1 1 2 11/14/10 Romans 13 We must live as living sacrifices by presenting our body unto God in order to be what God intends us to be and to give society a glimpse of God's transforming power. 1. It is to be foremost in the church through the diversity of it's members. 2. It is to be evident in the community of God's redeemed as they interface with one another in every day life. 3. It is to be carried out to the non-believe to provide an example of Christ. But one of the greatest witness the Christian bears before a godless world is the example of obedience and respect for authority such as federal, state and local authorities. 13:1-7 The call to submit to government. 13:1 The proclamation for all to submit the governing authorities. 1) The command is to every soul without exception to submit to the governing authorities. vs. 1a a) To submit hupotasso, means to line up under a superior, to carry out orders, it is a military word used for the wife and servants. b) This is despite the injustices Roman Christians had witnessed. 2) The principle is that God is that God is the only authority and all others are allowed to exist and are appointed by God. vs. 1b-c a) It means that there are many things that are, can and do seem unfair and unjust, yet God is in control. b) It means that God not only uses Christians for His purposes, but unbelievers such as Cyrus, Durius, Alexander the Great and many others through man s history. 13:2 The implications of resisting the authorities is explained. 1) The implications are in conclusion of what has been said therefore. vs. 2a 2) The person who resists actually resists God s ordinances. vs. 2a 3) The persons who resist will bring on themselves judicial sentences as lawbreakers. vs. 2b * 1Tim. 2:1-2; Tit. 3:1; 1Pet. 2: :3 The purpose of the rulers. 1) Rulers are not for instilling fear on those who do good works, but evil. vs. 3a-b
2 3 4 2) The way to avoid fearing the authorities is to do good. vs. 3c-d 3) They in doing so will be commended or rewarded by the authorities. vs. 3e * This is confirmed by Peter, but it does not means, as a rule, but rather at times. 1Pet. 3: :4 The high call of public servants. 1) They are God s ministers to us for good even though they may not know it. vs. 4a 1) The word minister diakonos, means a servant, literally to run errands or a waiter on tables. 2) The word is used for deacons. 1Tim. 3:8 2) Those who do evil should fear rulers for they have the authority regarding the sentence of death, the sword was a symbol of capital punishment. vs. 4b-d a) Capital punishment originated with God not man. Gen. 9:5-6 b) Capital punishment is necessary in order not to defile the land. Num. 35: ) They are God's instruments as avengers who execute wrath on those who practice evil. vs. 4e-f a) The office of the person is declared again to be the minister diakonos or servant of God, for the second time in the verse, though they are unbelievers. b) The word avenger ekdikos, means one exacting penalty or exhibited punishment by the word wrath orge, this being the 11th time it appears, one last in the next verse. Rom. 1:15; 2:5; 8, 3:5; 4:15 13:5 The practical application. 1) The believer submits in obedience so as not to incur wrath form the authorities. 2) The believer submits in obedience so as not to violate his conscience before God, having been re-calibrated by His word. Rom. 2:14-15; 2Cor. 4:2; 1Tim. 1:5; 4:2 13:6-7 The conscience of the believer causes him to render the due revenue to the authorities. 1) Taxes are paid for the same two reason, wrath and conscience, in verse 5. vs. 6a * Taxes included property, 1/10 of grain, 1/5 of wine and fruit and incometaxes. 2) They are God s ministers leitourgos, public servant of the state and are diligent to collect taxes. vs. 6b * The same word is used for the priest in the temple at Jerusalem.
3 5 6 3) The believer and none believer is to pay all their taxes. vs. 7 a) Taxes refers to land or home, etc. b) Customs to import and export taxes, bridge crossings, market and harbor entrances, owning of animals, carts, wagons etc. c) Fear was a healthy respect for the powers that be. d) Honor was respect and praise of the just service. 13:8-10 The call to love. 13:8 The believer is not to owe anyone anything except to love one another. 1) The command is in the present imperative, to not be constantly in debt. 2) The command is to not buy with the intent of not paying the debt. * It is not speaking against buying on credit, for a car and house need to be mortgaged! 3) The command is to not buy with the knowledge of not being able to pay the debt. 4) The command is not to be constantly in debt. 5) The principle is to live within your means and not above or beyond them. 6) The command is to love agape one another. a) This after the initial command of unhypocritical love of a pure intent. Rom. 12:9 b) James calls it the royal law of love. Ja. 2:8 7) God s agape love is the fulfilling of the law. Jn. 13:35; 1Cor :9 The principle comes from the law. 1) The commandments are from the second table of the law, regarding one s fellowman, but they are the outgrowth of man s relation to God, the first table. vs. 9a-f * Agape love will keep me from committing adultery, murder, stealing, bearing false witness, coveting. 2) Any other commandment is summed up in loving one s neighbor as ourselves. vs. 9g-j a) The law commanded this. Lev. 19:18 b) Jesus quoted the law as He was asked by a lawyer which was the greatest commandment, the first was to love God and the second was to love your neighbor as ourselves. Matt. 22:39 3) The principle is that we love ourselves always first by our fallen nature and if we love others, as ourselves we will
4 7 8 please God, not that we need to love ourselves first as some perversely teach. Gal. 5:13; 1Pet. 2: :10 The nature of God s love is to do good. 1) No harm to other, is the principle of agape love. Rom. 12:10; Col. 3:14; 1Jn. 4:7; ) Agape love is the fulfillment of the law. a) The law of Christ. Gal. 6:2 b) The royal law. Ja. 2:8 13:11-14 The call to love and purity. 13:11 The incentive for purity is the soon return of Jesus. 1) Knowing the time kairos, the season or strategic period of the age of grace. vs. 11a-b 2) The Christian is to awake our of sleep, implying a lethargic, complacent and mediocre life in Christ. vs. 11c * High time hora, means hour. 3) The reality is that our salvation is nearer than when we first believed due to our physical death and the Lord's return. vs. 11d 13:12 The conclusion is a sounding alarm to be ready. 1) The night is far spent and the day is at hand, meaning that the present age is coming to a close and the return of Christ is near. vs. 12a-b * At hand eggixo, means to draw near, approach. 1Pet. 4:7 2) The proper response is to cast off the works of darkness and put on the armor of light. vs. 12c-d a) The metaphor of light is throughout the scriptures. Mic. 6:8,;1Cor. 15:34; 2Cor. 6:14; Eph. 5:8; 14; Col. 1:12-13; 1Thess. 5:1-11 b) The word armor hoopla, is weapons and the command is to put on enduro, as a garment. Eph. 6:10-18 * Watchfulness is the emphasis. Lk. 21:36 13:13 The walk of the believer is to be decent. * Eight commands are given. 1) The command to walk paripateo, means to order one s behavior properly euschemonos, decently. vs. 13a 2) The sphere is in the day in contrast to the night. vs. 13b 3) Not in revelry komos, means a revel, carousal, a nocturnal and riotous procession of half drunken frolicsome fellows who after supper parade through the streets with torches and music in
5 9 10 honor of Bacchus or some other deity, and sing and play before houses of male and female friends; hence used generally of feasts and drinking parties that are protracted till late at night and indulge in revelry. vs. 13c 4) Not in drunkenness methe, means intoxication. vs. 13c 5) Not in luwdness koite, means a place for laying down, resting, sleeping in, a couch the marriage bed of adultery, cohabitation, indicating sexual immorality. vs. 13d 6) Not in lust aselgeia, means unbridled lust, excess, licentiousness, lasciviousness, wantonness, outrageousness, shamelessness and insolence. vs. 13d 7) Not in strife eris, means contention, wrangling and quarrels. vs. 13e 8) Not in envy zelos, means an excitement of mind of contentious rivalry, jealousy for what one does not have and desires to possess. vs. 13e a) Lust epithunia, a craving, passionate desire, context determines if it is good or bad. b) Provisions poieo, means forethought, provident care. 13:14 The preventative measure against all these sins. 1) Put on the Lord Jesus Christ. 2) Make no provisions for the flesh in order to fulfill it s lust.
