2 4(1) (b) (i) -: The particulars of Govt. of India Press, Shimla, functions and duties. :- 2 The old Government Central Branch Press, Shimla, was established in 1872, at the site of the present Ripon Hospital, but having been destroyed by fire it was subsequently shifted to CLAREFIELD in The Adjutant General s Press was amalgamated with the Shimla Press in The old Government Monotype Press was established in February, 1904 at BENMORE:, Chhota Shimla during the Viceroyalty of Lord Curzon when the Presses were administered by the Finance and Commerce Departments. Only confidential and urgent jobs of the Govt. of India press, Offices were printed in the Monotype Pres. In 1905, the Monotype Press was transferred to a site below the old Government Central Branch Press, where the goods station of the Kalka-Shimla Railway now stands, and in 1908, was again transferred to the present site at Tuti Kandi, Shimla, which is about two miles away from the town. The present Government of India Pres, Shimla, is the result of the amalgamation in a more suitable building on March1, 1924, of the Government Central Branch Press and the Monotype Press. The outbreak of World War II brought in its wake extremely heavy demands for printing work in the Government of India Presses. The capacity of the Shimla Press was limited owing to the peculiarity of its Organization. The Press was planned and built to produce printing work containing more number of pages but small number of copies. The mechanical composing strength was therefore, kept strong and the number of printing and binding machinery provided was small. Schemes for expansion of the Press and for the acquisition of any private building did not go through. Additional machinery was also not procurable owing to cessation of imports. Ways and means had, therefore, to be found to increase out put. To remove the disparity of plant in the various branches, double shift system was introduced in the bindery and machine room which was highly successful. The Shimla Press was first in the field with the double shift system. It was never tried before in the history of Government of India Presses. With the approach of War to the India s Estern Frontiers and the Calcutta Presses under the threat on that account, it became all the more necessary to increase the capacity of the Shimla Press to its utmost limits to meet the enormously increased demands for printing work. Most of the War Printing demands of secret nature,. Usually profusely illustrated, were allotted to Shimla Press. Besides this there was a huge amount of publicity material and propaganda literature. Double shift system was therefore introduced in other branches as and when found necessary. The Shimla section of the Press of the Private Secretary to the Viceroy was taken over in 1944 and finally amalgamated with the Shimla Press in After the war, it was anticipated that the work would decrease; but with the partition of India in 1947.and attainment of Independence, the demands on the Press increased still further owing to the formation of new Ministries and the activities of Scientific, Statistical and Educational Departments and also to meet the needs of the then Part B and part C States which had not fully equipped Presses of their own. This created a problem for more floor area for the Shimla Press. As there was a serious

3 3 congestion in several branches. Marlin Lodge, a building adjoining the Press, with a floor space of 5560 square feet was acquired in 1952 to house the Press Office. In course of executing the printing jobs of its Indentors, the expenditure is realized by raising the printing cost bills. COST OF PRINTING The cost of printing of the jobs of Indentors are realized by raising Printing Cost Bills, on the basis of the existing costing system approved by the Directorate of Printing, New Delhi. The existing costing system is based upon Performa Accounts of this Press that is being worked out on the basis as well as the overhead charges as worked out on the basis of Performa Accounts. This costing system is under review and will be replaced with commercial accounting system for which necessary Computer Software is being specifically designed and developed for all Govt. of India Presses. To implement that New Costing system, this Press is going to be equipped with

6 Computers very soon. At present the printing cost is being realized from Indentors on NO LOSS NO PROFIT BASIS. 6 4(1)(b)(ii) :- The powers and duties of officers and employees of Govt. of India Press, Shimla. NON-INDUSTRIAL EMPLOYEES. (1) MANAGER: The duties and the powers of the Manager are given below: (i) (ii) (iii) (iv) (v) (vi) He is In-charge of the entire Press. He exercises all financial and administrative power subject to limitations as laid down in the Rules. He is responsible for policy, co-ordination and planning. He is the chairman of the DPC, DSC and Recruiting Board for Group C and D Industrial and Non-Industrial post and makes appointment and promotion in consultation with the Committee. He passes orders on regular leave application supervisory staff both on clerical and industrial side. He is responsible for general security of the Press and ensures the provisions of adequate safeguard against losses, theft, fraud, misappropriation and other irregularities. Any loopholes/defect existing therein are being taken up by him with the local authorities for necessary remedial action. He draws up necessary amendments to the security instructions from time to time in consultation with security officer. (2) PRESS MEDICAL OFFICER:- She is Group A officer and presently she is holding the post of Chief Medical Officer (Non Functional Selection). Her services are required as per provisions of Factories Act She is the head of Press Dispensary and is responsible to extend proper medical treatment to the Press employees and their family members. She is assisted by Para-Medical staff, viz., Pharmacist, Orderly, etc. The medicines required for press dispensary are being indented by her annually and on the basis of that the medicines are being drawn from Govt. Medical Store Depot at Karnal (Haryana) and medicines essentially required but not available with the depot are obtained through other sources. (3) ASSISTANT LABOUR WELFARE COMMISSIONER(C) :- His services are required in the Press as per the provisio0ons of section 49 of Factories Act, Here, he is responsible for looking after the welfare of the workers and negotiate with the Press Management to settle any dispute and thereby ensures cordial and harmonious relations between the workers and the Management.

7 7 (4) ASSISTANT MANAGER (TECHNICAL) :- His duties are shown below :- (i) He is responsible for economical and expeditious production in the press. (ii) He is responsible for ensuring of security in production branches. (iii) He sanctions all leave to industrial staff up to the workers level. (iv) He correspondence directly with indenters on technical matter. (v) He acquaints himself with relevant portions of all Acts affecting the Press and its workers. (vi) He sees that machinery and fittings are maintained in a state of highest efficiency. (vii) He is responsible for seeking that adequate stocks are maintained of all printing and stationary stores and are timely replenished. (viii) He is member of DPC/DSC. (ix) He is authorized to effect inter branch transfer of Labourers in the interest of work and efficiency. (5) ASSISTANT MANAGER (ADMN.) :- He assists the Manager in day-to-day disposal of administrative/accounts matters. He is the branch officer for all the administrative and accounts sections. His other functions are as under. :- (i) (ii) (iii) (iv) (v) (vi) (vii) He is responsible for all aspects in respect of pay, allowances etc. by virtue of being Head of Office. He gets accounts reconciled with the Pay & Accounts Office, New Delhi and makes all correspondence with them. Her looks after the estate matters and acts as the Assistant Estate Manager for allotment of Press Pool Accommodation and other related matters. He will conduct all correspondence regarding press building and Government quarters with the authorities concerned. He sanctions leave of office staff. All service books, leave accounts are kept under his custody and he will be responsible for seeking that they are maintained efficiently upto-date. He also functions as store officer and DDO. He makes correspondence with Health officer, Press Medical Officer, CPWD and does all other correspondence of office side. (viii) The above powers are subject to the condition that he will be working directly under the Manager and will take his orders on all important question that may arise, in day-to-day administration. He functions as a member of DPC / DSC and Recruitment Board of the Press. He conducts frequent surprise inspection of stores and Cash Branches in his charge and record the result in an inspection book kept for the purpose.

8 (ix) 8 He will progress vigorously all pension cases. (6) OVERSEER :- The Overseer is entirely responsible for the quality and quantity of the outturn of the Composing, Printing and Binding Branches. He shall see that sections under him are kept fully employed and in the event of there being insufficient work, he reports immediately to the Asstt. Manager (Tech.)/ Manager. He is responsible for the carefully checking of all overtime requisition and for keeping overtime down to minimum. He is responsible for seeing that an equitable distribution of work to the workers is made by the Foreman. Where there is no Overseer in the Press duties enumerated above are performed by the Foreman. Overseer will weekly inspect the Section Holder s work distribution books and submit an inspection report for Manager s perusal. On receipt of the work Docket he will examine it and give instructions regarding its composition, size, type, area, sizes of types, style, margin, style of binding and other relevant details to the branch concerned. The Overseer is responsible that work is done in a creditable manner and to check the dispatch of work on due dates. He should check up at intervals the work of the Time Checkers to see if the time allowed to the compositors and other workers is according to the schedule or not. (7) ACCOUNTANT :- He holds supervisory charges of accounts and establishment sections and in doing so, he is assisted by the Head Clerk (Jr.) of the Section concerned. He is responsible for the general administration and efficiency of the clerical establishment of the sections and seeking that the prescribed routine regarding accounts question is strictly observed. He will ensure that all accounts and establishment matters are disposed of strictly in accordance with the standing orders. He will maintain a complete set of all the forms authorized for use in the various branches and see that no alteration or addition is made to them except under the orders of the Manager, who will obtain the approval of the Directorate of printing, New Delhi, if necessary. (8) HEAD CLERK (SENIOR)/HEAD CLERK (JUNIOR) :- Head Clerk is responsible for the general supervision of clerical branches and sections under his charge. The Head Clerk should see :- (i) (ii) (iii) that all letters and indents received are duly registered and passed on to the branched or sections concerned, and when finally dealt with are properly recorded. That all work read for dispatch is properly packed and duly sent out by the prescribed mode and all work vouchers are duly receipted and returned for production when required. That files copies of all such work are carefully maintained.

9 9 (iv) That all instructions received from the several branched and section for the issue of replies or reminders are carefully followed out; and (v) (vi) That all letters issues are intelligently and briefly registered, and office copies preserved. The Head Clerk in the Govt. of India Press is responsible for seeking that the routine work involved in the work docket system and costing system is properly carried out. (9) HEAD COMPUTER :- He is responsible to prepare Managerial Control Return Form every month in time to show the percentage of production achieved against the assessed capacity of machines, loss of production of various factors both controllable and uncontrollable. For this he has to compile time sheets of operative and hands expeditiously in this press, and to enable the office to raise the printing charges bills to the Indentors concerned. (10) HINDI TRANSLATOR :- He is responsible for carrying out all Hindi works as per the directions/instructions of the Govt. from time to time. He will also carry out the Hindi Pakhwara, Hindi Workshops and translation work of the office, and progress of the Hindi language implemented in the official work will also be observed by him. (11) GENERAL STORE KEEPER :- The General Store Keeper is custodian of stores and personally responsible for the care of all general stores and stationary stores whilst in stock and for all receipts and issues correctly. He is also responsible to place requirements of stores for procurement through Head Clerk. On receipt of store he is to get the material inspected. On completion of Inspection, he makes entries in Stock Book/Bin Cards. He is to maintain Bin Cards for every items held in the stock besides stock books. He is to ensure proper storage. He is to maintain proper records/accounts of store and follow the prescribed rules of GFR, CTR, Press Hand Book. He is to supply figures to superior authority in regard to issue of stores on the basis of past actual and anticipated position. He arranges all stores items conveniently to get the store physically verified every year. He is also responsible for reconciliation of stores and prepare balance sheet of stores. He will remain responsible for any sort of excess or deficit in store. He is also responsible for the disposal of wastes held in the stock of the Press like waste paper, salvage paper and real core following provision made in the Press hand Book.

10 10 (12) UPPER DIVISION CLERK(CASH) :- The Upper Division Clerk (Cash) in Govt. Of India press, Shimla is generally performing the duties of cashier. He is personally responsible for all cash transaction in the Press. He is also custodian of all valuables of the Press. He is particularly responsible for :- (i) Custody of all money/chouse/drafts received in office. (ii) Disbursement of Cash/Chouse to the Press employees/proper person/firms etc. (iii) To remittance of Cash/Chouse in Bank/Treasury/Pay & Accounts office. (iv) He send third party cheques/draft by post. (v) He maintains Cash Book, Subsidiary Cash Book, Registers meant for remittance/undisburshed pay and allowances security deposit Register etc. (vi) He attends Bank personally on every occasion when money has to be withdrawn or deposited. (vii) He maintains imp rest accounts and recoups as soon as the voucher is rendered by the concerned official/officer. (viii) He keeps saving Bank Pass Books, Security Deposits, Original Contract Agreements, Bonds in his safe custody. (ix) He reports all developments to the Assitt. Manager (Admn.). He gets the Cash Book, Remittance Register and other Register pertaining to the Cash disbursement and remittance checked and signed. (x) He maintains a Bill Book in which he keeps records of all records of all payments made and remained undisbursed. (xi) He ensures proper adherence of all relevant/related rules provided under GFR, CTR/Receipt and payments Rules and Hand Book of Govt. of India Press. (xii) On the close of the month, he should prepare a list of the undisbursed bills to tally with the balance shown in their Cash Book which is also required to be checked physically by DDO as per the provision of CTR. (13) UPPER DIVISION CLERK :- The Upper Division Clerk is Non-Industrial Group C posts. Upper Division Clerk generally deals with letter telegrams and other correspondences. On the receipts of such correspondences he prepares case and puts up the relevant files with notes and drafts to section in charge and gets it approved from competent authority. He obtains instructions from Asstt. Manager (Admn.). He puts up draft relating to technical aspects to the officers of technical side. He is responsible for prompt issue of letters, telegrams faxes etc. He maintains all records and he overhauls the record section every year to destroy older register/records under order of the Manager to make rooms for new records. All accounts matter also comes under this class.

11 11 (14) STENOGRAPHERS:- The main duties and responsibilities of stenographers is to take dictation from the officers. He maintains records pertaining to personnel section. He keeps confidential reports and confidential paper of all employees of the press in his custody and does the correspondence relating to thereto. He assists concerned officer in recording the proceeding of any meeting/enquiry, maintaining utmost secrecy the work demands. He is responsible to attend all the telephone calls received during the official round is undertaken by the officer concerned. (15) LOWER DIVISION CLERK:- He is Group C Non-Industrial employee of this press. His primary duty is to maintain registers and records and to do the duties in administrative section of the Press. Some LDC s are also posted in the factory side where the services of Clerks are required. Besides he does the type writing work. But, presently due to shortage of staff, experienced LDCs have started dealing with file work and submission of drafts for approval. He works under Head Clerks and Accounts and is responsible for proper maintenance of records, accurate typing and other clerical jobs, the section in which he works demand and adhere to all rules and regulation in order to ensure proper and timely disposal of work in the administration side. CARETAKER :- The caretaker is deputed amongst the Lower Division Clerks and he deals with all questions pertaining to the upkeep of Press Buildings including repair, sanitation, fire protection etc. He is responsible for opening and closing of Press premises in all shifts, besides proper care and cleanliness of the shop floor and offices and furniture. Watch and Ward staff, sanitary staff and Frashes work under the control and supervision of caretaker. He is also responsible for the safe custody of material issues to the sanitation section. Since his service are essentially required in the Press round the clock in the interest of safety and security, he makes himself available to take care of the situations that warrant his presence in the Press. TIME KEEPER:- The Time Keeper is also deputed amongst the Lower Division Clerks and he is responsible for correct recording of the attendance of all employees of the Press as per the fixed norms prescribed in the Hand Book of Govt. of India Press, the names of irregular, late comers, absentees without leave. He is also responsible for preventing the ingress of outsiders to the Press premises, except an official business. He does not allow any Industrial

12 12 employee to go out during duty period without valid pass out. He prevents anyone leaving Press premises carrying anything unauthorized. He keeps the attendance registers of all employees. From those attendance registers he prepares absentism list on the strength of which the Common Hourly Rates are worked out. He is also responsible for seeking that the various Returns are submitted and necessary forms and registers pertaining to Factories Act are properly maintained. The Issue Clerk and Dispatch Clerk are also deputed from the strength of Lower Division Clerk. (16) NURSE :- She works in the press dispensary directly under the control of Press Medical Officer. She maintains relevant records pertaining to patients, medicines and medical equipments/apparatus available at the disposal of the Dispensary. She gives medicines/injections to the patients as per prescribed of Press Medical Officer. She also undertake the work pertaining to dressing etc., of the patient concerned. (17) DRIVER :- The Driver is required to drive the vehicle whenever he is asked to do so on the written orders of the competent authority for official work. He is to ensure that the vehicle in his charge is cleaned daily and kept ready for work at the time required each day. He is to maintain Log Book for his vehicle properly. He is to ensure that no unauthorized persons travel in it or are allowed to drive the vehicle. He will indent the mechanical section, store section for all type of oil, grees etc., that are required to keep the vehicle in good working condition. (18) ASSISTANT HALWAI :- He is responsible for preparation of tea, snacks and meals, etc., for serving the employees of the press. He is responsible for maintaining good quality of foods and hygienic conditions in the Canteen. (19) COUPON/COUNTER CLERK :- He is required to sale the coupons for tea, coffee, meals and eatable to the employees in exchange of money received by him. At the end of the day he will prepare statements of accounts and hand over the total money received to the Canteen Secretary. He is also required to hand over the prepared eatable items to the employees on the counter in exchange of the coupons issued by the Coupon Clerk in lieu of money.

13 (20) HEAD MECHANIC:- 13 The Head Mechanic is responsible for keeping the machinery throughout the press in thorough working order. He works under the direct orders of the Asstt. Manager (Tech.) and will undertakes repairs of machinery, etc., in the various branches only on a requisition signed by the Asstt. Manager (Tech.) He will repost immediately to the latter any case in which, in his opinion, a machine has been put out of order by the negligence of the operative. He will personally inspect all the machinery throughout the press at least once a week, and submit to the manager return repost of the result of its inspection, reporting at the same time instances of neglect on the part of the operatives concerned. The whole cost of the branch has to be charged over the productive branches of the press, so that it is essential that the time of the mechanics and the materials consumed should be carefully noted against the branches requiring their services. The Head Mechanic will maintain a Register of Orders giving details of work, cost of labour and materials. He will keep an up-to-date account of roller stocks and also submit a weekly report of the Machines of various sections, to the Manager showing the condition of each machines, period of stoppage etc, (21) FOREMAN (MACHINE) :- Foreman (Machine) is responsible for making proper arrangements for economical and expeditious printing of jobs and forms received ion the machine section. He will impart proper instructions to the machine Man in handling the jobs on different machines. He shall distributes work to the Machine Man equitably and ensure full outturn. He shall pass clean sheets and keep record of production of his section, and for maintenance of full discipline in his Branch also for condition of machine and quality and quantity of printing. The Foreman (Machine) will also attend the following duties too. :- (i) (ii) (iii) (iv) to bring the notice of the Overseer any shortage of work of full forms for large machine or when machine run short of work and also report forms sent in a bad condition for printing and incorrectly imposed. To submit to the Asstt. Manager (Tech.) through the Overseer the daily stoppage report of the machines. To select suitable machines for printing forms most economically. To maintain the work register and the work distribution register. (22) FOREMAN (MONO):- Foreman (Mono) is to distribute spools received from the caster operators, to the Mono Operators duly registered in the distribution register. He will at the same time fill in the first 4 column and the 6 th column of the operator s daily Docket.

14 (23) FOREMAN (LINO) :- 14 He shall enter up the work in his register of work received from the section concerned, and distributes the same to the Lion Operators. Foreman before giving the copy of manuscripts to the operator should mark style, type indentation and issue all the instructions to the operators necessary to ensure uniformity and correctness in setting. If the Foreman is in doubt he should consult the Overseer, or Asstt. Manager (Tech.). He is also responsible that the work is got out at the earliest possible hour and will be held responsible for any delay. He will also distribute the Proofs and the corrections for carrying out as indicated by the Author. (24) LION OPERATOR :- The Lion Operators deployed on Linotype Machine is responsible for general upkeep and condition of his machine by examining the same before starting the work in all respects. All cases of stoppages and damages should immediately be reported by the operators to the Head Mechanic/Mechanic. He will have to execute the work entrusted by the Foreman (Lion) like fresh MSS and correction work. (25) MONO KEY BOARD OPERATOR :- Mono Key Board Operator is responsible for workable condition of his keyboard. Carelessness or wrongful use on his part can cause damage to the machine or materials. So, he is to report Overseer about any problem. He is to examine his keyboard while starting his work. He is to keep his machine/keyboard in good working condition. Any wrong perforation caused by operator s negligence will have to be reset by the operators at his own cost. The operator will be held responsible for any improper justifications and wrong positioning in the set. (26) MONO CASTER OPERATOR:- Mono Caster Operator is responsible to cast the matter and keeps watch whether a matrices is found to be dirty or blocked up with metal. In that event he stops the machine and clean. He is responsible for the condition of his machines. Carelessness, wrongful use or failure to carry out instructions may damage his machine. While starting his work, he should examine his machine carefully and see parts are properly cleaned and oiled. When work is over, he must remove the thermometer, turn off gas and water supply, take off bridge and mould cross block and clean mould and jet blade, making certain that no metal shavings remain on the face of the mould block. In this regard he should ensure all guidelines provide to him by supervisors. In the event of any damage/breakage, he must report the same to the overseer. The Caster Operator will be held solely responsible for improper measure and bad alignment.

15 15 (27) MECHANIC (PTG. & BDG.) :- The Mechanics and Asstt. Mechanics erect and repair the printing machines both letter press and Binding Machinery, and other auxiliary machinery shafting etc., test the weighing machines, sharpen cutting machines knives, oil shafting, bearing and do any other mechanical work. They dismantle machine also. No order for mechanical work or repair may be undertaken without a requisition duly signed by the Asstt. Manager (Tech.). Each machine will submit daily a Docket in Prescribed Form showing how his time has been occupied during the day. The Daily Docket will be dispatched by the head Mechanic to the general Store Keeper to note thereon the cost of materials issued, and then to the accounts section for the purpose of debiting the cost against the branch concerned. (28) SECTION HOLDER (CASE)/CASTING:- Section Holder (case) is responsible for the cleanliness, orderliness and supervision of the store room. He is responsible for seeing that the sections are supplied with type materials, chases and imposing materials, correctly and expeditiously. He should see that heading type cases are clean, filled and correct in their places in the numbers racks. He will be held responsible for the maintenance of blocks received from departments and should sent them back when no longer required. He should maintained a register for the blocks and keep it ready for correct reference. He is responsible for correct feeding of the Melting Furnace and for seeking that proper supply of Lion and Mono metal is made to the Lion and Mono section every day. He should maintain register for metal re-melting and disposal of dross. He should keep a careful watch on all valuable materials in the store room and keep adequate stock of quadrates and quotations, lead and rules./ He will be held responsible that type forms sent for distribution are promptly distributed and will issue a receipt for every form received in the Receipt Book for distributing forms. Section Holder (Case) deputed with the casting section will be responsible for distribution of work within the caster operators and he should ensure the proper casting of perforated Mono Spools as well as the correction work is carried out properly. (29) SECTION HOLDER (MACHINE) :- The Section Holder (machine) is required to assist the Machine Foreman in his duties and maintaining the prescribed register in the Machine Section. He shall keep himself fully informed of the affairs of his section so that he may carry on the duties of Machine Foreman in his casual absence. When the type forms are taken to the machine room for final printing, the Section Holder will make arrangements for placing those forms in proper order without their being damaged. After the work is printed he will dispatch

16 16 the finished dockets to the Bindery Foreman in receipt book after proper entry in register. (30) SECTION HOLDER (BINDING) :- The duty of the section Holder/Time Checker (Binding) is to generally assist the Bindery Foreman in every respect. He should keep a correct record of all jobs in the binding branch and maintain their progress. All correspondence with departments and replies to reminder should be carefully dealt with by him i8n consultation with the Foreman Binding. He should maintain the Log Books for the different groups entrusted with the jobs. He is personally held responsible for the general supervision of the work of the different sections etc. Envelopes, Counter, Ruling, Die Stamping, Stitching, Folding and Numbering and Cutting etc. All cases of Binding order with regards to the old books and registers should be carefully prepared by him. He should also prepare the binding orders of the Envelop and D.O. note papers according to Indentors instructions. In case of the casual; absence of the Foreman Binding, he should be able to carry on the duties of the Foreman Binding. (31) HEAD READER:- Head Reader is In charge of, and exercises general supervision over the Reading Section. He attends the copy editing also. He is responsible for the efficiency of the section and sees that the Readers and Revisers are given work in proportion to their pay as far as possible. He should attend to clean sheets, solve queries, sign all outturn sheets of readers and Devisors and watch that proofs are not delayed but returned to section expeditiously. The Revised proofs will be collected and taken away by the section concerned. He also reads proofs when time permits. He is also responsible for the general good conduct of the section and sees that proofs containing too many corrections and subsequent proofs carrying same mistakes are immediately reported to the Asstt. Manager (Tech.) and the Manager for disciplinary action against the operator or compositor concerned. (32) READER :- Proof reading is duty allotted in the press to Readers to detect all errors, to mark them on proof by certain long established symbols, and to query all doubtful passages or words. To read proofs efficiently, the readers must possess a good general education and a practical knowledge of the art of typography, and be able to check the correctness of ordinary quotations (English, Latin and French). He should also have a thorough knowledge of the signs and marks used in proofs correcting and should make his corrections clearly and neatly to avoid confusing the operator/compositor. He should cultivate a quick perception and retentive memory. In imposed Press reading proofs the senior readers should check the folios, signature and margins.

17 (33) REVISER :- 17 A Reviser s duty to see that the correction and marks made by Readers, authors, etc., have been correctly attended to by the Compositors; if not, he should bring the same to the notice of the Head Reader. The Reviser should check the beginning and the end of all lines (Including Headings, Margins, etc.) to ensure that no word, letter, or type has dropped out or shifted. He should pay special attention to unequal spacing or blanking out of matter, matter incorrectly made up; bad breaks in text or tables, etc. misplacement of foot-notes, reference marks, etc. (34) COPY HOLDER :- Each Reader is given an assistant known as Copy Holder, whose duty is to read the Copy aloud to his Reader. A Copy Holder must be able to decipher or defective manuscript easily. (35) BINDER :- A Binder is to undertake all kinds of binding work, e.g. leather and board. He is also required to operate cutting machines, cut papers to sizes as required and trim finished books in their respective sizes. He is personally responsible for the condition of his machine and for its proper oiling and cleaning. He should write down the number of copies in each bundle and the same should be handed over to the dispatcher. Any shortage or excess pointed out by the Dispatcher, he will have to take up the remedial steps to make up the shortage good. He should also hand over the work docket to the Dispatch section along with the printed Binding materials. (36) ASSTT. BINDER :- He should be acquainted with the process all kinds of normal binding work and should be responsible for operations like counting,, folding, gathering, stitching/sewing, numbering, covering and all other similar activities required for binding and finishing both manual and on machine. He should also responsible for operations like noting, pasting, binding and bundling, numbering under the Foreman Binding s instructions. The Bindery Assistant should be able to handle over simple machines used in the binding section e.g. Cutting, Stitching Perforating, Eyeleting, Punching, Numbering etc. (37) ASSTT. MECHANIC :-

18 18 He is assist the Mechanic/head Mechanic in the maintenance work carried out on Binding Machines. He can undertake the repair work of auxiliary machinery etc., and do other mechanical work. No work order for mechanical work or repair may be undertaken without the requisition of the Asstt. Manager (Tech.). He will submit the daily Docket Form showing how he has occupied the time during the day. (38)WIREMAN:- He will help the Electrician in all repair and installation work. During the absence of Electrician he will have to attend repair work and installation of electrical equipment (39) METAL MELTER:- He should look after the Furnace which melts down the used Type into in-guts of metal for Linotype and Monotype casting machines. He fully understand the different composition of the type metal allow for Lion and Mono. (40) MACHINE MAN:- The Machine Man is responsible for making ready, running machine and for quality printing. He should be well versed with printing on cylinder and platen machines etc. and be able to print from half tone and line blocks and do colour printing. He is responsible keeping the machine is good working order. He should be able to detect any defect in the machine and he should report to the Mechanic immediately. He is also responsible for cleanliness and oiling of the machines thoroughly, so that there is no breakage of parts and everything be quite right. (41) ASSISTASNT MACHINE MAN:- He is responsible to assist the Machine man in the printing work. He shall carry out the instructions of his superiors and shall clean the machine every day and oil it whenever required. In the absence of the Machine Man, he will carry out his work as entrusted by the Branch Supervisor. He shall help the Machine Man in all possible ways by feeding a paper and other materials and keep the watch on the machine during the printing. (42) MACHINE ATTENDANT:- Machine Attendant will help Asstt. Machine Man and Machine Man for cleaning, oiling, printing etc. and he will carry out the instructions of his superiors. The Machine Attendant should also see while feeding the paper on printing machine, the sheet as it travels on the tapes and as it settles down on the board for possible droppings. In cases of casual absence of Machine

19 19 Man/Machine Assistant he is likely to get the chance to work as a Machine Man. (43) COMPOSITOR GR.I:- Compositors are required to carry out the work which is entrusted by their Supervisor as per the manuscripts. They should also carry out the corrections marked in the Proofs marked by the Readers/Authors. (44) COMPOSITOR GR.II:- The Compositor Gr. II is responsible for composing work as per the requisition and the Type matter received from Lion as well as the Casting Section. For corrections, the compositor should fetch the proper Galleys from the Galley Racks and replace again after corrections. The compositor shall pay attention to correction work, equal spacing and rectification of marked Proof and he will carry out the work entrusted by the Supervisors on priority basis. (45) CARPENTER:- Carpenter is to carry out the wooden repair work on the office like furniture and prepare the printing wooden material for packing purpose. No carpentering work or repair will be undertaken unless requisition is signed by the authority. (46) DISTRIBUTOR:- A Distributor will carry out the work of Type Store entrusted by the Section Holder (case) to him. He is responsible for bringing the matter from the racks, arranging united and locking up them into forms. (47) PROOF PRESS MAN GR.I:- He takes the proofs of hand composed matter for further necessary corrections by Proofs Readers. (48) PROOF PRESS MAN GR.II:- He is to assist the Proof Press man Gr. I and in his casual absence he will be carry out his duties. (49) DAFTRY:- He keeps all files in the record room duly arranged. He also maintains a register to keep the details of files in Record Room. He is, as such, responsible to maintain the secondary old files and make available such files to the sections when required. The daftry posted with the Dispatch section will carry out the Dak work like weighing of dak envelops, Parcels, and Packets etc. and affixing the stamps on them as per the postal rates.

20 (50) CHOWKIDAR:- 20 He should be alert all the time so as to protect the Press from any kind of theft, and keep watch on unauthorized Trespassers. His duties are to maintain gate or the post and to keep sharp look on any unauthorized activities of any persons at gate or near parameter. He will challenge such situations and report to the caretaker. He will check all personal seeking admission to the Press and demand their identity, and after identifying the person concerned he would allow him to meet the Officer/employee concerned. He will not allow any stores to pass out through the gate without proper authentication, besides not to allow any employee of the Press to go out of the Press without valid pass out. He will also carry out the searches of vehicle and personnel when ordered for the search. He is responsible to see that no prohibited articles are brought inside the Press and no Govt. servant takes any Government property outside unauthorizedly. He is also responsible to take round of the Press premises during the night and on holidays to ensure security of the Press, and he will have to comply with all the legitimate and bonafide orders/instructions issued by the Time Keeper, Caretaker/Head Clerk. (51) ORDERLY :- Orderly is mostly deputed in Press Dispensary to assist the Medical/Para Medical staff and to carry out the work entrusted by the Press Medical Officer. (52) BEARER :- Bearer is responsible for serving Tea, Coffee, Meals and all eatable items to the employees in the Canteen and to collect their empty utensils/crockeries in the Press Canteen, and any work entrusted to him by the Secretary Canteen for the smooth functioning of the canteen. (53) BHISTI :- Bhisti is responsible for filling up all the water drums, Buckets, Jugs etc., with water in the Press premises and to ensure the water supply within the Branch/Press premises. He also performs the duties entrusted by the Care Taker/head Clerk relating to the Watch and Ward staff. (54) LABOURER :- He is a Group D Industrial employee at the lowest level hand in Shop Floor. He does supply of paper in machines, does packing, carrying of material within the Press premises, cleaning of machines and all other manual labour work required in connection with production and upkeep of machines etc.

21 21 (55) SANITARY JAMADAR:- Sanitary Jamadar is to supervise the work of sanitation and Safaiwalas and to personally ensure that the lavatories, toilets, floors and office premises as well as Industrial Shop floors are cleaned everyday. He reports to the Caretaker and he also gets engaged himself in cleaning work in times of necessary and need. (56) SAFAIWALA:- He does cleaning, sweeping of the office/press premises, toilets, lavatories and Lawns etc., as per instructions of the Care Taker/Sanitary Jamadar on daily basis to ensure proper cleanliness of the factory/office premises. (57) BARMAN :- The duties of Barman are broadly to cater to the needs of Lion machines, such as to attending to the bar, helping the Mechanic and Operators in cleaning the space bands, matrices, magazines etc., carrying in guts from the melting room and feeding the machines regularly. They are required in short, to do everything that pertains to Lion Machines. But is cases of emergency their services can be utilized in any section as this is a auxiliary post. (58) PEON :- His main duty to carry the files and documents safely from one section to another section and then to officers and vice-versa as per the instructions of the section-in-charge. He also attends all other jobs as are assigned to him by the section-in-charge or the officers as the case may be, for the smooth functioning of the office/establishment. He is also responsible to carry dak Bag from the Post Office and to deliver local letters to the addressees concerned. 4(1)(b)(III) :- The procedure followed in decision making process, including channels of Supervision and accountability :- The entire system is bifurcated in two wings, i.e. Industrial Wing and Non-Industrial Wing. In other words, it can be stated Factory side and Administration side. The Factory side is distributed into various industrial section is headed by a Section Holder/Foreman/Overseer as the case may be.

22 22 All of them are responsible for distribution of work and its proper execution. In case of any default, they seek the advise/order/instruction from their Branch Officers, viz., Asstt. Manager (Tech)/Manager who in turn take execution of pori8nting work. The Manager remains overall responsible for smooth and error free execution of printing w3ork. The Non-Industrial wing is similarly, distributed into various administration/accounts Section. Each Non-Industrial section is supervised by a Head Clerk (Jr.)/Head Clerk (Sr.)/Accountant. These Supervisors are responsible for distribution and timely disposal of work. They work under the control of Asstt. Manager (Admn.) who is their Branch Officer. The Asstt. Manager (Admn.) is responsible for ensuring proper and smooth disposal of work relating to Administration and accounts within the prescribed Rules and regulations. In all matters of importance, orders/approval of the Manager is obtained invariably. 4(1)(b)(IV) :- The norms set by Press, Govt. of India Press, Shimla for the discharge of its functions :- The exclusive function of Govt. of India Press, Shimla, under the administrative control of the Directorate of Printing, New Delhi is to print publications/forms etc. and dispatch of same to the Indentors as per time schedule fixed by them. The printing jobs are allocated to this press by Directorate of Printing, New Delhi with due consideration to the nature of jobs to be printed, size of machines and other infrastructural supports available with the Press. The general policy in the matter of discharging the functions is the disposal of work/jobs as per delivery schedule desired by the Indentors. To achieve this target, the jobs are prioritized and processed. Although individual output are fixed for the operative hands, working in preprinting, printing and post-printing branches, such output always do not help to complete the jobs in hand as per the delivery schedule fixed due to various unforeseen administrative reasons. Therefore, maximum output is obtained from every operative hand at all stages of execution of the work through motivation and with better inter-personal relations maintained in this unit, and thus the targets are fulfilled. 4(1)(b)(V) :- The Rules, Regulations, manuals and records held by Government of India Press, Shimla or under its control or used by its employees for discharging its duties/functions:- Government of India Press, Shimla is pure Central Government Organization and governed by a set of Rules/Regulations/Instructions contained in the Press manual named The Hand Book Of The Government of India Presses and the rules framed by the Govt. of India regarding service matters of employees, viz., Fundamental Rules, Supplementary Rules, GFR, CTR, Receipts and Payments Rules, Leave Rules besides Factories Act, Payment of Wages Act Compensation Act etc. etc.
