8 Archbishop Sumner Church of England Primary School Reedworth Street, London SE11 4PH Admissions Policy for entry to Reception September 2015 Any person considering applying for a place at Archbishop Sumner Church of England Primary School ( ABS or the School ) must read the Admissions Policy set out below. Any person applying for a Church place must complete the Supplementary Form and have the Clergy Reference completed by a member of the Clergy. If you are not applying for a Church Place you only need to complete the Lambeth Common Application Form. To help you through the process, we have divided the information into sections. 1. Section One contains general information about the School. 2. Section Two explains the procedure you have to follow to apply for a place at the School. 3. Section Three explains the process for Church Places. An application for a Church Place that fails to meet the specified criteria will automatically be considered for Open Place. 4. Section Four explains the process for Open Places. By Open Places, we mean places where no religious criteria apply. Section one General Information 1.1 ABS is a Voluntary Aided Ofsted outstanding Church of England primary school. It provides a caring and loving environment for each pupil, seeking to ensure they are happy members of the school family, who enjoy learning and leave school with the knowledge, skills and attitudes relevant to the changing world in which they live. We try to create an atmosphere of a Christian family, encouraging children to grow in the love of God, and in their care and understanding of each other and the wider community. 1.2 In September 2015, the Governing Body of ABS (the Governing Body ) intends to admit 30 children for entry to Reception. The Governing Body is required to abide by the maximum limits for infant classes (for 5, 6, and 7 year olds) i.e. 30 per class. 1.3 Children who attend the Nursery at ABS are not given priority over other applicants. If your child attends the Nursery at ABS, you must follow the Admissions Procedure and submit an application for entry to Reception. 1.4 Children admitted to ABS, and their parents and guardians, are required to abide by the School regulations and to co-operate with the staff on matters of attendance, discipline, homework and dress. 1.5 Applicants are strongly urged to visit the School so that they can learn as much as possible about the School and its ethos. 1.6 The School is participating within co-ordinated admission arrangements with other primary schools in Lambeth. Section two - Admissions Procedure 2.1 All applicants including those children who attend the Nursery at ABS - must complete the Lambeth Common Application Form (the LCAF ); Applicants for a church place must also complete this Church Place Supplementary Form. 2.2 The LCAF must be returned to the body specified in the LCAF by the date specified by the London Borough of Lambeth (the LBL ). 2.3 LCAFs received after the date specified by the LBL will not be considered by the Governing Body until after the offer letters have been issued to on time applicants. The Governing Body will consider all late applications in accordance with the LBL s co-ordinated admission arrangements for applications. 2.4 It is the applicant s responsibility to ensure this Church Place Supplementary Form is completed and returned by hand to the Administration Officer at the School by noon (12pm) on Thursday 15 January The Administration Officer will issue a date stamped receipt when the completed Church Place Supplementary Form is handed in. Only receipted Church Place Supplementary Forms will be considered by the Governing Body when assessing applications for places in Reception. Section three Church Places 3.1 Up to 50% of places will be given to children whose parents/guardians attend the following Churches: St Anselm s (Kennington Road), St Mary s and the Lambeth Methodist Mission (Lambeth Road) and St Peter s (Kennington Lane). These specified Churches form North Lambeth Parish. Subject to paragraph 3.2 below, attend means attendance at one of the specified North Lambeth Churches twice a month for a period of at least two years. 3.2 If you attend one of the specified North Lambeth Churches set out in paragraph 3.1 above but you have moved house within the previous two years, you may still apply for a Church Place provided you attended another Church (the Church must be a member of Churches Together in Britain and Ireland) prior to your 8
9 move. Your application should be supported by proof of a change of address, the date of the change and a letter from a member of the Clergy at your previous Church confirming that you attended that Church at least twice a month and for how long. Your attendance at one of the specified North Lambeth Churches and your prior Church must total a period of at least two years twice a month. 3.3 All applicants for Church Places must ensure that a member of the Clergy from a specified Church in the North Lambeth Parish (the Clergy ) completes the relevant section of this Church Place Supplementary Form. 3.4 First priority will be given to Looked after Children Other applicants in this Church Place category will be ranked according to the family Church Commitment of each family. In establishing family Church Commitment, only family members living at the same address as the child and who have legal responsibility for the child will be taken into account. 3.6 Assessing the family Church Commitment will be carried out by ranking applicants according to points. One point, to a maximum of five, will be awarded under each heading: confirmation by the Clergy that the child is baptised; confirmation by the Clergy that the parent/guardian is a regular communicant at one of the specified Churches of the North Lambeth Parish; confirmation by the Clergy that the child attends one of the specified Churches in North Lambeth Parish with the parent/guardian; parent/guardian holds office in a specified Church of the North Lambeth Parish; parent/guardian is on the electoral roll of a specified Church of the North Lambeth Parish; parent/guardian has regular practical involvement in the work of North Lambeth Parish; parent/guardian takes a role in public worship/ministry in a specified Church in the North Lambeth Parish; parent/guardian has regular involvement in another aspect of Church life in a specified Church of the North Lambeth Parish; 3.7 After this, priority will be given to siblings 3 of current ABS pupils who attend at the time the application is made and who will be on roll at the School at the time of admission. 3.8 If it is necessary to decide between applicants who have equal claim to a Church Place, Governors will decide based on distance from the school. Distance is measured from the main entrance to the school on Reedworth Street to the child s home using LBL s computerised Straight Line Measurement system. 3.9 If it is still not possible to distinguish between applicants, Governors will draw names from a hat to allocate the Church Places. Section four - Open Places 1.1 After the Church Places are decided the remaining places will be offered; these are Open Places (where no religious criteria apply). Applications will be ranked in this order of preference: First priority will be given to Looked after Children¹. After this, priority will be given to siblings² of current ABS pupils who attend at the time the application is made and who will be on roll at the School at the time of admission. After this, priority will be decided based on distance from the main entrance to the school on Reedworth Street to the child s home using LBL s computerised Straight Line Measurement system. If it is still not possible to distinguish between applicants, Governors will draw names from a hat to allocate Open Places. Appeals Applicants who are not offered a place at ABS for their child have the right to appeal to an independent appeal panel. Parents wishing to appeal should set out their appeal in writing addressed to the Chair of Governors within 14 days of receiving the letter from the LBL informing them of the outcome of their application. Waiting List Once the first round of offers is made by the LBL, ABS will operate a waiting list ordered in accordance with the School Admissions Policy. This means that the waiting list may change as new applications for places are received and a child who has been on the waiting list for some time may drop down the list when a new applicant is added. The list of applicants waiting for a place at ABS is maintained by the LBL. When a vacancy arises, Governors will meet to order (against the Admissions Policy) the list as it stood on the day the vacancy arose. ¹ Looked after Children means a child who is looked after by a local authority in accordance with section 22 of the Children Act 1989(b) at the time an application for his/her admission to a school is made and who the local authority has confirmed will still be looked after at the time when s/he is admitted to the school. ² sibling means children who reside together at the same address and who have at least one parent in common by birth or legal adoption. Ratified by the Governing Body December
