1 May 31, 2012 Volume 1, Issue 33 RELAY FOR LIFE WEEKEND Well, everything was in place, and so the meeting started on time by our Prez with the prayer given by the very quiet and reserved Ray Wilson, followed by John Jans who remembered every word of the Pledge of Allegiance. (not bad for an old relay man). Introduction of tables went without a hitch; no phones went off, no wise remarks.just plane ol introductions. We had several guests today, whose names I cannot recall (the editor states, embarrassingly,.{however, we are without a decent mic.what s with that, and how long is it gonna be before we get it fixed?}). So, here are the photos and you can Guess The Name of That Person!!! Thanks to Bob DiPietro and Big T for trying to help.

2 ANNOUNCEMENTS: Kathy: A Foundation moment. Two individuals were recognized as next receivers. I gotta admit, I m confused on this one. Help me out here Kathy: and Kent Rasmussen, PH +1. And John Backues, PH +1, Rob Anderson: His last time.maybe. This weekend is the BIG ONE. A big thanks to all who helped raise $15, yes, you heard right, $15, We need help this weekend in decorating (western theme), and walking, and just being there. There is no more dreaded disease than Cancer. We need to find the cure. So let s turn out and give a hand wherever needed. Quad Picnic: A reminder that Friday, June 8, 2012 is the Quad picnic. At Durham Park. Starts and 5 pm and goes till sundown. Food, games, beer and wine. $5.00. Tean Car Clinic: See last week s E-Cone for all the details. Contact Maureen if you have someone you know who would like to particpate. John Jans: Last chance to sign up to support the Ol Relayer, John Jans. He will be walking Saturday night at midnight. Support the relay with ½ cent for every yard that he walks. Can t beat that. Every ½ cent counts. Just kidding. Good job in raising money. Yikes, I forgot to give him my $5. Tellya what, Kent, I m in for $10, next time I seeya. FINES: Rob: It seems like he has something like a CIA control room. The word has gotten out that he is watching 10 computer screens at once. I believe he will be able to tell us when the next earthquake will hit. 2 bells

Dean was called up to the podium to give us just a snippet about our trip to Bangkok. Polio is almost gone. Nigeria has pledged to get rid of polio. India very proud to have finally gotten rid of polio. There was a big emphasis on MEMBERSHIP. We are losing Rotarians. Our zone, for example, has lost so many, that we no longer have a seat on RI Board because of the lack of membership. Dean and I will be presenting a program on August 16, with photos, about our trip to Bangkok and Hong Kong. RAFFLE: $ in the kitty. First lucky number drawn was that of Al Keller. Ring the Bell. WE HAVE A WINNNNNAAAHHHHH. Congratulations Al. SPEAKER: John Gliha had the privilege of introducing our speaker, Kory Honea, the Undersheriff, of Butte County, to speak on the overcrowded conditions of our jails. Kory became a deputy in 1993, rose through the ranks, became an investigator for the DA, went to law school, became a lawyer, and became Undersheriff in (shortened version.) He spoke eloqently about the overcrowded conditions in the county jails brought on by AB 109 which went into effect in October of Known as the prisoner realignment system. All this was brought on by suits claiming the rights of prisoners were being violated. The Supreme Court of CA ordered the the prisoners in CA be reduced by 33,000. The State Prisons simply could not provide adequate health and medical care. At this same time, the State has had a huge deficit. So, all non violent, non serious, non sex related cases were to be transferred down to the county in which they were convicted. This, of course, created an immedite overcrowding of our local jail facilities. Further it was ordered that each county create its own solutions. We have 58 counties in CA. Each plan has to be ratified by the Board of Supervisors in that particular county. This, of course, was a daunting task. However, Butte County, instead of complaining, faced the task head on. Rather than give you the crude stats, suffice it to say we have less beds available than prisoners. Thus, Butte County has come up with the alternative custody plan. Those spending time in jail for non, non violent crimes, first go through a risk assessment program. Evidence based. If the inmate passes this, they then go through the needs

4 assessment program. If all tests are passed, an ankle bracelet is placed on the prisoner, and he/she is allowed to be home, but carefully monitored. The more risky ones have a gps placed on them to keep constant tracking of them. The old juvenile hall, scheduled for demolition, has been renovated, and is used for additional beds. Various additional courses are being offered as well to help with a GED, etc. There are about 100 in the program so far. So far, only 6 have cut their bracelets. All have been caught within 24 hours. Additional needs: more beds, additional building space, need to improve job training, expand inmate work crews, and expand into fire crews, after appropriate training. Most of all, Kory emphasized, is that the help of the community is needed. Another excellent and informative presentation. REMINDERS: 1. Quad Picnic, June 8, 5pm till dark, Durham Park. 2. Blood Donation time. 3. Relay for Life, happening now, Saturday and Sunday, at the high school track. There probably will not be an E-Cone next week as we are going to New York for Otis first birthday (can you believe that? a year already.) There may be a mystery editor, but no promises.
