Consideration and possible Conservancy authorization to disburse up to $215,000 to Sonoma County for Phase II river public access improvements at Steelhead Beach River Park.

Consideration and possible Conservancy authorization to disburse up to $1,200,000 to the Sonoma County Agricultural Preservation and Open Space District for acquisition of a 242-acre portion of the 960-acre acquisition of Bear Mountain property in Sonoma County, and for the creation of a management plan to identify restoration and recreational opportunities at Bear Mountain. 5. Consideration and possible Conservancy authorization to disburse up to $3,800,000 to the Association of Bay Area Governments for a variety of projects to extend the San Francisco Bay Trail. 6. Consideration and possible Conservancy authorization to disburse up to $300,000 to Arc Ecology, a nonprofit organization, to prepare a master plan for a shoreline park at the former Hunters Point Naval Shipyard. 7. Consideration and possible Conservancy authorization to disburse up to $400,000 to the Novato Sanitary District for design of relocated dechlorination facilities; and authorization to disburse up to $1,100,000 for engineering, technical studies, planning and other work associated with implementation of the Hamilton/Bel Marin Keys Wetland Restoration Project in Marin County. 8. Consideration and possible Conservancy authorization to disburse up to $279,400 to the Napa County Resource Conservation District to complete detailed engineering designs, environmental review documents, and permit applications for the restoration of the Rutherford Reach of the Napa River. 9. Consideration and possible Conservancy authorization to disburse up to $300,000 to prepare a Watershed Management/Habitat Protection and Restoration Plan for the San Francisco Bay Area region. Southern California 10. Consideration and possible Conservancy authorization to disburse up to $1,900,000 for planning and technical studies for the Cornfield and Taylor Yard State Parks along the Los Angeles River in the City of Los Angeles. 11. Consideration and possible Conservancy authorization to disburse up to $550,000 for the preparation of a restoration feasibility study for the Santa Clara River Parkway. 12. Consideration and possible Conservancy authorization to disburse an additional $500,000 to the Malibu Coastal Land Conservancy to complete construction of the Malibu Creek Steelhead Barrier Removal Project to implement the Santa Monica Bay Restoration Plan.

Consideration and possible Conservancy authorization to disburse up to $200,000 to the Ventura Hillsides Conservancy (VHC) to prepare acquisition planning and feasibility studies for the Ventura Hillsides. Central Coast 14. Consideration and possible Conservancy authorization to disburse up to $1,000,000 to the Monterey County Agricultural and Historical Land Conservancy to acquire a conservation easement over 163 acres of the Moro Cojo Slough at Dolan Ranch near Castroville in Monterey County. 15. Consideration and possible Conservancy authorization to disburse up to $525,000 to the Elkhorn Slough Foundation for the enhancement of the Azevedo Marshes at Elkhorn Slough in Monterey County. 16. Consideration and possible Conservancy authorization to disburse up to $200,000 to the Monterey Bay Sanctuary Foundation to implement projects under the Monterey Bay National Marine Sanctuary Water Quality Protection Program in San Mateo, Santa Cruz, Monterey, and San Luis Obispo Counties. Consent 17. Consideration and possible Conservancy action on the following Consent Items: a. Consideration and possible Conservancy authorization to disburse up to $70,000 to the City of San José to plan a segment of the Bay Area Ridge Trail in Kelley Park as an extension of the Coyote Creek trail system. b. Consideration and possible Conservancy authorization to: 1) disburse up to $650,000 of previously authorized Conservancy funds to the Coastal Conservancy Association for science support associated with the South Bay Salt Pond Restoration Project; and 2) accept $500,000 from the Santa Clara Valley Water District and disburse these funds for planning and technical work associated with the South Bay Salt Pond Restoration Project. c. Consideration and possible Conservancy authorization to disburse up to $80,000 to the City of Berkeley for the preparation of construction bid documents for an approximately 2700 foot Bay Trail spur segment between the existing Bay Trail and the City s shoreline parks. d. Consideration and possible Conservancy authorization to disburse up to $80,000 to the Mendocino Land Trust to construct access improvements and open to the public Navarro Point in Mendocino County. Consideration and possible Conservancy authorization to disburse up to $2,140,600 to the Point Cabrillo Light Keepers Association to complete the restoration of the Point Cabrillo Light Station, and for management of public use improvements onsite. f. Consideration and possible Conservancy authorization to disburse up to $100,000 to Trout Unlimited to continue testing and planning for an exotic aquatic and terrestrial animal and plant species management program in the San Mateo Creek watershed. g. Consideration and possible Conservancy approval and adoption of an Initial Study and Mitigated Negative Declaration for repairs to an access road on the Coastal Conservancy s property in Victorine Ranch; and authorization to augment a previously authorized disbursement by an amount not to exceed $75,000 to complete the repairs. h. Consideration and possible Conservancy authorization to disburse up to $28,000 in additional funds to the Community Environmental Council for the Mission Creek Museum Area Restoration Project Design, in Santa Barbara County. i. Consideration and possible Conservancy authorization to disburse up to $160,000 to Oikonos Ecosystem Knowledge to implement further habitat restoration on Año Nuevo Island, San Mateo County. j. Consideration and possible Conservancy authorization to disburse funds received from the California Resources Agency and the California Department of Fish and Game to complete a digital inventory of statewide wetlands focused on mapping coastal wetlands, and authorization to disburse up to $35,000 to the San Francisco Estuary Institute to provide science support to the wetlands mapping effort. k. Consideration and possible Conservancy authorization to disburse up to $60,000 to the San Francisco State University Romberg Tiburon Center to provide technical assistance to the Conservancy in the preparation of an acquisition priorities plan for the federal Coastal and Estuarine Lands Conservation Program (CELCP). l. Consideration and possible Conservancy authorization to disburse up to $290,000 to the Coastal Conservancy Association for the production of Conservancy publications, including California Coast & Ocean magazine, program publications, and special public information and project-related documents. 18. Consideration and possible Conservancy authorization to disburse up to $34,500,000 to the Wildlife Conservation Board, as part of a series of conveyances designed to conserve the Hearst Ranch both east and west of Highway 1, toward: 1) acquisition of a conservation easement by a nonprofit organization over approximately 80,000 acres east of Highway 1 on the Hearst Ranch in San Luis Obispo County; and 2) acquisition of interests in the 906-acre Junge Ranch east and west of Highway 1 by a nonprofit organization and the State, through use of tax credits or otherwise. * *Item not to be heard prior to noon. 21. City of Trinidad and John Frame, Humboldt County Superior Court No. CV030643; possible legal action with respect to the blockage of legal access to the Conservancy s Victorine Ranch property in Monterey County; and other pending litigation; and/or to consider the initiation of litigation. Session will be closed to the public pursuant to Government Code Section 11126(e). 24. Possible closed session to confer with and give instruction to staff negotiators regarding negotiations with the Hearst Corporation pertaining to acquisition of property interests at the Hearst Ranch, San Luis Obispo County. 6 * On Tuesday, September 14, Conservancy members will tour some Sonoma County coastal properties, including a trip to Laguna de Santa Rosa at the Laguna Wetland Preserve in Sebastopol for a loop trail walk. The tour will conclude on the Bear Mountain property, northeast of Santa Rosa. The tour will depart at 10:30 am from the Fountaingrove Inn on Fountaingrove Parkway in Santa Rosa. Members of the public may attend, but must provide their own transportation.
