3 Our Vision and Mission 3 OUR VISION Westminster seeks to embody God s boundless love by embracing, liberating and empowering people whoever they are and wherever they may be on their faith journeys to realize the transforming power of Christ in our congregation, community and the world beyond. OUR MISSION Guided and renewed by the Holy Spirit, we at Westminster Presbyterian Church strive to build and strengthen a community of believers that: Welcomes all people, Celebrates, teaches, demonstrates and shares the love of God made known in Jesus Christ, Encourages the discovery and enrichment of a personal Christian faith, Reaches out to serve others as a church without walls, and Works for God s justice in the world.

4 4 The Report of Our Senior Pastor THE REV. DR. GREGORY KNOX JONES, Senior Pastor/Head of Staff Westminster is the most amazing community of faith and my affection for you and my admiration of you grows daily. What a privilege to serve a dynamic congregation where people are dedicated to deepening their faith and sharing God s love with one another and embracing so many beyond our church. If it fell to you to write an annual report on the current state of our country, the words divisive, intolerant, and deceit would likely find their way onto your pages. What a joy I have to write instead of an island of grace in a turbulent sea! What a blessing it is to be part of the CARING, CONCERNED, and JOYFUL community of faith we call Westminster! While it would be impossible to capture all the ministry and mission we carried out in 2018, what follows provides a glimpse of the life-changing work you made possible by your generosity. You invested your time, you committed your knowledge and skills, and you contributed part of your income so that we could embody the teachings of Jesus by healing the wounds of people who were hurting, providing hope to people who suffered, and doing the challenging work of peacemaking in a fractious milieu. We identify the problem of racism and we dedicate ourselves to taking a deep dive into the subject by educating ourselves, becoming involved in racial justice issues, and reflect on ways the we can make progress on a problem that has vexed our nation since its inception. We believe so strongly in education and sharing God s love that we support children who need tutoring and offer stimulating classes. We recognize basic needs that are not available to many and we supply food and clothing, and support affordable housing. We are disturbed by different religions being maligned, so we engage in interfaith activities to build relationships and further our understanding. We cannot quantify the value of such actions, but we can point to signs of God s Spirit at work in people s lives generating joy, creating meaning, and giving rise to hope. As you thumb through these pages, I hope that a deep sense of gratitude will well up in you as it has in me, as you reflect on what a blessing it is to be part of a church family that seeks to follow the footsteps of Jesus by breaking down barriers and extending the love of God to both friend and stranger. Further, I hope this report will spur you to ask yourself how you will help to create next year s report by seizing the opportunities that will arise in the coming months. With a grateful heart,

Session members complement one another, each bringing different talents. The Holy Spirit is alive and well at Westminster as we continue to be faithful to God's love.

6 6 Board of Deacons Statement of Purpose The Board of Deacons is led and guided by the Reverend Jill Getty with the goal of ministering to those within and beyond our community of faith who are in need, sick, friendless, or in distress. The Deacons nurture congregational fellowship by organizing social events. Board Members Don Beddie, Moderator Amy Bickhart, Vice Moderator Class of 2018 Don Beddie Beatty Chadwick Diane Chandler Cathy Lang Blair McConnel Carol Neff Lisa Stoddard Josh Thomas Jennie Wagner Sue Weissinger Pam White Luke Máthé (Youth) Hugh Underhill (Youth) Class of 2019 Amy Bickhart Nancy Diver Teisha Fooks Nicole Fox Hillary King Sally McBride Mary Lou McDowell Ann Shadduck Gen Wallace-Roe Debbie Wise Lois Underhill Lowell Underhill EVENTS SPONSORED BY THE DEACONS IN 2018 Chili Luncheon This is the capstone event of the Annual Meeting. If you ever want to try different versions of chili, this is the place to be. Barry Cobb stepped in to coordinate this event and the crowd was wowed with an array of tastes and styles unmatched! Easter Sunday Breakfast The most challenging of Deacon sponsored events, the Easter Breakfast, thrives thanks to the financial and hot stove support of our perpetual Easter Sunday Deacon Steve Stallone. Steve saves us from ourselves and guides us gently through this challenge. Recognizing that this event was too much to ask of one regular Deacon, we organized with leaders for each of the three days of preparation and execution. Deb Wise led publicity and logistics; Lisa Stoddard led the Saturday prep crew while Gen Wallace-Roe and Sue Weissinger teamed with a host of others to pull off a successful feeding of hungry souls. While we mention leaders, this is a truly all Deacon hands on deck event. Mothers Day Cookie Sale Laura Holmes led the second annual Cookie Sale that sold 150 boxes of homemade cookies and raised over $800 to help a future youth trip to Guatemala. Ice Cream Social With Blair McConnell at the helm for the second year, this eagerly anticipated event brought the congregation together with friends from UrbanPromise over ice cream, goodies and games for the kids. Could that be anything but fun? We aren t sure who enjoys ice cream more the kids, the adults or the Deacons who serve it! Class of 2020 Jeff Argus Roger Atkins Liz Bacon Kyle Carrick Barry Cobb Laura Holmes Louis Horton Kris Marvel Dan McAllister Debbie McCullough Jennifer Trickey Sandra White Staff Liaison Jill Getty Board of Deacons continued

7 Board of Deacons 7 Summer Brunch This event is always popular with the Deacons many different cooking talents on display. Nicole Fox has the coordination of the Brunch down to a science so that everyone is able to enjoy a variety of casseroles, salads and desserts. Fall Festival This pre-halloween party is aimed at the children of the church but always seems to attract its share of fun loving adults too! Amy Bickhart organizes games, activities, food and fun for all. Halloween costumes added to a truly special scene this year. Christmas Caroling This year we adjusted our schedule to go caroling earlier so that our visits did not conflict with the lunch periods at the retirement centers and nursing homes. Muffins replaced pizza as a warmup. Led by our intrepid Staff Liaison, Jill Getty, with great assistance from Kris Marvel, this event brought joy and the Christmas spirit to members, their friends and neighbors who are unable to worship with us. These events are all in addition to the weekly and monthly responsibilities of our Deacon of the Month Teams which make sure that cards are available for the congregation to sign for members with health concerns or other issues, deliver flowers from the Sunday service, serve Holy Communion to homebound members, and provide the Holy Toast Café. Every Deacon is on duty at least two months of the year. HIGHLIGHTS OF THE DEACONS WORK IN 2018 As a continuation of the Board s efforts to support the youth of the church, this was the first year to include two Youth Deacons. Luke Máthé and Hugh Underhill were full participants in all activities and provided us with a clear message of the importance of engaging with the youth of the church. Thank you Luke and Hugh! With all these activities and events, a major effort was made to streamline administration, simplify responsibilities and make being a Deacon as efficient, productive and fulfilling as possible. Vice Moderator Amy Bickhart introduced the efficiency of the internet and we initiated a plan to reduce the number of meetings and make those meetings more accessible and useful. SUMMARY When work is fun one knows one is part of something special. Being a member of the Deacon Board is fun and work and something special! Thanks be to God for our wonderful, loving and hard working members. Rarely does one find such a group.

8 8 Board of Trustees Statement of Purpose Under the direction of the Session, the Board of Trustees is delegated certain corporate governance responsibilities. The Trustees assure the physical properties of the church are adequately maintained and improved to provide attractive, functional and safe facilities for church activities. They are responsible for the oversight of the Endowment Fund and its investment advisor. The Trustees monitor the balance sheet, arrange for an annual financial audit and review the adequacy of the insurance coverage. Board Members Fred Iobst, President Denison Hatch, Vice President Dan Weintraub, Secretary Class of 2018 Charles Babcock Jim Carter Fred Iobst Bob Ridout Class of 2019 Bobbe Hoy Mary Lu Pamm Bruce Weber Dan Weintraub Class of 2020 Gary Bryde Denison Hatch Tom Preston Barbara Steen Staff Liaisons Paul Crothamel Colleen Falasco Greg Jones HIGHLIGHTS OF THE TRUSTEES WORK IN 2018 Audit Westminster again retained Maille, LLC (name change after merger with Roland Johnson & Company) to provide accounting services. The 2018 annual audit was a review with agreed upon procedures. In 2019, the review will be a full audit to ensure that Westminster is in compliance with all recognized accounting standards and procedures. The results of this year s audit were reported to the Trustees with no variances or material modifications (except for the known departure for the way Westminster records pledges). Investments The Investment Committee (Denison Hatch, Bruce Weber and John Johnston) regularly reviews the investment strategy and asset allocation for the church s endowment fund. The investment performance for 2018 is in the Financial Supplement to this annual report. The church continues to benefit greatly from the much lower advisor fees since changing advisers and investment strategy in 2003 and by consistently maintaining that strategy. Our returns have mirrored the returns of the global equity and debt markets with considerably smaller amounts being diverted to pay fund level and advisor level fees. Property See page 9. Security See page 10. Insurance The Insurance Committee (Gary Bryde, Charles Babcock, Fred Iobst) performed a review of Westminster s property and casualty insurance coverage and cost provided through the New Castle Presbytery. Westminster is an additional insured on the Presbytery group policy provided by Church Mutual Insurance Company. The Committee explored whether an individual versus a group policy would be more cost-effective, but chose to remain in the group policy because it afforded higher limits of coverage, additional coverages, and produced greater long term stability. In addition, for security and insurance purposes, the Committee drafted a Questionnaire and a Memorandum of Understanding to be completed by all outside groups or individuals who use church property. The Committee was advised by our insurance agent that there is no coverage for for-profit groups or individuals and therefore for-profit entities may not use church property. SUMMARY The Board of Trustees monitored, maintained and/or enhanced the investments and property of Westminster in Special emphasis focused on church security and insurance as well as improving the appearance and adequacy of our church property inside and out. Special thanks go to Trustees Bob Ridout, Charley Babcock, and Gary Bryde and Staff Liaison Paul Crothamel for their countless hours to improve our security program and our building and grounds. Individual Trustees also served on Session Committees such as Personnel, Nominating, Stewardship, and Joint Finance and we thank them all for their service. Finally, we thank Colleen Falasco for her trusted financial oversight and for the added responsibilities she assumed as a result of the Capital Campaign.

9 Statement of Purpose The Property Committee is a standing committee of the Board of Trustees. The committee provides an orderly way of fulfilling the Trustees responsibilities for the church property. The goal of the committee is to maintain the church structure, facilities and properties in line with the ongoing and future needs of the church. Committee Members Bob Ridout, Convener Charles Babcock Gary Bryde Jim Carter Bob Chagnon Denison Hatch Brock Jobe Pat Johnston Wendy Hatch (consulting member) Staff Liaison Paul Crothamel Property Committee 9 HIGHLIGHTS OF PROPERTY S WORK IN 2018 The Holy Spirit in the Life of Man stained glass window above the balcony was historically restored in Minnesota and five other stained glass windows were repaired on site. New protective Lucite covers were also installed. Solar power panels were installed on the roofs of the Daughtry House and Burton House. Contracts were executed to receive rebates for initial installation and for connecting our solar power generation to the grid. Working with the Earth Care Task Force, we are tracking the overall impact. The LED light bulb multi-year conversion is nearly complete. Working with the Earth Care Task Force and Phix-it Corps, we have reduced energy consumption by 70% per fixture. Landscaping in our Pennsylvania Avenue lawn was replaced. The deteriorating concrete wall and fence were removed to emphasize Westminster s open and welcoming atmosphere. This is the first phase of a multi-year plan initiated in 2017 for the entire property that enhances access and simplifies maintenance. The Earth Care Task Force provided input on native plants and wildlife. The existing telephone system was enhanced to be a Public Address System by upgrading our telephone switch and adding phones. Working with the Security Committee, this better equips us to manage through emergencies. Electronic shutdown locks were installed on several of our exterior doors. This enables us to remotely lock these doors if we see a dangerous person approaching in our camera system. Working with the Security Committee, this project will be completed in The HVAC system for the Preschool Suite was replaced. This completes the replacement of all 19 HVAC systems installed during the 1993 major renovation. The natural wood doors, three sets of exterior and two interior Sanctuary doors, were refinished by Gary Bryde. We are fortunate to have Gary s expertise on our team. SUMMARY The Property Committee s goal is to ensure the WPC facility remains an attractive, healthy and safe environment for fulfilling our mission. The Property Committee collaborates with the Security Committee, Earth Care Task Force and the Trustees to gather broad input. The Phix-it Corps, under Paul Crothamel s direction, is providing a great service to the church by handling routine maintenance. This significantly reduces expense and response time. Bill Nace has retired from the Property Committee after many years of service. He provided so much time and leadership to ensure our facility was well maintained. His advice and guidance have been a tremendous help in transitioning the committee in Thank you, Bill.

HIGHLIGHTS OF STEWARDSHIP S WORK IN 2018 Held discussions about re-branding Stewardship to better reflect what it means to the life of the church. Considered ways to better engage the younger families who are the key to Westminster s future. The demands on young families in terms of time and financial resources are major challenges to be addressed. Identifying how and why different generations/socio-economic groups give is also a major challenge for our church (and churches everywhere) and will be a top priority in The biggest lesson learned from all Stewardship activities this year is the need for greater education and transparency of the congregation on the specific role of Stewardship pledges in determining the annual operating budget. SUMMARY Stewardship pledges fund Westminster s missions and ministries The focus of Stewardship is to remind ourselves that all that the blessings we have our gifts from God that we need to give back to God as best we each are able. Early conversations made it clear that the overlap between the two initiatives was significant and that we would do well to consolidate our energy and imagination in addressing them. In May, the Session approved the formation of the Peace and Justice Work Group, with its stated purpose of engaging Westminster Presbyterian Church in an ongoing leadership role in combating violence in Wilmington and promoting racial justice. Attracted the participation of more than three dozen interested people in the Work Group Established a semi-annual speaker series: o Following the September 2017 event featuring Father Gregory Boyle of Homeboy Industries, we hosted David Kennedy, author of Don t Shoot and an active resource to Wilmington Police Chief Robert Tracy Conducted a series of periodic discussions on racial issues entitled Let s Talk About It that has involved 70 members of our congregation Completed an extensive education program throughout Fall 2018 that included: o Racism in America Exploring Our History (offered four times) o Combating Violence in Wilmington A Framework for Discussion (offered twice) o Race in America Legacy and Future (a four-week series) Explored potential relationships with local African-American congregations Created and shared a list of resources books, Let s Talk About It discussion series articles, videos, websites on related topics Began establishing relationships with other community organizations engaged in similar efforts: o o o o Delaware Center for Justice YWCA of Delaware Coalition to Dismantle the New Jim Crow Poor People s Campaign We are excited about our progress to date and energized to dive more deeply into initiatives that will move us and our community forward. Throughout the year, hundreds of WPC members tirelessly devote their time and energy to the many outreach opportunities the Urban Mission Committee has identified and supports. These programs can be a chance for many to share time with friends and fellow members, to meet new people and expose others to help transform lives. How can you help? Westminster s Urban Mission Committee seeks to create and sustain partnerships with local organizations engaged in assisting those in need in our community, with particular emphasis on homelessness, alleviating hunger, advancing youth and education, and assisting the working poor. Are you at a stage in your life when you can commit 2-3 hours per week or month to those less fortunate? Regardless of our personal situation, each of us has gifts and time to share. It is our committee s goal to create the opportunities that allow you to share, care, serve and love others and be involved in transformational experiences by helping others less fortunate than you. We welcome your ideas and your commitment to improve the lives of others who need your help. For additional information on the programs mentioned or others supported by Westminster, please contact either Karen Beer or Joe Daley or go to (click on Serve ).

SUMMARY The Church in the World Committee strives to focus its efforts and direct funds such that they can have the largest impact in areas of greatest need. Our goal is to create sustainable change through empowerment of people. This year, we strengthened bonds with our sister congregation in Congo by becoming Kamulumba s sixth worship cell and provided help to women and children who have been cast aside by the ravages of war. We continue dedicated support of our mission partnership in Guatemala by celebrating our renewal of the 3-year covenant with the Association of Mam Christian Women and supported communities through prayer partnerships, water filters, latrines and micro-loan groups. CitW continued to broaden its focus beyond the Syrian Refugee Crisis to include the plight of Palestinians living in the occupied West Bank and Gaza where we worked to increase interfaith understanding, promote peace and relieve suffering in the conflicted regions in the Middle-East. We have expanded our commitment to global EarthCare by launching clean cookstoves for use in Guatemala and Congo and funded a solar installation for a hospital in Congo which enables increased hours of operation. The Church in the World Committee embraces peacemaking as part of all we do in the hope that our church, homes and hearts will be a sanctuary for peace.
