notice that even though you gave away the scrolls, you still have a copy with you. Take this copy and fold it into your heart. I may say:

18 I receive this scroll into my heart right now. I imagine holding this scroll and pressing it to my chest. I am receiving the verdict granted by the Father in the court a short while ago. You will be able to recall what is in that paperwork at later times as you need to. You can rest assured that the Father has his angels working on your behalf. With our operations usually complete in this court we exit the court. You may express your thanks for access to the Courts of Heaven. Once verdicts are rendered from any of the other courts you will usually need to access the Court of Scribes. Then make your way to the Court of Angels following the same process described in the Mercy Court QuickGuide or the Process Chart (available from Remember to be thankful to our Heavenly Father for this tool given to us. We can access and enjoy the realms of Heaven.

19 Chapter 17: Conclusion As you exercise your faith and begin operating in the Courts of Heaven, you will find the promise of the Lord to respond speedily coming to pass in your life. By engaging the Courts of Heaven you have the opportunity to change your life, lives within your family, your church, city, state, and even your nation. Recent major events have been impacted due to actions of believers in the Courts of Heaven. Believers across the globe are awakening to the potential within this paradigm of prayer. Lives are being changed. Cities are being changed. Even the political landscape is being affected by courtroom prayer. As we become more well-versed in the operations of this court, we will see the command of Jesus to disciple nations coming to fulfillment. May we indeed, disciple the nations!
