So, first of all I am feeling very nice to be with you people. Because you are as close to me as my family. So, therefore I am delighted to be here in the land of Manglore (Cheers). You see after going from Manglore, I studied all the movements and in particular Babasaheb Ambedkar. As you know that His literature is very enormous now. The Maharashtra Government has published his 22 volumes of writing and speeches. Apart from this there are Constituent Assembly Debates, apart from this, there are various documents of the committees of the Constitution. All most all 24 committees and sub-committees were there of the Constitution making, of which Babasaheb Ambedkar was around in 18 committees and He also worked for another 2 committees. So, all most all in 20 committees He worked. So, those records are also there. Then literature, his Journal, are there. Various biographies are there. It's a very enormous literature. Not in the sense that it will be weighed in tones but what is most significant is that, if you study Dr. Babasaheb Ambedkar in detail one thing is quite evident in it. And what is that thing that is evident is that Babasaheb Ambedkar, I always say, is the greatest revolutionary of the world. The Greatest Revolution of the world, it took place here in India. I am speaking about the revolution. It is often mistaken that the greatest revolution of the world took in Bahujan Vision Bulletin 1

2 Russia or China. It is not true. It is the misnomer that Marxism orchestrated the greatest revolution in Russia. Of course it has some contribution. I am not denying that. But I often say that the greatest revolution did not took place in China or Russia. Neither it took place in France or you see America, or you see other places like Britain. The greatest revolution of the world, it took place here in India. And the time period of that revolution is only 36 years. The greatest revolutionary of the world, the humanitarian revolutionary of the world who brought this revolution within 36 years is neither Marx nor Mao but He is Dr. Babasaheb Ambedkar (clappings). This is a very important fact that we all have to understand. And why I am putting this thesis? Why I am putting this thesis? Because, due to the fact, that you see in Europe; in Europe only class was the problem. The European society, the European society was only affected by class. There was only economic slavery in Europe. Some sort of racial slavery was there in America, some sort of cultural problem was there in China. When Mao spoke about cultural revolution in China. But the worst form of slavery prevailed in India. In the slavery of the caste system, the today's SC, ST, DT/NTs & OBC were not only physically or socially enslaved. Not only legally enslaved, not only religiously and culturally enslaved but they were also enslaved by the mind. So the caste system of India is the worst slavery system of the world. And therefore when Babasaheb Ambedkar prepared a paper to be read in the conference in Canada in Mount Tramblant in 1943 which has been published as "Mr. Gandhi and Emancipation of the Untouchables", in volume No. 9. Babasaheb Ambedkar put this thesis before the world. At that time there was a persecution of the Jews based on the race. And Hitler was persecuting the Jews. People were saying that the slavery that the Blacks have, the persecution of the Jews is the biggest slavery in the world. Babasaheb Ambedkar said, no; this is not the biggest slavery. The biggest slavery of the world is the slavery of caste and untouchability. That is the thesis of Babasaheb Ambedkar that He propounded in As we all know that Babasaheb Ambedkar while was studying in Columbia University in 1916, Dr. Ambedkar first gave the thesis and in that thesis "Caste in India", Babasaheb Ambedkar warned. What did he warn? He warned that when the caste Hindus are migrating outside India, the whole world will be facing the problem of caste. Merely in 36 years Babasaheb Ambedkar brought the Biggest Revolution of the World. Why is it so? What has happened in Britain? Out of the 10 lakhs Indians in Britain, there are almost all 5 lakhs Dalits. These 5 lakhs Dalits in Britain are facing the discrimination of caste. And this is the reason that the British Parliament had to pass an anti-discrimination, anti caste discrimination law in the Equalities Act, section 9(3). So, Babasaheb Ambedkar's prognosis, Babasaheb Ambedkar's thesis that caste is the problem of India, it is coming true. And what he predicted 80 years before it is coming true. So the biggest slavery system of India or the world is not was not class, It was not race. It was caste system; and therefore only in 36 years, if you study the period of Babasaheb's Movement, from 1920 to Merely in 36 years Babasaheb Ambedkar brought the biggest revolution of the world. Why is it so? Again very important point is to be understood. Till 1949, 26 th November Or 26 th January 1950, if we see India individual was not the unit of the Indian society and Indian law. Very important point is to be understood. Individual was not the unit of Indian society and Indian law. He made Individual as the Unit of the Constitution. What was the Unit? It was varna and caste. In a single stroke of pen while drafting the greatest Constitution of the world i.e. the Constitution of India, Babasaheb Ambedkar, He made neither the caste nor Bahujan Vision Bulletin 2

3 the varna, nor the village of Gandhi as the unit of Constitution. He made individual as the unit of the Constitution. And those who have gone through the Constituent Assembly Debates, they can understand this that there was big hue and cry in Constituent Assembly and all the Gandhians, they were against Babasaheb Ambedkar; saying that Babasaheb Ambedkar is bringing a foreign Constitution. He is not making village as a unit of India. Babasaheb said, "What are the villages of India? They are nothing but the den of darkness and ignorance." And it is better if we leave the villages in India. So Babasaheb Ambedkar made the individual as the unit of Indian Constitution. So, before 26 th November 1949, varna and caste was the unit. From 26 th November 1949 i.e. the Constitution Day and implementation on 26 th January; today the individual is the Unit. I see, if you see this in the Indian context and world context also two important things we have to understand. There was Mauryan rule for 91 years in India. There was Mauryan rule for 91 years in India. 39 years of the regime of Ashoka and 52 years of the regime of seven successors of Ashoka. That was the period when India was united. It was the biggest territory was with the Kingdom of Ashoka of course the Ashokan Kingdom was the best Kingdom. It's governance was what people are speaking today about the 'welfare governance' or 'good governance'. If any King or Emperor of the world has given the model for governance, good governance, welfare governance, humane governance he is none other than Samrat Ashoka. It is not Samudragupta. No other king could give first model of 'welfare development' in the world. Why Pushyamitra Shunga got the chance to counter-revolt and destroy Brihadrath Maurya and the Mauryan Kingdom. But 90 years of the Ashokan rule, Mauryan rule, after that counter-revolution took place. Now I have been pondering upon this very seriously. There are reasons we know that Brihadrath Maurya has been counterrevolted. A Brihadrath Maurya was killed by Pushya Mitra Shunga and there was a counter-revolution by Pushyamitra Shunga, the brahmin. We know this. But we never look into the cause that why Pushamitra Shunga got the chance to counterrevolt and destroy Brihadrath Maurya and the Mauryan Kingdom. I have done a very big research on this issue and I came to this conclusion that the Mauryan Kingdom under the regime of Brahadrath Maurya and his previous successors got diluted in ideology. They got compromised in ideology. The fifth rock edict of Ashoka says, he gave the message to his successors. What is the message? The message that he gave to his successors is that, if you want that the Kingdom that we have developed must be retained for a longer time for the welfare of the people then what must you do? Ashoka says, that you must adopt the Lok-Dhamma Niti. The Niti of the Dhamma that I have designed. But what happened? The seven successors of Ashoka they diluted the ideology of governance of Mauryan Kingdom. And due to this the Mauryan Kingdom got weakened. Brihadrath Maurya was a very weak Emperor. He was not an ideologue and he invited Pushyamitra Shunga to win Malwa for him. Malwa was won by Pushyamitra Shunga then he made him the commander-in-chief and later on you see he got the chance to counter-revolt. Now one question that comes before me is that, at about 91 years of the governance of Ashoka or the Mauryan dynasty, of course that India is Great India. Bahujan Vision Bulletin 3

4 What 91 years of Political Power could not achieve, 60 years of Constitutional Power has achieved. Today you see all the national symbols they are from Mauryan governance. You see from the Mauryan identity, Mauryan rule. We know that. But after 91 years of the regime of Mauryan Kingdom, counter-revolution took place in India. South India was at that point of time in second BCE and third BCE was highly, highly swayed away by Buddhism in 2 nd BCE and 3 rd BCE. Particularly Kerala, T.N. and part of Karnataka. They were Buddhists. People were Buddhists here. But after 91 years of political power, counter-revolution took place. But more than 60 years have passed when Dr. Babasaheb Ambedkar drafted the constitution. There have been attempts to trample the Constitution, to subvert the Constitution. There have been efforts to change the Constitution during Vajpayee's regime, there was a commission to review the Constitution. But what has happened? Inspite of all the best efforts to trample and subvert the Indian Constitution, to change the Constitution of India, with all the efforts from brahmanical forces whether it is RSS or BJP or the Congress which has diluted the Constitution and not implemented in totality. What we have seen that inspite of the 60 years still India is going ahead, the Bahujan Samaj is going ahead'. Of course, there are problems of caste discrimination. But we are going ahead. So why do I emphasize this is that. What 91 years of political power could not achieve, 60 years of Constitutional power has achieved. So, if you see in Indian context and world context that within 36 years no great person of the world, no great leader of the world could bring such a major change in the world. (clappings) I say that Marx or Lenin are not the Greatest Revolutionaries. It is Dr. Babasaheb Ambedkar who is the Greatest Revolutionary of the World. Now if you compare Dr. Babasaheb Ambedkar with Karl Marx, very important aspect. I have always been saying that Babasaheb Ambedkar wrote 'Buddha or Karl Marx'. While he gave his famous speech in Nepal, he spoke about Buddha or Karl Marx. So, if you compare Babasaheb Ambedkar with Karl Marx, two-three important points I would like to emphasize. Marx studied in India Office Library, London for 40 years. Very few people know this fact. After studying and doing research for 40 years, Marx gave the philosophy of Marxism or communism as it is said. But he required the help of Fredrik Angels to formulate the ideology of Marxism or communism. First important point. Second important point, Marx himself could not bring the revolution in Germany or Britain or Russia as he predicted that it will first come in Britain or Germany or Europe. He could not bring the revolution. For bringing revolution, Marx required Lenin. So, Marxism could become successful only by Lenin, by the efforts of Lenin and then by Mao with a various different versions in China. But we see Dr. Babasaheb Ambedkar, He is the only leader of the world who studied from 1916 in Columbia University till 1956, 40 years. Again very important. 40 years Babasaheb Ambedkar did the research, Bahujan Vision Bulletin 4

5 did the studies. From 1916 Caste in India, to 1956 i.e. Buddha and His Dhamma i.e. 40 years. For 40 years Babasaheb Ambedkar studied but He did not required any Fredric Angels to frame the ideology of Ambedkarism one important point. Second important point is that Babasaheb Ambedkar did not required any Lenin to bring the greatest revolution of the world. Not only He propounded the philosophy but he also brought the greatest humanitarian revolution of the world and therefore I say that Marx or Lenin are not the greatest revolutionaries. It is Dr. Babasaheb Ambedkar who is the greatest revolutionary of the world. (loud clappings) Of course, Saints gave some good philosophy. They were for you, see good. But their Ideology and Movement was not Revolutionary. It was more Reformative. This is the thesis and this is the progress that we all have to understand. It is not Marx or Lenin. Now, second important aspect that I would like to give. There have been many Movements in India (What you can do? Little, but window you can open. Because it is jam packed. Let the air come. So, it...) Now second important point I would like to give. There have been many Movements in India. There have been efforts for 700 years, for whole 700 years (Now its better please sit. Please concentrate) there have been saints movements in India. Starting from Kabir & Ravidas and all those up to Nandnar. 700 years there was saint movements in India; but the saints movement in India could not bring revolution. The Saint Movement India could not bring revolution. Of course, saints gave some good philosophy. They were for you, see good. But their ideology and movement was not revolutionary. It was more reformative. But if you see the peak point of Indian History. There have been only two periods when actually the revolution succeeded. And what are the two periods of the Indian history when the revolution succeeded? There had been good efforts by various people. For any Revolution to become successful, Philosophy is the lamp which illuminates the revolution. Philosophy is the lamp which illuminates the Revolution. And Revolution is the Light which keeps the Lamp Burning to make Revolution successful. I am not criticizing any one. But the two periods when actually the movement succeeded is; one the period of Buddha and the period of Dr. Babasaheb Ambedkar. These are the two peak points of the revolution in India when actually brahmanism was defeated. Of course, brahmanism then tried to regain the counter-revolt and all these things revolution and counter-revolution they go hand in hand. We know this theory. But these are the two peak points when brahmanism was defeated and actual revolution was successful in India. These are two important aspects that we have to understand. After Babasaheb Ambedkar, 60 years will be completed in th December we will be completing 6 decades of the Mahaparinirvan of Babasaheb Ambedkar. The Dalit movement, Republican movement and the Bahujan movement. There have been 3 efforts. The Republican movement, Dalit movement the Bahujan movement. 60 years we could not achieve any thing. What is the reason? No major goal could achieved. No major goal have been achieved. There have been good efforts. There have been good efforts by the people. But we could not achieve any major goal in the past 60 years. What is the reason? Very important aspect. For any revolution to become successful. And I am emphasizing this point. For any revolution to become successful. What is required? It is very important aspect that we must ponder upon. For any revolution to become successful, philosophy is the lamp which illuminates the revolution. Philosophy is the Bahujan Vision Bulletin 5

6 lamp which illuminates the revolution. And revolution is the light which keeps the lamp burning to make revolution successful. Philosophy is the lamp which makes the revolution successful. Any change in the world; any change in human society first the change comes in the mind of a person, society. And therefore if you see the first Gatha of the Dhamma Pada, Buddha says "Mano Pugamma Dhamma, Manositha Manomaya! That means the first opening Gatha, Sutta of the Dhammpada, it says that "mind is prime, mind is important." Whatever you do with right mind, it will bring good. Whatever you do with wrong mind, it will bring sufferings and sorrows to you. All the transformation in the world, if you see how democracy came, how human rights came. It came by European Enlightenment. Voltaire, Rouseau, Mill; Lincon in America; Marx. There were number of thinkers, Western Enlightenment came. Western Enlightenment came and it produced democracy, secularism and human rights in the world. Now, if you see Indian history before the Mauryan rule, it was the philosophy of Buddha that brought the Mauryas in governance. If you see Babasaheb Ambedkar's movement, Babasaheb Ambedkar's movement is basically a discourse, argument which is an alternative and supreme argument because at that point of time also, there was the philosophy of Lala Lajpat Rai, Dayanand Saraswati and Vivekanand. It was there, continued by RSS and Hedgewar and all those things. No single Gandhian in India could challenge Vijay Mankar that whatever I have written on Gandhi is wrong. There was a thought given by Gandhi, the so called father of the nation. I will not speak on him today because I do not consider Gandhiji as the father of nation. I do not know of which nation he is the father. I have written a big book on Poona Pact : Historical Harms by Gandhi, Gandhism and Congress which is a very authentic book on the whole aspect of Poona Pact, and it also very standard critic on Gandhi. Thousands of the books have gone all over India, in ten countries this book has gone. But not a single Gandhian could challenge Vijay Mankar that whatever I have written on Gandhi is wrong till today. This is a very important aspect that I want to give. Ten countries of the world it went and if you have heard the name of Jad Adams, whether you have heard the name of Jad Adams, British author. He is a British author? He has also authored a book on Gandhi. It's name is Gandhi : A Naked Ambition. authored by Jad Adams. Jad Adams, our Organisers of AIMBSCS they sent an to Jad Adams and they asked Jad Adams that you have authored a book on Gandhi. Mankar sir has also authored a book on Gandhi. Whether you would like go through a book authored by Mankar sir on Gandhi. He said immediately, Yes! I will be very much interested, please send that book. Our Organisers sent that book to Jad Adams in Britain. For one month he didn't replied. All the Organisers were worried. What happened, whether the book reached or not. Whether there is any postal lapse. They started enquiring. Finally they decided again to directly speak to Jad Adams. When they spoke him, Jad Adams said, I know that you might be worried because I did not replied for one month. But why did'not I reply is due to the fact that I thoroughly went through the book written by Mankar Sir and I am very sorry that when I was writing my book on Gandhi, I was not Bahujan Vision Bulletin 6

7 having this book as a reference. Other wise what I have written on Gandhi would have been something different. The next time I author book on Gandhi, it will be very much different and what Mankar sir has written I will certainly make that as a central point of my argument. When foreigners, Britishers they are also criticising Gandhi. But no single Gandhian in India could challenge Vijay Mankar that whatever I have written on Gandhi is wrong. Because, it is based on the arguments of Ambedkarism. So what I am saying is that the Hindutva thought was there. The reformative Hindutva thought without diluting caste and varna of Gandhi was there. There was a thought of Marxism, communism. Coming to M. N. Roy, Namburipad and in South India that was their were radical movement of Bahujans. But why Babasaheb Ambedkar became successful? Very important aspect to understand. Babasaheb Ambedkar did not merely become successful because he weared a suit. No; and Gandhians philosophy is not being accepted in India and world. I was very much surprised. Let me share one thing. 2 nd October, it so happened that I was passing for the work of movement through Wardha. Do you know the Wardha district? Sewagram Ashram. Which Ashram? Sewagram Ashram. After the Poona Pact, Gandhi came to Wardha and established the Sewagram Ashram, just to challenge, just to counter revolt against the movement of Dr. Ambedkar. That is the unique angle that I have reproduced. I was just passing, just passing through Sewagram Ashram. There is a main statue of Gandhi in Wardha district. And I was very much surprised, very much astonished to see that there were only two garlands on the statue of Gandhi. No crowd, nothing. I was totally astonished. I enquired to the people of Wardha what is the problem? Was there no official function, was there no political function of the Congress and all other people. They said every function was there. But after all the functions only few garlands were there on the neck of Gandhi. But if you go on 14 th April in any nook and corner of India, you don't have to see. You will not be able to count that how many garlands and how many crores of people they rever Babasaheb Ambedkar. What is the secret that we have to understand. Very important aspect. Today Gandhian philosophy is not accepted, Marxist philosophy is not accepted. Babasaheb Ambedkar's philosophy is accepted not only in India but in the world. For your kind information, London School of Economics, Columbia University, Simon Frazer Library, Canada. You go there. You will not find the portrait of Gandhi. One of my OBC friend, he went to Columbia and London School of Economics. He was very much surprised, he was really surprised. In the British Museum Library there is a big portrait of Babasaheb Ambedkar along with Marx. He asked the librarian why there is no portrait of Gandhi or Nehru. That librarian said, My dear friend whether you are feeling good or not. I am absolutely fine. Then what is the problem? Whether you have some problems, let's go to the psychiatrist. I am absolutely fine. But why there is no portrait of Gandhi or Nehru? The British Museum Librarian, he says do you know? Do you know the fact that Dr. Ambedkar was a student of London School of Economics and also a scholar of this library. Do you know that before the library use to open, He stood with all the study articles in his hands, enter the library and go only after the library was closed. We used to ask him that please Dr. Ambedkar finish, the library time is over. We have to close the library. Do you know this? He said no. And second important point, do you know this? If at all there is any contribution to democracy, human rights and humanism in the world, that contribution is not by Gandhi or Nehru but it is by Dr. B. R. Ambedkar. That is what the librarian told. And this is the reason why we have installed this statue and portrait of Babasaheb Ambedkar here in Bahujan Vision Bulletin 7

8 London School of Economics, British Museum, Columbia University, or Simon Frazer Library. (clappings) Because Marxism is having a limitation. What is limitation of Marxism? There are over 40 scholars in the world. Over 40 scholars in the world, all foreign scholars. I am not speaking about Indian scholars. Over 40 scholars in the world who are studying Dr. B. R. Ambedkar, Dr. Babasaheb Ambedkar because there is a problem in the world. World is in crisis. I have often said that Marxism came, capitalism came, welfarism came, so came the order of democracy and human rights. So came the order of communism and socialism. But still there is a problem in the world. There is dukkha in the world. I will not go in detail, what are the 10 Dukkhas of the world. Which is the ideology which answers to end the human sufferings in the world? Whether it is the ideology of Marx. I say no. Let's not discuss Gandhi. Because discussing Gandhi is a wastage of time (laughing). So, therefore I have left discussing Gandhi when I finished my work on Gandhi. I have found nothing in Gandhi and so therefore all the volumes and books of Gandhi they are laying idle in my library and I never look at them. I don't even find time to look the books of Gandhi because the Gandhian philosophy is nothing but as Babasaheb said; "Gandhi age is a dark age of India." Gandhi age is the dark age of India. So, let's not discuss Gandhi or any other person. Whether Marx's philosophy is a solution to the world. I say no. Why? Because Marxism is having a limitation. What is limitation of Marxism. The limitation of Marxism is that, Marxism does not go beyond economics. What is the misnomer that Babasaheb Ambedkar only dealt with the problem of caste. No my dear, it is not true. Babasaheb Ambedkar also gave the Labour Philosophy which is more Revolutionary than the Philosophy of Marx. Marxism does not go beyond economics. Marxism does not deal with religion, with ethnicity with the human dignity and human mind. That is a limitation of Marxism. Very important aspect. Now which is the ideology, which is the philosophy which not only discusses economics. And it is a very big misnomer. What is the misnomer that Babasaheb Ambedkar only dealt with the problem of caste. No my dear, it is not true. Babasaheb Ambedkar also gave the labour philosophy which is more revolutionary than the philosophy of Marx. Please go through the volume No. 10 of writing and speeches you will find Labour and Parliamentary Democracy. Babasaheb Ambedkar says, "that not nationalism but internationalism is the creed of labour." And what labours wants to do? Labour wants to abolish the wage-slavery system and establish a 'new order' in the world based on equality, liberty and fraternity. During the second world war Babasaheb Ambedkar said. He was the only person in India and world who said that this war is not a war between the Western alliance and German alliance; no. This war is a war basically between dictatorship and democracy. This war is basically a war between dictatorship and democracy and we want democracy to be the order of the world and if Gandhi and Congress, they do not want to fight with the Hitler, leave them. We the Scheduled Caste people of India will go to fight with Hitler. We will fight with Hitler. Because we want democracy in the world, that is the stand that Babasaheb Ambedkar has taken (huge clappings). And he also warns the Western alliance, British and American alliance that don't think that after winning the war, like first world war you will impose order of colonialism or capitalism in a different form. If at all this war has to become a war of justice, then the primary condition is that after this war the whole world must be reconstructed based on the basis of justice. Bahujan Vision Bulletin 8

9 Today, Marx is not the Philosopher of the World. Today Babasaheb Ambedkar is the Philsopher of the world. And therefore I say, twenty first century is the century of Ambedkarism and we will create a Blue World under the Blue Sky. Before John Rawls; 40 years before John Rawls who have heard the word John Rawls? The famous political morality philosopher John Rawls who has given the theory of Justice, whom Amarty Sen has often being quoting along with Nagel and Pogge all those people. If you study John Rawls; 40 years before John Rawls, Babasaheb Ambedkar said after second world war, if this war has to become a war of right and remove human sufferings, it must be based on justice. So, why I am emphasizing all these aspects is that Babasaheb Ambedkar not only gave the philosophy for the liberation of the Bahujans in India from caste and Hinduism. Babasaheb Ambedkar also gave the philosophy to 'reconstruct the world', to reconstruct the world, recontruction of world. The world has to be reconstructed. It has to be made humane and enlightened, it has to be based on justice. Which 'philosophy', which 'way' can give that solution for the reconstruction of the world. I say no, Marx is not the answer. Let's not speak about other thinkers. Today, Marx is not the philosopher of the world. Today Babasaheb Ambedkar is the philsopher of the world. And therefore I say, twenty first century is the century of Ambedkarism and we will create a blue world under the blue sky. AIMBSCS is the first Movement and Organisation of India which United India in Ambedkarism. With this great vision and goal AIMBSCS has been formed and this is the reason that AIMBSCS is becoming a major movement and major organisation of India. Within six and half years, we united India from Kerala to Rajasthan, from Tamil Nadu to Uttar Pradesh and from Madhya Pradesh to Jharkhand. Within six and half years, AIMBSCS is the first Movement and Organisation of India who United India in Ambedkarism. And I feel, after Dr. Babasaheb Ambedkar this is the greatest achievement of Indian history to make the base of revolution in India. And I am very happy that now I have fully devoted my life for this cause. Second important aspect. What is the Success of Babasaheb's Movement? What is the success of Babasaheb's movement? Success! Let's discuss the success. We have been doing movement. But we are not able to make some great success. What is the success of Babasaheb's movement? The success of Babasaheb's movement are three. Let's understand this. The first success, the first achievement of Babasaheb Ambedkar's movement is the 'Constitution of India.' The second success, the second achievement of Babasaheb's movement is the 'Dhamma.' The third success, the third achievement of Babasaheb's movement is the great revolutionary 'Ideology of Ambedkarism.' Three achievements are there. Again repeating. First, the Indian Constitution. It is a greatest in the world. Second the Dhamma that we revived. He gave new Dhamma for the new world. I will not go into details. And third is the revolutionary, New Revolutionary Ideology of Humanism i.e. Ambedkarism. Three achievements of the movement of Babasaheb Ambedkar. So, if you see the three achievements of the movement of Babasaheb Ambedkar and study the world history and Indian Bahujan Vision Bulletin 9

10 history, you will not find that there is a any single movement in the world which could achieve so. Now having said all these things, and having said that Ambedkarism is a Universal Ideology. Ambedkarism is a Universal Ideology. Because for three things not only for the fact that it is the only ideology and philosophy for the liberation of the Bahujans. It is not only the ideology and philosophy for the creation of Enlightened India, a New India. But it is also the philosophy and ideology for the liberation of whole world and creating an enlightened world. This is the reason that Ambedkarism is a Universal Ideology. Now, how to make Ambedkarism successful? I will be coming towards the important part and then concluding. What is important is that why the post Dr. B. R. Ambedkar movement. Why the post Dr. B. R. Ambedkar movement whether it is Republican movement, Dalit movement or the Bahujan movement? South India you take. Iyothee Thass, Periyar, Narayana Guru, Ayyankali. North India if we take; Central North India - Mahatma Phooley, Shahu Maharaj they were all movements preceding Babasaheb. After Babasaheb Ambedkar; Republican movement, Dalit movement and Bahujan movement. In whatever forms, whatever leaders, whatever organizations they have made good efforts. But very important point. What is the important point? That why they could not become successful? What are the Eight Karans? Eight Operations of Ambedkarism. I will not critcise any one. But important point. Two important points. Complete Ambedkarism was not the base of Dalit Movement and Bahujan Movement. Complete Ambedkarism. I am speaking about complete Ambedkarism. It was not the base of Dalit Movement or Bahujan Movement. Some said, social change first. Some said political change first. Some said economic change first. Some said only struggle. Complete Ambedkarism was not there. So, what is complete Ambedkarism? So I often say, there are eight karans in Ambedkarism. What are the eight karans? Eight operations of Ambedkarism. In Marathi we say karan. It is operation. Eight operations of Ambedkarism. What are they? I say : Samajkaran, Dhammakaran, Rajkaran, Arthkaran, Vidyankaran, Tantrvidyankaran, Rashtrakaran, Vishwakaran. Eight karans hai. Eight operations of Ambedkarism we have to do. It is not social first or political first. It is neither religious or economics first. All the operations they go and in hand in Ambedkarism. This is the important point that we have to understand. There are five goals of Ambedkarism. The Five Goals of Ambedkarism are : If you want to make justice, equality and liberty, fraternity real and meaningful then constitutional rights and safeguards must be there. The second goal of Ambedkarism is - annihilation of caste and creation of an ideal society based on equality, liberty, fraternity. Or creating social democracy. The third goal of Ambedkarism is : abolishing the caste economy and class economy and establishing economic democracy. What is the fourth goal of Ambedkarism? The fourth goal of Ambedkarism is : creating, making the Bahujan Samaj as the governing class for humanism. That is the fourth goal of Ambedkarism. What it the fifth goal of Ambedkarism? The fifth goal of Ambedkarism is to create an enlightened India. Five goals of Ambedkarism. The fifth goal of Ambedkarism is : the creation of an enlightened India, PraBuddha India. That is the fifth goal of Ambedkarism. What are the Five Movements you have to run? So when we are speaking about revolution. When we are speaking about revolution. Ambedkarite revolution. Which revolution? Ambedkarite revolution. India requires a blue revolution an Ambedkarite revolution. So, if you are thinking about Ambedkarite revolution, if you are thinking about making Ambedkarism successful then we will have to achieve all the five goals of Ambedkarism. Merely working on one goal is not going to solve the problem. We will have to achieve all the five goals of Ambedkarism. So, how to achieve the five goals of Ambedkarism? You will have to run the five movements. What are the Five Movements you have to run? First : Constitutional Rights and Safeguards Movement. Indian Constitution is the best but the implementation is worst. We require to implement the Constitution of India in true letter and spirit. We are required to expand the Constitution of India in true letter and spirit. Constitutional rights and safeguards movement is the first movement that we will have to do. What is the second Movement that is required to be run. Annihilation of Caste and Social Democracy Movement. Annihilation of caste and social democracy movement. What is the third Movement that we will have to run. It is the National Ownership Movement. National Ownership Movement. Now we are speaking about reservations. Yes! reservations must be there. Now time has come to not only achieve reservation in judiciary, in armed forces, in higher scientific technical posts, not only the class-i posts. But time has come that we must also achieve the reservation in private sector now. Yes! we have been now speaking about reservation. Reservation is a right. It is a safeguard. You will have to achieve it. But we will have to become the owners of India. We will have to become the owners of India. If I speak a little bit of economics, a little bit of political economy, not the economics that is discussed in the budget and all those things I will discuss a little bit on political economy. Out of the 90 lakh crores GDP of India. What is the GDP of India? 90 lakh crores. The GDP of India is 90 lakhs crores today. But out of the total GDP of 90 lakhs crores in India hardly, hardly 15 to 20 lakh crores is with the Bahujan Samaj. That means majority 80% of the political economy of the country it is in the hands of the b1, b2 and b3. That is the so called brahmins, so called baniyas and so called bada janindars. So, we are speaking about reservations. Post Dr. Ambedkar Movement could not succeed because complete Ambedkarism was not the base of that Movement. Now out of the total economy in India only 12% remains with the Government. Only 12% out of 90 lakh crores only 12% remains with the Government. All the rest is out side the government. So, reservation even if we achieve 100% not only in class-i posts but judiciary and armed forces; still, the problem of the 100 crores Bahujans will not be solved. So, therefore you will have to become the owners of India. You will have to become the owners of India. And reservation in private sector is the stepping stone towards that ultimate issue. So, we will have to run the national ownership movement. Then you will have to run making the Governing Class Movement. And finally you will have to run the conversion and Dhamma-Deeksha Movement. These are the 'five Movements;' you will have to run for accomplishing, for achieving the 'five goals' of Ambedkarism. Now what we have done? After studying Babasaheb Ambedkar, and after studying the post Dr. Ambedkar Movement, what we have Bahujan Vision Bulletin 11

12 done? We have done. One important aspect. What is the thing that we have done? The thing that we have done is : two important things that we could analyise that post Dr. Ambedkar movement could not succeed because complete Ambedkarism was not the base of that Movement. That is the first analysis. The second important analysis is that there was no written Constitution of the movement. I am speaking about the Constitution of the Movement. I am not speaking about the Constitution of the Society or something like that. I am speaking about the Constitution of the Movement. Two important aspects were there. And third, there was no process or model to make the movement successful. No scientific process and scientific model to make the movement successful. These are the three reasons. People have done good work. People have done good contribution; various leaders, various organizations. I will not go into the criticisms of any leaders or any organizations. But these three things were missing. Complete Ambedkarism was missing. Constitution of the Movement was missing and third scientific process and model for making the movement successful was missing. So what we have? First of all is that we have drafted the Constitution of the movement (showing the NPTSIA). This the Constitution of the Movement. And it is my open challenge to the movement all over India and in world also. I have been saying this fact often and often in India. Lots of videos, hundreds of videos on internet are watched all over the world also. I have been saying this any movement, any organisation, any leader XYZ show me where is the Constitution of the Movement. How the Ambedkarite Revolution will come? Where is the basics of Ambedkarism? No one is having this. Every one is going interpreting Ambedkarism that it suits us, not what Ambedkarism is. There is no authentic Constitution of the Movement. There is no reference, no source, no evidence for what they are saying. And this is a reason that Bahujan movements and Dalits movements have been diverted. So what we have done is that first of all we have created the Constitution of Movement. This is the Constitution of the Movement. What is the second thing that we have done. The second thing that we have done is; let me speak about the Ambedkarite Revolution in India. How the Ambedkarite Revolution will come? What we will have to do to bring Ambedkarite Revolution? Two important points. Ambedkarite Revolution? 'Two major works' we will have to do. Two major works we will have to do. What are the two major works that we will have to do? First : first major work that we will have to do for making the Ambedkarite revolution successful a reality in India is first - making India as the Buddhist India. That is the first thing that we will have to do. Making India as the Buddhist India. Second thing is that you have to implement the 'Policy of Ambedkarism' in India. Policy of Ambedkarism. Now, people are, elections are coming. People are declaring manifestos. X-manifesto, Y - manifesto and we have seen for the first time the political parties and so called leaders are also entering into informal dialogues for their manifestos. Now what do I say that the manifesto the biggest manifesto or policy document of India is the Constitution of India. You do not require a separate manifesto. Under the Constitution of India you will have to frame the laws and policies in India. That is the important point that every one must understand. Let me say, no party of India, no organisation of India, I will not discuss about our organizations, for they do not have any policies. They only go by slogans not by policies. No organisation of India is having the policy. I am speaking about the policy. The policies to abolish the 'caste based social economic inequalities' in India and make India in the true sense a 'New India.' A New India that is Constitutional, Democratic, Developed and Enlightened. No one is having. They are saying corruption g_má hmo Om`oJm Vmo g~ hmo Om`oJm. BJP and all those people are saying _moxr Am`oJm Vmo g~ hmo Om`oJm. Congress and all those people are saying amhþb Am J`m Vmo g~ hmo Om`oJm. Aao ~m~m H$moB ^r AmZo go Hw$N> hmozodmbm Zht h (Nothing will happen if any one comes). To make the Ambedkarite revolution, 'Two Major Works' we will have to achieve. What are the two major works? First : To make India 'Buddhist India.' Second : is to Implement the 'Policy of Ambedkarism' by forming 'Ambedkarite Government.' What is your Policy? What is your Philosophy? What is your Ideology? Please put before the nation. No one is having that philosophy and policy to change the nation. We have drafted 'Dr. Ambedkar Plan.' Which plan we have drafted? Dr. Ambedkar Plan. And it is having the policies from the educational policy, constitutional law, economics, gender policy, environmental policy to defence policy & foreign policy. Everything we have drafted. 14 th April 2012, we declared this Dr. Ambedkar Plan i.e. the Policy of Ambedkarism in writing. Thousand of copies have gone all over the country. Not a single organisation. I am challenging even today. Not a single organisation in India or world could say that what AIMBSCS has drafted the Policy of Amedkarism, it is bad policy, wrong policy and it will have an adverse effect on the Indian Society or the Bahujan Samaj or the Indian Nation. Not a single organisation could claim that I have given the copies of it to Bar Council, to the Press Council, to the Business Chambers, to various sociopolitical organizations of India. Not a single organisation of the country or world could say that Sir, what policy you have drafted is wrong. It will be bringing chaos to the country and it will take India back. Not a single, single person could do so. And on the contrary no other sociopolitical organisation of India is having such a policy. So, what I am saying is that to make the Ambedkarite Revolution, 'Two Major Works' we will have to achieve. What are the two major works? First : To make India Buddhist India. Second is to Implement the Policy of Ambedkarism by forming 'Ambedkarite Government.' So the second thing that we have done is that we have drafted the Dr. Ambedkar Plan and this is comprised as the policy of Ambedkarism. Now what I am saying is that, if India is at 134 th number in human development index, do you know this? In the Human Development Index India is at 134 th number. No one discusses this. Manmohan Singh always used to say, Chidambaran always used to say, Pranab Mukharjee, the President, earlier finance minister of India always be used to say now India is growing at the rate of 8%. 14 8%. No one is saying that what is the Human Development Index position of India. How much education our people have? How much money our people have? How much health our people have? How much housing our people have? What is the implementation of the Human Rights? What is the condition of women in India, Adivasis in India, Dalits in India, OBCs in India? No one is saying. In that sense, I will say that they are very big playmasters. They are very very big playmasters, either they are Manmohan Singh, Chidambaran or Pranab Mukharjee for that matter or Modi or any one for them. If India is at 134 th rank today in Human Development Index, if India is at 129 th rank in Gender Inequality Index, if India is at 107 th rank in Education For All Index, if India is at 88 th rank in Per Capita Income, I can share other statistics with you, it is due to only one plan. What is the plan today in India? Which is the policy that is implemented in India? The policy that is implemented in India, till today, is the Gandhi- Nehru policy. What is the policy of India? Gandhi-Nehru policy. The policy of India is, basically, the brahmanical policy & status quoist policy. Every policy is named in the name of Mohandas Karamchand Gandhi, Jawaharlal Nehru or now a days Indira Gandhi, Rajiv Gandhi. Tomorrow may be Soniya Gandhi, Rahul Gandhi, XYZ or for that matter Shyamprasad Mukharjee, Deendayal Upadhyay & all those. What are the policies of India? Very short, any government, any party, whether it is of Congress. Whether it is of BJP or the Communist, any government, any party. What is the policy basically? The policy of India is, basically, the brahmanical policy & status quoist policy. Or to be very very liberal, we can say only welfare policy. But, no political party or no organisation in India has today, till today implemented the Radical, Emancipatory Policy in India of Human Liberation & Good. No single party or organisation in India has implemented or drafted or debated the 'humanitarian liberation policy of human liberation & good;' that is the radical policy. So, India requires not the brahmanical policy. Neither the brahmanical policy nor the status quoist policy; least, not even the welfare policy of Amartya Sen. If there are student of Manglore University or some scholars who go on studies now a days, Amartya Sen has authored one book 'Uncertain Glory : Indian and its Contradictions'. It is a very good book - You must go through it. If students are there or even employees, they must read this book 'Uncertain Glory : India and its Contradictions'. India does not require Welfare Policy, it Requires the 'Policy of Ambedkarism.' In that, for the first time, a great author like Amartya Sen has highlighted that the basic problem in India is the inequality of caste. Amartya Sen has highlighted. But what is the solution Amartya Sen is giving? The solution that Amartya Sen is giving is welfarism. I wrote an article in Bahujan Vision, which was given to Amartya Sen & Jean Dreze, the coauthor of that book. I said, I thanked Amartya Sen that whatever you have highlighted, the problem of India is true, but sorry to say what solution you are recommending of welfarism is wrong. The identification of problem is true but the identification of solution is wrong. India does not require welfare policy, it requires the policy of Ambedkarism. I wrote what is the policy of Ambedkarism I have given it to Amartya Sen & Jean Dreze and they have, on the contrary, in written, given a commitment to me that they will be discussing with me on this issue, that, why welfarism is not sufficient for India. The levers of the locks have been changed. So, your master key is not going to work. You have to understand the dynamics of brahmanism. Brahmanism is not simply an idea, it is not simply a religion, it is an order. You are fighting against an order, the order is changing it is adopting dynamism. What Babasaheb Ambedkar said is that 'political power is a key which is important for all round social progress.' A key; political power is a key for all round social progress. He never said that political power is a master key which will open each & every lock. Whichever leader, whichever organisation has said this, I feel he has misread Dr. Ambedkar. But I will not going into that. So, 4 major actions we will have to do. Constitution, Human Rights Law & Policies. How we can implement the Constitution of India? How we can go far Constitutional expansion? first point. What is the problem of India? The problem of India is brahmanism. What has brahmanism created? Caste & castecapitalism and adharma. Second point, Dhamma-Deeksha. Unless you embrace the Humanitarian Dhamma of Buddha, hinduism or brahmanism will never be abolished. Because, notional change will not take place. Which change? Notional change, the change of mind, that will not take place. So, second, we will have to bring Dhamma Deeksha in India. Third, Janandolan that is what we saying is Janandolan. We are only speaking, we are only speaking but our movement has not become a force. Our movement has not become a force and without force there is no change. All the problems which are in India, it is created due to single reason, the problem of India, the cause of this problem is brahmanism. What is the solution? The solution is Ambedkarism. 20 states, 500 districts on a single day, if 500 people can stand before the collectorate raising slogans & banners and petitioning the Indian state, no government in India; no media in India can suppress our voice. We have done one Jannaodolan on 12 th June 2013 in 70 districts of India, in 7 states and it was so successful, for your kind information, Rahul Gandhi today is speaking about bringing reservation in private sector which he is not going to bring. I know that. But he was forced, he was forced to atleast to recognise that the Congress, Manifesto says that we will give reservation in private sector. Only one Janandolan, only one Janandolan forced the Congress & brahmanical people to atleast speak that there is need for reservation in private sector. Now, what Janandolan can do, only small example I have told because a lot of details are there, but I cannot share because time is there, you people also have to go, I will just brief you the major aspects. So, third major action that we will have to do is Jananodolan. The fourth major action that we will have to do is the Ambedkarite Politics. Not the Bahujan politics nor the Dalit politics. Neither Bahujan politics nor Dalit politics, India requires a new politics. The new politics must be based on Principles, Policy & Programme. It must be based on the Representation, it must be based on the Ambedkarite Leadership. It must be based on strong organisation, a proper organisation. India requires a new politics - Ambedkarite Politics. We will have to do this new politics in India. Four major actions we will have to do. One, again I am repeating, Constitution, Human Rights Law & Policies. Two, Dhammadeeksha; three, Janandolan; four Ambedkarite Politics. All the 4 you will have to do to achieve the 5 goals of Ambedkarism. To bring the 2 major works of Ambedkarite revolution and operate the 8 karans of Ambedkarism. So, this is the complete plan, this is a complete plan and in phases after 2017, from 2017 to 22, 2022 to 27 and 2027 to 2036, we have planned in this way that we are going to make Ambedkarism successful in India by the scientific planning and I am very much confident that we are going to make Ambedkarism successful in India. Neither Bhagwat & company, nor Rahul & company, nor Karat & company can stop this in India now and therefore I am challenging all the leadership & all the ideologies of India that come and discuss before Vijay Mankar, if you think bramins are so intelligent in India, bring Narendra Modi, Arun Jaitely & Rahul Gandhi before Vijay Mankar; within half an hour you will come to know that they brahmins are not intelligent people of India, it is the Ambedkarites who are having solutions (clapping). And I have been saying this all over the country, yesterday also I challenged the Marxist people in Kerala. Not a single leader dare to come before me and he didn't challenge no what you are saying is not correct, it is wrong. It is the strength of Ambedkarism, it is the strength of Great Humanitarian Revolutionary Ideology of Ambedkarism. On the basis of this, we are challenging all the brahmanical forces, all the brahmanical leaders and I am very much confident that we are going to make Ambedkarism successful in India. Whether you like it or not, we are going to make Ambedkarism successful in India. And AIMBSCS will be the biggest organisation of India. What I am saying, you just record today. I went from Manglore only to comeback with a greater Vision and a greater Action. AIMBSCS is going to be the Biggest Organisation of India. From this great land of Iyothee Thass, Ayyankali and Narayan Guru and Periyar, you have to think about this. Time has come. Ambedkarism is the only solution, here is the Constitution, here is the Policy Document, no one can say that this is wrong, no one is having this Constitution & Policy Document. This is my open challenge and I will create 10,000 Organisers in India and 5,00,000 cadres in India and we are going to make this Movement successful. With this plan with this vision and with this action. Because people of Kerala and Tamilnadu and Karanataka also, they have promised me that they will become the torch bearers of this Ambedkarite Revolution. Not only in the land of South India that is the land of Nagvanshis; the land of the Nagas; the land of the Buddha. But for making this enlightenment for India & the world. That is the promise that the Kerala people, a Tamilnadu people and Karanataka people, they have given to me. So, I will be going tomorrow only to come back with you and when I come back, I will not be sitting with you in such a small hall. I will not come late also, so you are deprived of my guidance. I will come before time but I will not sit in such a small hall, thousands of people must be there and there should be a big public programme in South India. 19 Buddha's Own Country, The Land of Nagas - Kerala Inspired By Ambedkarism Is All Set For An Ambedkarite Revolution AIMBSCS- South Indian Convention and Tribal Conference of Mavilans a Grand Success in Kanangad (Kerala). Nagpur (Capital of Movement) - The South Indian Convention of AIMBSCS attended by Organisers, Cadres & Sympathisers from Kerala, TamilNadu & Karnataka on 23 rd February was a grand success. People from 9-10 Districts of Kerela (out of 14 Districts); and Southern Karnataka and TamilNadu attend this convention. With the deliberations on "Ambedkarism" and how to make it successful under the 'National Plan To Succeed In Ambedkarism CE [NPTSIA]' by the model of 'Sangh' [AIMBSCS] the 'Movement of Mulnivasi Bahujan Samaj and Women' got a new 'vision & action' of Ambedkarism which is a 'new revolutionary ideology of humanism'. It is pertinent to note here that the Movement of Dr. B. R. Ambedkar for reasons of communication and the dilemma of Ezahava movement due to vedantism as propounded by Narayan Guru could not gather momentum in Kerela. Though it was widespread in TamilNadu with participation of R. N. Srinivasan, Appadurai, N. Shivraj, Meerabal Shivraj and others. The Movement of Dr. Ambedkar was also very strong in Norther and Southern Karnataka which B. H. Varale and others; so was the Movement in Hyderabad state with the likes of P. R. Venkatswamy, B. S. Venkatrao, Subbaih J. H., B. Shyansunder etc. Dr. Ambedkar addressed the Legislative Assembly at Trivendrum on 10 th June 1950 on the Constitutional principles & policy to be conducted by the people and government for the success of 'Parliamentary Democracy'. Before that their is no evidence of Him visiting the coastal Belt from Karwar to Trivendrum, though upto Dharwad. His movement was widespread where He had established an educational institution. The 'conversion declaration' of 13 th October 1935 at Yeola (Maharashtra) definitely had an impact on Kerela and the Thiyas/Ezhavas contemplated over this significant issue. It seems that on 24 th April 1936 Periyar E. V. Ramaswamy Naikar advised the Thiyas to ponder over the conversion decision of Dr. Ambedkar at Cochin while addressing 'Thiya Yuvajan Samaj.' But the direct involvement of Thiyyas/ Ezavas could not take a practical shape. This is the reason that the 'reformative movement' of Narayan Guru and 'radical movement' of Mahatma Ayyankali could not be converted to a 'revolutionary movement' of Dr. Ambedkar. Later the vacuum was wrongly filled by the un- Marxian, Communist movement led by the Nambodris, followed without the 'lamp of philosophy' by the Ezahavas. Thus the struggle against caste + adharma created by brahmanism was diverted to a super structure of class which never existed in Indian 'caste-class system' of varna & caste. Where the traivarnikas (so called brahmins, kshtriyas & vaishyas) are the real Bahujan Vision Bulletin 19

20 exploiters (bourgeoise) and the Shudras and Varnabahayas (the former Untouchables, Tribals & Criminal & Nomadic Tribes) the exploited/enslaved (proletariat). For the above reasons the Malabar, Cochin & Travancore coastal belt of India remain bereft of the Ambedkarite Movement, and from Uddupi to Sabrimala, brahmanism started spreading its octopus fags by the twin approach of communist & communal Hindutva. But for exceptions like C. V. Krishnan, Shahadoran Ayyapan, Justice Ayyakan Kutty, his daughter Parvathy and Dr. Palpu who embraced Buddhism in Kerela, the complete Ambedkarism as a philosophy of human-liberation and reconstruction of the world could not dawn the light of " A m b e d k a r i a n Enlightenment". The demise of C. V. Krishnan in 1938 was a major loss as He was the one who in an article in Journal Mitavadi of 1926 argued that 'Buddhism Is Best For Thiyyas'. But the vedantic dilemma of neti-neti of Narayan Guru, who could not perhaps comprehend [inspite of all his greatness] that it is the dharma of the shrutis & smritis which has created varna, caste & untouchability and unless you renounce the dharma [i.e. the irreligious, unjust, inhumane law of varna & caste] and embrace the Dhamma [i.e. Universal humanism & morality; truth, science, reason, rationality; equality, liberty, fraternity, justice; welfare of all humanbeings & well-being of all living beings] there cannot be any "mental liberation" and 'notional change' in the caste system as sanctified by the dharma of shastras from vedas to balambhatti. Thus the Kerala society still remains vacillating from 'one caste, one god, one religion' of Narayan Guru to 'no caste, no god, no religion' of Shadorran Ayyapan. But far off "One Constitution; One Society; One Dhamma" of Dr. Babasaheb Ambedkar. The South Indian Convention of AIMBSCS followed by the Mavillan Sabahas Conference of Mavilan Tribes [lineage from Maurayans] is bound to bring a wave of Ambedkarism from Kannagad to Karvar and Mangalore, to Tiruananthpuram and make Kerala 'Buddha's Own Country'; which it was from 2 nd century BCE upto the counter revolution of Shankaracharya and infiltration of brahmanism during Cherya dynasty. I am having absolute confidence in the success of Ambedkarism and a great hope that the Organisers, Cadres of Sangh [AIMBSCS] shall make Ambedkarism successful in India. 21 Deliberation in Dharwad and Discourse in Mangalore Gives a New Understanding of Ideology and Movement to Karnataka. Nagpur (Capital of Movement) - Followed by the South Indian Convention of AIMBSCS at Kannagad on 23 rd February, on 24 th evening a small discourse by the National Organiser amongst the Organisers, Cadres, Sympathisers of Mangalore & Uduppi District in the premises of Mangalore University further gave a "new understanding" of Ideology and Movement to the Tuduland. This was followed by a discourse on 25 th evening at Dharwad on the topic "Democracy, Education and Reconstruction of India in the perspective of Ambedkarism", organised by friend association 'Advocacy of Human Rights'. The programme at Dharwad was participated by Human Rights activists from Sidhi Tribe Dh. Vijay Mankar, National Organsier, AIMBSCS, disccusing with Organisers and Cadres on the 'World Center of Ambedkarism' to be constructed by Sangh; in Kalmeshwar (Nagpur, Maharashtra) (Rammath) and Dheeman Bosco from Uganda. Both the discourses has ingnited the lamp of Ambedkarism and how to make it successful, in the 'confusion worst confounded' mental state of Karnataka Bahujan & Dalit Movement. AIMBSCS will expand in a big way in Karnataka now after these developments. Whereas the Kanangad event of Kerela was actively organised by Dheemans Balkrishnan (Organiser, State Sangh; Kerela, Karnataka), C. J. Krishnan (Maurya) (Associate Organiser, Kerela), Deeikayah (Associate Organiser, Karnataka), Savitamadan (Organiser, State Sangh, TN), Sujeet (Organiser, Kerala), Gunsekharan, Govindraju, and colleagues; the Mangalore event by Dheemans Balkrishnan, Deekaiyah, Shiva and colleagues. The Dharvad programme was coordinated by Dheemans Tammana Madar, Balraj, Chelvadi and other colleagues. 22 So I would request all the Mavilan Community and Tribals of Kerala and South India to Educate! to Agitate!! to Organise!!! Do have Faith in Yourselves and Never Loose Hope. This is the Great Sutta of Babasaheb Ambedkar, given to us for our liberation. And we can be liberated only by Ambedkarism. This is the Message that I want to give to you. So, we will have to become Ambedkarites from now onwards to bring our own liberation and create an Enlightened India of which we are the Inheritors. All of us are Indigenous Nagvanshis of India and we have been Buddhists in ancient India, and therefore we have a great legacy not only of Kerala or India but of the whole world. We are the people of India who created the Indus valley civilization and who gave birth to the Ideology of Humanism and Dhamma. We were the rulers of this country doing the period of Samarat Ashoka i.e. the Mauryan rule. (clappings) It is due to the counterrevolution of Shankaracharya in Kerala that Kerala suffered a worst type of caste and untouchability in the whole history of India. During the second century BCE and third century BCE Kerala was 'Land of Buddha' and Kerala's majority population was Buddhist in 2 nd BCE & 3 rd BCE when Maurya's rule was here in India. This is our great history and therefore when I study the name of various tribes and various communities of Kerala I was astonished to see that many of the tribes names they start with 'M', like Mavilan. Many of the tribe's name starts with 'M'. It shows that during the Mauryan period we were all Buddhist and rulers of this great land of the Buddha i.e. Kerala. But during the Chera regime, during the Chera Kingdom the so called Aryans, brahmins invaded Kerala. Parashuram and the counter revolution of Shankaracharya who was a misfounded high headed brahmanical counter revolutionary, destroyed our Buddhist culture and Mavilan Kingdom that we had. It is due to the counter-revolution of Shankaracharya in Kerala that Kerala suffered a worst type of caste and untouchability in the whole history of India. And due to this caste and untouchability the tribals they also suffered due to the counter revolution of Shankaracharya and brahmanism and the caste traditions of kezamarayada. But Keralian history in modern India witnessed the first great, radical real, revolt in the form of great Mahatma Ayyankali who fought for the dignity and rights not only of the Untouchables but all the Bahujans of Kerala and in particular the Tribals and the Dalits. During the period of Mahatma Ayyankali and Narayan Guru the Kerala Society saw some sort of Bahujan Vision Bulletin 22

23 'transformation' but not the 'Revolution' which was required here in the land of the Nagas. And it was the movement of Mahatma Ayyhankali which preceded the movement of Narayan Guru which to me was a reformative movement and during the period of Mahatma Ayyankali and Narayan Guru the Kerala society saw some sort of 'transformation' but not the "revolution" which was required here in the land of the Nagas. And to be candid, the great limitation of the movements of Narayan Guru and to the certain extent of Ayyankali; was the limitation of ideology and the limitation of the movement which could not be built on all India level. This the reason why the Kerala Society could not integrate in the nation wide Movement run by Dr. B. R. Ambedkar during the golden period of 1920 to And therefore it is after seventy years of the Ambedkarite revolution that person like me, a leading Ambedkarite of India and world have come here in Kerala to teach you Ambedkarism (Cheers). But I will not only teach you Ambedkarism but I will also demolish brahmanism and socalled Marxism from Kerala (clappings). What to say about Gandhism because Gandhi is the biggest enemy of Bahujans in the 20th century. And it is true that we are not following Gandhi otherwise whatever clothes are there on our waist that would also have gone and we would also have become like Gandhi. (laughter) And the people who followed Gandhi, their social conditions are like beggars and those who followed Dr. B. R. Ambedkar wear tie, suit and coat and became more progressive and modern people of the world today (cheers). But I have been told that our great Mavilan community of Kerala which amounts to 50,000 in the district of Kasargod is suffering from worst sort of caste discrimination and deprivation and our people are not only educationless, jobless but also landless here in Kerala that is what I have been told. Babasaheb Ambedkar drafted the Constitution of India and in the real sense 'He is the Father of Constitutional and Democratic India.' And why this is happening? What is the problem? We have to think upon the problems and solutions. Any community which wants to emancipate must think upon the problems and solutions. Then we have to understand one great thing that Dr. Ambedkar gave to us. And what is that great thing that Dr. Ambedkar has given to this nation and the world? Babasaheb Ambedkar drafted the Constitution of India and in the real sense 'He is the Father of Constitutional and Democratic India' (clappings & cheers). And I do not know Gandhi is the father of which nation. Gandhi is the father of which nation I do not know. But if any one is the Father of Constitutional and Democratic India He is none other than Dr. Babasaheb Ambedkar. This is what we have to know. (cheers) Today Marx is not the Philosopher of the world but Babasaheb Ambedkar is the Philosopher of the world. And this is the reason, that today the world, if you go to the London School of Economics or Columbia University or Simon Frazer University, Canada. They do not have the photo or bust of Gandhi but they have the portrait of Babasaheb Ambedkar and Statue of B. R. Ambedkar (appalauds). And today I am speaking in the land of Kerala and I can speak with conviction that today Marx is not the Philosopher of the world but Babasaheb Ambedkar is the Philosopher of the world. And therefore I would like to say to the Congress, and Marxists if you Bahujan Vision Bulletin 23

24 are walking on the path of Marx in India you are wasting your time and I would appeal them to come on the path of Ambedkarism (cheers). Because Marxism is not the philosophy which can end the sufferings of humankind. Marx was a good man but his ideology and philosophy doesn't answers to the problems of caste, religion and ethnicity. And I therefore seriously challenge Marxists and communists of Kerala and India to come and debate with Vijay Mankar who is the master of Ambedkarism today in the world. This is my challenge to Karat, Yechuri & Vasudanandan given by Vijay Mankar in India (cheers). What to speak of the Chari the C. M. who is walking on the path of Gandhi (laughing). I feel he is bound to be doomed in future. Not only Chari is going to be doomed but Rahul Gandhi and Sonia Gandhi is also going to be doomed. Because they are bound to be doomed due to the ideology of Gandhism. Therefore we do not require Gandhi or Marx. We require Ambedkar in India and World. So it is only Dr. B. R. Ambedkar who is our Messiah; who is our Liberator! This is the thing which I have told, which is fact. Therefore we do not require Gandhi or Marx. We require Ambedkar in India and world. Therefore we have to understand what Dr. Ambedkar has done for us. Babasaheb Ambedkar apart from Reservation gave the Right of selfrule and the Right of ownership only to the Tribals of India. And when Dr. Babasaheb Ambedkar was the Chairman of Drafting Committee. It is sometimes wrongly understood that Babasaheb Ambedkar gave rights only to the Scheduled Castes. It is also sometimes wrongly understood that Dr. Ambedkar gave any rights for OBC's. No doubt that Dr. Ambedkar gave the rights & safeguards; the fundamental rights and the rights of reservation in the Constitution of India to the SC, ST & OBC's. But as far as the Tribals of India are concerned; as far as 9% Tribals of India is concerned, Babasaheb Ambedkar apart from reservation gave the right of self-rule and the right of ownership only to the Tribals of India. This is what we have to understand. And we have these rights written in the Constitution of India. They are the V Schedule and VI schedule. So in the V Schedule and VI Schedule of the Indian Constitution, Babasaheb Ambedkar has exclusively, has given the 'rights of ownership' of the land, of the forests, of the water that is what we say in Hindi Jal-Jamin-Jangal, only to the Tribals of India and it is guaranteed by the Constitution of India. 70% mineral wealth of India lies in this 'Mulnivasi Belt' of India. They do not understand what Babasaheb Ambedkar did for the tribals. Now here in Kerala we have some what 7 to 8% of the Tribal population in Kerala (some one says 3%). In India we have 9% Tribal population. If you take 125 crore population of India, the Tribal population is around 10 to 12 crore in India. And India is the only country in the world which is having such a large amount of Tribals. If you take any country in the world. It is wrongly understood that Africa or Latin America having the highest population of the Tribals. It is not true. If at all that any country which is having highest number of the population of Tribes, it is not Africa nor America. It is India. So if the 9% Tribal population of India, if it accepts Ambedkarism what will happen in the census? Now as a Ambedkarite and a National Organiser of AIMBSCS the Central Organisation of India which has United India in Ambedkarism. We have the 'Tribal Belt' in India i.e. I say the 'Mulnivasi Belt'. And what is the Mulnivasi belt of India? It starts from Dang district of Gujrat, MP, Maharashtra, C.G., Jharkhand, Odisha, A.P. and 24 Paragana of W.B.. And what is the '2 nd Mulnivasi Belt' of India? The second Mulnivasi belt of India is Bahujan Vision Bulletin 24

25 Kerala, T.N. and Karnataka. And if you combine these two Mulnivasi belts of India. What.. What will you find? There is a very important aspect of this Mulnivasi Belt of India. If you see the mineral wealth of India; if you see iron, aluminium, tungsten, gold, diamond, uranium, thorium etc. What will you find? That the 70% mineral wealth of India lies in this 'Mulnivasi Belt' of India. You can find gold, diamond and uranium only in Tribal Belt of India. And Babasaheb Ambedkar has safeguarded the right of ownership of the Tribes in the V schedule and VI schedule. The three enemies of the Tribals in India? The three enemies of the tribals of India are : brahmanism, caste capitalism and unconstitutionalism. But there are the three enemies of the Tribals. After the demise of Babasaheb Ambedkar, who are the three enemies of the Tribals in India? The three enemies of the tribals of India are : brahmanism, caste capitalism and unconstitutionalism. The three enemies of tribals of India are brahmanism, caste capitalism and unconstitutionalism. The communists are being misguiding that there is capitalism in India. Capitalism in India when it comes in India it transforms in new form of capitalism and it is 'caste capitalism.' Communists, why do not recognize the basic theory of caste and adharma in India. They are to be great deceivers not only to themselves but to the whole nation and humanity in the world. And therefore Adivasis of India have to understand the basic aspects that the three enemies of Adivasis of India are brahmanism, caste capitalism and unconstitutionalism. Now I have been told that in Kerala V Schedule is not implemented in the way it should have been implemented. And Kerala is the land which has the greatest faith in Narayana Guru, and the so called communist movement. My basic question to the people in Kerala is why the VI Schedule was not implemented here, the way Babasaheb Ambedkar has written in Constitution. If the V schedule would have been implemented in the way that is written in the Indian Constitution, the Mavilans would not have been landless in Kerala. It is a shame on the government of Kerala. I have been told that 100's of the tribals died due to the malnutrition in Kerala and the basic reason is that they have no education, employment, land here in Kerala. Advasis will be the Richest People of India. So what is the source of human development index as it is said that Kerala is at the first rank in human development index. I feel that it is the big farce here in Kerala. As I am often saying in India that if the V Schedule of Babasaheb Ambedkar are been implemented in the way it is written in the Indian Constitution neither Ambani nor Agrawal nor Tata or Birla will be the richest people; the Advasis will be the richest people of India (clapping). But you are not clapping. I don't know whether you are convinced or not. Or you don't believe as such. (loud claps) It you have confidence, please clap and cheer once in a big way for whole Kerala region (laud clap & cheers). Ya! this is the spirit of great Mavilans of India (cheers). This is the great spirit of great Adivasis, Mulnivasis, Nagas of India (cheers). And this spirit itself will wipe brahmanims from India. But this cheer has to be with Ambedkarism that is the message that I want to give you. Ya! now, so the basic problem is at the V Schedule which Babasaheb Ambedkar has written in the Constitution is not implemented, and brahmanism conspires for this. But all Mulnivasis, Adivasis all over the country and I have been working and I have been telling them how them that how to liberate the Adivasis of India. So what is the solution that Adivasis have to adopt? So there are the 'Four Solutions' that Adivasis have to adopt based on Ambedkarism. So what is the solution that Adivasis have to adopt? 26 So there are the four solutions that Adivasis have to adopt based on Ambedkarism. So the first solution that Adivasis have to adopt is the implementation of Constitution and Human rights in India. The Adivasis are the indigenous people and the United Nations recognised the rights of indigenous people in 1994 and It clearly says that the indigenous people they have separate rights and safeguards, as it is written in Constitution of India. But the Congress, BJP and Communists governments of India have been denying the Adivasis their rights of the indigenous people under the International Human Rights law. And this is the reason that in 1957 under the International Labour Organization the Indian Governments first of all recognised the adivasis as indigenous people. But later the brahmanical governments of Congress, BJP and the Communists changed the stand and today the Adivasis are not declared as indigenous people under the International Law of Human Rights. I am very happy that I am speaking in English and you speak today. I cannot understand Tudu but I can understand the feeling of you (cheers). But you have to understand English. If you can combine Tudu with English you can become the ruling class of Kerala and India (cheers). And let Mallalyam go to hell. Because it is more sanskritised. In that sense Tamil is a great language, the original language of the Nagas of India. Mallallyam has been sanskritised by Shankaracharya. And therefore you must know the power of English along with Tudu to become the rulers of India. And therefore I am saying the first solution is the Constitution implementation. What is the second solution? The second solution is the cultural solution. What is the cultural solution? The Dalits, The Adivasis and the DT/NT's were never Hindus in India. In that sense no one was Hindu in India... We were the Nagvanshi of India. We were the Indigenous Mulnivasis of India. And we were also the Great Mauryans and Buddhists of India. Hindu word itself was given by the Persians, the Arabs. This is the cultural history of India. Whatever may be the legal position today. So we were never, ever Hindus in India. We were the Nagvanshis of India. We were the Indigenous Mulnivasis of India. And we were also the Great Mauryans and Buddhists of India. That is our real history that we must understand and cherish and cheer and clap for (cheers & clappings). So why we are writing as Hindus in the census. If we are writings as Hindus in the census means we are denying that we are not- Adivasis. And therefore in 2001 when the census was conducted out of the 8 crore Adivasis 80 lacs Adivasis declared that their religion is not Hindu but the Adivasi religion. That is the fact of 2001 census. Such type of thinking has to happen in Tamilnadu, Kerala and Karnataka. And unless this happens in South India, there will be no real cultural revolution in South India. And therefore I would advise you that since 2011 census has gone but in 2021 census against the column of religion you must not write Hindu but your original religion of tribal religion, which was the Buddhist religion in India. That is the cultural solution that the Adivasis must understand in India. All the Adivasis must be organised with Dalits, DT/NT's and OBC's of India. That means we have to become the Bahujan Samaj in India. But that Bahujan Samaj must be based on Ambedkarism. Then what is the third solution that Adivasis must understand. The third solution that Adivasis must understand is the social solution. And what is the social solution that Adivasis must understand. It is very good that you have organised association of Mavilans. But it is not sufficient merely to organise such associations of Mavilans. All the Adivasis must be organised with Dalits, DT/NT's and OBC's of India. Bahujan Vision Bulletin 26

27 That means we have to become the Bahujan Samaj in India. But that Bahujan Samaj must be based on Ambedkarism. If we can become the Bahujan Samaj based on Ambedkarism; the 9% Adivasis of India; they can unite with SC, ST, DT/NT and our population will become 38% in India. If we can organise the Bhilavas the Ezhavas. If we can organise other OBC's of South India, we will become 85% in India. But for that the OBC's will have to accept Ambedkarism. And why it is necessary for the OBC's to accept Ambedkarism. Because OBC's, they do not know who is their father? Who is the father of OBC's? Dr. Babasaheb Ambedkar is the father of OBC's. This is what the OBCs must understand. Because, if Babasaheb Ambedkar would have not drafted the Indian Constitution, they would have remained as Shudras, and be exploited by the Nambudri brahmins. So if the Ezavas have to regain the dignity, they must accept Ambedkarism by recognizing Ayyankali and Narayana Guru. This is the biggest need of the Kerala Society today. So the Adivasis, the Mavilans, they must organise themselves as the Scheduled Castes, the Scheduled Tribes and the OBC's based on Ambedkarism. This is the social solution. And what is the fourth solution? The fourth solution is to create the Tribal States and form the Tribal Governments in India. I was studying the creation of Telangana state in India. And if we combine the areas of Bastar and Koraput in Telangana, there can be at least two Tribal states in India. If the Tribal states are constituted in India, the tribals can implement the constitution in much better way. So, now the tribal must build up the Janandolan, their Movement for the creation of Tribal States and Tribal Governments in India. And this can happen only by "Ambedkarite Politics." This can happen only by Ambedkarite politics. This can happen only by our own party based on principle, policy and programme. So these are the five solutions that we have to understand. Again I am repeating. The first solution is the solution of Constitution and Human Rights. Second is the cultural solution of Buddhism. The third is the social formation i.e. the social solution based on Ambedkarism. The fourth is the creation of Tribal States and Tribal Governments. And fifth is the Ambedkarite Politics for this. And if all these five solutions we can combine together based on Ambekarism, no one can force us to remain landless; or from becoming educated and becoming rulers of this country. This is my message of Ambedkarism that I want to give to you. So I would request all the Mavilan community and Tribals of Kerala and South India to Educate! to Agitate!! to Organise!!! Do have Faith in Yourselves and Never Loose Hope! This is the "Great Sutta" of Babasaheb Ambedkar given to us for our liberation. And we can be liberated only by Ambedkarism. This is the message that I want to give to you. So, we will have to become Ambedkarites from now onwards to bring our own liberation and create an 'Enlightened India' of which we are the inheritors. I hope that the Mavilan Mahasabha will adopt Ambedkarism in totality and I am very much confident that if Mavilan Mahasabha and other Tribals of South India adopt Ambedkarism and become Ambedkarites and join the Nation wide Movement of Mulnivasi Bahujan Samaj as run by AIMBSCS. I feel the problem will be solved in four or five years in Kerala that is the optimism I share with you and this the last message that I give to you. I hope that you will receive my message, understand my message and run this movement on Ambedkarism for your own liberation and the transformation of South India and creation of an Enlightened India.
