Attendance was taken and it was determined that 28 Council Representatives were in attendance therefore a quorum was present. Minutes of the February 13, 2014 which had been available on the web site, were approved as posted. President s Comments: 1. Thanked attendees for their interest and attendance. 2. Recognized and thanked Ernie Thompson (RHC Communications Committee) and John Hughes (RMHA Compliance Committee) as new volunteers for committee positions and encouraged other to volunteer. Connie Sanders: Reminded that we were to fill a RHC Vice President position which resulted from a resignation. The Nominating Committee initially had three candidates but two of those had withdrawn. All three were well qualified candidates. The remaining candidate, Aline McAllister has lived in Rosedale since 2004 and had served on a number of positions on the Common Grounds and Landscapping Committees and had demonstrated outstanding leadership. The Nominating Committee was pleased to recommend that Aline be elected as Vice President by acclamation. The motion was moved and seconded and approved unanimously. Hugh Henig: Pointed out that hurricane season was approaching and we would be retraining our medical assistance teams in the near future,
4 Lonnie Guida: 1. Advised that the homeowner who had been violating CC&Rs by running a business from her home had when confronted by disciplinary measures by the Compliance Committee had elected to leave Rosedale. 2. Reported that the CEO of US Security who provides Rosedale s gatehouse personnel had met with Ron Campisi of the Security Advisory Committee and Gary Emigh, President of the RMHA to discuss our concerns about violations of our standards for entry into the community. He reviewed processes they have been using successfully at a number of other communities like ours. These procedures were similar but superior to the ones used here. The decision was made to adopt the needed changes. He also pointed out that residents needed to call the gatehouse to authorize admittance for occasional guests and/or vendors and reminded that five (5) regular guests and vendors could be placed on permanent admittance lists that would not require a special phone call. A memo to homeowners conveying this and other relevant information would be forthcoming. There was a brief discussion and Q & A session on these subjects; Q: Can advance notice of the above mentioned memo and the rationale behind it be provided to RHC Reps so they can answer questions from their constituent homeowners? A: Yes Q: Can t we advise the gatehouse of visitors by ? A: That is being looked at. Lonnie pointed out that gatehouse personnel required training on the new software system they have been provided with. Bob Young advised that the Management Committee had recommended that the most knowledgeable gatehouse guard be assigned the job of training of present and future gatehouse personnel and assuring that the training was understood and being employed. Q: Has Rosedale had bad experience with serious and multiple breakins? A: No we have not. 3. Lonnie reported that US Security had been monitoring traffic here on April 2 &4. 29 speeding violations and one stop sign violation were reported.
5 Maureen Ronning: Bob Young: 1. The Homeowners have by vote directed that we should have a Review of the 2013 financials performed. 2. South Gatehouse repair will be proceeding. Some paid for by maintenance and other by reserves. 1. Reported that the Communications Committee was working on the new Newsletter and that it would not be redundant with material that was on the web site or in Rosedale publications. He mentioned that the Committee welcomed and was seeking ideas 2. Dave mentioned that he and Bob were working on revamping material on the web site including getting rid of or updating out of date stuff. 3. Dave also mentioned that we would like to have someone from the Links on the Committee and hoped someone would volunteer. Connie Sanders: Hugh Henig: 1. Advised that the 1 st phase of mailbox replacement would occur this year and the 2 nd phase would occur next year. 2. Pointed out that we were working on repairing or replacing lighting on common grounds but that we were finding it hard to find vendors but felt confident we would complete the work this year. 1. Updated the Action List. See below. Dave Bisaillon: Mentioned that the County was well aware of the traffic problem at the south entrance/exit as is and as will be worsened by the addition of the many apartments located south of Walmart. They know it doesn t work now and will bne worse if they don t do something. John Sedenquist volunteered to take on the job of working this problem. Open Forum: Hugh mentioned that we were moving to generic vice presidents from the current organization and that there would be a revision to the Organization & Structure Document ( the charter of the Rosedale Homeowners Council) offered at the next RHC meeting. Bob Ponchak, President of Waterbridge Way HOA, cited the continuing problem of speeding and exceedingly heavy traffic on 52 nd Avenue East. He requested that
6 we consider using additional speed bumps to mitigate the speeding. If not he stated the HOA would consider it on their own. o Dave pointed out that the Bradenton prefers they not be used but would not prohibit them. o Maureen pointed out and others supported the fact that EMS equipment needed to almost come to a complete stop to negotiate speed bumps and that constituted a real life threat to the patient being taken to hospitals. Mel Lestock raised three questions: o Q1: Why did the Compliance activity not handle the house in his area occupied by a renter that was in a terrible state? o A: Mel is to the address to Hugh who will bring it to the attention of the Community Advisory Committee. o Q2: Why were RMHA Annual Dues reduced. He would have preferred that they be increased to provide for contingencies. o A: Maureen pointed out the following; By law we are prohibited from budgeting for contingencies therefore we must budget for known issues only. Our reserves are budgeted based on sound study. Finally the RHC is not the final voice in setting budgets, the Developer is. o Q3: Syd Weinstein is no longer working the project of transferring the utilities to the County o A: Dave advised that that he will be involved in a meeting with the County to review our position, determine the status of the county thinking, and determine their view of what needs to be done. And see what next step(s) are appropriate. Dave Kuchinski mentioned that he sensed we were having frequent problems in getting administrative tasks completed when we were dependent on non-rhc personnel. o Dave acknowledged that there is a problem and we are addressing it. o Maureen reported that we tried to budget for administrative support at the Rosedale Administrative Office but it was unsuccessful. In reply to a question, the group was advised that complaints regarding violations of house maintenance etc. should be addressed to CAC@rosedalehc.org
7 Rick Paul raised a question regarding Brighthouse billing compared to recent ads he had encountered. o Bob requested that Rick send him the information which he could then discuss with the Brighthouse Account Rep. Rick then reported problems he was having because stray animals were being fed by neighbors. John Minton inquired about the background to the decision to turn berms over to HOAs/ o Connie explained that they were almost completely on HOA property.not on Common Grounds. Gregory Matthew stated that he had submitted requests for four projects and that it took too long to get answers. So long that dates with vendors were jeapordized. Judy Martin questioned if we can fine for landscape violations why can t we fine for speeding. o It was explained the we can fine for speeding.
